Institutionalization for the Effective Establishment and Management of Wind Corridor Forests (도시 바람길숲 활성화를 위한 제도화 방안)

  • This study proposes measures for institutionalization and its inter-departmental linkages to increase the effectiveness of wind corridor forests in response to changing urban environmental issues and climate change. For this purpose, the study reviewed laws and regulations containing terms related to urban wind corridors, identified the roles and relationships of wind corridor forests required in relevant plans, and assessed high-level and basic plans for wind corridor forests to identify issues in the current establishment of wind corridor forests and derive key issues related to them. Based on these results, institutionalization measures for legislating wind corridor forests and their effectiveness methods were suggested. This study proposes 1) defining terms and establishing legal and institutional foundations and 2) establishing hierarchies with related plans and a legal basis for the basic plan for wind corridor forest as an institutional plan for legalization of wind corridor forest, and 1) establishing a legal and institutional foundation for constructing spatial data like analysis maps and 2) establishing the guidelines for the basic plan and for creating and managing wind corridor forests and their contents as an institutional plan for effective revitalization. It is expected that this study can be utilized as basic data for establishing laws and regulations related to wind corridor forests and can contribute to the institutionalization research of basic plans. It is also hoped to be used as basic data for systematically constructing wind corridor forests.

  • A river space means the river related environments such as rIver and floodplain. Because river space data include two-dimensional and three¬dimensional characters. geographic informat ion system is an effect ive tool to manage the data. The objective of this study is to construct the pilot system called RSDB '93 and to simulate the system in practical aspects. The local area for the study was limited about 12km from Jamsil cheolgyo to Dongjak daegyo of the Han River. PC ARC/INFO was selected which can be used on PC 386DX. The Graphic data in an establ ished database contain river layer. floodplain layer. road layer. profile site and hydraulic structure site8 layer. Attributes include water prof i Ie. ut i I i ty status. ecological data. landmark data. hyd¬rology data. water quality data. aerial photo and other photos. RSDB '93 is a system presenting the potentials for the effective river space management which can be applied to all the domestic rivers.

A Study on Location Selection for Rainwater Circulation System Elements at a City Level - Focusing on the Application of the Environmental and Ecological Plan of a Development - (도시차원의 빗물순환체계 요소별 입지선정에 관한 연구 - 개발예정지역의 환경생태계획 적용방안을 중심으로 -)

  • This study focused on establishing a natural rainwater circulation system using rainwater meant for relatively large urban development projects such as a new town development. In particular, when the location selection techniques for individual elements of a natural rainwater circulation system are developed for the integrated rainwater management, changes in hydrological environment will be minimized and the natural water circulation would be restored to realize the low impact development (LID). In that case, not only the excess will be reduced but water space and green areas in a city would also increase to improve the urban sustainability. First of all, there were five elements selected for the location selection of a rainwater circulation system intended for the integrated rainwater management: rainwater collection, infiltration, filtration, retention and movement spaces. After generating these items, the location selection items and criteria were defined for each of the five elements. For a technique to apply the generated evaluation items and criteria, a grid cell analysis was conducted based m the suitability index theory, and thematic maps were overlapped through suitability assessment of each element and graded based on the suitability index. The priority areas were identified for each element. The developed technique was applied to a site where Gim-cheon Innovation City development is planned to review its feasibility and limitations. The combined score of the overlapped map for each element was separated into five levels: very low, low, moderate, high and very high. Finally, it was concluded that creating a rainwater circulation system conceptual map m the current land use plan based on the outcome of the application would be useful in building a water circulation system at the de1ailed space planning stage after environmental and ecological planning. Furthermore, we use the results of this study as a means for environment-friendly urban planning for sustainable urban development.

