  • The national IT outsourcing is actively achieved centering around the manufacturing enterprise and financial institution. The If outsourcing of the public institution is generalized. The IT development and operation management task are the field in which first an outsourcing is introduced due to a factor including the technological change, the efper increase in demand, and etc. Particularly, the core business of the public institution is the public service. Therefore, the core business of the public institution can concentrate on the core business and by drastically outsourcing the etc task ran improve an efficiency. Therefore, as to the IT outsourcing, the innovative method that can enhance the quality of the public service can become. In this paper, We analyze how the Supply Administration introducing the service level agreement (SLA: Service Level Agreement) and the problem that the Samsung SDS is faced with were solved. And the practical affairs guide-line for managing elements which can minimize trial and error and successfully implement the IT outsourcing is presented.

  • Along with recent rapid growth in social media and mobile media in the web 2.0 flow, represented as openness, participation, and sharing, general and various changes are essential not only in economical, social, and cultural aspects, but also in politics. Korea is finding its position in leading the upcoming social media market based upon the past IT technologies. In the past years, the people of Korea have drawn attention in the international society as early adopters in new IT products. In the current dynamic varying social media environment, the politics must put efforts to utilize a method emphasing on communication with the people. Efforts to change are essential to modify the vision of organization as smart citizens party and implement the social media strategy. In this study, we investigate and suggest methods to change in the social media environment maintaining close relation with the people in order to unite with them. Our reports will help to revisit the existing government/party operation and to rethink about the efficient operating strategy suitable for social media environment.

Fabrication of nanoporous ceramic membrane for water treatment (수처리용 나노스케일 다공성 세라믹 멤브레인 제조)

  • Recently, as the problem of environmental pollution emerges, various methods of eco-friendly water treatment method are being developed. Polymer membranes, which are currently leading the market, are inexpensive, but have many problems in terms of chemical resistance and durability. Thus, ceramic membrane has been attracted great attention as high-efficiency water treatment due to excellent durability and chemical resistant. In this study, ceramic membranes were developed via pore structure, size control, and surface treatment. The pore size of the membrane was controlled through the formation of $ZrO_2$ and $TiO_2$ coating films. Tape casting and sol-gel process were used to form a ceramic coating film with nanopores on the surface of the membrane. Microstructure analysis of ceramic membrane and pore size analysis of the coating film were conducted and the change of water treatment characteristics was observed.

Research on Ways to Improve Science Teacher Education to Develop Students' Key Competencies (학습자의 핵심역량 제고를 위한 과학 교사교육 개선 방안)

  • The purpose of this research is to investigate ways to improve science teacher education in order to subsequently develop students' key competencies. Since the OECD redefined key competencies as 'what people should know and be able to do in order to lead a successful life in a well-functioning society, many countries have emphasized competency-based curriculum. In this research, we collected and analyzed foreign and domestic classroom cases that have implemented competency-based curriculum in science teaching. Through open-ended interviews with the teachers and principals we explored ways to improve science teacher education to develop students' key competencies. According to the results, the competency-based curriculum necessitates a shift in teachers' roles including teachers as role models for their students, multifaceted roles of teachers, and teachers as researchers. In light of the teacher's community, teachers need to form a professional learning community, increase practice-based professional development opportunities, build the teacher's knowledge base, put various experts into the classroom, and build a partnership with the local community and other experts. In the conclusion section, we also discussed institutional and political supports necessary for the competency based education.

  • This study started with many experiences about maturity evaluation and efficiency improvement of Project Management information system, and need for IT systems for performing of strategy. The objective of this study is 1)to evaluate processes and IT systems based on CSF in strategy perform phase, 2)to propose method of sustainable evaluation and improvement, and 3)with KPI and CSF, to evaluate and improve PMIS. Moreover, we suggested IT architecture framework for basement of improving process and resources.

