Review for Applying Spent Fuel Pool Island (SFPI) during Decommissioning in Korea (원전해체시 독립된 사용후핵연료저장조 국내 적용 검토)

  • In many nuclear power plant sites in Korea, high density storage racks were installed in the spent fuel pool to expand the spent fuel storage capacity. Nevertheless, the capability of the Hanbit nuclear site will be saturated by 2024. Also, 10 NPPs will reach their design life expiration date by 2029. In the case of the US, SFPI (Spent Fuel Pool Island) operated temporarily as a spent fuel storage option before spent nuclear fuels were transported to an interim storage facility or a final disposal facility. As a spent fuel storage option after shutdown during decommissioning, the SFPI concept can be expected to have the following effects: reduced occupational exposure, lower cost of operation, strengthened safety, and so on. This paper presents a case study associated with the regulations, operating experiences, and systems of SFPI in the US. In conclusion, the following steps are recommended for applying SFPI during decommissioning in Korea: confirmation of design change scope of SFPI and expected final cost, the submission of a decommissioning plan which is reflected in SFPI improvement plans, safety assessment using PSR, application of an operating license change for design change, regulatory body review and approval, design change, inspection by the regulatory body, education and commissioning for SFPI, SFPI operation and periodic inspection, and dismantling of SFPI.

A study on simulation modeling of the underground space environment-focused on storage space for radioactive wastes (지하공간 환경예측 시뮬레이션 개발 연구-핵 폐기물 저장공간 중심으로)

  • In underground spaces including nuclear waste repository, prediction of air quantity, temperature/humidity and pollutant concentration is utmost important for space construction and management during the normal state as well as for determining the measures in emergency cases such as underground fires. This study aims at developing a model for underground space environment which has capabilities to take into account the effects of autocompression for the natural ventilation head calculation, to find the optimal location and size of fans and regulators, to predict the temperature and humidity by calculating the convective heat transfer coefficient and the sensible and latent heat transfer rates, and to estimate the pollutant levels throughout the network. The temperature/humidity prediction model was applied to a military storage underground space and the relative differences of dry and wet temperatures were 1.5 ~ 2.9% and 0.6 ~ 6.1%, respectively. The convection-based pollutant transport model was applied to two different vehicle tunnels. Coefficients of turbulent diffusion due to the atmospheric turbulence were found to be 9.78 and 17.35$m^2$/s, but measurements of smoke and CO concentrations in a tunnel with high traffic density and under operation of ventilation equipment showed relative differences of 5.88 and 6.62% compared with estimates from the convection-based model. These findings indicate convection is the governing mechanism for pollutant diffusion in most of the tunnel-type spaces.

  • Steam generator(SG) tube, as a barrier isolating primary to the secondary coolant system of nuclear power plants(NPP), must maintain the structural integrity far the public safety and its efficient power generation capacity. And SG tubes bearing defects must be timely detected and taken repair measures if needed. For the accomplishment of these objectives, SG tubes have been periodically examined by eddy current testing(ECT) on the basis of administrative notices and intensified SG management program(SGMP). Stress corrosion cracking(SCC) on the SG tubes is not easily detected and even missed since it has lower signal amplitude and other disturbing factors against its detection. However once SCC is developed, that can cause detrimental affects to the SG tubes due to its rapid propagation rate. Accordingly SCC is categorized as prime damage mechanism challenging the soundness of the SG tubes. In this study, reproduced EDM notch specimens are examined for the detectability and quantitative characterization of the axial ODSCC by +PT MRPC probe, containing pancake, +PT and shielded pancake coils apart in a single plane around the circumference. The results of this study are assumed to be applicable fur providing key information of engineering evaluation of SCC and improvement of confidence level of ECT on SG tubes.

