해사노동협약의 최소휴식시간 적용 실태 연구

  • 해사노동협약이 2013년 8월 20일부로 발효되었다. 해사노동협약의 여러 규정들 중에 최소휴식시간 규정은 선원의 근로조건과 직결되는 사항이기도 하며 선주의 비용적 측면에서도 중요한 사항이다. 본 연구에서는 국내에서 최소휴식시간 규정이 어떻게 적용되고 있는지를 실제 선박에 승선하고 있는 선원들을 대상으로 설문을 시행하여 208명의 응답을 분석하였다. 응답자의 80% 이상이 국제항해에 종사하는 선원이었으며 설문결과 73% 이상의 선원이 해사노동협약에 대한 이해도를 어느 정도 가지고 있었다. 그러나 70% 정도의 응답자가 최소휴식시간 규정이 준수되지 않고 있다고 응답하였으며 그러한 이유로 바쁜 선박일정과 이로인하 과도한 업무부하를 지적하였다. 그럼에도 응답자의 90% 이상이 최소휴식시간규정 미 준수에 대한 보상은 거의 이루어지고 있지 않다고 응답고 근무시간도 실제로 작성하기 보다는 관련 검사를 통과하기 위해서 실제와는 다르게 축소하여 작성하는 경우가 90% 이상 이었다. 이러한 문제점들에 대한 해결하는 방법으로 해사노동협약에서 언급하고 있는 선원불만 고충처리 제도를 활용한 경우는 4%에 불과 했다. 전체적으로 국내 선원들은 최소휴식시간과 관련된 규정과 이의 적용에 대해서 매우 부정적인 생각을 가지고 있는 상황이었고 선원들은 이에 대한 해결 방안으로 승무정원 증가, 선원노조의 충실한 역할, 선주의 인식 변화 등을 제시하였다.

  • Recently, fatigue related to marine accidents was recognized to be very important contribution factor when marine accidents such as collision, aground, fire, etc. were investigated Many studies concerned about fatigue factors related to human error can be found. In this study, the analysis and examination of USCG Fatigue Investigation Program were carried out in order to investigate marine accidents happened in Korean waters. The Fatigue Investigation Program was established on the MAIFA(Marine Accident Investigators Forum in Asia) web site. Finally, the application plan of the program was discussed.

  • The more larger and heavier the ship, the more accidents happen in the ocean and coastal area. The IMO, IALA and ITU finalized the technical standardization process regrading performance standard and technical characteristic of Universal Ship-borne AIS. Korean government are going to setup AIS system in the coastal area in three years. To construct AIS service efficiently in Korean water, The authority should consider requirements about several things. This paper presents the consideration of our domestic AIS in view of investigation of international standard and requirements of ours.

  • It would be very important to localize people at risk as soon as possible in order to minimize the damage. Generally the infrastructure should be deployed additionally for indoor positioning system. In this paper, we proposed an indoor localization system for people at risk using the existing fire alarm networks. The system detects the signal of smart devices of people in danger immediately and let the main alarm controller ring all alarms in vessel and display the position. Thus, the proposed system can make the burden much less to deploy additional network and infrastructure.

Analysis of Determinants of the Introduction of Maritime Autonomous Surface Ships (자율운항선박 도입의 결정요인 분석)

  • With the advancement of Fourth Industrial Revolution technologies, the maritime sector is actively developing technologies and policies related to autonomous ships. This study aims to identify and prioritize various factors influencing the adoption of Maritime Autonomous Surface Ships (MASS) by conducting surveys among experts and professionals in the maritime industry. To achieve this, relevant factors related to the adoption of autonomous ships were examined through a review of previous research, and survey questions for pairwise comparison using the Analytic Hierarchy Process (AHP) were developed based on the insights of industry experts. The pairwise comparison items were categorized into four main factors at the highest level, with each factor further subdivided into sub-factors to establish their priorities. The survey results, which distinguish between shipowner and non-shipowner groups, reveal that, among the main factors-economic, legal and policy, safety and security, and technical-the shipowner group prioritized economic factors, though the difference from safety and security factors was relatively minor. In contrast, the non-shipowner group rated safety and security factors as the highest priority, with economic factors ranked lowest. Further analysis of the sub-factors across both groups indicated that, for economic factors, the increase in operational profit was most critical; for legal and policy factors, regulations related to structural equipment were paramount; for safety and security factors, the risk of equipment and machinery failure was key; and for technical factors, accident response technology was most significant. This study provides strategic insights for stakeholders by systematically analyzing decision factors for adopting MASS through AHP analysis. The findings enable companies to establish efficient resource allocation and investment strategies, while policymakers can utilize the results to guide policy and regulatory directions. Moreover, the study contributes to the existing body of knowledge by solidifying the framework of determinants for MASS adoption, incorporating commercial considerations alongside technical and legal factors. The results not only offer fundamental information for future research but also provide a rationale for informed decision-making in the shipbuilding and maritime industries regarding MASS adoption and operation.