A Study on Survey and Analysis of Designated Status of Wildlife Protected by City/Do Ordinance (시·도보호 야생생물 조례 지정 현황 조사 및 분석)

  • This study was conducted to investigate and analyze the designation status of the Local Wildlife Conservation Ordinance for the conservation and management of wild fauna and flora, and to elucidate the problems and improvement directions. We compared and analyzed the provisions of the wildlife conservation ordinance of 17 regional local governments. After that,the designation status of Wildlife Protected by City/Do was investigated and the appropriateness was confirmed based on guidelines and laws. The ordinances related to wildlife were enacted in all municipalities, and provisions such as selection criteria, protection measures, and act limitations were commonly reflected. The provisions were varied depending on the characteristics of each local government, including details of flag species, the addition of species in the restoration promotion plan as criteria for selection and provision of protection and restoration of habitats. Since 2006, when the wildlife protected by City/Do designation and protection guidelines have been established, the protected wildlife have increased sharply, and there has been newly designated regional local government within the past one or two years. However, in some local government, protected wildlife has been designated for more than 10 years, and there are many that do not meet the selection criteria. Therefore, more scientific and objective selection criteria and methods should be constructed for the selection of species suitable for the purpose of the Wildlife protected by City/Do.

Establishment of a Buddhist Arboretum through a Survey of Temple Managers and Laypersons (사찰림 관리자와 일반인의 인식조사를 통한 불교수목원 조성방안)

  • Nowadays, forests have been recognized as valuable resources for biological diversity and tourism/recreation. Temple forests occupy 1.3% of all the Korean forest and are under weak management although their ecological states are very good. Currently in the Buddhist society, the concern for the Buddhist arboretum has been raised as a good alternative for the practical use of temple forests to secure the sustainability of the temple forests as well as to actively meet the demand of the times for forests. This study aims to suggest establishment measures of Buddhist arboretum. This survey was performed on 105 temple forest managers and 130 laypersons. To summarize the results, the two groups differ in opinion. The temple forest managers more concerned for advertizing Buddhist culture and enhancing the image of the temple, while the laypersons had higher expectations for relaxation and education. However, they are similar in putting more emphasis on the conserving the heritage value of the temple and managing the temple forest. Above all, both groups evaluated the needs higher than the urgency and perceived managing temple forest as the most crucial function of a Buddhist arboretum. They also thought that a Buddhist arboretum should be planned to respond to the ecological characteristics of the temple area as well as to be non-exclusive to its users. Based on the important findings, five suggestions for a Buddhist arboretum were proposed. First, a Buddhist arboretum should be carried forward from a long-term point of view, developing a bond of sympathy between members of Buddhist society as well as conducting promotion and education to the general public. Second, the most significant function of a Buddhist arboretum should be preserving the temple forest, with the emphasis on relaxation and education. Third, in order to provide nonexclusive use, a Buddhist arboretum should provide mixed programs applicable to diverse user groups for high user satisfaction and educational effects. Fourth, the Buddhistic identification could be obtained through variety of plants closely associated with Buddhist culture. Lastly, in the process of collecting plants, it is also crucial to reflect the image of the temple and resource property so as to contribute itself in conservation and management of original temple forests. Thereby all Buddhist Arboretum can be classified into two types; preservation/collection and display/education/rest.

A Study on Establishment of National Hydrologic Network (국가수문관측망의 구축)

  • 본 연구는 하천법에 근거하여 국가차원에서 홍수 예보, 수자원 공급과 관리계획, 생태 및 환경 등의 목적을 위한 국가수문관측망을 구축하여 그 근간자료가 되는 하천 수문자료를 국가공공기초자료로 제공함으로써 불필요한 수문조사 중복 등을 방지하고 효율적인 수문조사의 기반을 구축하고자 하는 것이다. 국가수문관측망 설계는 기존 수문조사기관(국토해양부, 한국수자원공사, 한국수력원자력, 한국농어촌공사)의 관측망에 대한 현황을 파악하고, 도상조사와 현장조사를 통하여 수리 수문학적, 사회 경제적 중요성 검토 등의 과정을 통해 재설계할 수 있도록 하였다(2010, 장 등). 국가수위관측망의 구축은 결과적으로 우리나라의 총 643개소의 관측소가 필요한 것으로 설계되었으며 이 중 495개소는 기존 관측소를 그대로 활용하고, 129개소는 신설이 필요한 것으로 판단되었다. 또한 국가수위관측망 중 563개소에서는 수위자료와 유량자료를 제공하고 80개소는 수위자료만을 생산하여 제공하게 된다. 또한 유량관측소는 380개소(건설교통부, 2007), 자동유량관측소 97개소, 유사량관측소 138개소, 토양수분량 및 증발산량 관측소 각 25개소를 가지는 국가수문 관측망을 제시하였다. 국가수문관측망은 앞서 언급된 다양한 목적으로 활용되는 수문자료를 객관적이고 공정한 국가기초자료로 제공하여 불필요한 수문조사 중복 등을 방지하고 체계적이고 효율적인 우리나라 수문조사의 기반으로 활용 되어질 것이다.

