This study aims to examine the effects of student's individual background and school factors on global citizenship and to provide some suggestions to improve global citizenship education in Korea. To achieve this purpose, we used International Civic and Citizenship Education Study (ICCS) 2009 data which studied student knowledge and understanding of civics and citizenship as well as student perceptions, and attitudes related to civics and citizenship from 38 countries. The data was analyzed with a 2-level Hierarchical Linear Model. The results of this study can be summarized as follows. Girls had more positive attitudes than boys toward gender equality and equal rights for different ethnic groups and immigrants. This study also showed that the level of student's global citizenship depended on whether home language was different from test language. Parental educational attainment and parental occupational status generally affected the level of student's global citizenship and students' interest in political and social issues appeared to be strongly affected by their parents. These findings suggest that parents play important role in improving global citizenship. At the school level, teacher-student relationships and the value of student participation had positive effects on global citizenship. Therefore, in order to implement global citizenship education in schools, it is necessary to consider the change of school climate.
China's independent college approved private education investment, and facilitates the use of funds to support individual investors, corporations, and society. In contrast to China's public universities, the college guarantee private school method of operation. Its bachelor's degree, admission to students, the establishment of a separate corporation, and the recognition of scholastic achievements, was established with the aim of ensuring the diversity of higher education institutions in China. However, since the early 1990s, the independent college, which has emerged as a new way of higher education in China, has achieved quantitative growth over the past 30 years, but the quality of education has not yet grown. The reason why the independent college in China is interested is that it receives support from the facilities and professors of the original public college, and the major in which it is established and shares the reputation of the university. This study tried to analyze the policy of independent college which is a unique higher education institution in China. For this purpose, we use Four-Dimensional Framework to analyze the problem of China's independent colleges. It examines the profitability and non-profitability of independent college as a normative dimension and analyzes the Chinese society that have the old "guanxi" culture core in China. On the structural dimension, we analyzed the structure of the relationship in educational administrative institution. On the constituentive dimension, we observed that the various stakeholders who are interested in the independent college policy. Finally, we searched for future directions of the independent college centered on the process of legalization of independent colleges in technical dimension. The results of this analysis suggest the implications of the direction of China's independent college policy.
The achievement emotion experienced by students in their academic settings is directly related with achievement activities or results. As the focuses of researches in the educational psychology have been extended to students' motives and emotion, the achievement emotion is also actively studied in Korea. The purpose of this study is to analyze researches on the achievement emotion according to social/cultural backgrounds by dividing them into domestic and foreign ones and understand flow and trend of the researches by structuring them. On the basis of the findings, it also aims to provide fundamental data necessary to examine the achievement emotion matched for academic settings in Korea. The objects of this study include a total of 105 domestic (n=47) and foreign (n=58) journal articles. The criteria of analysis are divided into period, contents and method of the study: the study was conducted without control of period; the contents include variables and achievement situations; and the method includes design and type of study, analysis methods, measurement tools and objects. The descriptive statistics of the materials were estimated by using the SPSS, and were analyzed by dividing them into domestic and foreign ones. The findings show that the researches on achievement emotion can be divided into examinations of the development of achievement emotion scale and those of the relationship between related variables. Thus, the conclusion suggests comprehensive discussions by arranging the trends of researches on the development of achievement emotion scale and the relationship between related variables.
