A Study on Evaluation Model for Usability of Research Data Service (연구데이터 서비스의 유용성 평가 모형 연구)

  • The Purpose of this study is to develop an evaluation model for usability of research data service from the angles of evaluating usefulness of research data service itself and research data use experience-based usability. First, the various cases of evaluating usability of data services are examined and 4 rating scales and 20 measuring indicators for research data service are derived as a result of comparative analysis. In order to verify validity and reliability of the rating scale and the measuring indicators, the study conducted a survey of 164 potential research data users. KMO Bartlett Analysis was performed for validity test, and Principle Component Analysis and Verimax Rotating Method were used for component analysis on measuring indicators. The result shows that the 4 intrinsic rating scales satisfy the validity criteria of KMO Barlett; A single component was determined from component analysis, which verifies the validity of measuring indicators of the current rating scale. However, the result of 12 user experience-based measuring indicators analysis identified 2 components that are each classified as rating scale of utilization level and that of participation level. Cronbach's alpha of all 6 rating scales was 0.6 or more for the overall scale.

Evaluating the Levels of Port Services by the Average Waiting Cost of Ships (선박당 평균대기비용에 의한 항만의 서비스 수준 평가)

  • This study estimates the port waiting cost of international trade ports in Korea by an opportunity cost approach. In the next step, we present a method to assess the levels of port services by the average waiting cost of ships derived from the results of the first step. Because the port waiting cost reflects the social cost, it is difficult to use as a service indicator even though it is the decision support information for a particular port facility expansion. The percentages of waiting ships and time also are insufficient indicators to reflect only the quantitative aspects by the time. However, the average waiting cost of ships in this study can be utilized as a service indicator to reflect waiting time and the loss of economic value simultaneously. It is also very useful information for a shipper and a carrier to select a port. Based on the average waiting cost of ships in 2007, it is analyzed in order of lowest service ports sequentially such as Pyeongtaek-Dangjin, Pohang, Donghae, and Samcheonpo. It is different from the sequential order of ports by the port waiting cost such as Pohang, Incheon, Gwangyang, Pyeongtak-Dangjin, and Ulsan. The port waiting cost is to a port authority as a key indicator what the average waiting cost of ships is to a port user as a useful indicator to evaluate the levels of port services.

Usability index evaluation system for mobile WAP service (무선인터넷 서비스 사용성 지수 평가 체계)

  • The customer satisfaction of WAP service greatly relies on the usability of the service due to the limited display size of a mobile phone and limitation in realizing UI (User Interface) for function keys, browser, and OS (operating system) Currently, a number of contents providers develop and deliver varying services, and thus, it is critical to control quality level of UI in consistent standards and manner. This study suggests usability index evaluation system to achieve consistent UI quality control of various WAP services. The system adopts both top-down and bottom-up approaches. The former concerns deriving UI design components and evaluation checklists for the WAP, based on the usability attributes and UI principles. The latter concerns deriving usability-related evaluation checklists from the established UI design features, and then grouping them from the viewpoint of usability principles and attributes. This bidirectional approach has two outstanding advantages: it allows thorough examination of potential elements that can cause usability problems from the standpoint of usability attributes, and also derives specific evaluation elements from the perspective of UI design components that are relevant to the real service environment. The evaluation system constitutes a hierarchical structure by networking usability attributes, UI guideline which indicates usability principles for each attribute, and usability evaluation checklist for each UI component that enables specific evaluation. Especially, each evaluation checklist contains concrete contents and format so that it can be readily marked in O/X. The score is based on the ratio of number of items that received positive answer to the number of total items. This enables a quantitative evaluation of the usability of mobile WAP service. The validity of the proposed evaluation system has been proved through comparative analysis with the real usability problems based on the user test. A software was developed that provides guideline for evaluation objects, criteria and examples for each checklist, and automatically calculates a score. The software was applied to evaluating and improving the real mobile WAP service.

  • 많은 기업 및 공공기관들이 지식경영을 도입하고 있고, 조직 내의 지식활동을 장려하고 있으며, 다양한 지표를 통해 이를 측정하고 평가/보상에 반영하고 있다. 그러나 지식경영을 관한 성공적인 사례가 많이 보고 되고 있음에도, 개인 혹은 단위 조직이 수행하는 지식활동들에 대한 초점을 맞추고 있지 않아서, 지식경영을 담당하는 실무자들의 관점에서 필요한 지식활동에 대한 구체적인 평가체계 및 측정 지표들이 그 중요성에 비해 제대로 알려져 있지 않은 상황이다. 본 연구에서는 지식활동 과정을 지식의 "창출-공유-가치증진" 이라는 관점으로 분류하고, AHP 분석을 통해 각 세부 지식활동들의 우선 순위들을 도출하고자 한다.

A Study on the Development of Operational Evaluation Indicators for Special Subject Archives (주제기록관 운영평가 지표 개발에 관한 연구)

  • Special subject archives in different fields have been established and the related studies have been constantly made so far, but no evaluation index reflecting the characteristics of the archives has yet been developed. Thus, this study intends to develop a draft of the special subject archive operation evaluation index through literature research and propose the special subject archive operation evaluation index through a Delphi survey. A Delphi survey was conducted thrice, with 10 persons in charge of archiving thematic archives in 5 fields. Finally, a special subject archive operation evaluation index consisting of 4 evaluation categories, 10 evaluation items, and 28 detailed items was proposed. This study is significant because it was the first in Korea to develop and propose an operation evaluation index for special subject archives.

