This study was conducted to grasp the changing user needs, especially the changing information needs of the vulnerable groups of knowledge and information. The study analyzed the information needs of the migrants in Area A by introducing a community-based participatory research methodology. The authors cooperated with the local community throughout the entire course of the study and proposed an inclusive library strategy for the underprivileged in the A region. Migrants were in demand for easy writing materials, reading activities programs, leisure culture programs, and literacy programs. In particular, it was analyzed that services should be provided through cooperation with related organizations. As a result of the study, it was suggested to provide experiences of deeply participating in the current library and to provide various information sources (resource guides) and to promote through children.

This study analyzes actual conditions of private health insurance empirically by using the decision to join Korea Health Panel data. First, the study investigates how sociodemographic factors influence joining the private health insurance. Next, the relationship between the private health insurance membership and the frequency of medical service utilization is analyzed. The main results of these analyses can be summarized as follows: the socially vulnerable are less likely to join private health insurance relative to the middle and upper classes. The frequency of medical service utilization of private insurance members is relatively higher. This fact contains the possibility that the middle and upper classes are able to receive more medical services through private health insurance membership, while the socially vulnerable have difficulty with obtaining medical services in spite of much need. Therefore, policies are needed which manage the private health insurance more effectively and secure the publicity of health service socially.

The aim of this study is to explore the activities of public libraries in Korea about information divide issues. To do this, the web sites of 58 public libraries in Korea were investigated. On the basis of analysis, this study concluded that the activities of public libraries did not assist information have-nots, for example, people with disabilities, older adults, immigrants, rural residents and low income brackets and were insufficient to related guidelines of library services.

2023 년 워크넷 구직자 데이터에 따르면 취업 취약 계층은 46.4%를 차지하며, 2019 년 KOSIS 국가 통계 포털에 따르면 취업 기관 및 프로그램 이용 경험이 없는 자는 전체의 93.7%를 차지한다. 이러한 현황은 대면 프로그램 부담과 정보 부족이 원인으로, 취업 기관 및 지원 프로그램의 활용도가 낮음을 의미한다. 일자리 및 자격증 등의 정보를 각각 찾아야 하는 불편함과 대면 활동 부담, 및 구직자 간의 정보 공유 어려움 등이 문제가 된다. 이를 해결하기 위해 웹 프로그램을 통해 사회적 취약 계층인 경력 단절 여성, 노인, 청년에게 구직 관련 정보를 제공하고 메타버스 가상 공간에서 다양한 활동을 통해 취업 취약 계층에게 적극적인 도움을 제공하는 서비스를 제안한다.

본 논문에서는 대규모 평시 또는 감염병 발생이전 지자체별 취약성 평가를 통해 감염병 발생 및 확산에 영향을 미치는 취약지표를 평가해보는 것이다. 이를 위해 국내 코로나19 대처사항(각종 회의자료 및 보고자료 등), 선행연구 등을 기반으로 확산취약시설, 감염취약계층, 사회적 취약여건, 대응능력(보건·의료/재정적, 사회적 대응역량) 총 4개의 증감유형으로 분류한 후 세부 평가지표로 약 24개로 세부지표를 선정하였다. 이러한 취약성 평가 결과는 지자체별 특성에 맞는 감염병 대응정책 수립에 필요한 근거자료를 마련하는 기초자료로 활용 가능할 것이다.

Given the rapid development of information and communication technology (ICT) and the deepening of the information gap phenomenon in the context of the COVID-19 pandemic, researchers and practitioners need to understand the changing perceptions of new phenomena such as COVID-19 information gap on the existing information-vulnerable population. In this study, an empirical analysis was performed with the digital information gap survey data in 2020 to understand the potential impact of COVID-19 on the information gap according to the information-vulnerable class. This study is to verify the effect of information gap, marginalized groups, gender, and major factors of information services (contents, social relations, life services, information production, networking, social participation, non-face-to-face services) on the change in perception of digital information technology after Corona. Hierarchical regression analysis was performed. As a result of the analysis, it was found that the higher the content, social relationship, life service, networking, and digital non-face-to-face service, the higher the change in perception of digital information technology after Corona. Therefore, in light of the evolving phenomenon of COVID-19, it is considered that the government needs to provide education and training to strengthen the capabilities of the information-vulnerable class in order to resolve the digital information gap.

노령인구와 사회 취약 계층을 지원하기 위해 사회복지에 대한 사회적 노력이 확대되고 있으며, 또한 사물인터넷 (Internet of Things: loT)이란 IT 기술의 발전을 통해 사회복지 체계를 효율적으로 지원할 수 있는 기회가 마련되었다. 사물인터넷은 사물들로부터 수집한 정보를 분석 및 처리함으로써 다양한 지능 서비스 제공이 가능하기 때문에 그 활용도가 점차 증대되고 있다. 그러나 기존 사물인터넷 기반 사회취약 계층 서비스들은 Healthcare 서비스에 초점을 맞추고 있으며, 이는 사회복지 전 분야에 대한 효율적인 서비스 제공에 어려움을 주게 된다. 따라서 사회복지 체계에 대한 효과적인 지원을 위해 IT 융합 기반 기술이 제공되어야 하며, 본 논문에서는 사회복지 체계를 효율적으로 지원할 수 있는 서비스를 제공하기 위한 소프트웨어 플랫폼을 제안한다. 제안된 플랫폼은 loT 장치와 스마트 폰으로부터 정보를 수집하고 처리하여 이를 기반으로 다양한 사회복지 서비스 지원한다.

Recently, Korea has implemented the compulsory employment system for the disabled. The compulsory employment system for the disabled is a system that imposes an obligation on the state-local governments, public institutions that employ 50 or more full-time workers, and business owners of private companies to employ more than a certain percentage of the disabled. Accordingly, the expected effects of compulsory employment of the socially disadvantaged, including the disabled, were investigated.

This study analyzed on the effect worker's organizational citizenship behaviors of vision sharing and values congruence in social enterprise. Analysis results are as follows: the higher the degree of match value of worker and organization, organization's vision have on active organizational citizenship behaviors in social enterprise. And, non-profit organization, full-time employee and Non-disadvantaged are actively organizational citizenship behaviors. Social enterprises's purpose are to solve the social problem in communities and creating the jobs for the vulnerable. Therefore, the administrator of social enterprise strive to share the vision of the organization with worker, and should pay more effort in the selection process for selecting the worker that matches with organization's value.
