본 연구의 목적은 환자가 거주지가 아닌 타 지역에서 입원의료를 이용하는 요인을 규명하여 주민들의 의료이용에 대한 지역적 접근성을 향상시킬 수 있는 방안을 제시하는데 있다. 2005년 환자조사 입원자료 523,782건을 연구대상으로 하였으며, 2004년 의료기관평가 자료, 2005년 인구센서스, 2006년 보건의료자원실태조사를 이용하였다. 자료분석은 기술통계, 카이제곱 검정, 로지스틱 회귀분석을 실시하였다. 타 지역 입원의료 이용의 가장 큰 요인은 의료기관 소재지의 의료서비스 수준으로, 인구 10만명당 의료기관평가 점수가 9.5점 이상인 지역이 9.5점 미만인 지역에 비해 타지역 입원의료 이용확률이 8.3배가 높았다. 반면 인구 10만명당 병상수가 910병상 이상인 지역이 910병상 미만인 지역에 비해 타 지역 입원의료 이용확률이 2.0배 높았다. 정부는 지역주민의 의료의 접근성을 높이기 위해 의료공급량의 확충과 분배보다는 지역의료의 질적 수준을 향상시키는 방향으로 정책을 펼쳐야 한다.

This study investigated the public use of Myeon Location in Jeollanam - do where the population is at risk of declining. And discussed the rational provision and coordination of public facilities as a guarantee of fundamental rights. As a result of the study, the rational supply and adjustment directions of public facilities are as follows. First, there are problems such as high availability of management, finance, shopping, and health facilities, lack of culture, leisure, community facilities, and weakening of center function. Therefore, in the continuing declining population situation, face management, safety and health facilities should be upgraded to multifunctional facilities, and utilization efficiency and integration should be promoted. In addition, town center rehabilitation should be centered on multifunctional facilities. In addition, elementary schools will have to utilize and preserve them to take advantage of local cultural values as nostalgia storing place that provide incentives for young people and elementary school children in the future. Second, in order to cope with population decline, public facilities need to strengthen public services through complexity and multifunctionality, wide-area operation with neighboring areas, and user-centered operation management.

Satellite imagery was applied to locating archeological sites and remains around northeastern areas of China, called as Manchuria, and Korean peninsular, such as Mountain Fortress of Goguryeo Dynasty era($37BC{\sim}771AD$), and firing torch and smoke beacon signal sites at mountain tops in Josun Dynasty era($1392{\sim}1910AD$) as well as burial sites below the ground level in the modern era. Information on archeological sites, fire posts and burial places could be found in various literatures, but real figures of such cultural assets have been disappearing due to land development programs and human activities in recent years. Some of these historical sites were identified in satellite images using GPS(Geographical Positioning System). Real locations of these sites would be further necessary to be verified.

[ $\circ$ ] 정부는 관계부터 합동으로 3.11부터 조사에 착수한 약 2,500만필지에 대한 개별토지가격 조사작업을 5.4(55일간)에 끝내고 지방토지평가위원회의 심의에 들어갔다. (건설부, 국세청, 지방자치단체공무원 20,500여명과 자문요원인 486명의 감정평가사 동원) $\circ$ 이번에 조사된 개별토지가격은 오는 5.20까지 지방 토지 평가 위원회의 심의를 거쳐 5.22부터 6.11까지 토지 소재지 읍$\cdot$면$\cdot$동사무소에서 주민열람을 실시케 하고 토지 소유자 및 이해관계인은 조사된 지가에 대하여 이의가 있을 경우에는 의견을 제출할 수 있도록 하였으며, $\circ$ 또한 지가산정의 공평성과 정확성을 기하기 위하여 해당 지역 사정에 정통한 지역인사로 구성된 읍$\cdot$면$\cdot$동 지가심의회의 심의를 거친 후, 감정평가사, 한국감정원 직원, 토지 및 세무담당공무원 등 전문가로 구성된 시$\cdot$군$\cdot$읍 단위 지방토지평가위원회에서 심의하도록 하였으며, 이러한 절차를 거친 후 중앙토지평가위원회의 심의와 건설부장관의 확인을 받아 6.29까지 시장, 군수, 구청장이 지가를 결정하게 된다. $\circ$ 이렇게 하여 결정된 지가는 토지초과이득세, 양도소득세, 증여세, 상속세 등의 산정기준, 택지초과소유부담금 및 개발부담금의 산정기준, 종합토지세의 과세표준 결정자료, 기타 토지공개념관련제도 시행을 위한 지가산정기준 등으로 활용된다.

