일본강점기에 수원고등농림학교를 졸업, 일본으로 건너가 조선인으로는 입학하기 어려웠던 규슈대학 농학부를 나온 후, 해방되던 해에 수원중앙농업시험장의 전작계장으로 부임한 인연을 시작으로 50년여 동안 우리나라 밭작물의 발전과 농학도 양성에 매달려 온 서하 조재영(西荷 趙載英) 박사(93)를 서울 서초구에 있는 한국학술원에서 만났다. 조박사는 1950년대에 보리, 밀 고구마 신품종을 개발, 농가에 보급해 '보릿고개'를 극복하게 했고 밭작물의 재배 및 육종 연구를 토대로 '재배학범' '전작'을 저술해 우리나라 작물학의 초석을 다져낸 이후, 오로지 그 일에 몰두하여 작물학 체계를 집대성해냈다. 황해도 연백 출생으로 대한민국 과학기술상 수상, 국민훈장 목련장 등을 수훈했다.

지난 8월 3일 서초구 소재 축산회관 회의실에서 '2011 우수종계장 인증 현판 전달식'이 개최되었다. 선정기준은 분양검정, 방역위생, 경영개선, 사육입지, 능력검정실적 등 서류 및 현장 실사를 통해 종합평가를 실시했고, 우수종계장 인증을 신청한 4개소 가운데 2개소(산란종계 1개소, 육용종계 1개소)의 우수종계장이 선정되었다. 이중 경상북도 문경시 문경읍에 위치한 (주)마니커농산 문경지점(육용종계)을 방문하였다.

본 방배동 주거복합빌딩 신축공사는 서초구 방배본동에 위치하고 있으며 이곳에서는 아파트 4개동 222세대와 오피스텔 61세대의 주거 및 부대시설로는 지하 주민생활시설, 근린생활시설이 신축되며 옥외 대지부분은 중앙광장과 공개공지, 분수대 설치 등으로 입주민뿐 아니라 지역주민과의 휴게공간으로 제공된다. 또한 지상25층 높이 약81M로서 이수교차로변에 위치하여 4통 발달의 교통요지에서 LANDMARK적인 건물로 자리잡게 될 것이다.(중략)

This study was conducted to examine the change of flora and plant species diversity between 2005 and 2010 in Yangjaecheon (stream) which was divided among three different types of vegetation management method; ecological vegetation management (weeding vines and invasive plants; EVM), plant cultivation (PC) and uncared for vegetation (UC). There were total 478 taxa, composed by 429 spontaneous taxa and 49 cultivated taxa in 2005 and total 424 taxa composed by 318 spontaneous taxa and 106 cultivated taxa in 2010. In spontaneous plants, 201 taxa were distributed over total area, 197 taxa were distributed in only EVM area, 10 taxa in only PC area and 59 taxa in only UC area. Also, the most dominant family (Asteraceae${\rightarrow}$Poaceae) and number of rare taxa (reduced) and wide distributed taxa (increased) was changed from 2005 to 2010. The rate of perennial taxa was found to be increased in only EVM area. In conclusion, EVM is thought to be a more efficient method for plant species diversity of restored stream.

This paper analyzed the interregional flow changes of software (SW) industries using a GIS Flow Map. Employment data for SW enterprise headquarters from 1999 until 2008 were constructed according to the Origin-Destination Matrix, and were mapped and analyzed using the Flow Mapper and ArcGIS Flow Data Model. From the result we can identify the decentralization of interregional flow in SW industries and recognize the possibilities of the larger SW enterprises' employment, the higher locational footlooseness. The GIS Flow Map was identified as useful tool for researching growth, decline and spatial movement of industrial clusters that experience business relocation. This method can be applied to understand and visualize urban spatial changes.

This study proposes a new site selection model which reflects integrated opinions of several groups and identifies sites through objectivity of selection procedure. The proposed model consists of two parts, Analytic Hierarchy Process(AHP) and Geographic Information(GIS). This model was applied to Seocho-gu in Seoul. First, library site selection criteria were determined through literature study. Hierarchical relationship based on the questionnaire was determined and refined to be suited to Seocho-gu case. A survey was conducted with three groups, namely, library users, librarians, and public worker. A few inconsistent answers to the survey questionnaire were excluded and the relative importance of each criterion was measured. Next, an overlay method was used and the relative importance was used as a weight for selecting candidates. This process excluded the areas where a library was unable to be built, for example, rivers, military areas, other restricted areas by law, etc. and resulted in seventy-five sites. Five groups of candidates were identified according to the similarity of criteria. Finally, four groups, after eliminating one lowly fitted group, were determined.

