Development of Korean Life Cycle Cost Analysis Model for Road Pavement Asset Management (도로포장자산관리를 위한 한국형 생애주기비용 모형 개발)

  • Road pavement management is an important activity that affects to national economy, movement and safety of people, and also demands huge amount of budget. Therefore, its management strategy must be established under objective information. In addition, decision support system that produces the management strategy needs to consider practical benefits from various aspects. Considering these aspects, this paper aimed to develop a customized Korean life cycle cost analysis model estimating various effects on road users and socio-environmental costs based on pavement condition. The suggested LCCA model focused on Korean national highway, and tried to adopt a national guideline recommended by Korean government for securing credibility of estimation results. In the development processes, some of the suggestions that do not fit well in the situations of pavement management field were added, altered, or partially modified. These attempts to develop customized asset management system would be an important step to break away from passive attitudes relying on ready-made software, but also to improve awareness about the social benefits from the better maintenance strategy.

  • Recently, construction projects have become bigger and complicated and the construction business scale has enlarged. Therefore a project cost size is increasing. The historical data can be easily saved by advanced technologies of IT industries. Utilizing those make us to be able to manage construction project more effectively. These days, PMIS (Project Management Information System) has supplied widely at construction companies for integrating cooperation system of Web environment. and it is being used. However the most PMIS is limited at construction phase. Actually it isn't applied to a construction project Life-Cycle(planning, design, construction and maintenance). To control manage a construction project Life-Cycle effectively, BPMS (BIM-based PMIS Modeling) should be considered. This paper suggests the ways for applying BPMS.

  • Recently, research outcome is frequently leaked in the process of progressing domestic R&D. Security system such as research security law and manual is implemented to prepare these leakage. However piecemeal solutions, simply technological measures, have a limit. Consequently, this study organizes a integrated research security framework by designing multidimensional security measures based on the R&D life cycle perspective. Concretely, this study constructs various control items predicated on law, moreover reviews the applicability of research security assessment items.

  • 국내 건설프로젝트의 대부분은 설계, 시공, 운영이 별도의 체계로 운영이 되이온 경향이 많은 바, 이를 개선하기 위해선, 기획단계에서 운영단계에 이르는 건설생애주기 단계별로 수행업무절차를 체계적으로 정립하여야 한다. 본 고에서는 이를 위하여 인천국제공항철도사업을 모델로 바람직한 대형공사에서의 사업관리 수행체계에 대하여 알아보았다.

  • 철도시설물의 유지관리를 위한 전통적인 의사결정 방법은 구조물의 기술적인 측면 즉, 시설물의 안전성과 사용성 등을 만족시키는 조건하에 경제적인 측면 즉, 시설물의 생애주기 비용을 최소화하고자 하는 것이며, 생애주기 비용을 정량화하기 위한 도구로서 LCC 기법이 사용되었다. 그러나, 1990년대 후반 이후로 지구온난화 등의 피해가 부각됨에 따라 선진국들을 중심으로 시설물의 유지관리를 위한 의사결정에 환경적 측면과 사회적 측면을 추가적으로 고려하는 지속가능한 발전 개념을 도입하고 있으며, 환경 부하를 정량화하기 위한 도구로서 LCA를 적용하고 있다. 본 연구에서는 시설물의 유지관리 행위와 관련된 경제적 측면과 환경적 측면을 정량화하는 방법으로서 LCC 및 LCA의 적용 방안을 고찰하고, LCC 및 LCA 결과로부터 시설물 유지관리 최적 방안을 결정하기 위한 의사결정 기법을 제안한다. 국내의 철도시설물에 대한 유지관리 필요성이 증대되고 있으며, 철도시설물의 규모가 커서 유지관리 행위에 따른 경제적 및 환경적 파급효과가 큼을 감안할 때, 본 연구에서 제안된 내용은 경제적이고 환경 친화적인 철도시설물 유지관리 방안을 선정하는데 유용한 방법론으로 활용될 것으로 사료된다.

  • In this paper, a PMS(Pavement Management System) is presented for the public agency who wish to execute rational repair by referring to asset management information regarding road pavement. The aim of the paper is to provide the decision makers with the planning information regarding maintenance strategies for efficient road pavement management. We found that life cycle cost can be minimized and repair cost in each year fluctuates when repeating repair at the IRI management level. The validity of PMS application presented in this paper is investigated through case studies for conducted for 22 national highway road sections in Korea.

Lifecycle cost assessment of best management practices for diffuse pollution control in Han River Basin (한강수계 비점오염원 저감시설의 생애주기비용 평가)

  • Diffuse pollution management in Korea initiated by the Ministry of Environment (MOE) resulted to the construction of pilot facilities termed Best Management Practices (BMPs). Twelve BMPs installed for the diffuse pollution management in the Kyung-An Stream were monitored since 2006. Data on the mass loading, removal efficiency, maintenance activities, etc. were gathered and utilized to conduct the evaluation of long-term performance of BMPs. The financial data such as actual construction, design and maintenance cost were also collected to evaluate the lifecycle cost (LCC) of BMPs. In this study, most of the maintenance activity was focused in the aesthetic maintenance that resulted to the annual maintenance cost of the four BMP types was closely similar ranging from 8,483 $/yr for retention pond to 8,888 $/yr infiltration system. The highest LCC were observed in constructed wetland ($418,324) while vegetated system had the lowest LCC ($210,418). LCC of BMPs was not so high as compared with the conventional treatment facility and sewage treatment plant. On the other hand, the relationship of removal efficiency on unit cost for TSS and TN was significant. This study will be used to design the cost effective BMP for diffuse pollution management and become models for LCC analysis.
