Assessment of Inundation Rainfall Using Past Inundation Records and CCTV Images (CCTV영상과 과거침수기록을 활용한 침수 강우량 평가 - 강남역을 중심으로 -)

  • For the past few years, the video surveillance market has shown a rapid growth due to the increasing demand for Closed Circuit Television(CCTV) by the public sector and the private security industry. While the overall utilization of CCTV in the public and private sectors is expanding, its usage in the field of disaster management is less than sufficient. Therefore, the authors of this study, in an effort to revisit the role of CCTV in disaster situations, have carried out a case analysis in the vicinity of the Gangnam Station which has been designated as a natural disaster-prone area. First, the CCTV images around the target location are collected and the time and depth of inundation are measured through field surveys and image analyses. Next, a rainfall analysis was conducted using the Automatic Weather Station(AWS) data and the past inundation records. Lastly, the authors provide an estimate of rainfall for the areas around the station and suggest viable warning systems and countermeasures. The results from this study are expected to make positive contributions towards a significant reduction of the damages caused by the floods around the Gangnam Station.

  • As a result of the compulsory of information system audit and a rise in audit demand, the quality improvement of information system audit is being emphasized. However, since the current information system audit heavily depends on the auditor's experience, skill, and subjective judgments, it incurs distrust in the objectivity and reliability of audit results from audit interest person. Furthermore, so far research activities aimed at securing the objectivity and reliability of audits have not been adequately carried out. Therefore, this paper presents a quantitative method for information system audit evaluation in order to contribute to the quality improvement of overall information system audit through securing compliance, objectivity, and reliability of information system audit. The quantitative method is largely composed of two sectors, such as evaluation areas and items, scores calculation for evaluation items, and can generally apply the information system audit standard to information system audit evaluation.

  • The highway is greatly changed by the constant economic growth for a long times the traffic situation such as the large volumes and the performance vehicles, the performance enlargement of vehicles, the high speedization, etc., due to growth economic. A study of an optimal route selection model is researched over late 1980s by development of computer and GSIS, and consisted including research about the optimal route that uses digital terrain model in domestic such as the earth volume calculations, the mass curve output and the automation system construction. Lately, the study of the driving simulation of the highway and the virtual reality using VGIS(Virtual Geographic Information System) is researched. This study shows when the alternative highway selection considered surrounding facilities, development plan and according to estimate amount of traffic and the additional possibility of view analysis and environment effect analysis element will study through 3D simulation method.

Bearing Capacity Characteristics of Stone Column by Numerical Analysis (수치해석에 의한 쇄석기둥의 지지력 특성)

  • Stone column is one of the soft ground improvement method, which can enhance ground conditions such as the settlement reduction and the increasement of bearing capacity with applying the crushed stone instead of sand. In recent, general construction material, sand is in short of supply. Therefore, the bearing capacity improvement by the stone column is considered as the alternative method needed in many cases so the bearing capacity estimation is considered as important point. Nevertheless, adequate estimation methods to predict bearing capacity of stone column considering stone column and improvement effect of ground is not yet prepared. For the analysis of above mentioned points, the behavior of stone column were simulated as numerically on various property cases of crushed stone and surrounded ground. Through the numerical analysis of simulation results, the formula for the bearing capacity estimation of stone column was suggested. This formula was verified by comparing the prediction result of in situ test.

  • An analytical model for predicting the shear strength of prestressed concrete beams was developed, applying the previously proposed strain-based shear strength model. In flexure-compression member without shear reinforcement, compression zone of intact concrete primarily resist to the shear force rather than tension zone. The shear capacity of concrete at the compression zone was defined based on the material failure criteria. The shear capacity of the compression zone was evaluated along the inclined failure surface considering interaction with the normal stress. Since the distribution of normal stress varies due to the flexural deformation of member, the shear capacity was defined as a function of the flexural deformation. Finally, the shear strength was determined at the intersection of the shear capacity curve and the shear demand curve. As a result of the comparisons to prior test data, the proposed model accurately predicted the shear strength of specimens.

