In the current information environment around the library community, metadata is recognized as a sophisticated and powerful tool that can manage and represent information resources. However, with the discreet use of the concepts of metadata and metadata standard, there is no clear boundary that differentiates metadata standard from simple resource description and traditional bibliographic structure, leading to confusion as to what a metadata and metadata standard is. To consider these issues, this research discussed what metadata and metadata standards are based previous definitions of metadata. Based on those definitions, the fundamental concept of metadata is reestablished to be properly used in the library community.

KORMARC used in library bibliographic information, had been pointed several weaknesses such as inflexibility lack of link information and compatibility. In addition, a sudden increase in digital information associated with development of internet is demanding an integration of web resources metadata as the resource of library information. This study mentioned XML/KORAMARC system or adaption of XML standard format turned out to be the most efficient way to use KORMARC formats and to expand the range of those information service such as bibliographic information, factual information, referral information and full-text.

This study discusses the quality issue of large scientific and technical (S&T) bibliographic databases in South Korea. In details, this study develops the criteria to evaluate the quality of S&T bibliographic databases, evaluates the quality of the selected two databases - UN10N DB and SATURN DB of the KORDIC, and finally, suggests both organizational and technical methods for the quality improvement of such bibliographic databases.
