대학, 기업 및 국 공립 출연 연구소의 연구 활동 종사자는 학술적 연구 및 신기술, 신물질의 개발을 통해 우리나라 과학기술 발전에 크게 기여하고 있다. 그러나 이와 더불어 각종 안전사고에 노출되어 있는 것도 사실이다. 즉, 실험실은 대부분의 작업장 보다 더욱 많은 화재, 폭발 등의 위험에 항상 노출되어 있다. 이는 일반적인 작업장과는 다르게 실험이 종료되면 기존 실험 장치를 철거하고 신규로 다른 실험장치가 설치되기 때문이다. 연구실험실에서 발생한 사고 원인을 분석해 보면, 실험실 기능의 불비, 설비 및 유지관리의 불충분, 실험공간의 협소, 실험 작업 안전에 대한 배려부족, 안전전문가의 부족과 교육훈련체제의 미흡 등을 지적할 수 있으며, 이와 같은 빈번한 사고발생은 우수한 연구 활동 종사자의 연구 의욕을 떨어뜨리고, 건강과 생명에 위협을 느끼게 하고 있다. 본 연구에서는 기존의 실험실 안전관리 체크리스트들을 검토하고, 안전관련 분야에서 사용되고 있는 심의 체크리스트를 조사하여, 대학 및 연구기관 등의 바이오실험실에 사용할 수 있는 표준 체크리스트를 개발하고자 한다. 현재 개발된 바이오 분야 체크리스트는 "연구실험실 공통 체크리스트"에 기반하여 바이오 분야에서 중점 평가할 항목을 심화시켜 구성하였다. 바이오 분야에서 주로 이루어지는 생물 실험 및 동물해부 실험시 안전을 위해 반드시 점검해야 할 총 8개의 세부 점검 항목을 제시하였으며, 실험동물 관리 및 사육실 출입시 안전을 위해 점검해야 할 총 11개의 세부 점검 항목을 제시하였고, 세포, 조직 배양 실험 및 유전자 조작 실험시 안전을 위해 점검해야 할 총 5개의 세부 점검 항목을 제시하였다. 또한 미생물 취급시 안전을 위해 점검해야 할 총 19개의 세부 점검 항목을 제시하였으며, 세균 취급시 안전을 위해 점검해야할 총 8개의 세부 점검 항목을 제시하였고 마지막으로, 바이러스 취급시 안전을 위해 점검해야할 총 5개의 세부 점검 항목을 제시하였다. 실험실 안전은 연구종사자의 올바른 안전의식, 연구관련 부서의 체계적 지원 및 실험실 안전 관련 법령의 완비가 뒷받침 되었을 때 비로소 가능한 일이다. 따라서, 본 연구에서 얻어진 체크 리스트가 이에 기여할 것이라 사료되며, 추후 분야별 실험실 안전관리 실태조사의 지침서로 활용되는데 목적이 있다.

As software size ever increases and user's requirements become more and more sophisticated., the importance of software quality is more and more emphasized. However, we are not satisfied for the present techniques on detecting errors and checking consistency in the object-oriented design model. This paper proposes a systematic approach which produces implementable rules to detect errors and check consistency. At first, the meta-models for UML diagrams are constructed, generalized meta-rules are reduced from the meta-models, and then the meta-rules are applied to produce the implementable rules. This approach enables to pursue the completeness of the rules and the automation of rule application. An example of rule application shows the feasibility of the rule application.

많은 비용을 투입하여 개발된 위성은 성공적인 발사를 통해 궤도 진입을 하며, 초기 운영을 통해 안정적인 운영이 가능하다. 발사 직전부터 위성의 최초 접속 시간 사이에 발사장 점검 팀과 위성 운영 팀 간의 업무 협조에 따라 초기 위성의 궤도 확인, 통신 링크 형성 및 상태 확인 등 정상적인 임무 수행 가능 여부의 성패가 결정된다고 해도 과언이 아니다. 이를 위해 참여한 각 팀 간의 유기적인 업무 협조 절차를 수립하고, 사전 예행 연습 (리허설)을 통한 세부 절차의 보완이 필수적이다. 본 논문은 위성의 발사 당일 작업을 위해 수립한 세부 절차를 중심으로, 사전 점검을 통한 보완을 위해 수립한 리허설 계획을 설명한 후 그 결과에 따라 확인된 개선 사항에 대해 기술한다. 특히 발사업체에서 제공하는 시설 및 시스템 점검 사항, 리허설 계획 수립 시 고려할 사항 및 리허설 수행 후 개선 사항들을 정리한다.

