  • 현재 국토교통부가 추진 중인 국내 공항 개발 중기계획에는 소형 공항뿐 만 아니라 수상 공항 등 다각적인 소형항공기를 활용한 항공운송계획을 수립하고 있다. 과거 전파항법을 사용하는 기존의 계기접근절차에서 CFIT, LOC-I, LALT, UIMC 등의 위험요소를 줄이고, CNS/ATM 환경하에서 보다 안전한 비정밀접근절차를 수행할 수 있는 탑재용 항공전자장비 구성 요구사항을 제시하고 향후 소형 항공기 운용에 안전성을 증진하고 CNS/ATM 환경하에 모의 비행실험을을 확보한 비정밀절차 운용 결과를 분석하여 소형항공기 항공전자장비의 기술 표준 및 형식 승인을 위한 안을 제시해 보고자 한다.

  • 제주공항은 슬롯 증대사업을 통한 정시성 개선 노력에도 불구하고 항공 교통량의 확대에 따른 혼잡도의 증가가 지속되고 있다. 제주공항 혼잡도의 근본적인 해소를 위해서 추진되고 있는 신공항 건설이 여러 가지 사유로 지연되고 있으며, 실제 건설계획이 확정되더라도 정상적인 공항 운영까지 상당 기간의 시간이 소요될 것으로 예상된다. 따라서 제주 신공항 건설이라는 대규모 신규 투자와는 별개로 신공항 개항 전, 기존 제주공항을 운영하면서 혼잡도를 해소할 수 있는 중단기적 대안을 마련할 필요가 있다. 이에 국토교통부와 한국공항공사는 제주공항에 소형기보다는 최대이륙중량 100톤 이상의 대형항공기(통상 270석 이상 공급) 투입을 유도하는 착륙료 감면 조치를 시행하였으며, 최초 착륙료 10% 감면에서 추가 활성화를 위하여 착륙료 20% 감면으로 확대하여 운영 중이다. 항공사는 착륙료 감면 비율 상향을 통해 대형기 투입에 따른 실질적인 비용이 절감된다면 상기 정책에 적극 동참하게 될 것이다. 본 논문에서는 제주공항에서 실시 중인 착륙료 감면율 확대 조정이 항공사의 대형기 배정에 미치는 효과를 분석하여 정책의 실효성을 고찰하였으며 이에 따른 개선책을 제시하였다.

  • Recently, domestic small airport development plans are being promoted centering on islands, and among them, Baengnyeong Island Airport is located very close to North Korea due to its geographical characteristics. In particular, since it is located in the P-518, which is prohibited airspace, it is essential to configure the arrival/departure flight procedure route similarly to the current ship in terms of securing flight safety. Therefore, in this study, a plan for airport location and facility scale was proposed by focusing on the runway operated for the purpose of aircraft operation through consultations with the Ministry of National Defense. It was proposed to meet the standards of the Airport Facility Act as an airport dedicated to domestic flights for airside facilities such as runway length and direction, target aircraft, landing pad, apron, runway and taxiway width appropriate for the topographical characteristics of Baengnyeong Island. As a result, the flight procedure is generally established as a two-way visual flight, but the 10-way arrival/departure procedure was planned to be changed to an instrument (non-precision) according to the specificity of the region. In addition, a flight procedure was established and presented for safe and systematic operation by reflecting the changes in airport facility size (landing pad, runway end safety area, etc.) following the change in instrument flight procedure in the visual flight procedure.

A Comparison of Single and Multi-matrix Models for Bird Strike Risk Assessment (단일 및 다중 매트릭스 모델의 비교를 통한 항공기-조류 충돌 위험성 평가 모델 분석)

  • Bird strike accidents, a collision between aircraft and birds, have been increasing annually due to an increasing number of aircraft operating each year to meet heavier demand for air traffic. As such, many airports have conducted studies to assess and manage bird strike risks effectively by identifying and ranking bird species that can damage aircraft based on the bird strike records. This study was intended to investigate the bird species that were likely to threaten aircraft and compare and discuss the risk of each species estimated by the single-matrix and multi-matrix risk assessment models based on the Integrated Flight Information Service (IFIS) data collected in Gimpo, Gimhae and Jeju Airports in South Korea from 2005 to 2013. We found that there was a difference in the assessment results between the two models. The single-matrix model estimated 2 species and 6 taxa in Gimpo and Gimhae Airports and 2 species and 5 taxa in Jeju Airport to have the risk score above "high," whereas the multi-matrix model estimated 3 species and 5 taxa in Gimpo Airport, 4 species and 5 taxa in Gimhae Airport, and 2 species and 3 taxa in Jeju Airport to have the risk score above "very high." Although both models estimated the similar high-risk species in Gimpo and Gimhae Airports, there was a significant difference in Jeju Airport. Gimpo and Gimhae Airports are near the estuary of a river, which is an excellent habitat for large and heavy waterbirds. On the other hand, Jeju Airport is near the coast and the city center, and small and light bird species are mostly observed. Since collisions with such species have little effect on aircraft fuselage, the impact of common variables between the two models was small, and the additional variables caused a significant difference between the estimation by the two models.