  • Previously sailing yachts or leisure yachts were mainly made from FRP(Fiber glass reinforced plastic) in the small shipbuilding, but recently there is a trend to replace it for steel or aluminum to substitute FRP for environmental friendly materials. Although It have to need a many checked item in case of hull girder strength and transverse strength normally evaluate base on calculation of class guideline so called direct calculation method. Otherwise. this method of initial structural design considered enough for safety margin on the structure. But, case of small craft must consider for evaluating local strength through rational method. In this paper, check the bow structure members for satisfying results base on allowable stress criterion of damaged bow structure by dynamic load due to slamming and bottom impact load due to pitching motion through finite element analysis. and investigate engine bed structure considering engine weight load and transverse wave load.

  • The furrow calculation and traffic measurement of sailing ship using computer vision are useful methods to prevent maritime accident by predicting the possibility of an accident occurrence in advance. In this paper, sailing ships are recognized using image erosion, differential operator and minimax value, which can be verified directly because the calculated coordinates are displayed on electronic navigation chart. The developed algorithm based on area information of this paper has the advantage which is compared to the conventional radar system focused on point information.

A Basic Study on the Introduction of Human Rights Education for Seafarers (선원인권교육의 도입 방안에 관한 기초연구)

  • In line with the United Nations' Action Plan for the First and Second World Programme for Human Rights, countries around the world are making efforts to strengthen and develop human rights education through voluntary participation and improvement of the legal system. South Korea is also trying to spread human rights education under the leadership of the National Human Rights Commission of the Republic of Korea, but there has been no significant progress so far. Moreover, it has failed to pay close attention to the human rights issues of seafarers on board. This study identified the phenomenological problems based on an analysis of domestic and international literature, and of cases of violation of seafarers' human rights. It utilized the interactivity research method to create an educational environment for improving the human rights situation of seafarers on board mixed-nationality crew vessels. In doing so, the research suggests the introduction of human rights education for seafarers and the implementation of a human rights education program in designated educational institutions as fundamental solutions to the human rights issues of seafarers, as these have been pointed out as the main cause of conflicts in mixed-nationality crew vessels.

  • AR service using the client-server method and existing physical markers(eg, OR Codes, etc.) causes a delay in the playback time of the contents because the contents download is executed after the marker recognition. In the case of the one-time installation method rather than the client-server method, proactive download of high-capacity contents for playback may cause an inefficiency of the storage space of the device(eg, smartphone, etc.). Therefore, in AR contents playback based on beacon's RSSI to secure the efficiency of the playback device storage space and to quickly play AR contents. The technique for high-speed playback in this study can be applied to various fields such as MICE exhibition using beacon signal.

Activity Recognition of Workers and Passengers onboard Ships Using Multimodal Sensors in a Smartphone (선박 탑승자를 위한 다중 센서 기반의 스마트폰을 이용한 활동 인식 시스템)

  • Activity recognition is a key component in identifying the context of a user for providing services based on the application such as medical, entertainment and tactical scenarios. Instead of applying numerous sensor devices, as observed in many previous investigations, we are proposing the use of smartphone with its built-in multimodal sensors as an unobtrusive sensor device for recognition of six physical daily activities. As an improvement to previous works, accelerometer, gyroscope and magnetometer data are fused to recognize activities more reliably. The evaluation indicates that the IBK classifier using window size of 2s with 50% overlapping yields the highest accuracy (i.e., up to 99.33%). To achieve this peak accuracy, simple time-domain and frequency-domain features were extracted from raw sensor data of the smartphone.
