풍수해로부터 안전한 지역사회를 만들기 위해서는 국가적인 대책과 함께 지역내 사회구성원이 풍수해에 대한 사전대비의 중요성 인식과 피해를 최소화 시켜야한다는 사회적 인식이 강화되어야 한다. 그러나 농촌의 경우, 지역 개발 정책이 우선순위에 있어 농촌의 풍수해 예방정책이 후순위에 있는 경우가 많다. 더욱이 농촌의 풍수해 피해는 유사한 지역에서 반복적으로 발생하는 유형을 가지고 있으며, 지리 지형적, 고령화 인구 비중 등 사회적으로 풍수해에 취약한 지역이다. 또한 농촌 주민들 또한 예방보다는 풍수해 발생 후 복구에 대한 대책이 풍수해 대책이라 생각하는 인식을 지니고 있다. 실제로 농촌주민의 안전 불감증은 인터뷰 및 설문조사를 통해 나타났으며, 재난 대책에 대해 이장 혹은 관공서 직원에게만 의존하는 등 풍수해대비에 대해 무지하고 낙관적인 태도를 지니고 있었다. 농촌 주민의 재난 대응에 대한 무지와 무관심등의 인식 변화를 고려하지 않은 채 구조적인 차원의 대응은 풍수해의 예방에 있어 한계성이 발생한다. 농촌의 재난에 대한 인식변화는 주민들의 구조 및 체제에 대한 태도를 변화하게 함으로 써 보다 실효성 있는 변화를 가능하게 한다. 그러나 현 재난 대책에서는 농촌 주민의 재난대책 등에 대한 의식의 반영이 미비하며, 수준에 대한 정확한 측정 또한 어려운 실정이다. 본 연구에서는 농촌주민의 재난안전 의식의 고취를 위해 현재의 주민의 재난안전 의식의 수준과 실태를 파악할 수 있는 측정도구를 모색하였다. 따라서 본 연구에서 개발된 측정도구를 통해 농촌 주민의 재난안전의식에 측정 결과에 따른 각각 개선방향이 도출되어 농촌의 풍수해 대비 재난 대책에 대한 실효성이 증가될 것으로 기대된다.

재난발생은 복합재난으로 발생하고 있지만 재난관리 측면에서는 재난유형별 분산관리를 하고 있는 현실이다. 따라서 자연재난이나 사회재난의 구분 없이 중점관리대상 재난유형을 파악할 필요가 있다. 본 논문에서는 연구 대상 국가에 국제표준 ISO/IEC 31010 재난 위험성 평가 방법론을 적용 분석하고 중점관리대상 재난 리스크를 제안하고자 한다. 본 연구를 통해 국가에 영향을 미치는 재난 중 자연재난과 사회재난의 정량적 위험성 평가는 다양하고 복잡해지는 재난을 통합적으로 관리하는 국가 재난관리시스템을 구축하는 데 도움을 줄 것이라 기대한다.

본 연구는 사회현안으로 대두되고 있는 사회재난의 선제예방 및 효과적 대응을 위해 개발되는 인명지킴이 시스템과 관련하여 인명지킴이 시스템 기반 사회재난 대응 실증방안을 제시한다. 실증 추진을 위한 빅데이터 분석, 시나리오 도출, 테스트베드 구축 및 시스템 연계, 실증 및 확산에 이르기까지 각 단계별 수행내용을 다룬다. 또한, 김포시에서 추진하고 있는 스마트안전도시와 연계하여 실증사업 수행 시 주요 고려사항 및 수행 내용을 제시한다.

본 논문에서는 융합 신제품의 인증기준을 마련하여 시장출시를 지원하는 "산업융합 신제품 적합성 인증제도"가 최근 증가하고 있는 사회재난 분야 융합 신제품들의 시장출시 지원 시 고려해야 하는 두 가지 상반된 측면(혁신성, 안전성)을 기업의 입장과 제도 운영기관 입장에서 고찰하고 관련 시사점을 도출하였다.

