The Outcome of the 6th ICAO Worldwide Air Transport Conference and Fair Competition Policy in International Air Transport (국제항공운송의 최근 동향과 항공운송의 공정경쟁정책 -ICAO 제6차 세계항공운송회의 결과를 중심으로-)

  • The 6th Worldwide Air Transport Conference was held in Montreal in March 2013 under the auspices of ICAO. This conference, which has been held every ten years, is dealing with virtually every issue of international air transport, and aiming at updating ICAO policy in order to ensure long-term growth of international civil aviation. Last conference which took place in 2003 focused on the liberalization of air transport, and the 6th conference shifted its focus from whether to push for liberalization, to how to implement it. The main agenda items for the 6th conference was liberalization, safeguards, ownership, fair competition, airports and air navigation facilities, charges, and ICAO policy. The liberalization, and in particular progressive liberalization has been a main theme over the past decades. In the process leading to liberalization, there needs to be the expansion of market access, easing regulation on ownership and control of airlines. Furthermore, the provision of enough infrastructure such as airport and air navigation facilities may be contributing factor to remove impediments to liberalization. However, out of concern as for undermining interests of consumer and the weak, when liberalization is proceeding in a sudden and radical manner, there should be safeguards so as to ensure market participation by developing countries, consumer protection, and economical and transparent decision on taxes and charges. Fair competition which differs from promoting competition in the market, is a policy in order to protect the weak players and consumers from monopoly and oligopoly. The Korean delegation submitted 3 WPs (WP/85, 86 and 87) and 1 IP, and presented WPs, at the conference, which were a lot compared with previous occasions. A paradigm shift was emphasized to expedite the process of liberalization at the 6th conference. The reality is that with many previous recommendations to stress the importance of liberalization, and to urge States to change their attitudes, the pace of the liberalization has been very slow and staggering. The liberalization of air transport will contribute to the growth of air transport and related industry, to create new employment, promoting tourism and regional development, and further to facilitating mutual understanding and exchange, which will also lead to making a barrier-free world. In this context, it is expected that the next conference will also evaluate the on-going process of liberalization.

  • CUPPS is the latest international standard passenger processing system which is operated with airlines' check-in system, DCS (Departure Control System) in order to provide check-in and boarding services to passengers. The CUPPS standard has been revised in August 2009 leading by IATA (International Air Transport Association) who recommends replacing old legacy common use system with CUPPS to airports and airlines around the world. IATA is expecting to reduce the installation and maintenance cost of CUPPS by standardizing various legacy common use systems and device controls. Airlines are also expecting to take advantage of the system to reduce the application development cost as developing only one standard CUPPS application instead of developing multiple applications for nonstandard legacy systems. This research which focuses on development completed AIRCUS, R&D project of ministry of land, transport and maritime affairs accomplished by IIA, will present the result of pilot trial and the effective approach methods to increase the possibility of expanding overseas business by comparing old legacy system with CUPPS to prove the dominance of CUPPS over the legacy systems as well as doing foreign case studies.

The Analysis on Promotion factors of Air Cargo Transportation in East-South Area (동남권 항공화물 활성화 요인 분석)

  • This study deals with the terms of three connection factors that promote air cargo transportation in the east-south area: a firm's subjective factors, industrial environment factors, and governmental policy factors. According to the analysis results, a firm's subjective factors (4.48) scored highest of the three promotion factors, followed by industrial environment factors (4.20) and government policy factors (3.88). Therefore, it is important to promote to air cargo transportation in the east-south area a firm's subjective factors (1) to procure concentrated market strategy and real market capacity, (2) to procure speedy satisfaction of customer needs and confidence, (3) to enhance aviation route development, and (4) to enhance business ability of airlines and forwarders. Next, air cargo transportation should be promoted in the east-south area by considering industrial environment factors and government policy factors.

신교통시스템으로서의 자기부상열차 검토 1(상전도 흡인식 부상시스템을 중심으로)

  • 현재까지 개발되고 있는 자기부상열차는 상전도 방식과 초전도 방식의 2종류로 대별 할 수 있다. 즉 상전도방식은 상전도 전자석에 의한 흡인력에 의해 지상에서 1cm정도를 부상하여 주행하는 시스템으로 영국의 버밍행공항의 People mover, 독일의 Transrapid, 일본의 HSST, 우리나라의 한양대, 자기 부상열차사업단, 대우중공업, 현대정공의 EXPO전시운행선등이 개발되어 있다. 초전도방식으로는 초전도전류에 의한 반발력에 의해 10cm이상 부상되어 운행되는 시스템으로 MLU 시스템이 있는데 지진이 심한 일본에서 개발되었다. 영국의 버밍햄공함의 People mover는 1984년부터 실용화되어 무인자동운전시스템으로 10년간을 아무 문제 없이 운행되고는 있지만 선로길이 620m 정도의 소규모 저속운송시스템에 지나지 않는다. 반면 독일의 Transrapid시스템은 31.5km의 트랙을 설치하여 시속 450km까지 운행을 계속하여 현재 15만km정도의 운행실적을 올리고 있다. 최근 독일내각은 함부르크-베를린 사이의 290km에 이르는 선로를 2005년까지 완공하기로 결정을 내리고 금년 상반기에 착공을 할 예정이다. 따라서 세계적으로 실용화단계에까지 도달한 대규모 고속시스템으로는 단연 Transrapid시스템을 꼽을 수 있다. 이에 Transrapid사와 미국, 일본등의 각 국에서 그간 세밀하게 조사하여 검토한 자료를 상세하게 소개하므로써 신교통시스템으로서의, 자기부상열차의 적합성과 개발의 타당성 및 당위성을 제시하여 이 분야에 관심있는 분들에게 참고는 물론 우리나라의 개발방향 설정에 유익한 자료가 되었으면 한다.

