Attitudes and Practices on the Gender Division of Household Labor in South Korea, Japan, and Taiwan (동아시아 기혼여성의 성별분업에 관한 태도와 실천: 한국, 일본, 대만 비교 연구)

  • This paper examines the delayed situations for gender equality in South Korean, Japanese, and Taiwanese families despite the challenge to the gender division of labor in modern society, and to analyze the contradiction between the notions of gender equality and the experiences women face in East Asia countries. Using EASS data, we analyze the effective difference over the division of household labor according to women's age and length of school time, attitude for gender division of labor, couple's labor time, and family network. In South Korea and Taiwan, men's actual ratio of household division is higher than Japanese men's. On the other hand, Japanese women's ratio of household division is the highest in spite of their progressive attitude for gender equality. It is due to the difference of women's working time among the countries. In South Korea and Taiwan, women tend to work in full time job, so that they seem to inevitably reduce the time for household labor. The family characteristics have an effect on the women's ratio of household division in Taiwan, and the feature of women's employment does in South Korea. The high percentage of three-generation household contributes to the reduction of housework burden in Taiwan. In South Korea, the higher women's education levels, the higher the women's ratio of household division. Women's weakened bargaining power for household labor is due to the relatively low level of high-educated women's economic participation in South Korea. This paper reveals the effective factors on the gender division of household labor. We propose the necessity of the macro-level analysis as well as the analysis of the personal and conjugal feature.

A Study on the Family Discourses in Social Workers (사회복지사의 "가족" 담론 연구)

  • This study is about family discourses of social workers in Korea. The purpose of this study is to gain suggestions of relatedness between discourse and practice by grasping the contents and meaning of discourses in social workers. 10 social workers in various fields were interviewed for this study. The results are followed: First, social workers understand family as a private space which have a meaning of shelter and refuge. Second, there are gaps between consciousness and practice of division of gender role in family. But social workers generally are inclined toward receiving division of gender role in family and applied to their family practice. Third, monolithic family image have a tendency of versatility in family structure, is inclined toward the division of gender role and myth of motherhood. Fourth, social workers perceived emotional tie as important nature of family solidarity and family as natural institution. Also these discourses of social workers were applied to their family practice. The results of this study reveals possibility that social work practice can be discoursive practice or interpretive practice.

Measurement and Practices of Workaholism for Korean Workers (일중독 측정과 실태)

  • Workaholism refers to a state in which work is the center of self, a state in which other life other than work is deemed worthless, and a state in which one feels that his or her life ends when things get lost. There are concerns that South Korea's work-centered institutions, cultures and long-time labor practices expose workers to workaholism. This study identifies the prevalence of workaholism and its risk factors among workers using a representative sample from Korean Labor and Income Panel Study. The results of empirical analysis of the wide range of workaholism showed that 7.0% of Korean workers were work-addicts. Male, workers working long hours, daily workers, employers, the self-employed were more likely to be work-addicts. Those who think that workload is high beyond regular working hours are more likely to be work-addicts. These results were also confirmed by regression analysis. It suggests that policies to shorten working hours and strengthen job and income stability can reduce the risk of workaholism and balance between work and life.

A study of the Patriarchal Characteristics of Welfare States (복지국가의 가부장적 특성에 대한 연구)

  • This paper attempts to analyse the patriarchal characteristics of welfare states. Increasingly, debates on welfare states are explicitly focusing on the relationships between state, market and family. How these relationships are structured forms the core parts of the particular welfare states, that is they give shape to different welfare state regimes. Although welfare states have developed incresingly, there are some problems that sustain these states asymmetrical, unequal, even sexist. In this paper, I want to make these problems visible by the terms of gender division of labour, the model of male work and the changing characteristics of patriarchy. Firstly, from the feminist perspective, we can point the fact that the welfare states are structured by gender. Welfare states take it for granted that our socities are based on the assumption of gender division of labour, what is called male breadwinner/ female dependent. And the state takes this gendered family as the stereotype in our societies. Secondly, it is not sufficient condition for men and women to perform satisfactory life of work and family that welfare states provide childcare center on an extensive scale. This is because that our societies are runned by "the model of male work". Thirdly, we can find that the characteristics of patriarchy of welfare state are changing. These changes can be explained from the 'private patriarchy' to the 'public patriarchy', in other words, from the women's dependence to individual man to the dependence to the state/ public sectors. And also under these changes, we can find the potent possibilities for women to take economic activities and independent self-supports.