This study seeks to shed light on the importance of "advancing administrative computer systems" for research administration efficiency, building upon prior literature, and aims at extending the scholarly discussion on the efficiency of research administration itself. To this end, two research questions were addressed. First, this research explores how research administrators perceive the advocated "advancement of administrative computer systems" in achieving research administration efficiency. Second, it investigates how external bureaucratic control affects burnout among administrative personnel engaged in research administration, and how burnout impacts the research-administration relationship, trust, and ultimately performance. The analysis of interviews and surveys yielded several results. For one, through the analysis of interviews conducted in the field of government-funded research institutions, it was found that "advancing computer systems" is met with practical concerns and skepticism, while also recognized as having the potential to contribute to the efficiency of research administration. Furthermore, it became evident that complex issues are intertwined. From a contrasting standpoint opposing computer advancement, the view that institutional regulations and cultural efficiency should take precedence over technology appears valid and raises a crucial point for consideration. On the other hand, regression analysis related to burnout shows empirical evidence that increased control by central government bureaucrats over administrative staff in government-funded research institutions leads to higher levels of burnout. Such elevated burnout is shown to have detrimental effects on trust between researchers and administrative personnel, as well as on overall performance. Through these discussions, we aim to stimulate academic and government interest in research administration efficiency.

This research was conducted to investigate the consciousness of demander on National Forest Management System and to seek for solution to activate it by measuring the variables such as the extent of goal achievement on the system, the extent of importance on function of national forest, benefit for participation of the system, and the extent of importance on the system as well as the extent of demander recognition and intention of participation on the system like, Cooperative Forest Program and People's Forest Program. The target of this investigation is to categorize consumers of National Forest Management System (NFMS) into four types such as environmental organization that do not participate in the system, environmental organization that participate in the team, company to publish a white paper on environmental and local government. As a result, the intention of participation was showed in C Type (62.7%), among fields that respondents interested in participation were tree planting and forest tending (56.2%). However, the rest of the participants were reluctant participate in the NFMS due to more benefit (72.2%) of corporate social responsibility from other fields than those from the field utilizing forestry. If only, diverse facilities related to national forest and active supporting policy are provided by Korea Forest Service, social participation using forest resources would be considered. Although 61% among A Type recognized NFMS in advance, the prime reason for not utilizing are the problems with reserving place for participates in and the inconvenience to participate in on-site. Type D shows slightly high interest in People's Forest Program (3.69). Also, it shows high interest in Forest Recreation (4.15) and Forest Reports (3.90). Particularly, it indicates that GyeongGi-Do and GangWon-Do local government prefers Forest Experience, and Cheolla, ChungCheong and GyeongSang local government prefer Forest Reports. Based on the above study, we finally suggest that legal alignment of the system, and the provision of incentive for inducement of voluntary participation by Corporate Social Responsibility (CSR), and establishment of new exclusive nongovernmental organization be able to operate the system as the solution to activate NFMS in terms of the consumer.

As many countries in the world including the Republic of Korea have used all their national resources in the accelerating economic information warfare, illegal leakage of industrial technologies and information has increased rapidly. The costs required for damage prevention from 2007 to 2008 are estimated at approximately KRW 180 trillion which is expected to increase gradually in future. Because the tricks of leaking key technologies are also getting increasingly systematized, sophisticated and bigger, e.g., simple theft at the individual level or the conspiracy of all the staff taking part in the research activities, we should pay special attention to technology security in addition to technology development. While there are several factors affecting such the brain drain, they usually include personal, social, political and cultural factors, for instance, very heavy educational expenditure of children compared to relatively low pay, the speedy labor market circulation for experienced personnel, or political restrictions on researches. In this context, as part of efforts made to prevent the outflow of core personnel, individual companies and research institutes should establish systematically appropriate core personnel management systems for their own organizational or business goals and principles which are intented to ensure to give better treatment and benefit to core personnel and to exercise closer supervision over them. Furthermore, the conventional personnel management system should be radically and flexibly improved in the manner of encouraging the core personnel returning to the organization to combine their external experiences with practices, instead of penalizing them. At the same time, it is necessary to train and educate core personnel through mutual collaboration and in-house training facilities as well as external academic programs operated jointly at the level of the industry. Finally, as the issues concerning the outflow of core personnel are not just problems of relevant companies and other advanced countries have devoted their best efforts to secure their own key technologies at the national level, it is urgent for the industry and the competent authorities to cooperate closely.