A Study on Factors Affecting Innovation Capability and Innovation Performance: Focused on SMEs Entering Overseas Market (혁신역량과 혁신성과에 영향을 주는 요인에 관한 연구: 해외시장진출 중소기업을 대상으로)

  • The purpose of this study is to investigate the factors affecting innovation capability and innovation performance of midsize company entering overseas market. More specifically, in terms of managerial, organizational, and employee - level factors, we set leadership, operating system, and taking charge at work as variables influencing innovation capability and tried to understand the effect of innovation capability on innovation performance through empirical studies. In addition, we examined the differences in the influence factors on innovation capability and the effect on innovation performance in the home country and overseas countries. As a result of the empirical analysis, all of the influence factors had a positive effect on the innovation capability and the innovation capability had a positive effect on the innovation performance. The degree of influence was in the order of operating system, leadership and taking charge at work. In China, there is no significant difference in the order of operating system, leadership and taking charge at work. In the case of Korea, operating system and leadership have a positive effect, but the employee's taking charge at work does not affect innovation capability. The results of this study are as follows. First, it is necessary to enhance innovation capability in accordance with local characteristics. In Korea, there are additional activities to induce employee's taking charge at work is required for improved innovation capability and innovation performance.

  • 최근, 시장환경 및 생산구조의 변화에 따라 이른바 첨단생산기술(advanced manufacturing technologies)의 개발과 활용이 산업계 및 학계의 큰 관심을 끌고 있다. 그러나 첨단생산기술의 급속한 기술적 발전과 전략적 가치의 증가에도 불구하고 산업에의 확산은 상대적으로 부진한 현실이다. 이러한 현상은 물론 초기 투자의 재원도달 문제에 기인한다고 말할 수 있지만 일차적으로는 적절한 대안을 선정하고 투자의 정당성을 분석하는 방법론의 미비도 그 원인으로 지적되고 있다. 본 고는 전통적(conventional) 생산기술과 비교한 첨단생산기술과 비교한 첨단생산기술의 특성에 대한 이해를 기초로, 새로운 기술대안들을 비교 분석하는 구체적인 기법의 개발에 관한 접근의 방향성과 개념의 틀(framework)을 제시하는 데 그 목적이 있다. 첨단생산기술의 대안선정과 정당성분석은 다음과 몇 가지 특성을 지니고 있다. 첫째, 투자대안의 속성이 다양하며(multi-attribute) 각각의 속성이 상위 적(conflicting)일 수 있다. 둘째, 기술대안들의 잠재적 기능이 생산체제의 신축성과 유연성(flexible)의 제고를 강조하고 있다. 셋째, 개별기술의 통합을 통해 시스템 전체의 상승효과(synergy effect)를 추구하고 있다. 따라서 이러한 특성에 대한 인식을 토대로 정량적이고 전략적인 장·단점에 대한 고려를 포함하는 종합적이고 객관적인 분석의 틀과 기법이 사용되지 않으면 첨단생산기술의 성공적인 도입과 활용은 기대하기 어려운 것이다. 새로운 생산기술의 도입이 공정의 부분적 개선을 위한 소규모 투자일 경우에는 경제성의 분석을 위해서는 전통적인 재무관리(capital budgeting) 기법들이 이용될 수 있고 직접적인 공정개선의 효과분석을 위해서는 시뮬레이션을 적용하는 것이 바람직하다고 할 수 있다. 그러나 기술대안의 규모가 크고 따라서 그 파급효과가 전체공정으로 확산되는 대규모 사업일 경우에는 다양한 장·단점들을 고려하는 종합적인 접근의 틀이 필요하게 된다. 이러한 방법들을 크게 세 가지 형태로 나누어 보면 (1) 모든 대안들에 대해, 모든 요소들에 관한 비교분석을 동시에 실시하는 동시적 접근(simultaneous approach), (2) 대안 또는 요소들을 그 성격에 따라 계층적 구조로 분할하고 단계별로 비교분석을 실시하는 계층적 접근(hierarchical approach), (3) 요소들을 속성에 따라 몇 개의 소그룹으로 나누고 각 그룹에 대해 순차적으로 대안들을 비교분석 함으로써 고려대상이 되는 대안들을 줄여나가는 순차적 접근(sequtial approach)등을 들 수 있다 이러한 접근법들의 장·단점들을 사업의 규모나 복잡성에 따라 달라지게 된다. 또한 동일한 접근방법 내에서도 구체적인 기법의 선택과 개발도 문제의 특성에 따라 달리 결정되어야 한다. 그러나 어떠한 경우에도 오늘날의 첨단생산기술에의 투자는 현금의 흐름에 대한 계량적 분석에만 의존하는 전통적인 기법만으로는 불충분하며 기업목표와 생산조직 전반에 관한 전략적 요소들을 포함하는 종합적인 접근이 바람직하다.

