정책보고서 - 2017년 석유관련 세입·세출 예산(안)과 정책적 시사점

  • ∎ 2017년 에너지 관련 조세 수입(교통에너지환경세, 개별소비세, 교육세, 주행세 등 합계)은 약 26조 7천억원으로 전망됨. 이는 총 국세 수입의 약 11%를 차지하며, 부가가치세 총수입의 43.3% 수준으로 큰 규모 - 교통에너지환경세는 교통시설특별회계 80%, 환경개선특별회계 15%, 에너지및자원사업특별회계 3%, 지역발전특별회계 2%로 배분 ∎ 2017년 에너지및자원사업특별회계 예산(약 5조 7천억원) 중 석유관련 세출은 약 2,765억원(약 4.8%)로, 자원개발융자, 석유비축사업, 유전개 발출자, 석유품질관리사업 등에 소요 - 수송용 석유(휘발유 및 경유)가 국세 세입에 기여하는 비중 대비 직접적인 석유 관련 세출은 극히 미미한 실정 ∎ 조세 및 부과금의 비율은 석유제품이 상대적으로 높고 전기와 지역난방, 열(가열 및 건조)의 경우 상대적으로 낮음 - 낮은 전기 요금으로 전기소비가 급증하여 온실가스와 미세먼지가 증가하고, 발전소 및 전력망 건설에 따른 사회적 갈등이 발생 - 에너지 세제가 환경보호, 에너지시설투자에 대한 갈등해소 비용 등 사회적비용이 반영되지 않은 과세정책으로 유연탄 및 원자력 발전소가 지속 증가 추세 ∎ 바람직한 에너지 세제개편을 위해서는 에너지원간 세금부과의 균형 확보가 필요하며, 중장기적으로 통합 에너지세제 도입이 필요 - 수송용과 발전용 에너지세제를 통합적 관점에서 조율 - 각 에너지원에서 발생하는 오염물질과 온실가스 배출 등 다양한 사회적 비용을 일관된 기준으로 세금에 반영 - 유연탄 과세 강화, 원자력 과세 신설(안전사후처리비용 등 반영)

Ion Exchange of Gold(III) from Ammonium Chloride Solution by Anionic Resins (염화암모늄용액에서 음이온 교환수지에 의한 금(III)의 이온교환)

  • Batch ion exchange experiments of Au(III) were performed from ammonium chloride solution by employing strong anionic exchange resins (Amberlite IRA 402 and AG 1-X8). Au(III) was well loaded into the two resins and the loading behavior of Au(III) into AG 1-X8 was superior to that into Amberlite IRA 402. The loading of Au(III) into AG 1-X8 followed Langmuir adsorption isotherm and the experimentally determined loading capacity was 355 mg/g. Au(III) was successfully eluted by $HClO_4$ from the loaded AG 1-X8 and the elution percentage of Au(III) increased with the concentration of $HClO_4$.

  • 본 연구의 목적은 충북 지방재정의 실태를 검토하고 운영에 따른 재정건전성을 여러 가지 지표를 통하여 분석하며, 이에 근거하여 충북 지방재정의 문제점을 도출하고 개선방안을 제시하는 것이다. 연구 목적을 달성하기 위하여 행정안전부 및 행정자치부, 각 광역자치단체 등에서 2004년부터 2009까지의 자료를 구하여 재정지표 분석 제도의 틀에 따라 분석하였다. 전체적으로 보아 세입 부문을 보면 충북의 재정자립도와 자주도는 도 평균 대비 우수한 편이다. 주민 1인당 세외수입은 상대적으로 많으나 1인당 자체수입액 및 지방세부담액은 상당한 수준으로 낮다. 세출부문을 나타내는 경상경비 비율은 매우 양호하나 세입 세출 균형 측면에서는 불균형을 나타내고 있다. 이는 기본 경비는 타 도에 비해 적게 사용하고 있어 효율적인 반면, 주민 1인당 주민세 부담액이 매우 낮기 때문이다. 이러한 사실에 기초한 재정건전성 방안을 연구할 필요가 있다.

Cost-Analysis for Social Services: A Case Study of Community-Based Social Service Centers for the Disabled in South Korea (사회복지서비스 원가분석의 방법과 과제: 장애인복지관의 사례를 중심으로)

  • The purpose of this study is to report a case of cost analysis for community-based social service centers for the disabled. This study analyzed 2002 accounting reports and annual business reports from 20 social service centers for the disabled. To identify weight of each service researchers surveyed each service in terms of significance, difficulty, and emphasis from managers among centers. For cost analysis, this study used TCA(Traditional cost accounting), rather than ABC(Activity-based costing) because of costs, time, and difficulty to find cost drivers. Findings indicate that average annual expenditure is about 1260 million Won. About 65.8% is for labor and another 13.2% is for programs. In addition, the cost for respite care service(1 hour basis) is 26,922 Won and job counselling with job capacity evaluation(2 hour basis) is 143,355 Won. These costs does not count on real estate costs and low labor costs. Thus, market price of those services should be higher than the above. This study analyzed the costs with service bassis rather than costing item basis. This method would provide more useful information to decision makers in relation to program expansion, reducement, and resources allocation etc.

  • The purpose of this study was to identify the influence of the individual-level and community-level factors in the ecological model on walking and to provide the basic data for a strategy that can increase walking for health promotion of adult workers. By combining the primary data of community health survey (CHS) (2011-2013) with the Korea national statistics annual book (2011-2013), the regional level variables were extracted from 253 municipal districts and the convergent big data with the hierarchical structure was produced. As a result, the increase in budget expenditure for public order and safety in social and cultural environment factors, the increase in budget expenditure for national and community land development in the leisure environment factors, and the number of buses in the transportation environment were increased by walking. In conclusion, walking was increased by the development of a community environment and bus transportation besides individual characteristics and behavior. Therefore, improving environment and public transportation will increase physical activity, such as walking, which will increase the health expectancy in community citizen workers.

Analysis on the Welfare Effect of the PPP Implementation (민간투자사업의 후생효과 분석)

  • This study investigates the welfare implications of BTL projects using a general equilibrium model with the public sector and public-private partnerships. We show that when the government is not allowed to run budget deficits but private firms is able to overcome the financial constraint, BTL projects performed by public-private partnerships (PPPs) could be a good alternative and improve the welfare of the model economy. This paper quantitatively investigates excessive expansion of PPP projects and several alternatives to retrieve welfare losses caused by such an expansion. Assuming that future rents of BTL projects are not taken into account, we find the welfare losses up to 20 percent relative to conventional government projects. Finally, we show that it would be possible to reduce the losses by transforming the fully depreciated capital stock of the government projects into much smaller new PPP projects.

  • As an exploratory research to understand the nature of relationships between harbors and their neighboring communities, this study analyzes how harbors influence their residents' quality of life(QOL). The QOL was measured by 18 indicators reconstructed by reviewing relevant literatures. As a result, both Busan and Incheon were found to have statistically significant influence on many of QOL indicators including general expenditure per capita, number of manufacturing factories per capita, rate of housing supply, number of financial agencies per capita, number of cultural assets per capita, number of schools per capita, number of sick-beds per capita, and the size of welfare expenditure per capita.
