그동안 많은 논란이 있었던 석면문제가 또다시 도마 위에 올랐다. 최근 아기에게 바르는 파우더를 비롯하여 화장품 등에까지 석면공포가 확산됨에 따라 환경부는 석면이 주로 건축자재(80% 이상)에 사용된 만큼 국민건강 보호를 위해 건축물에 사용된 석면의 안전한 관리가 무엇보다 중요하다고 판단, 가이드라인을 제정, 시행에 들어갔다. 가이드라인의 주요 내용은 $\Delta$건축물에 사용된 석면함유 설비 또는 자재를 조사하여 석면지도 작성 및 6개월마다 훼손 여부 평가 관리 $\Delta$석면 해체 제거작업 과정에서 석면이 비산되지 않도록 주변 대기 중 석면농도 0.01개/cc(실내공기질 권고기준) 기준 설정 $\Delta$석면 해체 제거 작업 및 폐석면 처리 시 안전한 석면관리를 위한 준수사항 등이다. 이번 가이드라인은 건축물 사용단계부터 철거 폐기까지 전 생에에 걸친 석면 관리 방법 및 기준 등을 포함하고 있어 건축물 이용자, 철거지역 인근 주민의 석면 노출 차단에 기여할 것으로 기대된다. 환경부는 가이드라인을 자치단체, 다중이용시설 관리자, 건축물 철거업체 등을 통해 널리 알리는 한편, 노동부 등 관계부처와 함께 관련제도 보완 등 건축물 석면관리 개선방안을 오는 6월까지 마련할 계획이다.

석면은 여러 가지 장점에도 불구하고 석면을 흡입할 경우 폐암, 악성중피종 등과 같은 치명적인 폐질환을 유발한다. 몇 년 전까지 우리의 일상생활 속 건축물의 건축자재, 자동차 부품 등에 특별한 제약 없이 석면이 여러 가지 자재로 사용되어 우리 일상생활에 분포되어 있으며 석면을 안전하게 관리하기 위해 분야별 석면관리제도가 추진중에 있다. 석면해체 제거작업 및 건축물 석면조사의 법 사각지대가 발생하고 있어 제도적 보완이 필요한 시점이라 하겠다.

Purpose: The purpose of this study is to analyze how the participating companies related to asbestos dismantling affect the safety of residents near asbestos dismantling worksites, and to present important criteria for selecting asbestos dismantling related companies based on the analysis results. Method: In this study, based on the Occupational Safety and Health Act and the Asbestos Safety Management Act, important items about participating companies related to asbestos dismantling and the safety of residents near the asbestos dismantling workshop were derived, and then questionnaire items were determined through FGI. Multiple regression analysis was performed to analyze the influence relationship. Result: In order to secure the safety around the asbestos dismantling site, it was confirmed that the ability of asbestos dismantling supervisors among the participating companies (dismantling companies, investigation agencies, and supervisors) had the greatest influence. Conclusion: It showed that it is essential to select an excellent asbestos dismantling supervisor and an excellent asbestos dismantling and removal company in order to ensure the safety of residents near the asbestos dismantling site.

A use of Asbestos onboard was banned by the provisions of SOLAS since 1 January 2011. And this provision was also implemented by the Rule for Ship's Facilities in Korea. However, these provisions were only declaration and there were no detailed measures for detect, removal and confirmation. In this study, by reviewing the Ship Recycling Convention, IMO circulars and Asbestos Safe Management Act, the following strategies for each concerned parties were proposed. The administration and class society should establish the provisions for appointment of subject vessel which to be inspected for asbestos, criteria for asbestos management and appointment of handling expert. The shipbuilder and equipment manufacturer should make written confirmation that asbestos was not used in their product. And shipowner and ship manager should establish procedure for onboard control of asbestos in the ship's safe management system.

2012년 1월부터 국민의 건강보호를 위해 실내공기질 적용대상 다중이용시설이 추가되며, 석면의 안전한 관리를 위한 석면안전관리법이 공포된다. 또한 저탄소 녹색성장기본법에 의한 온실가스 에너지 목표관리제의 적용대상인 관리업체 지정기준이 강화되며, 수계로 배출되는 유해물질의 독성을 통합관리하여 건강한 수생태계 보호를 위해 도입된 "생태독성(TU) 관리제도"가 3-5종 사업장까지 확대 시행된다. 2012년부터 달라지거나 새롭게 시행되는 환경행정 내용을 정리하였으니 업무에 참고하시기 바랍니다.

2011년 1월부터 일상생활에서 석면에 노출되어 석면관리 질환을 앓고 있는 분들에게 요양급여 및 요양생활수당 등의 구제급여를 지급하는 '석면피해 구제제도'가 새롭게 시행되며, 먹는 물 수질기준 강화 및 항목 확대로 수돗물이 더 깨끗하고 안전해진다. 또한 실내공기질 관리대상 시설이 확대되며 공공하 폐수처리시설 및 폐수배출 시설(1~2종)을 대상으로 "생태독성 배출허용기준"이 새롭게 적용되어진다. 국가 온실가스 감축목표 달성을 위하여 공공부분과 관리업체에 대하여 온실가스 에너지 목표관리제가 새롭게 시행된다. 2011년부터 달라지거나 새롭게 시행되는 환경행정 내용을 정리하였으니 참고 하시기 바랍니다.

Asbestos is a toxic material that can lead to lung cancer and other diseases. There is no information regarding areas in Korea that contain asbestos in nature; consequently we need to manage such areas with care. The purpose of this study was to construct a local graded map of asbestos exposure risk based on the natural occurrence of asbestos in rocks. We first developed a means of evaluating the asbestos exposure risk and produced thematic maps based on a field survey. In addition, we constructed a knowledge base for asbestos through analysis, representation and processes about asbestos data and prepare for the development of an evaluation model for asbestos exposure risk. The spatial analysis of asbestos exposure risk is based on a weighted-overlay analysis using expert opinion and the literature, and a fuzzy-overlay analysis using the uncertainty in the data. The map of asbestos exposure risk, compiled according to the weighted and fuzzy operations, is expected to be used to ensure safety and to reduce the risk of exposure to asbestos.