As policy for regional development in bottom-up style is introduced, each local government reflects opinion of regional residents and experts, and continues to strive for active use of regional capability and natural resources. As a result, there are active movements for regional development in Eup and Myeon unit or village unit inside local government. Comprehensive arrangement project in areas of Eup and Myeon is proceeded with a goal of improvement of life quality for regional residents through strengthening base function of Eup and Myeon areas and improving function of basic service by expanding facility of optimal level available to an unspecified number of the general public such as educational, cultural, welfare facility etc. in Eup and Myeon areas which are base space of rural communities. For analysis method of region for selecting areas where comprehensive arrangement project is done, this study suggested analysis of connection structure based on interaction and analysis of centrality. And empirical analysis was carried out with Buyeo province in Chungcheongnamdo.

국내 마이크로그리드는 실증단지, 도서지역, 캠퍼스, 산업단지등에 구축되고 있다. 특히 산업단지는 수용가의 전기에너지 이용 효율화와 신재생에너지 전원을 활용한 전력거래를 위해 마이크로그리드를 구축하는 추세이다. 본 논문에서는 ESS(Energy Storage System) 복합운영을 통한 비용절감과 전력거래 수익창출 실증을 위하여 나주혁신도시 동수산업단지 내계통과 연계된 제조업체(태산, 범한, 하이옥스)에 구축되는 마이크로그리드 경제성을 분석한다. 경제성 분석 툴인 HOMER를 이용하여 각 업체별 PV(PhotoVoltaic) 및 ESS용량에 따른 순 현재비용과 1[kWh]당 발전단가를 산출한다. 경제성 분석을 위해 각 제조업체의 최근 1년간 부하량과 산업용 전기요금기준, 기업체 소재지의 기후조건에 따른 태양광발전량, 각 기업체 마이크로그리드 실제구축비용을 입력하고, 공인할인율 5.5[%]와 유류비 1500[원/ℓ]를 기준으로 경제성을 분석한다. 분석을 바탕으로 개별 제조업체 부하 특성에 부합한 마이크로그리드 분산전원 및 설비 용량 선정과 운영방안을 제안한다.

This paper shows the users' birthplace information can be inferred with only the public information in FaceBook SNS. Through experiments with various machine learning algorithms and various parameters, we have found that SVM algorithm with the location of the highschool, the current address, and the graduate year of highschool performs best for the inference, as this can infer 78% of users' birthplaces correctly. Since the birthplace information is used for various security purpose such as questions for getting the forgotten password and a part of korean residence registration number, this is a non-trival security breach and users need be cautious about it.

본 논문에서는 지역 데이터의 시각화에 적합한 증강현실 그래프를 제안하고, 이를 카드 사용 빅데이터에 적용하여 지역별 외식 성향 시각화 도구로 활용한 사례를 제시한다. 증강현실 그래프는 사용자가 위치한 해당 지역의 GPS 정보를 기반으로 빅데이터에서 분석 대상 지역을 선별하고, 지역별 특수 데이터를 찾아내어 해당 지역에 대한 빅데이타 분석 내용을 카메라 영상과 함께 시각화한 그래프이다. 증강현실 그래프를 적용한 외식 성향 시각화 사례에서는 카드 사용 가맹점 소재지 정보, 가맹점 업종, 카드사용시점(월), 카드 사용자 성별구분, 연령대, 월 카드사용금액 및 월 사용 건수 정보등을 수집하였다. 그리고, 분석 대상 지역에 대한 연령대별 외식 선호도 내용을 카드사용건수가 많은 업종별 순위 그래프로 시각화 하여 사용자의 위치에서 확인할 수 있도록 하였다. 제안 증강현실 그래프는 지역별 상권 현황, 아파트 시세 등에 효과적으로 적용될 수 있을 것으로 기대된다.

This article proposed a new online union catalog of children's material owned by children's libraries and public libraries in Korea. In order to meet users' information needs about children's material the existing access points in the online catalogs should be expanded including such information as children's age, type of publication, genre, subject, theme, book review, awarded books, and location. Since location information about a particular material is essential to users, a national online union catalog of children's material should be constructed.

Unlike profit-seeking businesses, hospitals provide medical services to promote the public good in a way, and they need a reform of management to ensure sustainable growth in fast-changing medical environments. The key to the managerial reform is enhancing efficiency, and inefficient managerial practices and factors affecting that should be grasped first of all to boost the efficiency of hospital management. But evaluation methods that are prevalent in the private sector are hardly applicable to hospitals. The purpose of this study was to assess hospital efficiency by using a data envelopment analysis(DEA). The 2006 data on 74 residency training hospitals with 500 beds or more were analyzed. The selected input variables included the number of bed, the number of doctors, the number of nurses, the number of medical technicians, personnel expenses, management cost and materials cost. And the selected output variables were the yearly number of outpatients, the yearly number of inpatients, the number of operation cases and earnings. In addition, the influence of the type of hospital establishment, location, the year of foundation and the type of hospital on hospital efficiency was checked as well.