Estimation of Nurse Staffing Based on Nursing Workload with Reference to a Patient Classification System for a Intensive Care Unit (중환자의 중증도에 따른 적정 간호인력 수요 산정)

  • Purpose: This study aimed to estimate the appropriate nurse staffing ratio in intensive care units (ICUs) by measuring nursing workload based on patient's severity and needs, using the Korean Patient Classification System for critical care nurses. Methods: The data were collected from January 18 to February 29, 2016 using a standardized checklist by observation or self-report. During the study period, 723 patients were included to be categorized from I to IV using the patient classification system. Measurement of total nursing workload on a shift was calculated in terms of hours based on the time and motion method by using tools for surveying nursing activities. The nursing activities were categorized as direct nursing care, indirect nursing care, and personal time. Total of 127 cases were included in measuring direct nursing time and 18 nurses participated in measuring indirect and personal time. Data were analyzed using descriptive statistics. Results: Two patients were classified into Class I (11.1%), 5 into Class II (27.8%), 9 into Class III (50%), and two into Class IV (11.1%). The amount of direct nursing care required for Class IV (513.7 min) was significantly more than that required for Class I (135.4 min). Direct and indirect nursing care was provided more often during the day shift as compared to the evening or night shifts. These findings provided the rationale for determining the appropriate ratio for nursing staff per shift based on the nursing workload in each shift. Conclusions: An appropriate ratio of nurse staffing should be ensured in ICUs to re-arrange the workload of nurses to help them provide essential direct care for patients.

  • 최근 지속가능한 개발의 개념은 국제적으로 경제 개발과 환경 보전 사이에서 논쟁이 중심이 되고 있으며, 수자원 개발과 관리는 이들 논쟁에서 중요한 부분을 차지하고 있다. 이와 더불어 유역을 관리함에 있어 수자원을 이수, 치수 및 수질의 단일 문제로 인식하는 것이 아니라 통합적으로 인식하는 유역통합관리(Integrated Watershed Management, IWM)의 필요성이 대두되고 있다. 이에 본 연구는 유역통합관리에 앞서 유역의 상태 및 문제점을 파악하기 위한 방법으로 EEA (European Environment Agency)에서 개발한 추진력(Driving force)-압력(Pressure)-상태(State)-영향(Impact)-반응(Response) (DPSIR) 개념 이용하여 3개의 세부 지표인 이수지표, 치수지표, 수질지표로 구성된 하나의 통합 지수인 유역수자원평가지수를 개발하였다. 세부지표인 이수지표는 연속무강우일수, 인구밀도, 용수수요, 물재이용률 등 16개의 구성요소, 치수지표는 홍수범람위험 지역 내 거주 인구수, 홍수방어시설용량, 개수율, 100 mm 이상 강수일수 등 15개의 구성요소, 수질지표는 BOD (Biochemical Oxygen Demend) 부하량, 수질 등급, 연중 목표 수질 달성일수 등 13개의 구성요소로 이루어져있다. 이를 북한강 유역 중 북한 지역을 제외한 유역 즉, 수자원단위지도 상의 춘천댐권역(1010) ~ 청평댐권역(1015)의 6개 중권역에 적용하여 비교하였다. 세부지표의 주된 요소인 유출량의 모의를 위해 장기유출모형인 HSPF (Hydrological Simulation Program - Fortran)를 사용하였다. 모형에 입력된 유역평균강수량 자료는 1973년 ~ 2008년까지의 37년의 자료기간을 갖는 북한강유역의 5개 기상관측소 자료를 Thiessen network를 이용하여 산정하였다. 본 연구를 통해서 북한강 유역의 현재 수자원의 상태를 지수화하여 나타내고 그 결과를 비교해보았다. 이 결과는 유역 수자원의 파악하여 유역통합관리시 유역의 문제점을 파악하고 이를 수정하기 위한 의사결정 우선순위를 정하는데 사용될 수 있다.