산업인력정보화 성과지표 도출 및 분석

  • 정부의 정보화 사업에 대한 투자 성과평가는 중요한 연구주제 중 하나이다. 본 연구에서는 노동부의 산업 인력정보화 사업인 워크넷(work.go.kr)에 대한 성과지표를 도출하고 이를 분석하고자 한다. 국가 정보화 사업에 대한 성과지표에 대해서는 특히 민간기업과는 달리 해당 기관의 공익적 목적이 함께 고려되어 평가되어야 한다. 산업인력정보화 사업의 목적은 혁신적이고 효율적인 대국민 서비스를 통하여 산업인력의 원활한 유지 및 실직된 인력의 재 양성을 통한 노동시장 재분배 등의 노동정책을 지원하는 것이다. 그러나 현재의 성과지표는 이러한 점들에 대한 반영 이 미흡한 상황이다. 이에 본 연구는 KISDI의 정보화 성과평가 프레임워크를 기반으로 다양한 기존의 공공정보화 성과평가 방법론들의 성과지표를 비교분석 하여 산업인력정보화 사업 성과분석에 필요한 지표들을 도출하였다. 개발된 성과 지표를 적용하여 Performance layer, Business layer, Process layer, Input layer에 따라 워크넷의 도입성과 및 업무 프로세스 개선 효과에 대해서 실증 분석을 실시하였다. 본 연구의 성과지표는 민간 기업의 성과지표와는 차별화된 공공정보화 사업성과 분석 지표로써, 다양한 공공정보화 사업의 성과분석에 적용 가능할 것으로 기대된다. 또한 향후 지속적인 산업인력정보화 사업 성과분석의 기반을 제공하고 효과적인 정책을 추진하는데 도움이 될 것으로 사료된다.

  • 최근의 일상 생활들은 정보통신 네트워크를 기반으로 제공되는 서비스와 밀접하게 연관되어 있다. 지난 1.25 인터넷 대란을 통해서 볼 수 있듯이, 네트워크 침해사고로 인해 네트워크 필수 서비스가 중단되었을 때 사용자를 위해 네트워크 기반으로 제공되는 주요한 서비스에 막대한 피해가 발생한다는 것을 직접 확인하였다. 컴퓨터 네트워크에서 필수 서비스의 가장 중요한 특성 중 하나는 서비스의 연속성이다. 필수 서비스의 연속성이 보장되지 못하게 되면 네트웍의 정상적인 동작에 큰 문제를 야기한다. 따라서 대상이 되는 네트워크가 필수 서비스를 보장하는 능력을 평가하여 안전하고 신뢰성 있는 네트워크 서비스를 제공하기 위한 연구가 필요하다. 본 논문에서는 시뮬레이션 기반 필수서비스의 연속성 평가 방법론을 제안한다. 이를 위해 평가 모델의 구성, 실행, 분석 등의 단계를 가지는 평가 절차를 제시한다. 또한 평가 프레임을 제시하고 프레임의 구조 및 동적 특성을 살펴본다. 마지막으로 서비스 연속성의 정도를 평가하기 위한 평가 지표를 가용성, 권한보호성, 정보비밀성, 복구가능성 등 4가지로 분류하고 각각에 대해 살펴본다.

A Study on Developing and Applying of Evaluation Indicators in Korea Military Libraries (병영도서관의 평가지표 개발과 적용에 관한 연구)

  • This study considered the developing course on evaluation indicators of military library which published in 2007, and applied them to 84 military libraries in 2008. By analyzing the results from applying, this study also tried to find more effective evaluation indicators which are available properly. Through the output analysis of documental evaluation and actual inspection, which performed by ten organizations, on military library, revised and completed 28 indexes of 8 classes-plan, finance, service, collection management etc. and some of their evaluation scales. For accurate, objective evaluation, it is suggested that the navy and the air force libraries which have different military traits have needs for grouping separately from the army libraries, and also proposed to make standard of research on the actual condition for military libraries that can be used in each military line.

  • Previous performance evaluation focusing on objective data of service agency has the limitations that did not reflect user-centered evaluation. With the expansion of voucher service, importance of perspective of service user such as satisfaction index is increasing. As voucher service has been delivered by the financial burden of government and user, we need the performance evaluation system that reflects the both performance indices to meet the accountability of two stake-holders. So this study focuses on deriving integrated evaluation system developing systems what mixed objective and subjective performance. Data used in this study is collected form 70 social service agencies that deliver voucher service and 1445 service users. Using General Satisfaction Index and Efficiency Index by DEA, this study analysed the correlation between efficiency and satisfaction index, and integrated performance evaluation model is constructed through portfolio map. This study has the following implication. This study theoretically explains the relation of objective performance and subjective performance and gives practical guidance in performance evaluation criterion and interpretation of performance.

  • IPTV 서비스의 지속적인 품질 유지를 위한 품질 측정 지표들의 변화가 실제 IPTV 서비스에 얼마나 큰 영향을 미치는 지에 대한 연구가 다양하게 이루어지고 있다. 그러나, 단순한 지표와 대략의 기준치를 가지고는 실제 상용 서비스에서 정확한 서비스 품질 유지에 많은 어려움을 준다. 따라서 본 논문에서는 ITU-T의 IPTV 성능을 위한 권고안에서 네트워크 성능에 따른 서비스 품질을 측정할 수 있는 지표들 중 패킷의 비순차적인 도착이 실제 IPTV 서비스에 어떠한 형태로 영향을 미치는지 분석하고자 한다.
