Improvement Policy about Inspection systems of Small fishing Vessels (소형어선 검사제도 현실과 개선방안)

  • In relation with inspection systems of small fishing vessels, Government is drawing up revision of the law about ships safety act(Article 3) on the basis of supporting safe fishing activities to expand the application range of ships safety act for vessels under 2 tons(small fishing vessels) that are exempted from inspection systems. There are two opinions about inspection of small fishing vessels. Government's opinion is that inspection of small fishing vessels must be enforced to confirm small fishing vessels' safety but fishermen's opinion is that inspection systems keep on existing law because inspection systems spends a lot of time and money to the poor and the old. The alternatives for countered opinions is that the poor fishermen's vessels' for living or small vessels' inspection must be operated by themselves in principle and minimizing the limitation through policies is recommended. In addition, Government needs to develop various programs for inspection systems of small fishing vessels like the main fisheries countries. Particularly, in case of operating inspection systems of small fishing vessels, Government needs to consider some solutions for example supporting inspection fee, minimum inspection for confirming vessels' safety, inspecting when a vessel is building, expanding an inspection period.

The Conceptual Design of Auto Releasing Emergency Wreck Marking Buoys (자동이탈식 비상침선표지 개발을 위한 개념설계 연구)

  • Aids to Navigation (AtoN) are marine traffic facilities to improve the safety and efficiency of shipping. "New Dangers" should be appropriately marked using lateral, cardinal or isolated danger marks or by using an Emergency Wreck Marking Buoy. However, Emergency Wreck Marking Buoys are difficult to implement in terms of speed and accuracy of installation. In the case of sinking accidents, it is often difficult to immediately install an Emergency Wreck Marking Buoy because of weather conditions, the marine environment or accident positioning. This study concerns Auto-Releasing Emergency Wreck Marking Buoys, which should be installed in all vessel for safe marine navigation and efficient maritime transport with reference to the Maritime Buoyage System (MBS). Auto-Releasing Emergency Wreck Marking Buoys include an auto-release unit, auto reel chain and auto lighting lantern. These buoys can be automatically released from the deck of a vessel and will float in the water for quick installation at the scene of an accident, even in the case of sinking accidents. Auto-Releasing New Mark Buoys are expected to reduce to installation process, prevent secondary accidents by the risk of navigation and be search and rescue rapidly.

Characteristics of environmental condition and planktonic organisms in ship's ballast water originating from international ports of Japan (우리나라 주요 국제항에 입항하는 일본 기원 선박의 평형수내 환경 및 부유생물 특성)

  • This study investigated the environmental conditions and planktonic organisms in the ballast waters (BW) of 22 vessels originating from the international ports of Japan for the purpose of negotiating exemptions from the Ballast Water Management Convention (BWM Convention). The shortest duration of the BW was $3.33{\pm}1.87days$ in area "A", which included Kyushu and Suo Nada at Seto Inland. The total suspended solids, dissolved organic carbon, and particulate organic carbon ranged from 4.60 to 60.9 mg L-1, from 0.97 to 2.69 mg L-1, and from 0.24 to 4.51 mg L-1, respectively. A low average concentration of nutrients was measured in the BW from area "A", but that in the BW from area "C" (around central Honshu) was high, which may be related to the ballasting periods. High chlorophyll-a concentrations (>$1{\mu}g\;L-1$) were measured in four vessels, three of which carried the BW in area "A". High abundances of phytoplankton (> 50,000 cells L-1) were measured in four vessels, three of which carried the BW in area "A". The two vessels originating from Tokyuyama Bay in area "A" showed high densities of dinoflagellates, which are known to be harmful algae. Our results suggest that the negotiations for an exemption from the BWM Convention for Japan should proceed with caution.

An Analysis of Legal System for Strengthening Actions against Operating Vessels Under the Influence of Alcohol at Sea (해상에서의 선박 음주운항 단속 강화를 위한 법 제도 분석)

  • In the last 5 years, a total of 567 accidents of operating vessels occurred under the influence of alcohol at sea, most of which occurred in fishing boats. Accidents caused by operating vessels under the influence of alcohol at sea are causing human and physical damages. There were 69 accidents caused by operating vessels under the influence of alcohol, leading to five deaths and one missing. The social damage due to operating vessels under the influence of alcohol is also increasing. Under the current law, punishment is given lightly compared to the seriousness of violation. In order to prevent the recurrence of accidents caused by operating vessels under the influence of alcohol, cases in Korea need to be analyzed. Regulations on the crackdown in foreign countries were compared to those in Korea and reviewed. In addition, risks of operating vessels under the influence of alcohol should be provided to ship workers while improving related laws and systems. In addition, efforts should be made to reduce the number of accidents due to operating vessels under the influence of alcohol by strengthening crackdowns on ships at sea so that accidents caused by operating vessels under the influence of alcohol could be prevented in advance in the future.