바이오인식 국제표준화 동향

  • 바이오인식기술은 사람의 지문 얼굴 홍채 정맥 등 신체적 특징(Physiological characteristics) 또는 음성 서명 자판 걸음걸이 등 행동적 특징(Behavioral characteristics)을 자동화된 IT 기술로 추출 저장하여 다양한 IT 기기로 개인의 신원을 확인하는 사용자 인증기술이다. 전통적으로 바이오인식기술은 출입국심사(전자여권, 승무원 승객 신원확인), 출입통제(도어락, 출입 근태관리), 행정(무인민원발급, 전자조달), 사회복지(미아찾기, 복지기금관리), 의료(원격의료, 의료진 환자 신원확인), 정보통신(휴대폰인증, PC 인터넷 로그인), 금융(온라인 뱅킹, ATM 현금인출) 등 다방면에서 폭넓게 보급되어 실생활 깊숙이 자리잡게 되었다. 2001년 미국의 911 테러사건으로 인하여 전 세계 국제공항 항만 국경에서 지문 얼굴 홍채 등 바이오정보를 이용한 출입국심사가 보편화됨과 동시에 ISO/IEC JTC1 SC37(Biometrics) 국제표준화기구를 중심으로 표준화가 급속도로 진행되어 왔다. 최근 들어 스마트폰 테블릿 PC 등 모바일기기에 지문 얼굴 등 바이오정보를 탑재하여 다양한 모바일 응용서비스를 가능하게 해주는 모바일 바이오인식 응용기술이 전 세계적으로 개발 보급되고, 삼성전자 페이팔 중심으로 바이오인식기술을 이용한 모바일 지급결제솔루션에 대하여 페이팔 구글 마이크로소프트 비자카드 마스터카드 등 미국 주도의 사실표준화협의체인 FIDO1), ITU-T SG17 Q9(Telebiometrics) 국제표준화기구를 중심으로 표준화가 진행되고 있다. 특히, 이러한 모바일 바이오인식기술은 스마트폰을 통한 비대면 인증기술 수단으로서 핀테크, 원격의료분야에서 중요한 요소기술로 작용될 전망이다. 본 논문에서는 이러한 바이오인식 표준화를 위한 국외 표준화 기구를 소개하고, 각 기구별 표준화 현황을 살펴본다.

  • Since continuous descent operations (CDO) is one of several tools available to aircraft operators and air navigation service providers (ANSPs) to increase safety, flight predictability, and airspace capacity while reducing noise, controller-pilot communications, fuel burn and emissions, widespread implementation of CDO would result in significant reductions in the environmental impact and aircraft operation costs in south korea as well. After analyzing each procedure from standard terminal arrival routes used for the Incheon international airport, it can be noticed that one of the procedures has a relatively high altitude constraint at initial approach fix than others, which lead the pilots to use unnecessary drag device in certain situations. Therefore we came to a conclusion that some arrival procedures need to be revised, so unnecessary procedure required during approach can be minimized, thereby reducing fuel consumption, noise and emissions compared to current approach procedures. And it is going to increase the safety margin significantly during approach phase due to reduced workload.

  • As open skies polices have permeated all over the world, Korea's basic direction of aviation policy is promoting the benefit of the public and the national carriers' competitive power by establishing open skies agreements between the countries. The open skies' directions should be promoted by considering the relationships of various attributes such as governments, airlines, and passengers. To decide the right directions of open skies, we should investigate the economic effects of open skies policies. This research develops a simulation model to analyze the dynamic characteristics of open skies. By using the developed model, this research analyzes the economic effects of open skies. The results showed that open skies have direct impacts on not only frequencies, airfare, consumer welfare but also air transport industry and regional economy. Therefore, it is necessary to take suitable aviation policy that can increase the effects of open skies.

  • The management of existing airfield pavement information has currently become difficult and the maintenance cost has increased over time due to the long-term performance. It is needed to develop the method for effective budget allocation and systematic airfield pavement management services. The objectives of this paper are to introduce Micro PAVER, one of the popular pavement management systems, into our management system and customize Micro PAVER based on our environment and pavement management level. This study focused on the analysis on logics and structures of Micro PAVER and customization of important parts in the program using the existing pavement evaluation data and survey method. Customized items selected in this study included the pavement deterioration prediction models, critical PCI, maintenance cost by PCI, maintenance or rehabilitation method and unit cost, and PCI rank.

  • As ground air traffic control at the airport is one of the most important tasks in air transport, attention to the development of a related simulator has expanded all around the world. For this reason, this research describes the characteristics and advantages of this advanced aerodrome traffic control simulator, developed in South Korea, as well as its linkage with A-SMGCS, which is planned to be developed in the future. One of the characteristics of this simulator is that it is possible to train an air traffic controller independently, especially under various conditions such as in different weathers and normal or abnormal circumstances. Therefore, this aerodrome traffic control simulator, through the comprehensive training under various conditions, will contribute to aviation safety and airport capacity enhancement training.

  • The purpose of this article is to provide data to be utilized for marketing to attract future container cargo to the Korea-China Car Ferry Service and to estimate container traffic for the development of the International Passenger Terminal to be newly built in the Incheon Southern Port. An analysis of container traffic through the Passenger Terminal of Incheon Port showed that the container throughput of Incheon Port comprised 20% of traffic. The export cargo traffic in the International Passenger Terminal, 71.4%, or 111,698 TEU of 156,284 TEU in total, was brought from metropolitan areas. To increase the container traffic of the car ferry service currently concentrated on the metropolitan areas, more endeavor is required to strengthen marketing competence to attract container traffic to other regions apart from the metropolitan areas as well as provide general services.