Micro-Hydropower System with a Semi-Kaplan Turbine for Sewage Treatment Plant Application: Kiheung Respia Case Study (하수처리장 적용을 위한 Semi-카플란 수차가 장착된 마이크로수력발전 시스템: 기흥레스피아 사례)

  • Small scale hydropower is one of most attractive and cost-effective energy technologies for installation within sewage treatment plants. This study was conducted to evaluate the potential of a semi-kaplan micro-hydropower (MHP) system for application to sewage treatment plants with high flow fluctuations and a low head. The semi-kaplan MHP is equipped with an adjustable runner blade, and is without a guide vane, so as to reduce the incidence of mechanical problems. A MHP rating 13.4 kWp with a semi-kaplan turbine has been considered for Kiheung Respia sewage treatment plant, and this installation is estimated to generate 86.8 MWh of electricity annually, which is enough to supply electricity to over 25 households, and equivalent to an annual reduction of 49 ton $CO_2$. The semi-kaplan turbine showed a 90.2% energy conversion efficiency at the design flow rate of 0.35 $m^3/s$ and net head of 4.7 m, and was adaptable to a wide range of flow fluctuations. Through the MHP operation, approximately 2.1% of total electricity demand of Kiheung Respia sewage treatment plant will be achievable. Based on financial analysis, an exploiting MHP is considered economically acceptable with an internal rate of return of 6.1%, net present value of 15,539,000 Korean Won, benefit-cost ratio of 1.08, and payback year of 15.5, respectively, if initial investment cost is 200,000,000 Korean Won.

Economic analysis of Solar PV panel recycling project (폐태양광 재활용 사업의 경제성 분석 및 정책적 시사점)

  • In accordance with the government's expansion of solar power generation, the installation of solar panels is expected to expand in Korea. On the other hand, policy discussions on the establishment of a domestic post-management system for waste from photovoltaic power are insufficient. This study estimated the benefit-cost of solar PV Panel recycling and derived the implications for the photovoltaic waste policies in Korea. Overall, the profitability of the recycling project is very low when the project execution period is 10 years. On the other hand, the economic efficiency of the project can be sufficiently high when the duration of the solar panel recycling project is extended to 20 years. In the short term, it is challenging to expect voluntary companies to enter this recycling business because of low economic efficiency. Therefore, it is necessary to prepare various policies to improve the economic efficiency of the recycling business. In conclusion, the following policy implications for PV panel recycling activation are proposed: i) legislation for the recycling of waste solar photovoltaic panel, ii) designation of Association for Solar Panel waste monitoring, and iii) expansion of R & D and the development of various business models related to solar recycling.

An Analysis of Optimal Operation Strategy of ESS to Minimize Electricity Charge Using Octave (Octave를 이용한 전기 요금 최소화를 위한 ESS 운전 전략 최적화 방법에 대한 분석)

  • Reductions of the electricity charge are achieved by demand management of the load. The demand management method of the load using ESS involves peak shifting, which shifts from a high demand time to low demand time. By shifting the load, the peak load can be lowered and the energy charge can be saved. Electricity charges consist of the energy charge and the basic charge per contracted capacity. The energy charge and peak load are minimized by Linear Programming (LP) and Quadratic Programming (QP), respectively. On the other hand, each optimization method has its advantages and disadvantages. First, the LP cannot separate the efficiency of the ESS. To solve these problems, the charge and discharge efficiency of the ESS was separated by Mixed Integer Linear Programming (MILP). Nevertheless, both methods have the disadvantages that they must assume the reduction ratio of peak load. Therefore, QP was used to solve this problem. The next step was to optimize the formula combination of QP and LP to minimize the electricity charge. On the other hand, these two methods have disadvantages in that the charge and discharge efficiency of the ESS cannot be separated. This paper proposes an optimization method according to the situation by analyzing quantitatively the advantages and disadvantages of each optimization method.

Reuse Technology Development and Economic Evaluation of Dyeing Wastewater Treatment Sludge (폐수처리슬러지의 재활용기술개발 및 경제성 평가 -B염색조합을 중심으로-)

  • This study was carried out for treatment and reuse of inorganic sludge from Fenton process at B dyeing wastewater treatment plant. The parameters for pilot-scale treatment system were derived from the results of this study. It was found that $COD_{cl}$ of the treated effluent became lower than 100 mg/l approximately on the optimal reaction condition. 2nd sludge which was generated after redissolving sludge was analyzed, and it showed that reduction ratio of ash in 2nd sludge and total dry sludge weight in comparison with current sludge were 85% and 65%. Also Fe salt in sludge was redissolved about 90~95% of initial Fe by weight. It was estimated almost ₩350,000,000 for sludge reuse process. It was estimated saving of about ₩1,300,000 per day (₩420,000,000 per year) in operating cost based on 30,000 $m^3$/d treatment, which these were about ₩430,000 per day in chemical, ₩1,100,000 per day in sludge transportation and ₩200,000 per day in equipment maintenance. Payback period with interest charge for investment cost was estimated about 10.5 months. Also, net present value (NPV) was ₩792,000,000 and internal rat of return (IRR) was about 110%.

