  • This paper is to analyse a changing space of energy flows in Northeast Asia from geopolitical and geoeconomic perspectives that have been recently promoted for energy security of countries in this region. The research is based on an analytical framework in an integration of political ecology and political economy. Because of an ever-increasing input of energy resources for economic growth and of dramatically increasing price of crude oil and recent instability of oil market, South Korea, China and Japan have been deeply concerned with energy security and conducted very actively geopolitical strategies. And hence the space of energy flows in the region is now in a process of dynamic reconfiguration, in which the project for development of oil and natural gas fields in East Siberia and construction of pipelines to transport them can be seen as one of competitive issues among these countries. In spite of worrying about stagflation due to rapid increase of oil price, such geo-strategies for energy security and reconfiguration of space of energy flows seem to keep the accumulation of capital in this region continue with generation of huge privatized oil companies.

And Education Minister Kim Byong-joon have drawn the attention of the general public to the issue of self-plagiarism. Most recently, Korea University president Lee Phil-sang plagiarized his pupils' academic work. • This study explores "4.27 Panmunjom Declaration" and "9.19 Pyongyang Declaration" for the peace and prosperity of the Korean Peninsula in terms of inter-Korean exchanges and scrutinizes the Declarations in conjunction with the New Economic Initiative of the Korean Peninsula. The leadership of President Moon Jae-in pursues the value of the "peaceful and prosperous Korean Peninsula" of which pre-requisite and requirement are exchanges and cooperation between South and North Koreas. The New Economic Initiative of the Korea Peninsula for economic prosperity proposed in the inter-Korean summit premises complete denuclearization in the Peninsula. It is accentuated that the Initiative provides a new tonic impetus to the Korean economy in recession, and simultaneously, shapes a necessary foundation for the economic development of North Korea. The Initiative with connotation of the two Korea's mutual opulence aims at proceeding to a new Korean Peninsular system. The new system implies the new peace-cooperative community where confrontation and discord are ceased, and the new economic-cooperative one where the age of ideological rivalry comes to an end. The two Koreas have to lead the new age of peaceful and prosperous Northeast Asia as a buffer zone of peace.

  • The 'Localization' & the 'Popularization' issues always play an important role at the Chinese Marxism. The Chinese Communist Party (C.C.P) is still emphasizing the 'Localization', but the 'Popularization' did not received the Chinese theorists' attention. Therefore a new theory in 'Popularization of Chinese Marxism' is very small. But at the 17th National Convention, C.C.P offered a suggestion that entitled "Lead the popularization of Marxism in China". And diversity theorization involved popularization of Marxism is in motion by Chinese theoretician. Throughout history of Chinese Marxism, the first theoretician who raised an objection of the popularization of Marxism in China is Aisiqi, and his achievements in this field are unequaled. • This study analyzed the contents of changes in educational policy from the perspective of policy learning, based on the awareness of the lack of academic efforts to identify such phenomena despite repeated policy failures in educational policy. To this end, it has been more than 20 years since the policy was established, but it was analyzed using the policy analysis case of the teacher incentive policy, which still had severe conflicts between the government and teacher unions. As a result of the analysis, first, there were 11 changes in the policy content from the Kim Dae-jung administration to the Moon Jae-in administration. Whenever the government was newly launched, not only the contents of the policy for teacher incentives changed, but also the policy changes continued during the same government period. Second, when analyzing what kind of policy learning took place at the stage of change in each government's policy content, most of them were 'political policy learning' or 'instrumental policy learning'. Rather than a fundamental discussion about the goal of the policy, it has only repeated policy learning that adjusts only the ratio of differential payments to defend the teacher incentive policy. In order to recover from this current situation, this study suggests that it is necessary to present an alternative policy that can change the rigid society of teachers through 'social policy learning', which examines the basic values and strategies of teacher incentive policies.

  • This paper aims to identify the key features of the novel writing of Korean American immigrants and their meaning as one aspect of movement and contact occuring in the early modern period. The late return of the novels written by Nakcheong THUN in the 1930s is significant in that it restored ideas on the diversity of early modern mobility and confronted the history and culture of immigrants who were excluded from records and memories. Not only are these novels a product of the phenomenon of immigration, but they have also created a crack in the dichotomous perceptions of domination and subordination, center and periphery by envisioning it as a space that creates new history, culture, institutions and values. These novels treat the free love of intellectual, emotional, and ethical figures as a central event, demystifying Western free love, and at the same time, a society divided by various identities including class, race, and gender. The novels by Nakchung THUN visualize the active exchange between the immigrant and the indigenous community through the character of Jack, and imagines the heterotopia as a place where not for the immigrants' utopia, but for everyone's coexists. These novels have declared a kind of memory war on the subordinate and marginalized contact zones. The contact zones of the immigration area had been a place for experiencing extreme conflicts and discords, and at the same time, it has served as a place where various groups and communities are connected. The contact zones were common areas of solidarity and creation before being subject to division and occupation. The contact zones are far from the border or borderlands, so it is not a fixed and immutable deadlock. As a world free from central domination the contact zones have been a space that preoccupied history and culture through various encounters, and have been a community.

  • This study has started from the political process of local community power structure to elaborate the reason why both a majority of cultural artists and cultural artist organizations want to be against establishing the local Foundation for Arts and Culture. The cultural artists and cultural artist organizations believe that the establishment of the local Foundation for Arts and Culture might threaten not only their monopolistic status or their livelihood in the local market relying on public supports, but also make them being marginalized from the potential supports. Therefore many of them have somewhat unfavourable opinions about its establishment. Drawing from the Jellabuk-do case, their concern of being isolated from the monopoly by the local Foundation for Arts and Culture are reduced to publicized discourses such as powerization, the lack of expertise, the loss of independence, and the fall of business. When constructing the Foundation for Arts and Culture, the major values are 'Pluralism' and 'Fairness'. On one hand, the terms of Fairness means that it should be fair in operations, support and executive composition. On the other hand, Pluralism means that policy-making rights should be distributed to various groups, not owned by some specific groups. Some plans for building Foundation for Arts and Culture are needed to make diverse classes and groups to expect the pluralistic interests emerged eventually.

  • In modern society, the field of life is expanding to complex and diverse fields according to changes in lifestyle. As people's consciousness also changes, various social problems are involved, and countermeasures are being taken in various ways. In particular, as the issue of school violence has become a subject of interest, government-related ministries have jointly set up a reporting center and professional counselors are receiving and consulting on damage reports. Counselors experience mental and physical exhaustion in the course of their work. Therefore, the need to contribute to effective counseling work is raised by studying the factors that cause burnout. This study collected the experiences of 10 counselors working at 117 reporting centers from February 2019 to May 2020 through interviews and analyzed them with Colaizzi's phenomenological research method. The exhaustion factors derived from the results of the study were first experiences such as conflict between counselors during the period of institutional integration in the "117 reporting center experience", and secondly, professional counselors experienced emotional exhaustion, inhumanization, and lack of achievement. In order to prevent and overcome the exhaustion factors of counseling agents, it was necessary to prepare measures to promote fraud. This is expected to be useful data for improving the working environment of special job counselors in the era of industrialization and informatization in which various anonymous counseling methods are used.
