Problems inherited from Habermas/Luhmann-debate: The relation between communication and action and the problem of attribution (하버마스와 루만의 논쟁이 남긴 문제: 소통과 행위의 관계 및 귀속)

  • Among the controversial issues of Habermas/Luhmann-debate, the more important issue today is the achievement of the two scholars after the debate rather than confirming the old antagonistic framework of critical theory versus systems theory. 'Communicative action' and 'discourse' are such issues. Starting from these issues, Habermas established a theory of communicative action, and Luhmann regarded elements of social systems as communications and considered actions as elements of system's self-observation. In particular, Luhmann's work, which regards communication as a primary concept and action as a result of attribution to the actor, was a very productive conversion of sociological tradition. Nevertheless, this conversion lacks a solution of intensified attribution conflicts. I think it is necessary to pay attention to the '$Verst{\ddot{a}}ndigung$' in Habermas' concept of communicative action in order to solve the problem of infinitely repeated attribution conflicts.

  • The article aims to discuss ethical issues of social welfare informationisation, focusing on dataveillance through social welfare information system in South Korea. The Korean government plans to upgrade social welfare information system, by strengthening welfare fraud tracking and adding blind spot discovering functions. However, surveillance over poor population's data is inevitable when conducting such investigations. This article reviews current debates on dataveillance. It then conducts a case study on social welfare dataveillance in South Korea, asking what ethical problems lie in the dataveillance in terms of privacy, accuracy, property, and accessibility issues. Subsequently, this paper identifies three fundamental ethical dilemmas of social welfare in the informational age. Finally, it suggests policy alternatives to tackle the ethical problems and dilemmas of social welfare informationisation.

  • The population enumeration data from the decennial U.S. census are used in the apportionment of the U.S. House of Representatives and federal revenue sharing. The primary purpose of this study is to examine the various issues about the U.S. Census 2000. More specifically, this paper analyzes the sociopolitical implications of the racial and ethnic variations in net undercount rate in the census. In addition, we investigate the politics of race and ethnicity centering the census questions on race and use of sampling for adjustment of the enumeration data.

Social Issues Arising from the Establishment of a National DNA Database (신원확인 유전자정보은행 설립을 둘러싼 쟁점 연구)

  • The use of DNA in identification is growing. The criminal DNA databases are in operation in some countries including the UK, Austria, Germany, and US. The militaries and law enforcement agencies in these countries have used the DNA profile. In Korea, DNA identification has been used in determining paternity and in criminal cases since the middle 1990's, and in recent years law enforcement agencies are promoting a national DNA database for identification. The DNA database threatens our civil liberties because of its potential to be used as an instrument of surveillance. Expanding the database puts increasing numbers of people on a 'list of suspects'. Nevertheless, there is little social concern about using DNA database for identification. This paper reviews social issues related to the establishment of DNA database and investigates the features of DNA profile and DNA Database establishment project promoted law enforcement agencies.

  • This study aims to discuss what is needed for meaningful development of social service, focusing on Community Service Investment Project(CSIP). The contents of CSIP were analyzed on applying the Analytic Framework by N. Gilbert and H. Specht and the values that were the basis of social choice. Based on the analysis of output and policy value of this Project, this study draws three social service policy issues. First, 'localization' is needed to be emphasized more in CSIP because there are few programs that take into account the regional peculiarities. Second, as the social services focused on the individuality of the citizen is more important, it is necessary to examine 'sustainability' of CSIP. Third, in relation to the community building, it is necessary to discuss the modification of the CSIP's goals. As process for improving community, it is needed to review for local residents not participating in decision-making process, income-based user selection and appropriateness of the term 'investment' in the project name.