In modern society, disasters frequently occur, and the effect is getting more massive. Also, unpredictable future increases anxiety about social security. Accordingly, in order to prevent national-scale emergency from happening, it is highly required governments' role as ICT power nation and transition to disaster management system using big data applied service. Thus, e-gov necessarily acquires disaster response system in order to predict and manage disasters. Disasters are linked with some attributes of modern society in diversity, complexity and unpredictability, so various approach and remedies of them will appease the nation's anxiety upon them. For this reason, this manuscript suggests epidemics preactive warning algorithm model as a mean of reduce national anxiety on disaster using big data for social security. Also, by recognizing the importance of e-gov and analyzing problems in weak disaster management system, it suggests political implication for disaster response.

Purpose: This study aims to analyze data on disaster safety education for migrant youth and to examine the corresponding social perceptions. Method: Data on disaster safety education for migrant youth were collected and analyzed using Textom and Ucinet. The data used in the study were searched on portal websites from 2016 to 2023 using the keywords 'migrant youth+ disaster + safety education'. Result: The analysis results showed that 'education (306)' had the highest frequency, followed by 'safety (287)', 'school (97)', 'society (85)', and 'support (77)'. The keyword with the high degree of centrality, closeness centrality, and betweenness centrality were 'education', 'safety' and 'society'. 'Family' ranked higher in betweenness centrality than the rankings of frequency analysis, degree centrality and closeness centrality, indicating that 'family' plays a significant role as a mediator in the network of disaster safety education for migrant youth. Conclusion: By examining social awareness about disaster safety education for migrant youth, the findings will be used to develop policies and strategies for disaster safety education that consider the unique vulnerabilities of migrant youth in disaster situations.

The phenomena of disasters are changing from the individual disasters confined to the local areas, to complex disasters, a combination of natural and social disasters, caused by climate change and overcrowding urbanization. Therefore, the request of the complex disaster simulation system to respond to complex disasters caused by natural disasters and social disasters is getting increases. In this paper, we introduce the simulation system in case of natural disasters and social disasters that occur as a complex disaster, and discuss the issues to be considered when constructing the integrated inventory, which is a key component in constructing a complex disaster simulation system. Because the simulation results for disasters can vary depending on the configuration of the inventory taking into account the regional characteristics, a reliable and consistent inventory configuration is required for reliable complex disaster simulation.

Why can't we be free from diverse crises threatening our lives in a high-tech future society? Disasters interrupt habitual and institutionalized patterns of behavior and bring about a kind of social shock to make people follow social and individual changes. An interesting fact revealed in the study finding is that the role of disaster management control tower was proper during the Great Flood ofthe Eulchuk Year(1925) and the unified disaster management system facilitated smooth cooperation with relevant authorities. Also, motivating disaster management organizations positively influenced organizational commitment. This implies that if we constantly ask to improve current institutions by introspecting and learning, based on historical records, we may be able to find insights for a safe society of the future.

This paper introduces the results of analysis of questionnaries for developing the effective responding method against social disasters by using ICT technologies. Over 200 peoples including 146 citizens and 55 officials and fireman responded on the questionnaries. In analytical results, approximately 87% citizens answered that the current disaster responding system has some problems, and also over 82% citizens is expecting that ICT is available to reduce the social disaster. For the question of necessity and efficiency of ICT implementation, many officials answered that the information of GIS and facilities would be mostly useful information to respond the social disaster.

Purpose: In fact, to manage response and recovery successfully, although mitigation and preparedness should be accomplished naturally and automatically through thorough analysis and assessment, response, recovery, mitigation, and preparedness have not done in the way of virtuous cycles and continued broken disaster management repeatedly. Method: By Analysis through the critical methods, to enhance the community disaster resilience centered by social disaster management system in Korea, Result: (1) public training & education preparing for emergency or disaster (2) supplying public with disaster, or hazards information, and sharing at real time (3) networking emergency and disaster informational communication system & alarm system (4) analysis and assessment of risk(or disaster) in community (5) inter-governmental cooperative relationship and agreements (6) adopting and implementing disaster or hazards mitigation plan Conclusion: These will be able to be fully melt down into and specifically focused in the disaster policies in Korea for the better disaster management.
