A Qualitative Analysis on the Success Factors in Technology Transfer of Korean Government Sponsored Research Institutes (공공연구기관의 기술이전 유형별 성공요인 사례연구)

  • This paper aims to uncover success factors in technology transfer of Korean government sponsored research institutes. It presents an analytical framework of technology transfer integrating factors concerning actors, object and process. Qualitative analysis mainly based on In-depth interviews is designed and conducted to examine characteristics, similarities and differences of three types technology transfer including a supply-push model, a demand-pull model, and an interactive model. Empirical results show that capabilities and experiences of researchers, capabilities and willingness of the company and active communications in the technology transfer appear to be important factors. In particular, it was found that technology transfer was led by TLO in the demand-pull model. In addition, the demand-pull and interactive approaches tends to be more effective in the technology development and transfer process compared to the supply-push model. In other words, market-oriented R&D is needed instead of technology-driven R&D. This paper also pointed out that one of the major factors in successful technology transfer is the enhancement of TLO capacity, and the improvement of recognition about TLO.

  • This The purpose of this study is to propose a Technology Transfer Commercialization Model(TTC Model) that reflects the domestic background of R&D, technology transfer and its commercialization. This study outlines the existing technology commercialization model, examines the background of domestic technology transfer, presents TTC Model, and introduces the application of this model. As a result of this study, the TTC Model suggested the role of each participant in each stage and divided into the provider-led domain and the consumer-led domain. The use of this model can be applied to a technology provider in a way that progressively reduces its role. In the case of technology users, it can be used a corporate innovation model that gradually expands leading to commercialization and profit realization. This study is meaningful in that it clarifies the roles and the level of leadership of technology transfer entities.

Living Lab as User-Driven Innovation Model: Case Analysis and Applicability (사용자 주도형 혁신모델로서 리빙랩 사례 분석과 적용 가능성 탐색)

  • To meet the challenge of new type of innovation activities requires us to understand the social context of innovation and the potential needs of innovation users and, based on this, to co-construct technology and society simultaneously. Effective 'demand articulation' activities such as the understanding and utilization of user experiences and socio-technical planning are prerequisites for carrying out post-catch up innovations shaping new trajectories and contributing to solving social problems. Living Lab has recently been emerging particularly in Europe as an 'user-driven innovation model', in which users are active participants in innovation activities. The purpose of this study is to contribute to a theoretical discussion of Living Lab as an user-driven innovation model, to make a brief review of cases of Living Lab and to explore Living Lab's applicability in the Korean context. Living Lab is an open innovation model, in which end suers actively participate in innovation processes in a particular geographical space or region and would be able to solve specific problems of that space or region. In that sense, Living Lab would be able to strengthen the problem-solving capabilities of local communities and to become a pioneer in inducing and realizing a new socio-technical system. Furthermore, Living Lab could become an innovative policy tool reflecting recent major changes in innovation policy paradigms such as post-catch up innovation, demand-oriented innovation, regional innovation, societal innovation, innovation eco-system and socio-technical system transition, and thus make a contribution to exploring a new way of bringing about changes in the Korean society.

  • The Lean Construction is adopted from Lean Principle of Manufacturing Industry in the early of 1990, that has been providing theoretical background and good practical implementation for maximizing customers' satisfaction and improving productivity through minimizing the waste factors in the construction operations. The Last Planner System(LPS), one of the elementary techniques of Lean Construction, aims for improving the work reliability and reducing variability by measuring and managing the daily or weekly performance for overcoming the weakness of recent complex schedule management tools such as Critical Path Method. This research is propose a framework for implementation of LPS conducted by owner in plant construction.

  • 인터넷의 빠른 확산과 정보기술 패러다임의 변화로 사용자가 다양한 종류의 온라인 매체를 이용하여 콘텐츠 및 커뮤니티 제작 등에 능동적으로 참여하고, 이를 공유하는 양상이 사회 전반적으로 확대되고 있다. 이는 국가계획수립 부문에서도 예외는 아니어서 계획 주체와 국민간의 교류를 증진시키기 위해 등장한 개방형 계획패러다임과 맞물려 다양한 분야에서 PPGIS(Public Participation GIS)를 구현하기 위한 사업이 추진 중이다. 그러나 이러한 방법은 국가 주도의 단방향적인 참여기회 제공으로 단순한 의견수렴 수준에 머물고 있어 국민의 의견과 수요가 충분히 계획에 반영되지 못하며, 특정 계획분야에 국한되어 있는 실정이다. 그러므로 제공수단과 참여대상을 확대할 수 있도록 지리정보를 활용한 국민참여 기회를 제공하고, 이러한 결과가 GIS 활용분야 의사결정 과정에 적용될 수 있는 국가차원의 기반 마련이 요구된다. 따라서 이 연구는 정보기술 패러다임의 변화를 반영하여 사용자가 지리정보를 수단으로 자유롭게 의사를 개진하고, 정부가 이를 반영하여 계획을 수립할 수 있는 통합형 PPGIS 모델을 통한 G2C 상호작용 제고방안을 마련하고자 한다.

