본 연구는 경기순환이 심한 대규모 장치산업에서 투자행동을 어떻게 하는 것이 경기순환의 악영향을 최소화하면서 수익성을 극대화시키는가를 밝히는 것을 목적으로 한다. 대규모 장치산업에서는 호황기에 투자가 집중되는데, 완공까지 걸리는 시간 때문에 적정 수준을 넘어 투자가 이루어지고 이것이 다시 불황기를 불러옴으로써 경기순환이 반복된다. 위와 같은 장치산업의 특성을 반영하여 산업 동태모형을 구성하고 다양한 전략들에 대해 시뮬레이션을 수행하였다. 그 결과는 다음과 같다. 첫째, 일반적인 투자행동 방식인 시황순응 투자는 경기순환에 따른 수익의 부침을 초래할 뿐만 아니라 그것을 지속시킨다. 둘째, 가동률의 신축적 조절이나 설비구축기간의 단축과 같은 유연화 전략은 수익성의 제고와 수익 안정화에 크게 기여한다. 셋째, 수요가 정체된 시장에서는 일정한 투자가 바람직하고, 수요가 성장하는 시장에서는 시황에 역행하는 투자가 바람직하다. 결국 경기순환이 존재하는 산업에서는 유연화 전략 및 변형투자 전략을 통해서 투자행동을 경쟁업체들과 비동기화 시키는 것이 바람직하다.

The purpose of this study is to analyze the economic effect of the use of recycled aggregate on the construction industry and the effect of increasing the value of the recycled aggregate production industry on the premise of supporting quality assurance technology to promote the high-quality use of recycled aggregate. Accordingly, the production cost of ready-mixed concrete that can be obtained through the use of high-quality recycled aggregate is analyzed according to the recycled aggregate application rate recommended in the recycled aggregate quality standard, The economic effect of general ready-mixed concrete and recycled aggregate-applied rea dy-mixed concrete industry wa s a na lyzed by identifying the domestic rea dy-mixed concrete industry sca le a nd the ra te of satisfaction of recycled aggregate volume, and a cost-benefit analysis method was used to examine the benefits of high-quality recycled aggregate production and sales. As a result, the production cost of ready-mixed concrete is reduced by 2.3~16.2% depending on the application rate, the economic effect of the use of recycled aggregate on the construction industry is about 106.8~142.6 billion KRW, and the effect of increasing the value of the recycled aggregate production industry generated about 1.22 times the benefit.

환경부(장관 윤성규)가 추진해 온 '자원순환사회 전환 촉진법(이하 '자원순환법')' 제정안이 국무회의를 통과했다. 자원순환법은 재활용자원의 매립을 최소화하고 이를 최대한 순환이용하도록 하여 박근혜정부의 환경분야 핵심 국정과제인 '자원 에너지가 선순환하는 자원순환사회 조기 실현'을 구체화하는 법이다. 환경부는 정부안과 의원발의안이 국회에서 충분한 논의를 거쳐 정기국회에서 처리될 수 있도록 지원하는 한편, 산업부를 비롯한 관계부처, 산업계 등 이해관계자가 참여하는 협의체에서 2015년부터 2년간 충분한 의견수렴을 거쳐 하위법령 등 제도를 공동으로 설계할 계획이다.

This paper analyses recent regional development policies being carried out in Japan and the U.S. Such policies are formed on the sustainability principle aiming at the realization of circula-flow economy and zero waste society. The study here illuminates Japan's Eco-town project and three cases of eco-industrial developments in Minnesota. Such projects have gone from improving industry competitiveness through constructing clean production systems on the company level to improving national competitiveness through constructing a 'circular society' on the government level. Japan included the realization of a 'circular society' as its government's top agenda because it recognized that environmental pollution stems from the inefficient use of natural resources. Eco-town project is a regional development policy specifically reflecting such recognition. The eco-efficiency based city development approaches in Minnesota are but small examples of the new wave in regional development in the developed countries. We need to go beyond emphasizing eco-friendly and ethical management to just the companies. The government itself needs to design national policies based on environmental sustainability.
