반도체 칩 부족에 따른 신차 생산 중단 및 중고차 가격 급상승, 항구 파업으로 수입 차량 인도 지연 등 예측 불가능한 사회 현상이 빈번히 발생하는 상황에서도 신속히 대응하며 운영해야하는 자동차 딜러쉽의 총괄 관리자 역할은 매우 중요하다. 본 연구는 캐나다 온타리오 주 내 현대자동차 딜러쉽을 대표하는 8명의 지점장들을 대상으로 설문조사를 실시하였다. AHP 기법을 통해 총괄 관리자에게 가장 중요한 핵심 역량을 파악하였고, 의사 결정, 직원과의 관계, 코칭 및 멘토링 등이 핵심 역량으로 도출되었다. 본 연구 결과는 향후 채용 과정에서 평가 지표로 활용될 수 있고, 현직 총괄 관리자들의 역량 향상을 위한 교육 시스템 구축 및 적용을 통해 딜러쉽의 성공적인 운영과 더 큰 성과 창출에도 도움이 될 수 있을 것으로 사료된다.

국제선급연합회(International Association of Classification Societies: IACS)에서는 2022년 선박 및 기자재시스템 사이버 복원력 달성을 위한 공통규칙 UR E26, E27을 발행하였으며, 이 규정은 2024년 1월 이후 건조 계약되는 선박에 의무적으로 적용될 예정이다. 현존선의 경우, OT 시스템 네트워크 변경 및 사이버보안 기능을 신규 구현하기가 어렵기 때문에 사이버 위험관리에 한계가 있으나, 본 규정을 통해 신조선 건조 단계에서 설계 보안 (secure by design)을 고려한 선박 사이버 복원력 네트워크 및 기능 구현이 가능하다. 사이버복원력 생태계가 잘 형성되기 위해서는 선주, 조선소, 제조사, 선급 등 주요 이해관계자의 역할이 중요하며 향후 다양한 프로젝트를 통한 사이버복원력 체계 내재화, 재직자 사이버보안 역량 강화, 선박 사이버안전 기술 지속적 연구가 필요하다.

Recently, as the development of cyber weapons, the threat of cyber warfare has been increasing. Nations, which experienced cyber warfare already, have been damaged not only in the cyber space as well as in real war field. Therefore, each nation is constantly making efforts to prepare for cyber warfare. First of all, to prepare for cyber warfare, each nation's capability of cyber warfare should be understood. A plan of reaction of cyber warfare should be searched by comparison and analysis of capability of cyber warfare. This paper compares and analyzes established methodology of capability assessment about cyber warfare, and this paper finds a better point to suggest the improvement of capability assessment about cyber warfare. This paper applies capability assessment of cyber warfare to nations, which can influence on Korea with improved capability assessment of cyber warfare. Comparing and analyzing the result of assessment, this paper deducts complementary point of Korean cyber warfare to suggest the plan to enhancing capability of cyber warfare.

미국의 사이버보안 관련 법률은 1987년 컴퓨터보안법이 제정되는 시점이 본격적인 시작이라고 할 수 있다. 1990년대에는 컴퓨터 및 인터넷의 발전으로 정보보안의 중요성이 대두되었으며 법률은 데이터 보호 및 프라이버시 중심으로 제정되었다. 2002년 국토안보부 설립을 위한 국토안보법의 제정을 통해 본격적인 국가 사이버보안 정책을 시작할 수 있는 토대를 마련하였다. 전자정부법(2002) 부속법률인 연방정보보안관리법(FISMA 2002)은 연방기관들의 사이버보안 관련 임무를 구체화하여 국가차원의 사이버위협 대응을 체계적으로 할 수 있었다. 2014년 연방정보현대화법(FISMA 2014)으로 개정되어 지난 10여년간의 시행착오를 바로잡는 노력을 진행하고 있다. 2015년 사이버보안법(Cybersecurity Act 2015), 2018년 사이버보안 및 기반구조보안기관법(CISA 2018)을 제정하여 국가 사이버보안 체계를 획기적으로 발전한 미국의 사이버보안 법률의 추진 현황을 살펴봄으로써 우리나라의 법체계의 발전방향에 대해 고찰해 보도록 한다.