하천환경변화에 관한 연구대상지역 평가 및 선정

  • 최근 하천변화특성에 대한 조사와 연구 없이 무분별한 하천준설로 인하여 급격한 하천지형 및 환경변화에 따른 하도의 평형, 홍수범람, 하천환경의 변화 등 이수, 치수 및 하천환경에 많은 문제점이 야기되고 있다. 따라서 준설에 따른 하천의 인위적인 손상과 이와 연관된 각종 유역 및 하천의 지배인자와의 상호연관성에 대한 학술적 고찰을 통하여 인위적인 영향을 최소화하고 국내 하천환경에 맞는 하천관리모델과 준설기법개발의 필요성이 제기되고 있다. 이에 따라 본 연구는 $\ulcorner$하도준설에 따른 하천교란 실태 조사$\lrcorner$의 일환으로 기초조사 및 후보지 현장조사 등을 통한 연구대상구간 선정을 위한 계획으로서 기 수행된 골재자원 조사결과 및 하천조사 자료 등의 관련자료 활용을 통하여 최대한 효율적으로 조사를 수행하고 최상의 연구결과 획득과 관련분야의 기술력확보를 꾀할 수 있도록 하는 것이 목적이다. 우선, 연구대상구간 선정기준(안)을 마련하고 후보지에 대한 기초조사 및 현장조사를 마친 후, 선정기준에 따라 연구내용을 최대한 만족시키는 연구대상 구간을 8개 후보지역에 대하여 검토하였다. 하천준설을 수행해 나가며 그 전 중 후의 과정을 모니터링 하여 하상변동 및 생태 환경의 변화를 관찰하고 하천환경 및 물리적 영향을 최소화 할 수 있는 연구결과를 얻기 위한 과업대상구간의 선정에는 하도준설이라는 연구특성을 만족시킬 수 있는 특화된 선정기준에 따른 평가결과, 많은 후보지들 중 낙동강수계의 감천이 최적의 대상지로 선정되었다.

The main purpose of this paper is to investigate national-level information strategies and to provide suggestions for sustained growth of information technology industry which have played a significant role in upgrading national wealth and brand. In this context we look into the governance structures of the current government, delineate problematic sources, and derive remedial solutions, if any.

Change Process of the Zoo in the Seoul Children's Grand Park (서울 어린이대공원 내 동물원의 변화과정)

  • This study aims to analyze the change process in order to set the improvement strategies for the zoo in the Seoul Children's Grand Park. The zoo can be reviewed through three significant time periods with noticeable changes. As a framework to analyze the major changes that happened in the zoo, this study looks at the changes in terms of the planning aspect as well as the animal welfare and program operation aspect. The findings are as follows: first, the era of general theme park turned out to have focused on exhibiting animals to meet visitor demands by expanding the zoo area of the zoo without enlarging stockyards for the animals. Second, the environmental park era created a zoo having entertaining and educational functions by arranging animal houses with the concept of zoological taxonomy and introducing animal behavioral enrichment, animal welfare programs and visitor participatory programs. The era of the zoo as an Urban Cultural Park improved old animal houses and facilities for the welfare of the animals and increased educational programs to preserve species and provide environmental education. The current status of the zoo turns out not to meet the conditions for creating an ecological zoo, which is the overall goal for contemporary zoos. The improvement strategies based on the analysis through three different eras are three-fold. First, the zoo needs to improve the boundary conditions of the animals to showcase animal wildness through landscape immersion. Second, the zoo should provide a shared environment for animals from the same habitats by changing the classification methods from the existing polyphyletic taxon to a classification that considers ecological habitat. Third, the zoo needs to develop various ecological education programs by supplementing specialists in professional education.
