Estimation of Ecology of Urban Areas Natural Rivers that use LAWA (LAWA를 이용한 도심지역 자연형 하천의 생태성 분석)

  • 본 연구에서는 국내에서 자연형 하천의 복원이 이루어진지 5년 이상이 된 도시지역의 하천을 LAWA(Laenderarbeits-gemeinschaft Wasser = 연방물관리연구공동체)(2000)를 이용하여 하천의 물리적 구조를 평가하였다. 물리적 구조 평가에서는 하천의 종적특성 및 종단면, 횡단면, 하상구조, 하안구조 및 하천변의 토지 이용성 등 6개항의 25개 세부항목으로 구성된 하천의 자연성과 하천의 인공성 정도를 가늠하였다. 그 결과 기 조성된 국내의 하천의 생태성이 크게 개선되어지지 않았음을 알 수 있었다. 이러한 결과를 근거로 볼 때에 과거의 자연형 하천 조성방법에 대한 근본적인 문제점을 살펴보고 개선책을 찾아야할 것으로 사료된다. 특히 도심하천의 경우 이, 치수의 기능 위주로 정비가 되어 있었기 때문에 자연형 하천으로의 복원 후에도 주변의 좋지 않은 구조물들에 의해서 물리적 등급이 낮게 평가되었다. 따라서 앞으로 하천 스스로 생태성, 자연성을 회복할 수 없는 구간에 대한 하천설계에서는 물리적 구조 향상을 위한 적극적인 방안이 시도 되어야 할 것으로 사료된다.

Cultural Services Assessment in DMZ(Demilitarized Zone) Border Areas (DMZ(Demilitarized Zone) 접경지역의 문화서비스 평가)

  • This study examines the appropriateness of indicators and methodologies through the evaluation of cultural services in border areas and uses them as basic data for the ecosystem service-based management of border areas, which are key domestic ecological assets. Accordingly, in this study, seven border cities and counties were evaluated and compared based on the evaluation indicators and methods presented by the National Institute of Ecology. As a result of the cultural service evaluation, it was found that Paju City was superior in leisure and tourism, Inje-gun was best in scenic beauty and heritage, and Yanggu-gun was strongest in education, and Inje-gun in heritage. Accordingly, through this study, future tasks for comprehensive cultural service evaluation were presented as follows. First, in order to evaluate ecosystem services at the national and regional levels, it is necessary to establish an indicator system for cultural service evaluation and monitoring. Second, when building a cultural service evaluation index system, it is necessary to review upper and lower conceptual units and the consistency between indicators according to the scale of the evaluation region. Third, a specific review of DB utilization for cultural service evaluation should be conducted depending on the type of ecosystem. Lastly, given the significant lack of domestic cultural service research, additional basic research must be conducted to evaluate cultural services including non-material and qualitative perceptions. In order to evaluate cultural services in the future, additional basic research is needed for each ecosystem type, and a process of finding appropriate evaluation indicators and methods through research is necessary.

  • This study aims at deriving the implications for adaptation policy and research target regarding climate change risk assessment in ecosystem sector in Korea. The common ground of exemplary cases of "world leaders" in terms of adaptation policies and researches was that they emphasize nationwide study on climate change on biodiversity and ecosystem in target of establishing scientific evidence-bases and reducing uncertainty for their national adaptation policies and plans. In light of this trend, Korean government should settle down more successful adaptation structure by leading adaptation system in further national policy-settings to observe UNFCCC and CBD integratedly and effectively, considering the economic value of adaptation in policy, and strengthening scientific research programs and technology developments. Moreover, risks assessment based on diagnoses and analysis on the risk factors (hazard, exposure, and vulnerability) for climate change in nationwide habitats and species and consolidations with subsequent adaptation strategies could make adaptations in ecosystem sector more effective and successful.

An Assessment of Environmental Carrying Capacity and Ecosystem Service Value in the Daegu Metropolitan Area (대구광역권의 환경용량 및 생태계용역가치 평가)

  • The purpose of this study is to analyze the effect that consumption patterns of human affect the ecosystem using analysis of ecological footprint(EF) and assessment of ecosystem service value in Daegu Metropolitan Area. The data for analysis were constructed from statistical yearbook of each city and average of public land price on land category. According to the EF analysis on city, total EF of Goryeong was showed the highest by 3.3052gha in 2007. However, total EF of Daegu was assessed the lowest by 2.0134gha among 8 cities. In the results of ecological deficit, 7 cities except Gunwi were assessed by condition of ecological deficit and had exceeded environmental capacity until 2007. Specially, it was analyzed that Daegu may need additional area more than about 30 times to maintain the present consumption patterns. On the one side, the results of analysis of ecosystem service value in Daegu were assessed that citizens of Daegu have borrowed about 1,078.6 million wons to ecosystem per year and one person.