  • 본 연구는 컴퓨터시스템을 이용한 맞춤형 정음기반 한국어 학습 지원시스템의 효율적인 모델에 관한 연구 논문으로서, IMS/AICC 국제규격을 준수하는 LCMS와 SCORM 기반의 정음 정보처리로 한국어 교육이 가능한 학습지원시스템에 구축 시스템의 세부 모음들을 정의하였다. 주 내용은 학습자의 학습결과와 학습 습관을 분석 평가하여 자가 주도 식으로 학습할 수 있는 기능을 제공한 것이다. 본 연구는 효율적인 PMS 세부모듈 시스템은 물론, 표준 역량모델관리시스템, 학습자 개별 역량 관리시스템, 역량저장 및 저장소, 커뮤니티를 활용한 역량 모델기반의 지식관리시스템, 교육 수요분석용 e-Survey시스템, 모바일 학습지원서비스 시스템 등이다. 앞으로 클라우드컴퓨팅 기술을 적용한 외국인을 위한 정음기반 한국어 학습지원시스템 구축 표준 모델을 제시하였다.

  • The new innovation model that deals with agenda as sustainability, quality of life, societal challenges is emerging as NIS(National Innovation System) is needed to transit to post catch-up and creativity. To achieve this objective, there is a growing need for enhancing usage of ICT, end-user's needs, prolification of R&D results and social impact. Living Lab is the new innovation model that end-user's participation, co-work/network within actors and usage of user's experience and This study deal with Living Lab related R&D of ICT-based service from co-work with end-users. Example cases are Turku Archipelago Living Lab in Finland, and Living Lab projects in EU, EIT ICT Labs and ELLIOT. And the focus of case analysis is that reflection of user's needs and experience, and aspect of ICT usage.

  • 한국은 세계적으로 정부 주도의 IT 정책이 가장 성공한 나라로 평가되어 왔으나 최근 스마트폰 등 모바일 중심의 세상이 도래하면서 기존 정보통신사업 생태계가 크게 요동치고 있다. 더욱이 이러한 새로운 패러다임 및 BM이 미국발이어서 새로운 시장 창출형 정책선도 모델 발굴이 매우 시급하다. 그러나 과거와는 전혀 다른 새로운 환경, 즉 규제의 힘이 약해지고 새로운 Value Chain 및 산업조직 등 시장의 힘이 강해진 상황에서 이용자의 참여를 유도하고 궁극적으로 시장의 잠재적 수요를 창출할 수 있는 소통적 정책모델 정립이 매우 중요하다고 할 수 있다. 이러한 관점에서 통신산업은 수동적으로 관리해야 할 대상이 아니라 미래 국가경쟁력을 위해서 적극적으로 진흥, 육성해야 할 분야라는 인식전환이 그 어느 때보다 필요하다.

Forecasting the Diffusion of Participating Countries with the Introduction of the "International Defense Industry Cooperation Program of Korea" (한국형 국제국방산업협력제도 도입시 방산협력국가 수요확산 예측 연구)

  • This study intends to provide a forecast of the diffusion of countries participating in a newly proposed G to G mechanism named as the "International Defense Industry Cooperation Program of Korea", modeled after the U.S. Foreign Military Sales(FMS). For this purpose, the study analyses 40 years of statistical data of U.S. FMS customers to find two parameters, coefficient of innovation and imitation, which explain the diffusion in FMS customers. Furthermore, the study forecasts the diffusion in international participation to the proposed mechanism taking account of the differences in the level of government competitiveness and the strength of defense industrial base of Korea and the U.S. This study also provides recommendations for accelerating the desired outcomes under the new program. While Korea is likely to have relative advantages over 'imitators' in the international market, it will need to gain competitiveness in high-level capabilities going beyond the realm of medium-high level systems, and present attractive alternatives for offsets.

  • In the edge of new jumping up in global market, our construction industry is required to develop a competitive power and new construction market. As a considerable global player, our construction industry and information technology industry are regarded as to achieve more competitiveness and new market by developing fusion technology between information and construction technology. But, practically not only the technologic barrier but unripe developing model, it is time to visualize fusion strategic model and possible area as a constructional point of view. The aim of fusion technology is to increase productivity by reducing labor power and over all life cycle cost and to suggest new market with effective demanding power such as ubiquitous-city. As a successful development model, both the demand driven approach dealing with prompt IT developing speed and a circular leading model boosted by leading group will be key factors.
