A Study on the Counter-Strategy against the North Korea's Nuclear of the South Korean Successive Governments (한국 역대정부의 북핵대응 전략에 관한 연구)

  • This study analyses the Korean successive governments' nuclear strategies after the post-cold war and suggests the future countermeasures as analysing to reciprocally interconnect B. Clinton and G.W.Bush governments' policies and North Korea's nuclear strategy. As the conclusion, this study suggests that the most urgent domestic alternative measure to North Korea's nuclear dismantlement is to prepare the grand strategy with the united whole national consensus and to order the renewed stronger future role by the mutual cooperation of multilateral agreement system and international regimes and lastly to adopt the extended deterrence through the reinforcement of the 5 great joint statements between the South-North Koreas.

A Case Study on the Technology and Innovation Management Process in Smartphone Industry (스마트폰 산업에서의 기술혁신관리 프로세스 사례 연구)

  • In general, a technology and innovation strategy has been established first. Then, the technology and innovation activities are conducted accordingly. The literature on the technology management process points out that the technology and innovation activities exist in some sequences, nonlinear or linear pattern. However, it is also argued that a certain technology and innovation activity can be occurred or disappeared at certain timing. In this paper, it has been analyzed and clarified how the technology and innovation activities are performed and working together with the technology and innovation strategies in certain context especially when the handset market moves from feature phone to smartphone during a last decade. Empirical results show that the starting point of the technology and innovation activity changes according to the technology and innovation strategies. And, technology innovation activities exhibit multi-layer architecture types. It is confirmed that technology and innovation activities follow a specific pattern. However, if there are some changes in the technology and innovation strategy due to the external environment change, some technology and innovation activities can be skipped because the priority of the technology and innovation activities would be changed. If the firm which has the strategy type of 'innovators' fails to adapt to the fast changing external environment and has the inadequate technology and innovation activities, it is required to change the technology and innovation strategy. It will have a huge impact on the firm's survival.

  • The domestic cartoon industry has went through rapid reformation since 2010 incurred by the emergence of webtoon. Most of the students in cartoon schools long to become webtoonists rather than published cartoonists. Cartoon education in middle and high schools rather focuses on webtoons. The growth of webtoons in private education, excluding college entrance examination, is even more promising. In the same train of thought, the number of webtoon private education institution has surged exponentially. Despite provincial colleges experiencing difficulty due to the lack of the student population, the competition for cartoon admission is intensifying. However, college education often maintains curriculums that do not relate to the on-site demands. Cartoon education in the past was mostly carried out through apprenticeship programs. However such programs began to disappear as college education became more common and as people embraced the emergence of webtoons. Instead collective education and author debut programs replaced the old system. Individualization of education is exacerbating as digital writing tools allow individual webtoonists to publish their works on a weekly basis. The background of the growth of webtoon education can obviously be explained by the growth of the market but there are aspects that can't be explained in such a simple manner. This study examines the current webtoon education status and discusses possible methodological and formation development measures for the future. The introduction examines the change in education and market. The main subject examines the current secondary schools and universities cartoon education and conducts a comprehensive study on the various education related changes. This study proposes future directions for universities by looking at the webtoon era and education changes in the conclusion. It also researched how the units of college cartoon education will fuse and deduct practical results via government policies.

Place Marketing of Territorial Assets and Regional Festival : The case of Kyungbuk Province, Korea (영역자산의 장소판촉과 향토축제의 유형 -경북지방을 사례로-)

  • Regional festivals had not been for regional economy in the past. However, they have recently become an important way for place marketing, and regional festivals to improve regional economy have been increasing rapidly. In this context, the work proposes to examine the types of regional festivals and the features of territorial assets utilizing for the regional festivals in Kyungbuk province, Korea. In Kyungbuk, regional festivals have rapidly increased with the conduction of local autonomy since 1996. While their number was only 14 until 1995, it increased to 66 as of 2006. The regional festivals can be classified into traditional folk-type cultural art-type, industrial spatiality-type and tourism event-type. All of the regional festivals that have emerged since the late 1990s are industrial spatiality-type or tourism event-type. Both of these types share about two-thirds of total regional festivals in Kyungbuk. The most serious problem in the regional festivals of Kyungbuk is that they are becoming similar each other in the period of festivals and territorial assets. Near 90% of festivals hold for 5 months, in April, May, July, August, September, October and over 40% only for 2 months, in May and September. In addition, 27 of total 66 festivals utilize similar territorial assets. Especially, the trend of duplication is stronger in natural ecological assets and industrial specialty assets. Place marketing strategy needs to be more focused on cultural assets.