Efficient Conservation and Management of Waterside Parks by Promoting Ecology Awareness of Visitors (이용객 생태 인식 증진을 통한 수변공원의 효율적인 보전 및 관리)

  • This study evaluated the ecological value of waterside parks by investigating the animal distribution and ecological feature in 92 waterside parks and analyzed the change of ecological awareness by users and non-users of waterside parks through ecological education and promotion based on the investigation results. The result confirmed inhabitation of various animals including 9 endangered species (Pernis ptilorhynchus orientalis, Accipiter soloensis, Falco subbuteo, Charadrius placidus, Felis bengalensis euptilura, Lutra lutra, Kaloula borealis, Polyphylla laticollis manchurica, and Leptalina unicolor) in waterside parks. Although waterside parks were constructed to be hydrophilic areas for human use, some of them with high natural characteristics are valued as biological habitat. We investigated user status in 5 areas (Daejeon, Sejong, Cheongju, Kongju, and Buyeo) located at Guem river basin to evaluate people's perception of waterside parks and carried out the ecological education and promotion based on the investigation result. The survey of 200 people showed that there were more users of waterside parks than non-users and that people in their 40's showed the highest use rate. The use frequency of waterside parks located in Daejeon and Cheongju was lower than in other areas (Sejong, Kongju, and Buyeo). We considered it was because Daejeon and Cheongju were urban areas and had relatively more leisure areas such as sports facilities and cafe than other areas, and thus the residents had a lower reliance on waterside parks. Moreover, users used waterside parks more frequently when they were nearer to users' residence. It is because most users perceived waterside parks as the leisure sports facility and thus preferred them to be within walking distance. The users' perception of waterside parks as the ecological space "to be preserved" increased after the ecological education and promotion. The change of the perception was higher among users (80%) than non-users (38%). Therefore, ecological education and promotion were potentially more effective to people who user waterside parks and thus had a higher understanding of the characteristics and specification. In conclusion, 1) although waterside parks were constructed for human use, some parts had high ecological value for the distribution of endangered species and outstanding natural beauty, and 2) it is necessary to change the perception of waterside parks from the hydrophilic attribute to the conservation attribute. Such change of perception would contribute to establishing waterside parks that feature both hydrophilic and conservation attributes in the management or upgrading plan of waterside parks in the future.

An Introductory Research for Development of Soil Ecological Risk Assessment in Korea (토양생태 위해성평가 제도 국내 도입방안 연구)

  • Human activities have resulted in soil pollution problems to us. Human and ecological risk assessment have been suggested as an efficient environmental management strategy for protecting human and ecosystems from soil pollution. However, Korean environmental policy is currently focused on human protection, and fundamental researches for ecology protection are required for institutional frameworks. In this study, we developed a schematic frame of Korean soil ecological risk assessment, and suggested the basic information for its application. This study suggested a soil ecological risk assessment scheme consisting of 4 steps for derivation of Predicted-No-Effect-Concentration (PNEC): 1) ecotoxicity data collection and reliability determination, 2) data standardization, 3) evaluation of data completeness for PNEC calculation, and 4) determination of ecological-risk. The reliability determination of ecotoxicity data was performed using Reliability Index (RI), and the classification of domestic species, acute/chronic, toxicity endpoint, and soil properties was used for data cataloging. The PNEC calculation methodology was determined as low-reliability, middle-reliability, and high-reliability according to their quantitative and qualitative levels of ecotoxicity data. This study would be the introductory plan research for establishment of Korean soil ecological risk assessment, and it can be a fundamental framework to further develop guidelines of Korean environmental regulation.

Why is ecological restoration practiced differently from the international community in Korea? (우리나라에서는 왜 생태복원이 국제사회와 다르게 진행될까?)