정보처리기술이 발달함에 따라 원자력시설에 대한 사이버침해 가능성이 갈수록 높아지고 있다. 방사능방재법 및 관련 법령에 의거하여 국내 원자력시설은 각 시설 별 사이버사건 비상대응 절차를 수립하고 절차의 유효성 및 비상대응조직의 대응역량을 제고하기 위한 목적의 주기적인 사이버사건 대응훈련을 실시하고 있으며, 규제기관의 독립적인 훈련평가 결과를 통해 많은 개선사항이 도출되고 있다. 본 논문에서는 현행 원자력시설의 사이버사건 대응훈련 체계를 분석하여 사이버사건대응 훈련 정책의 개념에 대해, 국내·외 기준에 따른 사이버사건 대응훈련 정책의 요소를 식별하여 이를 개선하기 위한 구체적인 규제방안을 제시한다.

Because of the development of computers and networks, the use of the internet has been rapidly increased. The smart devices, such as smart phones and tablet PCs, have made an epoch-making changes, which have brought people's daily lives to the cyber world and life values have been improved. The cyber world not only just changed individual's lives, but also affected all areas and the world. The recent global trends reside mainly in protection of energy sources, and nation's dependency of the information system such as politic, economic and national security. Since major national infrastructure becomes a stragic attack target, the importance of cyber warfare has rised as an effective way to attact enermy. This article explores the concept of cyber warfare and national cyber capability, and then figure out the plan of reaction to minimize damages with best protection when cyber warfare occurs.

Cyberspace has emerged as the fifth domain of warfare, alongside land, sea, air, and space. It has become a crucial focus for offensive and defensive military operations. Governments worldwide have demonstrated their intent to engage in offensive cyber operations within this domain. This paper proposes an innovative offensive cyber kill chain model that integrates the existing defensive strategy, the cyber kill chain model, with the joint air tasking order (ATO) mission execution cycle and joint target processing procedure. By combining physical and cyber operations within a joint framework, this model aims to enhance national cyber operations capabilities at a strategic level. The integration of these elements seeks to address the evolving challenges in cyberspace and contribute to more effective jointness in conducting cyber operations.

그 어느 때 보다 한국경제에서 사회경제적시스템의 성공적인 안착이 필요 한 시대이며, 해외 선진사례에서 보듯이 최근 사회경제적시스템에서 고용창출, 소상공인 경제적 활로 개척 등 소상공인의 협동조합의 역할과 중요성이 점점 커지고 있는 실정이다. 이러한 사회경제적망에서 소상공인협동조합의 자원을 위한 중소벤처기업부/소상공인시장진흥공단은 전국 8대 권역(2분소)에 소상공인협동조합을 위한 협업아카데미를 운영 중에 있다. 각 권역별 협업아카데미에서는 컨설팅, 교육, 네트워킹 등 공통 조합지원 프로그램으로 운영하고 있으나, 소상공인시장진흥공단의 정량/정성적 평가에 따르면 각 아카데미별 운영 결과는 상이하게 나타나고 있다. 이는 협업아카데미 운영인력(매니저)의 자질과 업무 수행역량에 따른 상이한 결과로 판단하고 있다. 이에 협업아카데미 운영 인력의 업무적 필요 역량에 관한 연구를 통해 운영인력(매니저)수급과 인력운영에 관한 기준점을 설정하고 효과적이고 생산적인 소상공인협동조합 지원사업을 수행함에 있어 유용한 자료를 제공하고자 한다.

South Korea has been guaranteed the efficiency and the convenience of administrative work based on long-term experience and well-established ICT infrastructure. Vice versa, South Korea is always exposed to various scale cyber-attacks. It is an important element of national competitiveness to secure cybersecurity resilience and response in the public sector. For this, the well-trained cybersecurity professionals' retention and support for their capacity development through retraining are critical. As the Special Act on Balanced National Development, most public agencies moved to provincial areas, but the provincial areas are not ready for this, thus the workforce can't get enough retaining courses. We study to analyze whether there is a gap in cybersecurity educational opportunities or needs in the public sector depending on regions, institution type, and personal traits. This paper aims to suggest solutions for the cybersecurity education gap in the public sector based on the empirical analysis results.

Recently, the United States has been trying to strengthen its cybersecurity by upgrading its position as an Unified Combatant Command that focuses on the Cyber Command in the United States, strengthening operations in cyberspace, and actively responding to cyber threats. Other major powers are also working to strengthen cyber capabilities, and they are working to strengthen their organization and power. The world demands economic power for its own interests rather than its own borders. But Cyber World is a world without borders and no defense. Therefore, a cyber weapon system is necessary for superiority in cyberspace (defense, attack) for national cybersecurity. In this paper, we analyze operational procedures for cyber weapons operation. And we design cyber weapons to analyze and develop the best cyber weapons to lead victory in cyberwarfare. It also conducts cyber weapons research to solve the confrontation between Cyber World.
