정부가 광주 지역에 광산업을 육성하겠다는 방침을 밝힘에 따라 작년 말부터 진행돼오던 ‘광산업 육성 및 집적화계획’이 수면 위로 떠올랐다. 광주광역시는 첨단과학산업단지 내에 광산업 집적화단지를 조성해서 저가로 임대해 주고, 제품 개발, 평가, 생산을 지원하는 시스템을 갖출 예정이다. 지금까지 진행돼 온 과정과 중점 내용, 관계자 인터뷰를 통해서 자세한 내용을 소개한다.

Does the industrial complex of Korea leading the growth in manufacturing industry play the role of intensifying agglomeration effects? To answer this question, this study empirically analyzes the moderating effects of industrial complex on the relation between agglomeration externalities and regional productivity, which has not been covered by previous researches. To do so, analysis of panel data has been conducted using the regional level data for the period of 2010 to 2019. Empirical results are provided at different levels including the whole country, capital region and non-capital region. As a result, it was found that in non-capital region, environments to strengthen positive agglomeration externalities stemming from specialization and diversity in manufacturing through industrial complex whithin the region are built up. However, moderating effects of industrial complex is quite limited in capital region. This implies that the role of industrial complex needs to be importantly reconsidered in the perspective of maximization of agglomeration effects in manufacturing, revitalization of non-capital area and manufacturing innovation.

녹산국가산업단지는 부산광역시에서 서쪽의 연안매립지 형태의 공업단지이며, 이 지역은 1990년대 초반부터 약 10여년간에 걸쳐 산업단지가 조성되었다. 녹산국가산업단지는 연안 매립에 따른 연약지반으로 인하여 지반침하현상이 지속적으로 발생하고있으며, 이와 같은 이유로 2000년대 초반에는 침하계를 이용하여 지반침하현상을 관측하였다. 레이더 차분간섭도를 이용한 지표변위는 침하계 자료와의 비교 및 분석을 통하여 연구지역의 지반침하현상을 지속적으로 관측할 수 있으며, 실측 자료가 획득되지 못한 2000년대 중반과 후반의 지반침하현상도 측정할 수 있는 장점을 지니고 있다. 이번 연구는 2002년부터 2003년까지 획득된 RADARSAT-1 F4 fine-bem모드와 2004년부터 2007년까지 획득된 ENVISAT IS-2모드를 이용하여 2000년대 초반부터 후반까지의 녹산국가산업단지의 지반침하현상을 관측하고 이를 분석하는데 있으며, 관측결과 약 4년동안 최대 33 cm의 침하량을 보이는 곳도 있었다. 이 결과는 C-band 레이더 위성자료의 차분간섭도가 국가 주요시설물 지역의 지반침하 측정에 유용한 정보를 제공할 수 있는 중요한 사례가 될 것이다.

The ports have been confronted with rapid environmental changes. This means that it is imperative to enhance the competitiveness by resolving the chronic and difficult problems regarding Busan New Port. This paper, hence, suggests how to activate the hinterland of the New Port. The New Port was designed to become a leading logistics port in Northeast Asia and its economic ripple effect was expected to be much greater with the construction of New Port Hinterland. The government should also seek to supply the sufficient land as well as establish port clusters with various port-related industries, which enables the New Port to survive the forthcoming harsh environmental changes and meet the diverse demands. Those measures also enable the New Port to overcome the deterioration of the competitiveness and enjoy the economies of scale. The cluster-based hinterland policy framework is sure to be very efficient but should be complemented with infrastructure policies for the better policy-mix.

Due to the problems associated with the aging of industrial complexes, research on the decline of industrial complexes is being conducted. In the case of decline, it is necessary to not respond immediately, but with a crisis, it is necessary to minimize the impact on the industrial complex through preemptive responses to the external environment and internal changes. Therefore, it is necessary to develop a crisis index that can systematically predict and evaluate changes in the industrial complex. In this research, a method for extracting the crisis index of an industrial complex is developed. We derive performance measures for developing the crisis index, deriving the relative importance of performance measures based on the analytical hierarchy process. Because units of performance measurement are different, a normalization method is developed to sensitively reflect change. Based on the relative importance and normalized values of the performance measures, the crisis index of the industrial complex is developed and applied to a national industrial complex in order to verify its applicability.

Drawing on a case of the construction of high-tech medical complexes, this study demonstrates the process of policy formuation. Beause the construction of high-tech medical complexes involves various analytic elements, and changes of political, economic and social environment, Kingdon's Policy Stream Framework is employed for analysis. The analysis ranges from the embarkment of the Presidential Committee on Healthcare Industry Innovation (PCHII) in August, 2005, to the enactment of High-tech Medical Complex Special Act in March, 2008. The analysis illuminates that policy formulation from agenda setting to enactment in the area of biomedical industry involves multiple factors and policy streams. An enactment of policy agenda particularly depends on the roles of multiple stakeholders as welll as policy leaders.

Recent changes in the industrial parks have become a major issue in the nation's economic aspect. However, the industrial park's structure-advance projects under regional changes have excluded the surrounding spaces. The purpose of study is to analyze physical characteristics of Industrial park and adjacent area and to propose practical urban linkage alternatives as place-making It was found that in an urban aspect, the industrial parks belong within the city, but look like an isolated island that doesn't belong to a city. Therefore, as a way that could improve the problems above, and prevent the formation of heterogeneous spaces, the deliberate management of Industrial park's structure-advancement projects is needed. As one of these measures, It is concluded that the review of designating industrial facility zones which is a district unit plan and managing the detailed elements of construction to the various elements of the district level are needed.

The indices to choose the object countries for developing overseas industrial park were developed and applied in this paper. The results are showing as follows. First, the Korean enterprises are branched out into total 128 countries as of the first quarter of 2010, and the 13 asian countries including China, Vietnam, Japan, and Hongkong shows the majority of precedence 20 countries among the reported during 1980-2010. Second, the 3 steps of selecting the principal region to branch out, establishing assessment indices and criteria, and choosing strategical target counties were developed to choose the countries for developing overseas industrial park. The 38 of 128 countries were selected where the GDP per capita is lower than Korea, and the local reports of incorporation during 2007-2010 are more than 10 times. Then, the 10 countries were excluded where the minimum wages during 2008-2009 are similar to Korean ($815/month). Consequently, the 28 countries including China, Vietnam, and Cambodia etc. were selected as the major target regions. Third, the indices to choose countries for developing overseas industrial park are classified into 5 categories-investment condition, labor market flexibility, potential market demand, population, changing rate of the reported number of manufacturing industry, and detailed indices for each category were selected, then the weight were given with the consideration of importance. Finally, Indonesia, Mongolia, and Uzbekistan were selected as the strategical target counties where acquire the high score in labor market flexibility and investment condition, relatively undeveloped, and friendly to Korea.

빛고을 광주 첨단 산업단지에 LED신호/조명시스템시범단지가 조성된다. 한국광산업진흥회(회장 이기태)는 지난 2004년부터 오는 2008년까지 5년간 82억원을 투입해 광산업 2단계 육성사업의 일환으로 LED신호/조명시스템시범구축사업을 추진한다. 이 사업은 LED관련 제품의 테스트 베드와 홍보기회를 제공해 관련 산업의 신규 수요를 창출하고 광산업제품의 우수성을 홍보하기 위해 실시된다. 한국광산업진흥회는 이 사업을 통해 LED관련 신기술 및 신제품 개발의 동기부여, LED 관련 시젶품 홍보를 위한 데스트베드 제공, LED관련 제품 수요창출을 통한 기업 매출증대 및 지역경제 활성화에 크게 기여할 계획이다.