A Study on the Cause of Noise and Vibration of an Elevator (엘리베이터 소음 및 진동의 원인에 관한 연구)

  • 최근 인구의 과밀화와 이에 따른 지가의 상승 등으로 대표적인 주거용 빌딩인 아파트의 고층화가 급속하게 진행되고 있고 아파트에 설치되는 엘리베이터도 점차 대형화, 고속화 되고 있다. 실례로 15층 아파트의 경우 11인승, 60m/min의 엘리베이터가 일반적으로 사용되는 반면, 20층 아파트의 경우 17인승, 90m/min이 주로 사용된다. 이와 같이 엘리베이터의 용량과 운행 속도가 증가함에 따라 필연적으로 소음 및 진동 문제가 발생하게 된다. 특히 아파트의 경우 침실, 공부방 등 고도의 정숙을 요하는 생활 공간이 많고, 내부 공간의 활용도를 높이기 위하여 이들 방들이 엘리베이터 기계실 또는 운행 통로와 직접 접하여 있는 경우도 있어 이 경우 소음, 진동 문제는 아주 심각한 문제로 대두된다. 본 연구소가 측정한 방에 의하면 S신도시 L아파트의 경우 아파트 최상층 방에서 실내 소음도가 46dB(A), 벽의 진동가속도가 3.4mm/s$^{2}$(RMS)으로 나타났다. 진동의 경우 생활에 직접적인 악영향을 미칠 수준은 아니지만 소음의 경우 ASHRAE 권장 주택소음 기준치가 35dB(A) 이하임ㅇㄹ 감안하면 주거에 곤란한 수준이다. 수년전, 고층 아파트가 보급될 초기에는 아파트에 엘리베이터가 설치되어있다는 그 자체만으로 충분한 장점이 되어 다소음 소음, 진동문제는 큰 불만거리가 되지 않았지만 엘리베이터가 보편화된 지금에는 엘리베이터의 편리성만으로는 점점더 크게 요구되는 정숙성이 보상되지 않는다. 따라서 전반적인 아파트의 소음, 진동 문제에 큰 비중을 차지하는 엘리베이터에 의한 소음, 진동에 관하여 체계적인 연구가 필요하다. 이에 본고에서는 엘리베이터에 의한 아파트의 소음 및 진동에 관하여 그 현황, 원인 그리고 대책에 관한여 논하고자 한다.감 방법을 연구하였고, T.Sakai는 5자유도 모델을 이용하여 엔진 공회전시 발생하는 치타음에 대해 이론과 실험을 통해 해석하고, 엔진 회전수 변동, 클러치 특성, 변속기의 드래그(drag) 토크의 영향과 치타음 저감을 위한 개선된 클러치 특성을 제시하였다. 이 외에도 Thomas C.T.와 E.P.Petkus는 특정 차량에 대한 동력전달계의 비틀림 진동 현상에 대해 연구하였다. 이러한 연구들로 볼 때, 자동차 동력전달계에서 발생하는 진동은 이론과 실험을 통해 그 해석이 가능하며 설계에 매우 유용하게 이용되고 있음을 알 수 있다. 따라서, 본 연구는 4 실린더 4 싸이클 1.5 L 엔진을 장착한 경승용차의 실차 주행실험을 통해 가속 페달의 급조작에 따른 차체의 종진동 현상을 측정하고, 엔진-변속기-타이어-차체의 반환정계 4자유도 진동모델로 시뮬레이션을 수행하여 실차 주행실험의 결과치와 비교, 분석한 후 클러치 비틀림 특성을 비롯한 자동차 동력전달계의 각 설계인자들이 차체의 종진동에 어떠한 영향을 미치는가를 해석하고자 한다.be presented.LIFO, 우선 순위 방식등을 선택할 수 있도록 확장하였다. A Study on the Design of Power System for Buoy (등부표 전력 시스템 설계에 관한 연구)

  • Stable power supply to a light mounted on a navigational buoy is indispensable factor because unstable power can lead to fatal marine accident. Despite the difference lies between onshore and offshore environment, as well as the power output characteristics, the PV(Photovoltaic) power generation system is designed by the independent onshore power generation system standards. Furthermore, the capacity of PV power generation system does not take into account the structural characteristics of the buoy in the sea. Therefore, the faulty design makes battery over-discharge owing to lack of the power generation and the battery can not supply stable power to the light. This paper introduces a design method for a power system of the PV powered buoy. The data has been acquired for 3 months period, which includes PV-generated electricity, power consumption and battery voltage from experimental buoy. Further, a power management features of the buoy has been analyzed based on the acquired data. From the analysis of the acquired data, it was evident that PV power generation system produces different electric power output depend on its installed environment - land and sea. Based on the analytical result, a design criterion has been proposed for the power system in the navigational buoy.