  • 이 논문의 목적은 우리 나라에서 인구증가나 인구억제 등 인구에 관한 국민들의 가치관의 변화를 살펴보기 위한 것이다. 여기서 말하는 가치란 특정한 사회구조의 산물이며 동시에 그 사회를 구성하는 개인들의 행위의 동기가 되며 행위의 지침이 되는 모든 태도와 관심을 말한다. 우리 나라는 1960년대 초부터 정부가 주도하여 실시한 가족 계획 사업을 국민들이 적극적으로 받아 들여 출산율의 억제에 성공한 대표적인 나라로 손꼽힌다. 이에 따라 우리 나라에서는 많은 조사 특히 인구억제를 위한 피임 및 자녀수에 대한 조사연구를 했다. 이들 조사는 대부분 질문표를 이용한 조사였기에 실제 상황에 접하지 않고 가상적인 상황을 설정하여 그에 대한 반응을 알아 낸 자료이기에 실제상황에 봉착했을 때 꼭 그와 같이 행동하리라는 보장은 없다. 위와 같은 단점을 고려하여 주요 신문의 사설을 국민감정과 가치를 대변하는 가장 적합한 자료로 이용했다. 우리 나라에서 지난 수십년간 가장 큰 영향을 미친 대중매체는 신문이었으며 또한 오늘날까지 계속 발간되고 있는 신문으로서 동아일보와 조선일보를 손꼽을 수 있다. 1955년부터 1996년 말까지 두 신문이 밝나한 사설의 수는 30,000여 편을 넘는다. 인구에 간접적으로 관련되는 사설의 수는 수백 수천편에 달하겠으나 직접적으로 관련된 사설을 130편으로 집계되었다. 이 자료를 인구증가, 산아제한 및 가족계획, 법 및 정책, 인구 재분배, 수도권 인구 억제, 인구와 사회문제, 노동력과 취업, 및 인구자료-센서스 등 8가지 범주로 구분했다. 이들 각각에 대한 관점을 5년 간격으로 제시하고 마지막으로 역년(曆年) 5년 간격으로 그 주요 쟁점의 변화를 요약했다.

Judges' Perception of Public Opinion: Comparing Grounded Theory and Topic Modeling in Analyzing Focused Group Interview with Judges (사회여론에 대한 법관의 인식: 법관 대상 FGI에 대한 근거이론 분석과 토픽 모델링 비교)

  • In this study, focused group interviews with 24 incumbent judges were conducted on how they conceptualize public opinion and what attitude they take toward it in relation to judicial trials. The contents of the interviews were analyzed through grounded theory and topic modeling (STM). According to the grounded theory results, judges distinguished concepts such as social rules, socially accepted ideas, legal emotion, and public mood from public opinion, and subdivided public opinion into temporary and emotional reactions to specific legal cases and consistent attitudes toward law and policies. In addition, it was found that judges' attitudes toward public opinion and social norms differed depending on the type of cases or legal issues. Topic modeling results significantly corresponded to the grounded theory results. In this model, the effects of the types of cases dedicated to participants on topical prevalence were statistically significant.

Designing Collective Intelligence-based Instructional Models for Teaching Socioscientific Issues (집단지성 원리를 적용한 과학관련 사회·윤리적 쟁점 수업 모형의 개발)

  • This study aimed to develop collective intelligence (CI) based instructional models for teaching socioscientific issues on the basis of intimate collaboration with science teachers, and to investigate the participating teachers' perceptions on the effectiveness of the instructional models. Adapting the ADDIE model, we suggested three types of SSI instructional models (i.e. generative model, exploratory model, and decision-making model). Generative models emphasized the process of brainstorming ideas or possible solutions for SSI. Exploratory models focused on providing students opportunities to explore various SSI cases and diverse perspectives to understand its controversial nature and complexity. Decision-making models encouraged students to negotiate or develop a group-consensus on SSI through the dialogical process. After implementing the instructional models in the science classroom, the teachers reported that CI-based SSI instructional models contributed to encouraging students' active participation and collaboration as well as to improving the quality of their argument or discourses on SSI. They also supported the importance of developing collective consciousness on the issues in the beginning of the SSI class, providing independent time and space for reflecting on their personal values and opinions with scientific evidence, and formulating an atmosphere where they freely exchanged opinions and feedback for constructing better collective ideas.