  • Cryopump는 반도체 임플란타 공정, OLED분야, 신소재 개발, 표면분석 및 처리, 의료분야, 입자가속기, 핵융합 등 다양한 진공분야에 응용되는 고진공용 극저온펌프이다. 특히 향후로의 산업구조는 디스플레이, 반도체, IT 산업분야로 집중 재편될 것이기에, 이에 따른 핵심제조장비인 고진공 펌프의 수요가 급증할 것으로 판단된다. 그리고 이를 위한 핵심부품과 장비들의 국산화가 시급한 실정이다. 기술적인 측면에서 보자면 GVT는 미국의 Varian과 일본Ebara의 Cryopump 제조기술을 원천으로 한 회사로써 현재는 국내 유일의 G-M냉동기와 Cryopump 제조기술을 보유한 업체이다. 그리고 최근 오랫동안 정체되었던 관련 기술을 발전시켜 최적화된 한국형 G-M 냉동기 및 이를 장착한 다양한 사이즈의 고성능 Cryopump를 출시하게 되었다. 가장 큰 수확은 Cryopump의 성능을 크게 향상시켰으며 무엇보다 고객맞춤형으로 디자인할 수 있을 정도의 기술력을 확보하게 되었다는 점이다. Cryopump의 성능은 장착되는 Cryocooler(G-M냉동기)의 성능과 밀접한 관련이 있기 때문에 일차로 Cryocooler의 성능을 개선하고 이차로 이를 장착한 Cryopump의 성능을 개선하였다. 본 연구는 일차로 진행된 HP Series 2단 Cryocooler 4가지 모델 중 가장 범용인 HPM 모델과 HPS모델에 대한 제작과 성능시험에 관한 것이다. 이는 각각 기존의 ICP Series 펌프에 장착되던 Expander 535 모델 및 Expander 855 모델에 대한 설계 최적화의 결과물로써 내용은 Cryocooler에 대한 'Typical Performance Test(1st STG와 2nd STG의 온도가 각각의 Stage에 인가되는 Heat Load에 의해 그물망 형태의 그래프가 되도록 수행하는 시험법)'의 절차를 따라 수행되었다. HPM Cryocooler의 성능은 2nd STG Temp. 20K 와 1st STG Temp. 80K를 Heat Load 기준으로 하였을 경우, 각각 8.2W, 55.0W의 성능을 나타내었고 HPS Cryocooler의 성능은 2nd STG Temp. 20K 와 1st STG Temp. 72K를 Heat Load기준으로 하였을 경우, 각각 14.0W, 90.0W의 성능을 나타내었다. 1st STG Temp.를 72K로 정한 이유는 Power Supply의 용량 한계로 인해 90W이상의 Heat Load를 인가할 수 없었기 때문이다. 만약 성능 그래프의 경향성을 고려하여 1st STG Temp. 80K로 가정한다면, 각각 약 13W, 100W 정도의 성능을 가질 것으로 추정된다. 단, 본 시험에 사용된 Compressor는 GVT의 HC80Plus 모델로 내부에는 Helium용 5HP급 Scroll Type의 Compressor가 장착되어 있으며, 봉입압력 250Psig에 저압 100Psig기준, 65scfm의 유량을 가지는 압축기이다. 압축기와 Cryocooler의 조합은 1:1이었고 시험방법은 Cryocooler에 대한 GVT 자체규정에 따라 진행되었으며 밤과 낮 및 공장전체의 부하변동에 따른 냉각수 온도변화에 따른 펌프의 성능변화는 고려되지 않았다.

A Study on the Direction of Publicity and Technology Development of Public Service Media - Focusing on the cases of global public broadcasting (디지털 공영미디어의 공영성과 기술 발전 방향성 연구 - 해외 공영방송 사례를 중심으로)

  • Due to the convergence of broadcasting and telecommunication and the evolution into the media industry, viewers are adapting to the reception of content through various platforms and personal media. Accordingly, public broadcasting is seeking to change into public media that redefines public responsibility and establishes a role for a sustainable society. In particular, proving its value in the form of differentiated public services in an environment where public content is also provided by commercial services is necessary for members of society to prove the legitimacy of financial resources and services. In this paper, as the digital broadcasting era in the 2010s and the media industry was reorganized in 2020, changes in public services corresponding to the public responsibilities required of public broadcasters were analyzed through global public broadcasting cases. In particular, since the technical preparation of broadcasters and viewers is essential in the media environment, the technical direction of public services was mainly analyzed. The derived direction is a common direction applicable to all public broadcasters, including Korea. It is expected that the public responsibility and direction of technological development suggested in this paper will clarify the role of public media and help become differentiated services that contribute to life.

