The Roh Moo-hyun Government of Korea with highest fierily establishes policy framework and measures to accomplish the goal of regionally balanced development. With the vision "constructing a county in which every region provides high quality of life with its own specificity" and basic strategy "self-sustained localization", the policy framework is geared to economic aspects of development rather than cultual or social aspects. Subsequently, policy measures are also focused on such economic tools as regional innovation system, strategic industry, or industrial cluster. This paper suggests that future policy of balance development should set clear definition of balanced development, be based on a though evaluation of the Bast policy measures, and draw several fresh ideas which match characteristics of each region. These policy directions should be given higher power of practice with efficient organizational support.

The purpose of this study was to understand how participants' experiences of participating in self-sufficiency projects were. To do this, we analyzed phenomenological methods using in-depth interview data of 48 participants from the Central Self-Sufficiency Foundation, which is qualitative data of the "Project for Strengthening Self-Support for the Working Poor". The study revealed 214 meaningful statements and general re-statements, 24 themes, 9 themes cluster, and 5 categories. Participants' experience was found to be forced work, felt alienated from the self-sufficiency business, and could not receive a clear vision for the future. At the same time, the experience of participating is an opportunity for motivation for change in one's own life, and the essence of becoming a stepping stone to move forward for self-reliance has been derived. Based on the results of this study, we proposed a practical policy task to create a positive expectation effect.

The rate of admission to facilities for people with developmental disabilities in Korea is very high for other types of disabilities. Therefore, 'community care', which supports life in the community for people with developmental disabilities, is very important compared to other types of disabilities. However, in Korea, families with disabilities are the problem of care and are appealing for the burden of support. This study analyzed practical cases through welfare institutional visits and interviews on support for community independence in Japan. As a result of the study, the transition of people with developmental disabilities to communities in Japan was centered on group home. The private sector is providing support for people with severe disabilities in group home to live in communities, and Sapporo City Hall is conducting private connections to solve the problem of caring for the developmentally disabled elderly parents. Accordingly, as Korean policy recommendations, it is proposed to expand group home, switch functions of living facilities for the disabled, cope with the problem of caring for the disabled by elderly parents, and provide preventive services through surveys on the actual condition of adults living alone. As practical suggestions, it is necessary to develop and distribute educational textbooks such as pictures to improve daily life skills for self-reliance, expand sufficient manpower and facilities in vocational training for self-reliance, and operate shelters for adults with developmental disabilities and their guardians.

The purpose of this research is to introduce the new temporary earth retaining wall system using landslide stabilizing piles. This system is a self-supported retaining wall (SSR) without installing supports such as tiebacks, struts and rakers. The SSR is a kind of gravity structures consisting of twin parallel lines of piles driven below excavation level, tied together at head of soldier piles and landslide stabilizing piles by beams. In order to investigate applicability and safety of this system, a series of experimental model tests were carried out and the obtained results are presented and discussed. Furthermore, the measured data from seven different sites on which the SSR was used for excavation were collected and analyzed to investigate the characteristic behavior lateral wall movements associated with urban excavations in Korea. It is observed that lateral wall movements obtained from the experimental model is in good agreement with the general trend observed by in site measurements.

Through the research, we found that the organizational systems of social enterprises in Europe have both properties of limited companies and stock companies in traditional organizational structures such as cooperatives, mutual companies and associations. However, social enterprises pursue interests of entire community, allowing the interested parties to join them in comparison with cooperatives. And for finance, most of the countries mainly use public fund such as national grants, but they are using more sales revenue. However, in our country the organizational systems of social enterprises have been introduced as the government and academic circles discussed expansion of social employment within a short period. So Korean enterprises tend to depend on national support rather than profitable activities for finance. Therefore, we need to develop a Korean convention or social agreement for the organizational systems of social enterprises. Furthermore, it is important for social enterprises to secure safe finance through development of social services and social cultures such as donation.

There have been various studies being conducted to prepare for aging society due to the recent trend of rapid aging. The silver industry such as wellness, senior monitoring and support service, and emergency medical assistance services for the elderly is growing fast. However, due to economic problems, limited services are being provided. In addition, the problem of residence of elderly people and care of elderly patients are also becoming important issues to be solved. Aging in Place is emerging as an alternative to solve the problem of local deviation, controlled communication, and loss of self-sufficiency in the process of residents residing in the facility. In this paper, we propose IoT environment construction for ICT based Aging in Place information extension support. By building an IoT environment for Aging in Place support, users can be provided with services that can meet their needs in a familiar environment. The proposed method builds an environment that can be self-supporting based on the user's information and provides medical, transportation, and life support services for the elderly.

Currently, the housing supply rate exceeds 100%, and the penetration rate continues to increase. This housing supply rate is changing from quantitative supply-oriented to improving the quality of the residential environment in housing service policies. Despite the increase in the housing supply rate, practical access to the vulnerable class is still difficult and there are many areas that are insufficient to use housing services when necessary. In addition, the demand for residential services is increasing due to the expansion of the scope of the vulnerable class. In order to compensate for these problems, facilities and joint occupancy that cannot guarantee independent living are mainly established, although a supply plan is established for the vulnerable by expanding policies and support projects. This paper proposes an IoT environment-based housing support system for vulnerable groups to support housing services for vulnerable groups. The proposal system improves the quality of the residential environment and provides service-oriented support services. Through the proposal system, appropriate social participation opportunities can be provided by improving the quality of life of the vulnerable and supporting a residential environment where independent living is possible.

This study was to investigate working experience of poor female-headed families in social enterprise focusing on empowerment process. For this study, nine female-headed women were interviewed and the collected qualitative data were analyzed through phenomenological research method. Main results of this study provided eight main construct factors, such as the intersection of hope and unhappy, economic independence through being alone, finding myself strong and worthy, consciousness of horizontal bondage, trouble situation, professionalism and pride, capacity to problem solving and self-importance of contribution to society. Based on the results of this study, working experience of poor female-headed families in social enterprise was strengthened from personal level and relational level to social level. Therefore, various policies and practical programs should be prepared to improve empowerment of female-headed families in poverty working in social enterprise.

This paper is a critical assessment of 'productive welfare policy' of the Kim Dae-jung adminstration and I tried to make several recommendations as alternatives. Quite contrary to concept of 'productive' welfare, which promotes less government intervention and more market-friendly approach, the Kim Dae-jung adminstration seems to have been moving in the opposite direction. As alternatives, I suggested i) work-fare rather than cash assistance, ii ) Employment Insurance Account to cover non-regular workers, iii) Medical Savings Account for minor medical services to reform medical insurance, and iv) enhancement of labor market flexibility by abolishing mandated retirement allowances in Korea I finally proposed the tuition and fellowship support program to the low-income group to enhance their economic status in a knowledge-based society.

The purpose of this study was to investigate the contributions and limitations of an independent internet newspaper dedicated to disability affairs. The materials analysed in this study were articles on personal assistance service conflicts between users and assistants by Ablenews. This study used inductive content analysis, responsibility frame analysis, and disability paradigm analysis. First, in general Ablenews appeared to report personal assistance service conflicts as they were. Second, the results showed that Ablenews tended to attribute the causes and solutions of the conflicts to the users and assistants. Third, nearly half of content units of Ablenews articles conveyed the perspective of rehabilitation paradigm though personal assisstanc services are closely related to independent living model. Based on the results this study suggested that Ablenews needs to improve specialty in reports on disability affairs using editorial staff, professional reporters, guests reporters with specialties.