The Gender Division of Housework in the Choson Period as Expressed in Genre Painting (조선시대 가사노동의 성별분업: 풍속화 분석을 중심으로)

  • The purpose of this study is to investigate the gender division of housework in the Choson period. The gender division in the Choson period has been considered as discriminative because women had to remain indoors and were excluded in social works. But in fact the Confucian idea, which regulated the relation between women and men, emphasized the gender difference and not gender discrimination. Actually it can be seen in genre painting of Choson period that women and men worked complimentarily indoors. So this article intends to explore the possibilities of the new analysis of the traditional gender division of housework by reviewing the paintings. As the results indicate, men in the Choson period were involved in some housework, in contrast to the common idea that they maintained their authority by not participating housework. There is also some evidence that gender division benefited women to protect their own productive territory or to satisfy their needs. So it is suggested that gender division in the Choson period should be considered as a source of power as well as a disadvantage to women. Forth, the employed mens' reemployment decision was affected from their household income, expected income after retirement, pension ownership, and attitude toward retirement. From the findings, it can be concluded that the employed mens' age, economic status, and attitude toward retirement played a important role in the process of retirement and reemployment decision making.

  • The purpose of this study is to find the general trends of sexual harassment at workplace and to investigate the differences of related variables. The data were obtained through 880 employee living in Chonbuk-Province. The major findings were as follows-1) 70.3% of respondent reported that they had experienced the victimization of sexual harassment at workplace at least once. But most respondents reacted passively to the sexual harassment. 2) Most respondents perceived broadly the definition of sexual harassment and attributed sexual harassment to the social structure. The level of perception about the existence of the institution and the law for the sexual harassment problem was low. 3) The most important variable in the experience of sexual harassment was the ideology of sex-role division. 4) The more respondents experienced sexual harassment, the more they demanded the preventive education of sexual harassment .

The Changes in Patients and Medical Services by Separation of Prescribing and Dispensing Practice in Health Center (의약분업 실시 전후 보건소 내소환자 진료내용 변화)

  • This study was conducted to investigate the changes in patients and medical services before and after the Separation of Prescription and Dispensing in Health Center. For the purpose of this study, prescription data of 5,890 prescribed patients in March 2000(before the Separation of Prescription and Dispensing) and 3,496 prescribed patients in March 2001(after the Separation) in 4 Health Centers located in Gyeongsangbuk-do and Gyeongsangnam-do were collected. For investigation of the change of character of prescribed patients and the disease, sex, age, chief diagnosis, the hind of medical insurance, days of visit, days of prescription were investigated by using National Health Insurance claim data. And for investigation of change of prescription, prescribed drugs per each claim, the use rate of antibiotics, injection, and high-price antiphlogistic drug were investigated for acute respiratory disease and musculoskeletal disease. The major results were as follows: For the changes of prescribed patients of each disease, patients with acute respiratory disease were decreased by 49.7% after the Separation of Prescription and Dispensing than before the Separation of Prescription and Dispensing and patients with hypertension(18.1%), patients with musculoskeletal disease(70.5%), patients with diabetes(8.5%), patients with digestive organ disease(71.2%), patients with chronic respiratory disease(76.4%) were decreased. But patients with urethritis were increased by 66.7%. The mean Health Center visited days of prescribed patients decreased significantly after the Separation of Prescription and Dispensing than before in both male and female(p<0.01) and in health insurance patients(p<0.01). For the each of the disease, hypertension, diabetes, musculoskeletal disease decreased. The mean prescribed days increased after the Separation of Prescription and Dispensing than before(p<0.01). According to the kine of disease, the mean prescribed days increased after the Separation of Prescription and Dispensing than before in all the diseases except the urethritis(p<0.01). For acute respiratory diseases, number of prescribed drugs per each claim decreased significantly after the Separation of Prescription and Dispensing(4.7 drugs) than before(4.9 drugs) and the prescription rate of injection decreased significantly from 63.8% to 7.70%, and the prescription rate of antibiotics decreased significantly from 337% to 19.1%(p<0.01). For musculoskeletal diseases before and after Separation of Prescription and Dispensing, number of prescribed drugs per each claim decreased significantly from 3.7 to 3.2 and the prescription rate of injection decreased significantly from 64.9% to 1.7%, and the prescription rate of high-price antiphlogistic drugs increased significantly from 29.1% to 397%(p<0.01). In consideration of above findings, the mean visited days decreased and on the contrary, the mean prescribed days per each prescription increased after Separation of Prescription and Dispensing than before in health centers. For the prescription pattern of physicians, number of prescribed drugs and the prescription rates of injection and antibiotics per each claim decreased, but the prescription rate of high-price antiphlogistic drugs increased after Separation of Prescription and Dispensing.

