  • In the West, the model for provision of services to the disabled has shifted from a focus on the individual to that of a social model. This shift reflects a movement away from a materialist approach to one that is grounded in idealism. In the context of themultiple service paradigm movement this paper explores trends in the provision of social services to the disabled in Korea. In order to accomplish this task the writer conducted an analysis of Korean Community Chest proposals, existing legislation and legislative systems as well as the disability movement in Korea. Data was collected from the 2003 program proposals submitted to the Korea Community Chest. This data was classified using Priestly's Multiple Service Paradigm of Disability. The results suggest that the Korean Community Chest favored an individual idealist approach. There was only limited support given to proposals that reflect the social model approach and thus issues of accessibility, independent living and inclusion are given short shrift. This paper argues the need for a reversal of this trend through the Korean Community Chest supporting issues mentioned above and that the social model should be given greater attention by this funding body. Implications for practice using the multiple paradigm model are discussed.

Using the sample of 900 citizens selected from 7 cities and another sample of 230 from policy-making group in 16 local community chest, this study analysed empirical1y how the capacity, motivation and opportunity of the prospective donors are related to giving and the current issues of fundraising and distribution. According to the results of analysis, the level of motivation in giving culture is very low. Also it was found that religious beliefs is the most important motivating factor in giving. Participation in volunteer activities is another important factor to influencing giving. Some effective fundraising strategies are suggested including strengthening the motivation of prospective donors, workplace donation and joint-fundraising with religious organization or other foundation, coordinating fundraising activities between the community chest and other social welfare agencies. • Little empirical study has been conducted concerning board function effectiveness and organizational performance in nonprofit nongovernmental human service organizations in Korea. Using the evaluations of 107 board members and 17 executive directors in Korean Community Chest and 16 regional community chests, this study attempted to examine the level of board function effectiveness and its relationship with organizational performance in these community chests. This study used board function scale developed by Holland and Jackson (1998) to measure board function effectiveness in the following 6 dimensions: contextual dimension: educational dimension: interpersonal dimension: analytical dimension: political dimension: and strategic dimension. This study showed that using 4 points scale, mean of overall board function effectiveness evaluated by board members is 2.62 and mean of overall board function effectiveness evaluated by executive directors is 2.73. That is, it showed that means of overall board function effectiveness are located in the middle point between negative evaluation and positive evaluation. On the other hand, using parametric correlation analysis method, it was found that in these community chests the association between board function effectiveness and organizational performance measured by fund-raising growth rate in $1999{\sim}2000\;and\;1998{\sim}2000$ is very weak and statistically nonsignificant. This study also revealed that using nonparametric correlation analysis method, the association between consensus level in evaluation by board members and executive directors about board function effectiveness, and organizational performance is still very weak and statistically nonsignificant. Finally, this study discussed the direction of future research in board function effectiveness and its relationship with organizational performance and the areas of board management that requires substantial efforts for promoting effectiveness of nonprofit human service organizations in Korea.

  • The purpose of this study is to verify the applicability of concept mapping in the process of planning social welfare program based on community network. Concept mapping is a kind of decision-making method that structuralized complex ideas and presented visually. Already, concept mapping is widely utilized in counseling, nursing and public health area to plan and evaluation their program and service. For recent, effectiveness of concept mapping has been reported. Concept mapping is a effective decision-making method that they recognize outcome gap between service provider and client, reach the outcome's consensus in counseling and nursing, medical area. In this study, we conceptualized 3rd year outcomes of Community Impact Project that was supported from Busan Chest using concept mapping. This CI project intervenes children and youth who lives in Buk-gu, Busan. Concept mapping has six stages-preparation, collecting ideas, structuring statements, representing statement, interpreting the results of the analysis, applying the results. We followed these steps. The participants were working at social welfare organizations, total 11 persons. We obtained 60 statements and analyzed using multidimensional scaling. we collected 5 clusters, cluster 1 'awareness and attitude change of children and youth', cluster 2 'social system change of children and youth', cluster 3 'friendly community formation', cluster 4 'community people change', cluster 5 'service provider change'. As a result, among total 5 clusters formed, 'awareness and attitude change of children and youth' came to the strongest outcomes. When concept mapping was applied to the program planning, the consensus of the opinion came easily in the decision-making process, and the participants were empowered. In addition, clear conceptualization on each element of the program planning was made.