The effects of UIC Cooperation Programs on Youth Employment (정부 산학연협력 지원의 고용효과 분석)

  • In the rapid trend of social change, such as the 4th industrial revolution and the realignment of job structures, university-industry cooperation(UIC) is emphasized as a key factor in enhancing national competitiveness. The level of UIC in Korea is insufficient compared to national competitiveness, and despite the world-class R&D investment, there is a lack of linkage between the result of technology development and the industrial field, and the knowledge-transfer between university and industry is also insufficient. This paper analyzed the employment effects of UIC program supported by government, especially youth employment effects. The companies participating in the UIC program showed higher employment effect than the non-participating companies. In addition, the result of examining the employment growth rate of participating companies only for projects aimed at 'education and human resource development', show that employment growth rate after one year (total, youth employment) was significantly higher than that of non-participating companies, while employment growth after two years was not significant. UIC program need to have sustainability and systemicity so that they can be directly linked to the employment effects.

A Study on Creation of Fair Transaction Environment between Platform Operator and Contents Provider in Broadcasting Industry (방송 산업 내 플랫폼사업자와 콘텐츠사업자 간 공정거래환경 조성 연구)

  • In a broadcasting market environment that has a close interdependence between platform operators and content operators, problems such as conflicts over program usage fees, and home shopping transmission fees are intensifying. This study attempted to analyze the environment of the domestic broadcasting market and present implications, analyze the cause of user fee conflict between the platform and PP, and propose detailed alternatives to resolve user fee conflict disputes. The results of environmental analysis on the domestic broadcasting market are as follows. First, the growth engine of the broadcasting industry has changed to direct resources such as service usage fees and content fees, and commerce is increasing. Second, as hegemony in the domestic broadcasting market changes from terrestrial to paid broadcasting and OTT, monopolies in the entire broadcasting area are being dismantled by voluntary entry. Third, the need to overhaul the existing regulatory system is increasing due to the dismantling and reorganization of the existing broadcasting market. On the other hand, this study proposed a strategy to diversify the profit structure of PP, supply program after pre-contracting, and strengthen CPS bargaining power in order to resolve disputes between paid broadcasting platforms and PP sharply. In particular, as strategies to strengthen CPS bargaining power of small and medium-sized SOs, it proposed to jointly improve CPS-related systems through IPTV and individual SOs, to redefine fees for programs and to voluntarily use programs.

  • The world is preparing another unseen war, that is, the cultural war of digital economy which will dominate the new millenium. As the “contents”, which are composed of various ingredients of media, gain vitality, the developed nations are in preparation of the war with the “cultural industry” weapons. The digital economic experts say that the left out nations will become economic colony in the new millenium age. The most important characteristics of cultural industry is the unity of creativity and culture which is all the more improved on the basis of the culture created upon knowledge. This leads to competition between nations or regions, and to survive one has to develop the industrial structure through cognition of its own cultural value. Furthermore, it is not a short-term development and investment of cultural products but a study on the method to graft the cultural value to the industry itself. The multi-media period does not accept an independent medium, and the contents products are becoming the leading industry since il is proved that they last semi-permanently in the digital world. The victory lies in the quality and quantity of the contents as the high ability and variety of the technology of media advance in accordance to the market principles. Since the culture, science and economy are becoming one complex structure, all nations of the world are trying the evolve a unique design of their on culture on the basis of the global universality. In consequence, we should excavate a uniqueness from our cultural heritage and develop into a korean design which will be recognized in the world market. The value of our cultural property should not only be used as academic and research purposes but should be re-evaluated with modem view, recognized as the core element that decides the quality of life and developed into exclusive designs. The korean designs represent the mould concept of our people which evolves from the mould or shape alphabet of Korea To meet the requirements of the changing world and in preparation of the cultural competitive age, it is never too early to make a data on the korean designs through their analysis and evaluation.