  • This paper attempts to focus the ways in which Seoul as an urban space can be read and interpreted from gender perspective, assuming Seoul as a cultural text which represents modernity and post-modernity. Drawing on discussions of urban sociology and human geography which have analyzed the relationship between material spaces and social subjects, this paper explores the gendered segregation and representations of space in Seoul which has been constructed through the process of modernization. The framework of spatial interpretation of Seoul, concentrating on imageablity and legibility, consists of three dimensions; gendered division of labour and sphere, dichotomy of representations along with femininity and masculinity, and the ways of interlocking between modernity and post-modernity. In this paper, 'fl$\check{a}$nerie', Benjamin's method of interpretation of urban culture and the way of seeing with 'speculum' of Irigaray are adopted as metaphoric methodologies. It is an attempt to develop a new methodology to analyze and interpret urban space from gender-cultural perspective.

Care Penalty and Basic Income (돌봄불이익과 기본소득)

  • The economic penalty of care and gender inequality reinforce each other. Unequal distribution and treatment of care are at the basis of gender inequality. Care creates economic penalty that deepen gender inequality. Those who perform care work tend to take the position of the vulnerable in socio-economic power relations. Due to their weak position, it is difficult for them to voice out a fair treatment and reward for their work. As a result, care workers both at home and in the public sector suffering from lower economic value of care are positioned in unequal gender relations with more vulnerable socioeconomic status. The basic income system may have the potential to mitigate multifaceted gender inequalities in our society. For the introduction of basic income to help realize the real freedom for women, it is necessary to understand unique natures of care work and tackle economic penalties of care work. This paper examines the relationships between care penalties and basic income, focusing on the debate on the introduction of the basic income system. We argue that if the economic penalties caused by unique natures of care work are not eased or resolved, the introduction of the basic income may not contributes to alleviating gender inequalities.

Foreign Domestic Workers in Korea (한국내 외국인 가정부 고용에 관한 연구)

  • 본 연구는 국내 외국인 가정부 고용에 대한 연구로 국내 가정부 고용의 역사와 추이를 살펴 본 후, 외국인 가정부의 고용현황 및 실태를 분석하였다. 본 연구는 가정학계 쪽의 문헌 및 신문자료의 검토를 통해 조선시대 이후, 특히 1960년대 이후 내국인 가정부의 고용추이와 특성을 파악하였고, 지역별 사회복지관과 YWCA 담당자 전화조사를 통해 현재 국내 가정부 노동시장의 수요와 공급 정도를 살펴 본 후, 법무부 출입국관리국의 통계자료와 2002년 불법체류 자진신고자료 및 2001년 말부터 2004년 초까지 인터넷 웹사이트를 통한 외국인 가정부 구인구직 광고내용을 분석하여, 국내 외국인 가정부 고용의 현황과 특성을 파악하였다. 이 연구의 주요 발견은 다음과 같다. 첫째, 그간 국내에서 외국인 가정부가 활성화되지 못한 가장 중요한 이유는 다른 아시아 신흥공업국에 비해 국내 기혼여성 특히 중류층 이상의 고학력 기혼여성의 취업이 저조하였기 때문이다. 동시에, 하류층 기혼여성의 취업기회도 제한적이므로, 현재까지는 내국인 시간제 파출부 시장에서 수요보다는 공급이 더 많기 때문이다. 둘째, 필리핀인 여성 대신에 중국동포가 국내의 외국인 가정부 시장을 독점한 이유는 중국동포는 한국어는 물론 우리의 풍습을 많이 유지하고 있어서 이들을 고용하는 것이 더 편하기 때문이다. 그러나 그동안 주로 40대 이상의 중${\cdot}$고령층의 중국동포 여성이 국내로 유입되었다는 점도 이들을 '탈여성화'된 그리고 '모성적'인 입주가정부로 활용하게 된 중요한 이유이다.