  • Ecological restoration is an ecological technology that diagnoses problematic ecological spaces and restores the damaged ecosystem to a healthy appearance similar to its original appearance based on reference information obtained by analyzing intact nature. To achieve successful restoration, the project must be carried out in respect of a series of procedures. However, in Korea, restoration projects are usually actively promoted regardless of diagnostic evaluation, which wastes cost and energy, and the effect is not significant. As the reference information is not utilized, ecological restoration to return the damaged nature makes features different greatly from the appearance of nature, causing another damage. As the restoration effect is not evaluated, it is impossible to determine whether it is successful or not, and as a result, even if the project continues, there is no development and no effect. However, advanced societies have not only made academic progress by respecting these procedures but also have great economic effects along with the improvement of environmental conditions as ecological restoration has become an industry. Therefore, the international society recognizes ecological restoration as an important means of solving environmental problems at the global level, including climate change, and international organizations are actively promoting projects to treat the injured planet. However, most of the restoration projects promoted in Korea were evaluated below the level as a result of the evaluation of the effect. Nevertheless, those who have led low-quality projects are blocking plans to establish ecological restoration as a new industry that can contribute significantly to improving these levels, and thus the problem is expected to worsen. To solve this problem, it is necessary to filter out defective businesses by introducing a strict and correct project evaluation system by dividing it into before and after. Furthermore, it is necessary to establish ecological restoration as an industry and leave the process in the principles of the market.

An Evaluation of Natural-Ecological Function for Planning and Management on Forest (산림녹지의 계획 및 관리를 위한 자연생태적 기능 평가)

  • Many studies which assessed the function of forest are focused on usage of citizen, but studies which focused on natural-ecological function still lack. Hence, the purpose of this study is to select and apply the evaluation indicators on natural-ecological function of forest as a base research for sustainable planing and management. First, the 35 indicators were selected by the review of the internal and external 56 literature. The 12 indicators among those were reselected as natural-ecological indicator by the first survey and 7 indicators such as green area, connectivity etc. were determined through MCB analysis by the second survey. Also, the weights of 7 indicators for the functional evaluation were computed using AHP analysis by the third survey. As aresult of AHP analysis, the naturality was showed the highest indicator by 0.189, while the NDVI was evaluated the lowest indicator by 0.063. According to the result of evaluating the natural-ecological function on forest in Daegu which was selected as suitable study area, the natural-ecological functions around the Mt. Ap and Mt. Chengryong, top of Mt. Biseul had more than 85 scores, so those were assessed as an excellent area. On the other hand, the functions around the western area of Mt. Waryong and Mt. Macheon, the Mt. Daeni of Dalseong-Gun had less than 50 scores, which means that the area had to be controled by sustainable management. Therefore, we will be able to utilize the basic data for the preservation and management at urban and environmental planning through the results of this study.

Development of the mapping method for Urban Ecological Map for Seoul ' using Natural Environment Management GIS (자연환경관리 GIS를 이용한 서울시 생태.자연도 작성연구)

  • This was preliminary research to develop the mapping method for the Urban Ecological Map. This research provided preliminary evaluation model for ecological conservation. The model was applied to Mt. Kwanak in Seoul, and the Urban Ecological Map was produced and tested. The results are as follows. First, some problems were found in the legal Ecological Map ; insufficient and only qualitative criteria for evaluation of the conservation value in an urban area, and exclusion of the areas designated by other was laws. Secondly, in order to improve the evaluation criteria for Ecological Map, some missed sites should be added to the legal list of valuable sites. Those are needed for ecological restoration, conservation of wildlife habitats managed by a city government , and establishment of eco-corridor. Third, the efficient mapping process for Urban Ecological Map must have two steps. On the first step an ecological evaluation should be done based on pure conservation value. On the second one the Ecological Map for legal action control should be made. And the Analytic Hierachy Process is considered as a Helpful technique for improving the objectivity of evaluation model. Fourth, the legal action control system for Urban Ecological Map should be reviewed.

Landscape Scale Ecosystem Evaluation for Sustainable Landuse Planning (지속가능한 토지이용을 위한 경관규모 생태계평가기법 연구)

  • The purpose of this study is to evaluate the ecosystem soundness in landscape scale using landscape indices, and to extract regional information that can be used for sustainable landuse planning. About BongWha-gun, the landcover classification using Landsat TM images and patch analysis ware carried out, and some landscape indices were calculated using geographic information system(GIS) and patch analyst program. As the results of this study, Seokpo, Jaesan and Sochun got higher scores in landscape indices related to the ecosystem soundness. But, Bonghwa-eup got lowest scores in the 10 regions. When compared with normalized difference vegetation index(NDVI), this result showed consistency to some degree. Although, there needs more supplementary studies, it is anticipated that landscape scale ecosystem evaluation using landscape indices can gives us some informations related to sustainable landuse planning.