  • 우리나라 뿐 아니라 전 세계적으로 지구온난화에 따른 기후변화에 의해 홍수 및 이상가뭄이 빈발하고 있다. 또한 산업화와 도시화에 따른 물수요 및 각종 오폐수의 증가로 수질오염도 심화되어 물 사용의 한계를 느끼게 되는 심각한 상황을 맞이하고 있다. 특히 우리나라는 1990년 이후 남부지역을 중심으로 겨울에서 봄철까지의 만성적인 가뭄 횟수가 증가하고 여름철에는 태풍과 집중호우가 빈번하게 발생함으로써, 가뭄 및 홍수로 인한 피해가 늘어나고 있는 실정이다(한국수자원공사, 2002). 이러한 상황에서 가뭄은 홍수에 비해 체계적인 종합대책 마련이 미비한 실정이다. 가뭄은 불가피성과 반복성을 가진 자연 현상이므로 가뭄 발생 전 사전대비계획과 가뭄발생시 가뭄관리체계 구축을 통해 그 피해를 최소화해야 한다. 또한 가뭄의 특성상 다른 자연재해와는 달리 진행속도가 느리므로 사전에 대처할 수 있는 시간적 여유가 있다. 따라서 가뭄 진행상황의 모니터링을 통해 신속한 대처와 피해경감 효과를 기대할 수 있다. 본 연구에서는 대상지역의 가뭄심도를 평가하여 가뭄상황에 대처하고자 우리나라에 적합한 가뭄 분류기준을 제시하였다. 관측년수 30년 이상의 강우자료를 확보한 61개 지점에 대해 1973년부터 37년 치의 월강우량 자료를 사용하였고 현 정부기관에서 사용되고 있는 가뭄상황단계를 그대로 활용하여 본 연구에서도 통일화된 가뭄 구간을 총 4등급으로 구분하였다. 한국수자원공사에서 제시한 주요가뭄발생현황을 참고하여 우리나라에 맞는 가뭄심도의 분류기준을 가뭄 발생의 누가 확률 98-100%를 예외적인 가뭄(Exceptional Drought), 94-98%를 극심 가뭄(Extreme Drought), 90-94%는 심한 가뭄(Severe Drought), 86-90%는 보통 가뭄(Moderate Drought)으로 구분하였다. 각 지점의 가뭄지수(SPI, PDSI)를 내림차순으로 작성하여 가뭄심도 분류기준에 맞는 가뭄지수의 정량적 값을 산정하였다. SPI와 PDSI의 가뭄심도 분류 결과와 실제 가뭄을 비교하기 위해 년 단위 비교와 월 단위 비교를 분석한 결과, 년 단위 비교와 SPI의 월 단위 비교는 각 지역의 가뭄지수 평가가 대부분 일치하게 나타났으나 같은 기간의 PDSI의 월 단위 비교는 실제 기록과 분석치가 일치하지 않았다. 이는 이들 지수의 상호보완에 대한 추후 연구의 필요성을 보여주는 것으로 판단된다.

Economic Feasibility Study on the Efficient Use of Advanced Water Treatment for Water Supply (상수고도정수처리의 효율적 이용을 위한 경제성 검토)

  • Advanced water treatment for water supply is being introduced for the treatment of various organic materials which cannot be removed by conventional water treatment methods. While the development of advanced water treatment system appropriate to the domestic enviropment of advanced water treatment system appropriate to the domestic environment is essential, the study on the economic costs and the social impact is also of importance. In this paper, it is shown how to estimate the costs (capital and maintenance) for advanced water treatment facilities, especially those using ozone treatment combined with activated carbon process and membrance separation. Estimated costs were compared with the government budget. Also, a general relation between the system capacity and investment was derived. Four alternatives were considered form the aspect of the amount of water to be produced and the delivery system to the user. These alternatives were applied to the city of Pusan. It turned out that bottled water, produced only for drinking, has best economic advantages in having minimum system capacity without detriment to water quality.

  • This study examines the duration and severity of droughts by the use of stochastic process considerations. The key annual flow statistics are used to estimate the related statistics of drought probability distributions for various combinations of return period and water demand. This study efforts initially focused on analyzing all the nation streamgage records that were judged to meet certain selection criteria, including those of record length, record quality. These analyses resulted in the determination of those annual flow statistics necessary to define the behavior of drought sequences for the selected streams. Using prior research results, the actual or estimated flow statistics are related to the probability distributions of maximum drought events, through the application of the theory of runs. This has resulted in assigning return periods to drought events at gaged locations, and permits an assessment of the probabilities of observed historical drought within the nation.