VTS 데이터 공유를 위한 IVEF 데이터 및 프로토콜 개선방안

  • 최근 해상교통관제시스템(VTS : Vessel Traffic Service)은 항행지원정보교류가 가능한 육상국으로서 선박 통항의 안전과 효율성을 증진시키고 환경을 보호하는 e-Navigation의 핵심적 시스템으로 역할이 기대되고 있다. 최근 IALA를 통하여 국제적으로 데이터 공유를 위한 구조에 대한 연구와 표준 포맷이 정해지고 있으며 IVEF(IVEF:Inter-VTS Data Exchange Format)는 이중의 한 중요한 요소이다. 이러한 실시간의 트래픽 정보는 국가적으로 보안에 민감한 요소이나 현 규격에 정해진 보안성에 대한 규정은 다소 정해진 바 없이, 연동하기 위한 보안 규격을 다시 설계하여 상호 추진하고 연동시험을 수행해야 될 수준이다. 또한 Radar에 대한 물표 자체의 전달은 현재 고려하고 있지 않기 때문에 Track되지 않은 물표는 불필요한 많은 속성들을 같이 전송해야 하며, 레이더 물표에 대한 별도의 정해진 속성은 없는 상태여서 기존의 선박의 길이를 기반으로 비율을 고려하여 다시 재 산출되어야 가능하다. 따라서, 본 연구에서는 이러한 데이터 공유를 위한 IVEF의 규격을 검토하고 이를 보완하는 내용을 고려하여 새로운 프로토콜 및 방안을 제시한다. 이러한 구조는 VTS 시스템에서 적용 가능한 방안인지를 확인하여, 실제 적용할 수 있는 기술개발로서 방향을 정립하고자 한다.

  • 2000년에 2차 개정된 품질경영시스템(ISO 9001:2000)과 2004년에 개정된 환경경영시스템(ISO 14001:2004)은 국제표준화기구(ISO)에서 요구사항들이 제정되었으나 안전보건경영시스템은 현재 ISO에서 국제표준이 제정되지 않아 각각 자국에 맞도록 개발되고 있다. 대기업에서는 최근 여러 경영시스템을 통합하여 도입, 운용하고 있다. 본 연구에서는 세계 제 1의 조선 수주국으로 성장한 한국 조선업계 내의 조선 기자재업체들이 현재 운용중인 여러 가지 경영시스템과 통합경영시스템에 대한 현황 및 실태를 파악하고자 한다. 조선기자재 산업은 선박에 탑재되는 주 기관을 포함한 $450{\sim}500$여종의 다양한 선박용 제품을 공급하는 산업으로서 대형 조선소의 수주를 받아 제품생산이 이루어진다. 부산 경남 일원에 위치한 조선기자재 업체들을 대상으로 우편과 웹 기반 설문조사를 실시하여 수집된 자료를 근거로 하여 조선기자재 업체들과 여러 경영시스템들에 대한 인식도, 실행정도와의 관련성을 살펴보고, 업체들과 통합경영시스템의 필요성에 대한 인식, 통합경영시스템 추진단계, 통합경영시스템의 장점에 대한 통계적 분석을 실행하고 그 결과를 정리한다.

  • Component-Based Development(CBD) for a system has benefits in terms of improvement of operation and maintenance as well as reduction of development period. But applying the CBD methodology to a system can give rise to difficulties, which are there should be specialists in CBD and domain to apply and there would be a lot of products resulting in the application. To solve the problems, we suggested a suitable methodology in overall process from analysis to implementation after investigating the methodology applicable to small and medium software system by software systems engineering approach. In the application of the suggested methodology to design a ship design process management system, we could confirm the efficiencies of the methodologies.

  • This paper deals with the network interface of research and observation instruments in the oceanographic research vessel, an establishment of related database for measured information. The system is implemented to integrated communication network system which allows to effective survey and real time-based observation through the establishment of GUI(Graphic User Interface). The system also consists of the LAN systems and serial interface with chemical, physical, biological, and environmental relations. And, other network service, vessel data service for data communication between vessel and earth station using the INMARSAT-B, and network service(WWW, BBS, E-Mail etc.) are needed for integrated communication network system.

  • The right of hot pursuit is an exception to the general rule that a ship on the high seas is subject to the jurisdiction of the state whose flag she flies. The right of hot pursuit is provided in the United Nations Convention on the Law of the Sea. This paper discusses the requirements for the right of hot pursuit. The use of force should be avoided during hot pursuit. When force is unavoidable, it should not be used beyond what is reasomable and necessary in the circumstances.

  • In preperation for the compulsory installation of VHF(Very High Frequency) wireless equipment and fishing vessel automatic identification system according to the revision of "The Ships Safety Act" and "Fishing Vessel act", Fishery Information & Communication Department of National Federation of Fisheries Cooperatives is building VHF communication network and automatic identification system for fishing vessel monitoring. This study suggests the protocol analysis for the calling of location requirement using DSC(Digital Selective Calling) function and show best way for fishing vessel automatic identification system. Also, it suggest way to realize fishing vessel monitoring system.