  • This paper summarizes the HVO concept and procedures, presents a summary of the research and results, and outlines areas where future HVO is required. This concept enables people to get their destinations through shortest paths with advanced air traffic control system and equipments. The concept's key feature is that pilots maintain their own separation from other aircraft using air-to-air datalink and on-board software which are needed for supporting flight information present on the high Way in the sky display and airborne internet. By assigning Self-Controlled Area which assume pilot have separation responsibility, controllers evaluated SATS HVO concept as a successful method on the view of reduced workload and increased traffic level on high volume operation.

  • In the power distribution panel installed in airport or industrial facilities, MCCB has been used for main switch and ELCB for branch switch to perform human body and leakage-inducing fire protection as well as overcurrent and short circuit protection. Especially for the airport panel, increase in accident protection is needed for stable power supply due to rapid modernization with fast-growing users, higer capacity and diversification of equipment, the increase of power capacity and the breaker made slim is a main issue for now because the issue for installation space is standing out by making panel with two-row arrangement connection method, etc. due to a many use of branch ELCBs. In this thesis, we designed arc extinguishing mechanism, considered movement direction change of contact in mechanism design. Also, we designed the breaker to work stably in case of miniaturization of leakage detection circuit and reverse connection. We conducted short circuit test to verify its function and developed the breaker that can be improved protection against accidental current with slim size operating leakage function when reverse connection to help solve the problem in using space that is increasing in the airport distribution panel.

A study on Air and High Speed Rail modal According to the Introduction of Low Cost Carrier Air Service (저비용항공 진입에 따른 항공과 고속철도수단 선택에 관한 연구)

  • Most of Korea's 15 local airports, with the exception Jeju, Gimpo and Gimhae airports, have been several billion Won in the red each year. It has been reported that one of the causes of the poor financial performance is inaccurate air traffic demand predictions. Under the situation, the entry of low-cost carrier air service using turbo-prop airplanes into the domestic airlines market gets a wide range of support, which is expected to promote the convenience of consumers and help to activate local airports. In this study, the authors (1) suggest a high-speed transport demand model among existing airlines, Korea Train Express (KTX) and low-cost carrier air service; (2) try to make low-cost air carrier demand predictions for a route between Seoul and Daegu through a stated-preference survey; and (3), examine possible effectiveness of selected policy measures by establishing an estimation model. First, fare has a strong influence for mode choice between high-speed transport modes when considering the entry of low-cost carrier air service between Seoul and Daegu. Even low-cost carrier air service fare is set at 38,000 won, which is considerably low compared with that of KTX, in the regions where the total travel time is the same for both low-cost carrier air service and KTX, the probability of selecting low-cost carrier air service is 0.1, which shows little possibility of modal change between high speed transportation means. It is suggested that the fare of low-cost air service between Seoul and Daegu should be within the range of from of 38,000 to 44,000 Won; if it is higher, the demand is likely to be lower than expected.

  • 생체의료 및 보안검색 응용을 위한 테라헤르츠파 기술에 대하여 조사하였다. 테라헤르츠파는 기존의 X-선이나 초음파, 적외선, 밀리미터파 등에 비하여 독특한 특성을 가지고 있어 새로운 분광 및 영상기술을 확립할 가능성을 가지고 있다. 테라헤르츠 기술의 발전과 더불어 생체의료분야에서는 암진단, 치과질환 및 바이오칩 등에서 큰 시장을 형성할 것으로 전망되며, 보안검색분야는 공항, 항만, 지하철, 우편물 취급 등의 공공부문에서부터 군사목적에 이르기까지 응용이 가능하다. 최근 수 년 동안 소형, 경량 및 저가격의 테라헤르츠 시스템이 개발되면서 시장전망에 크게 높아졌다. 초기에는 공공시설 및 대형 병원에서 시작하여, 기술적 안정성 및 시장 활성화에 의한 경제성이 확보되면 민간 부문의 시장으로 크게 파급될 것으로 가대된다.

A theoretical calculation and measurements for Radar Cross Section of a moving complex metal target (복잡한 형태를 갖고 운동중인 금속제물체의 Radar Cross Section)

  • This paper presents a theoretical calculation and measurements for the RCS(Radar Cross Scetion) value of a moving complex target, a small metal aircraft. The front view of aircraft on the drawing is divided in to several simple models to calculate its RCS value by the relative phase nlethod and the random phase method at the given frequency. The aircraft, cessna 305, inbounded from 170$^{\circ}$ to X international airport, is searched by radar with the wave length of 11cm to measure its miximum range which is necessary to determine the RCS value. The measured data are found to be similar to the theoretical values.

  • Recently, visual object detection and tracking has become a vital role in many different applications. It spans various applications like robotics, video surveillance, and intelligent vehicle navigation. Especially, in current situation where the use of UAVs is expanding widely, detection and tracking to soot down illegal UAVs flying over the sky at airports, nuclear power plants and core facilities is becoming a very important task. The remarkable method in object tracking is correlation filter based tracker like KCF (Kernelized Correlation Filter). But it has problems related to target drift in tracking process for long-term tracking. To mitigate the target drift problem in video surveillance application, we propose a tracking method which uses KCF, adaptive thresholding and Kalman filter. In the experiment, the proposed method was verified by using monochrome video sequences which were obtained in the operational environment of UAV.