  • 국내 통합수자원관리기술 수준은 계속되는 연구와 개발 노력으로 선진국 수준을 따라잡을 것으로 기대되나 개발된 기술의 실용성, 적용효과를 가시적으로 보여주지 못하고 있다. 따라서 본 연구에서는 통합수자원 관리 기술을 적용하고자 강원도 평창군의 평창강 유역을 대상으로 통합수자원관리 전략을 수립한다. 평창강 유역의 대부분이 평창군이라는 하나의 행정구역에 속해 있어 본 연구에서는 평창강 유역 단위로 자료의 수집이 어려운 부문은 평창군을 기준으로 수집하여 분석하였다. 이수, 치수, 환경, 조직 및 정책 부문으로 나누어 평창군의 수자원 현황을 파악하고 평창군 수자원관리의 강점, 약점, 기회, 위협 요인을 분석(SWOT 분석)하였다. 그 결과 평창군의 강점은 수자원에 대한 관심이 높고, 관련 문제를 해결하고자 하는 의지가 강하다는 것이다. 약점은 수자원관리를 위한 총괄조직이 없다는 것이고, 위협요인은 기후변화에 따른 국지성 집중 호우로 홍수피해 위험성이 증가하고 있다는 점이다. 반면, 평창군의 기회요인으로는 동계올림픽 유치를 위한 노력이 계속되고 있어 토지 및 수자원 개발 측면에서도 좋은 기회가 될 수 있다. SWOT 분석의 결과를 고려하여 통합수자원관리를 위한 전략을 제안하였다. 평창군 물문제 해결을 위한통합수자원관리 실행을 목표로 '평창물관리위원회' 설치를 제안하였다. 그리고 평창군의 통합수자원관리 기반을 조성하기 위해서는 이해당사자의 참여가 필요하며, 평창군 통합수자원관리지원시스템 구축을 제안하였다. 이러한 전략에 따라 강원도 평창군에서는 '평창군 물관리위원회 운영 조례(2009.9.11, 평창군 조례 제1919호)'가 제정되었고 평창군 물관리위원회를 이끌어갈 위원들의 구성도 마무리되었으며, 이를 지원할 평창군 통합수자원관리 지원 시스템도 구축되어 운영되고 있다. 앞으로의 계획은 2010년 4월 평창군 물관리위원회 창립총회를 시작으로 평창군 스스로 위원회를 운영하고 물관리 비전을 설정하고 실행계획을 수립할 수 있도록 지원할 계획이며;구축된 평창군 통합수자원관리지원시스템의 운영을 활성화하는 것이다. 이와 같은 통합수자원관리 적용 노력을 통합수자원관리 성공 사례로 발전시켜 나아가 국내는 물론 국외에서도 좋은 모델로 활용할 수 있을 것이다.

In order to achieve this purpose, president security service and the seoul police agency personnel working in the field for 45 people who were interviewed, recently developed by utilizing Nvivo 8 program to improve working conditions in the analysis of organizational culture 51(78.46%), Image 7(10.93%), physical and mental 6(9.37%) were categorized, educational institutions in the direction of a police constable 56(76.71%), educational psychology 12(16.43%), theory of education 5(6.84%) were categorized as high. We look at the research results suggest that the authority of the president security service president security service officials in tissue culture officials were struggling to belong to an organization, you need to induce a change in culture has been raised, the current president of the Security Service, as well as specialized police constable training within the organization establish the necessary institutions respectively.

  • In the modern business environment, ERP System is a tool for efficient use of the resources of the company. Implementation of the ERP System is not a simple introduction of the unit system. The changes and innovation of the company will be made through the BPR. And then, the BPR is made based on the system design and implementation. Cultural difference creates a difference in the attitudes and relationships of members of company. and, Cultural difference produce differences in organizational culture and operating principles. Cultural differences can mention the differences in the cultures of East and West, and can mention the difference between each country within the same culture. In the paper, we determine the impact of cultural differences on the implementation of the ERP System. Cultural differences affect the implementation process and the decision-making process, user interface.