본 연구는 2000년 9월4일 Landsat ETM+ 위성화상자료에 기초하여 산출된 연무지수(haze index)를 서울시 구별로 비교, 분석하였다. 태슬모자형 변환(Tesseled Cap transformation)의 제 4특징인 연무지수를 산출하기 위해 6개의 계수를 새로 구하였다. 시정거리가 21.5km인 비교적 좋은 날씨상태에서 강남구와 서초구의 경우 다른 구에 비해 월등히 연무지수가 높게 나타났다. 그리고 강북지역의 연무지수는 강남지역보다 낮다. 비교적 높은 연무지수를 갖는 강북지역의 구는 용산구, 종로구, 노원구이다.

공시지가제도하에서 개별필지 가격산정은 지가함수(地價函數) 추정, 비준표(比準表) 작성, 인근 유사 표준지(標準地)와의 특성차이를 감안한 가격결정 과정을 거치는데, 각 단계의 기술적 문제에 대한 연구는 별로 없었다. 이 글은 지가함수(地價函數) 추정에서 log-log함수형태가 통계학적으로 또는 실제 활용상 적합한가의 문제와 지가함수(地價函數) 추정결과를 그대로 지가예측식(地價豫測式)으로 이용할 수 있는가의 두가지 문제를 다루고 있다. 서울시 서초구와 강남구자료에 대해 Box-Cox 변형(變型)을 이용한 지가함수(地價函數)와 log-log형태의 지가함수(地價函數)를 추정하여 비교해 본 결과 통계학적으로는 전자가 우월하지만, 지가추정(地價推定)에서 양자간의 차이는 크지 않았으며 추정비용(推定費用), 활용(活用)의 용이성 등의 관점에서는 후자가 선호되었다. 또 지가함수(地價函數) 추정결과를 현재와 같이 표준지와 여타 토지간의 가격차이(價格差異)를 계산하는 용도로 한정하는 것이 표준지가격(標準地價格) 자체가 가진 정보를 활용하는 방안으로 바람직하다는 결론을 얻었다.

고용노동부 서울지방고용노동청(청장 권혁태, 이하 서울청)은 우리나라의 수도이자 정치 행정 경제 문화 교통의 중심지인 서울의 안전을 뒷받침하고 있는 곳이다. 서울지역 전체를 비롯해 직접 관할하고 있는 종로구, 중구, 서초구, 동대문구 등을 포함해 다양한 산재 예방 사업과 정책을 추진하고 있는 것이다. 이러한 서울에는 각종 공공기관, 대기업 본사 등을 비롯해 다양한 시설이 밀집돼 있는 것은 물론 수많은 근로자들이 일을 하고 있다. 따라서 서울에서 대형사고가 일어날 경우 상당한 여파가 발생하게 된다. 때문에 이 지역 산업안전을 책임지는 서울청의 어깨가 더욱 무거울 수밖에 없다. 특히 지난해 유난히 서울지역 건설현장에서 대형 산업재해가 많이 발생한 것과 관련, 서울청은 사고 재발 방지를 위해 현장에 자율안전관리체제를 정착시키는 한편 예방대책 위주의 지도 감독을 전개하는 데 역점을 두었다. 본지는 서울지역 안전을 총괄 지휘하고 있는 권혁태 서울지방고용노동청장을 만나 올해 산업안전정책 등에 대해 이야기를 나눠봤다.

국가지리 정보체계 (NGiS: National Geographic information Systems) 기본계획 하에서 국가수치기본도가 완성되었음에도 불구하고 교통부문에 GIS의 활용이 미흡하다. 그 이유는 기존 교통관련 S/W가 교통GIS DB를 받아들일 수 없기 때문이다. 이러한 시점에서 본 연구에서는 NGIS에 기초한 교통GIS DB의 이용활성화의 일환으로 교통GIS DB와 기존 교통계획S/W와 상호 Interface할 수 있는 전환 모듈을 개발하였다. 구체적으로는 기존 GIS S/W를 활용하여 교통GIS DB와 기존 교통계획 S/W인 TRANPLAN간의 연계모듈을 개발하였다. 최종적으로는 개발한 연계모듈을 서울시 강남구, 서초구와 경기도 과천시, 용인시에 걸친 일대를 시범지역으로 적용해보았다.