Cause and Countermeasure of Inundation Damage in Underground Space (우리나라 지하공간 내수침수피해 원인 및 대책)

  • 도시지역의 내수침수피해는 거의 매년 발생하고 있으며, 반지하와 같은 거주공간이 매우 취약한 상태이다. 특히 최근에는 지하철, 지하상가 등이 대규모 개발되고 복합네트워크화 되어 지하공간의 침수대책과 대피방안 마련이 시급한 상황이다. 일본의 경우 2000년 토카이 호우피해 후 통합유출해석 모형을 개발하였으며, 1999년 및 2003년 후쿠오카 침수피해 발생 후 특정도시하천침수피해대책법을 제정, 1999 후쿠오카, 2004년 하마마츠, 2008년 카누마 피해 후 일본 방재연구소에서는 실시간 1차원 지표범람모형과 모니터링을 통한 실시간 내수침수지도를 개발하였다. 특히 지하공간에 대해서는 "지하공간에 유입하는 범람수가 계단상 보행자게에 주는 위험성에 관한 연구" 등 실험을 바탕으로 각종 지하공간 침수대책 매뉴얼 및 지하시설의 침수시 피난확보계획 지침, 지하공간 침수대책 가이드라인 등 인명피해를 줄이고자하는 노력이 계속되어 오고 있다. 우리나라는 2006년 경기도 고양시 3호선 정발산역이 침수되었으며, 2010년 서울시 지하철 2호선 사당역 및 4호선이 침수되는 등의 지하철 침수피해와 2010년 서울시 광화문 지하상가, 인천시 부평구 우림라이온스 벨리, 우남플라자, 계양구 농협하나로마트, 서원아파트 등의 지하상가와 지하다층의 침수피해가 발생하였다. 특히 2006년 3호선 정발산역 침수는 17시간이나 지하철이 불통되었고 이로 인하여 심각한 교통 체증이 유발 되었다. 본 연구에서는 2010년 집중호우로 인한 서울, 인천지역의 지하공간 침수피해를 중심으로 최근 10년간 지하공간 침수피해사례로부터 대표적인 침수피해 원인 및 특성을 정리하였으며, 그 결과 지하공간 침수의 주요원인은 지상공간의 침수류가 지하공간으로 유입하고, 지하공간의 배수설비 용량부족, 지하공간으로의 유입을 방지하기위한 방지턱, 차수판, 침수시 비상전원 공급, 침수시 지하공간 대피 매뉴얼의 부재 등 다양한 원인이 있는 것으로 나타났다. 특히, 소방방재청에서 고시한 '지하공간 침수방지를 위한 수방기준'에 지하공간 침수 방지를 위한 각종 시설의 설치 및 대피 경로지정 등에 대한 기준이 마련되어 있으나, 지하공간 중 유동인구가 가장 많은 지하철역에서 조차 침수에 대한 행동매뉴얼이나 대피에 대한 가이드라인이 마련되지 않은 것으로 나타났다. 따라서, 지하공간 침수를 방지하기 위하여 센서를 이용한 자동 차수판과 경보기 설치, 지하공간의 사람들이 안전한 대피로를 찾을 수 있도록 지상공간 및 지하공간 출입구를 모니터링 할 수 있는 CCTV의 설치, Dry Area를 두어 비상대피 할 수 있는 공간의 마련 등 시설적인 부분에 대하여 '지하공간 침수방지를 위한 수방기준'을 더욱 강화할 필요가 있으며, 지상공간의 침수 상황을 고려한 지하공간의 대피매뉴얼 또는 가이드라인 등의 수립이 필요하다. 또한 이와 더불어 재산 및 인명피해를 더욱 효율적으로 줄일 수 있도록 실시간 예 경보를 위한 침수해석 모형의 개발이 시급하다.