국내 배출권거래제는 2015년 1월부터 도입된다. 정부는 그 동안 시행령을 마련하였고, 앞으로 기본계획과 할당계획을 확정할 예정이다. 기본계획과 할당계획은 구체적인 최종 세부 운영규칙과 관련된 사항이다. 각 운영요소의 대안별 선택 및 대안간 평가에 관한 실증적 검토, 운영요소 간 상호 연계 효과 등에 관한 최종적 점검이 필요하다.

서울시 모대학교에서 자판기를 운영하는 S씨. 그는 둘째가라면 서럽게 자판기를 관리를 철저히 하는 사람이다. 하루가 멀다 하고 자판기를 점검해 소비자들이 정말 깨끗한 커피를 마실 수 있게 하는데 신경을 쓴다. 이러지라 매번 자판기 위생문제가 매스컴을 통해 불거질 때마다 억울한 생각이 절로 든다. 얼마 전에도 매스컴에 자판기 위생 불량 문제가 불거져 매출이 크게 준바 있다. S씨는 이대로 있어서는 안 되겠다는 생각이 들었다. 그래서 서울시가 진행하는 안심자판기 참여 업체로 신청을 했다. 서울시의 안심자판기 점검 표시판을 받아 부착을 하고, 관리지침에 따라 자판기를 관리하기 시작했다. 점검판에 원재료의 유통기간, 보충일자, 제조국가 등을 표시하기 시작했고, 내부 점검 결과도 기록하기 시작했다. 서울시의 안심자판기 점검표가 부착이 된 탓인지 매출이 늘었다. 이에 고무된 S씨는 서울시가 여러 가지의 내부성능을 체크해 최고의 위생자판기에게 내준다는 마크 인증도 신청하기로 했다. 이같은 S씨의 사례는 서울시가 추진하는 안심자판기에 대한 이해를 돕기 위해 가상의 스토리텔링이다. 서울시가 왜 자판기 위생문제에 적극 관심을 갖고 안심자판기 사업을 진행하는 지, 또 앞으로 어떻게 세부 정책 마련이 이루어질지 큰 관심사가 아닐 수 없다. 서울시가 진행하는 안심자판기에 사업 방향을 따라가 봤다.

IT environments such as IoT, SNS, BigData, Cloud computing are changing rapidly. These technologies add new technologies to some of existing technologies and increase the complexity of Information System. Accordingly, they require enhancing the security function for new IT services. Information Security Pre-inspection aims to assure stability and reliability for user and supplier of new IT services by proposing development stage which considers security from design phase. Existing 'Information Security Pre-inspection' (22 domains, 74 control items, 129 detail items) consist of 6 stage (Requirements Definition, Design, Training, Implementation, Test, Sustain). Pilot tests were executed for one of IT development companies to verify its effectiveness. Consequently, for some inspection items, some improvement requirements and reconstitution needs appeared. This paper conducts a study on activation of 'Information Security Pre-inspection' which aims to construct prevention system for new information system. As a result, an improved 'Information Security Pre-inspection' is suggested. This has 16 domains, 54 inspection items, 76 detail items which include some improvement requirements and reconstitution needs.

Small and medium industry facility handling hazardous chemicals was inspected and summarized. The inspection results were summarized in four categories such as hazards to process, storage, workers, and the others. The result was applied to further improvement of the facility. In conclusion, the industry intented to satisfy minimum requirement of regulation and they do not pay attention to keep maintaining the facility in integrity condition.

Of safety check regulation, 'Construction Technology Promotion Act' and 'Special Act on the Safety Control of Public Structures' contain provisions about the content of safety in construction works and the items of safety checks in the maintenance aspect and thus contribute to accident prevention in the construction industry. Of the regulations responsible for the practical safety of workers, the safety check regulation of Ministry of Employment and Labor demand for safety check from the start of construction based on an agreement with a concerned agency to the completion of construction solely based on 'Guidance Standards for the Specialized Disaster Prevention Instruction in Article 32 of Occupational Safety and Health Act' and 'Appropriation and Usage Standards of Safety and Health Management Costs in the Construction Industry'. There is, however, a huge gap, as well, in them according to client agencies. In small construction sites ordered by a private organization, checks are done formally with no detailed regulations. As a result, the costs of checks continue to drop with only the contract kept intact. This study examined the forms of safety checks practically done in the Jeju region, distinguished and compared them by the construction costs, calculated proper costs based on each construction act, and further proposed improvement measures for the detailed regulations.