The goal of this study was to examine the relationship among students' personal variables(Korean language abilities, self-efficacy, student-teacher attachment relationships), teacher variable(perceptions of multi-cultural education) affecting on multi-cultural students' school adjustment. Structural equation modeling was performed to test the mediating role of self-efficacy and student-teacher attachment affecting multi-cultural students' school adjustment. 336 elementary students and their matching 264 elementary school teachers were participated for this study. The model fit for this study model was acceptable, =280.024, df=98, CFI=.930, RMSEA = .074. The results revealed that teacher's perceptions on multi-cultural education significantly related with student-teacher relationships. However, Korean language ability did not directly affect the school adjustment for multi-cultural background students. That is, self-efficacy and student-teacher relationships mediated between Korean language ability and school adjustment. Moreover student-teacher relationships seem to be the key mediating factor between other research variables and school adjustment. Further considerations and future directions based on results were discussed.
Recently, museums are attracting the attention of visitors and society. However, research on museum interpretation conducted at domestic and foreign is relatively limited. The plan design of the museum commentary system was mainly based on the perspective of the experts, and most of them do not reflect the desire of the visitors. This study focused on visitors' experience of using museum Interpretation system. Through analyzing the effect of the Interpretation system of the museum that the visitor feels, we examined whether the Interpretation system of the museum meets the cultural needs of the visitors and identified the problems and deficiencies in the system. After that, the problems were rearranged and suggested the main elements of the commentary system of the museum finally, so as to help improve the museum commentary system and the educational function.In the first part of the study, the four major explanatory methods existing in the museum were confirmed. After that, we conducted in - depth interviews on four types of commentary methods and collected existing problems and deficiencies. The results of the type analysis were grouped into 14 types and the questionnaire was used to conduct a general survey on 14 problems. In this study, the user 's discomfort and problems were identified in the museum Interpretation system, and based on this, five key elements necessary for the museum Interpretation system were derived. Among them, inhalation is the weakest element in the museum commentary system, and future research will be conducted on how to apply each factor. This study seeks the implications for the Korean family welfare policies after examining the characteristics of fertility rates and family welfare policies of advanced OECD countries, and comparatively analyzing the fertility rates among clusters of countries having similar family welfare policies. The fertility rates of most advanced OECD countries declined below the population replacement level in the 1970s, and continuously declined slowly after that period. But in the 1990s the fertility rate of some countries increased, on the other hand that of other countries declined. Such a difference of fertility rates suggests that there is some correlation between the fertility rate and the family welfare policy of each country. Advanced countries became concerned about the decline of fertility rate, established the government Population Issues Committee in order to deal with population problems, and increased family welfare supports. But the level and pattern(focusing on maternal employment supports or child-rearing supports) of each country's family welfare policies are differently developed according to its political ideology, cultural and historical background, and economic environments. A comparative assessment of the fertility rate among clusters of countries having similar family welfare policies demonstrates that the higher the level of family welfare supports is and the level of maternal employment supports in comparison with that of maternal child-rearing supports is, the higher of fertility rate is. And a comparative assessment of the fertility rate changes among clusters of countries also shows that the higher the level of family welfare supports is and the level of maternal employment supports in comparison with that of maternal child-rearing supports is, the higher the increase of fertility rate is or the lower the decrease of fertility rate is. The implications for the Korean family welfare policies are summarized as follows. First, it is necessary to establish the government Population Issues Committee which can study systematically fertility rates and population problems, and provide comprehensive population measures. Second, family welfare supports should be expanded through the establishment of family allowances, the prolongation of maternity leave and child-care leave and the upward readjustment of child-care leave benefits, and the extension of public child-care facilities. Third, maternal employment supports such as public child-care facilities and maternity leave should be given more weight than maternal child-rearing supports such as family allowance. Fourth, it is required to prepare social environments which can provide the youth with the hope that child-rearing is not difficult and gives them happiness.
