  • 정보화 사업에서 발생할 수 있는 위험(Risk)은 다양하다. 정보화 사업 관련 위험 요인 중 가장 대표적이고 보편적인 것은 발주 및 제안단계에서 발주자가 가진 요구사항의 불명확을 꼽을 수 있는데, 이로 인해 정보화 사업 수행 도중 요구범위 증가와 변경, 그리고 사업원가 구조의 악성화가 발생하게 됨은 자명하다. 그러나 안타까운 현실은 그 동안 우리나라 정보화 사업의 관행이 요구사항 불명확이라는 잠재적 위험 아래에서도 발주자와 사업자 간의 계약이 보호장치가 미흡한 확정가(firm fixed price) 방식으로 수립되어 왔다는 것이다. 확정가로 계약이 수립될 경우 사업자는 발주자의 요구사항 불명확으로 인해 파생된 원가 위험까지 불합리하게 책임져야 하는 고리에 묶이게 된다. 이러한 문제를 본질적으로 해결하는 한가지 방법은 발주자와 사업자간의 정보화 사업 획득 절차를 혁신하는 것인데, 본 논문은 이를 위해 가칭, 한국형 정보화 산업 활성화 획득 절차(KIPAP: Korea If Proliferation Acquisition Process)의 기본 개념을 고안하여 소개한다. 이 획득 절차는 정보화 사업이 내재하고 있는 요구사항의 불확실성을 계량화, 가시화하여, 그 정도에 따라 차등화된 계약방식의 선정방법 을 제시한다.

  • This paper considered the concept and characteristic OSV operation business for support the offshore plant and suggested amendment Maritime Transportation Laws, legislative proposals to solve the legal absence and to develop offshore service industry. Because Maritime Transportation Laws specialized for the carriage of passenger and goods by sea is not perfectly covered with Offshore support business in Korea. So it is necessary to make an explicit amendments for the article of Maritime Transportation Laws that founds absence of the law with the definition of terms to correspond related existed regulation reflected on the characteristic offshore support business by using OSV to develop offshore plant industry including support, service, supply, transportation etc. I expect that this paper will be a basic study to make a government policy, law, regulation to activate Offshore Service Industry in the future.

  • Ever since the CM was implanted in a domestic construction in 1996, it has been needed to take root and activate the CM system as soon as possible. Especially, the applied CM to private construction sector could be a fundamental barometer that how much changed and being advanced the construction system is This means, it is easy to apply CM to a governmental construction, yet it is hard to expect to successfully fix and activate CM for a private construction project unless they admit the necessity and validity of CM. Dongbu Corporation already acknowledged the need of CM in a private enterprise and willingly applied it to a construction sector while building Dongbu financial center, even before the CM was implanted to this country Therefore, this study suggests that the developmental direction of practical CM by examining effects and problems of the CM process.

Analyses of the Advanced Countries' Related Regulations and Perceptions to Improvement Directions for Water Leisure Activation (수상레저 활성화를 위한 선진국의 관련규제 분석 및 개선방향에 대한 인식도 분석)

  • The purpose of this study was to analyze the perceptions to improvement directions of related regulations for water leisure activation. In order to accomplish such study purpose, the study utilized a survey methodology with 205 water leisure participants and 117 water leisure business employees. In addition, this study attempted to review the license and education system, registration and inspection system and business organizations from the advanced countries such as US, British, Australia and Japan. Accordingly, following findings were derived from current study. First, the problems of current license system included difficulty of operating the system and deficiency of operating organizations, and the improvement directions included expansion of education organizations and differentiation of education based on levels. Second, the improvement directions of registration and inspection included simplification of registration procedures and expansion of registration and inspection organizations. Third, difficulties perceived by business employees included complexity of entry and departure, complexity of registrating water leisure business and insufficiency of supporting business policies. In conclusion, water leisure related regulations including Water Leisure Safety Act need to be reformed continuously to reflect changing demands and needs from participants and business sectors.

  • Recently, as smart construction has become more active, construction companys are evaluating their smart construction capabilities in order to transform into smart construction companies. However, the revitalization of smart construction doesn't only apply to construction companies, the level of utilization of all participants, including owners, designers, construction project managers, and construction company, must be improved. Therefore, this study aims to present a model that evaluate the building information modeling (BIM) utilization level for measuring the BIM utilization level of construction management companies in executing construction project management. In this study, an AHP questionnaire survey targeting BIM practitioners to calculate the weight of each BIM utilization item and score it to construct evaluation model and evaluate it by applying it to construction management companies are conducted. As a result of the evaluation using model, there were differences between companies in the number of BIM users, and in the qualitative evaluation, it is mainly used for interference review, constructability review, and design change management. Therefore, in order to revitalize BIM, it is believed that it is necessary to strengthen BIM utilization ability through separate training for construction manager (CMr) and to present clear utilization standards and scope of work for BIM utilization in performing construction management tasks. Consequently, evaluating more construction management companies using the model presented in this study will result in the transition of CM companies to smart construction and revitalization of BIM adoption.

  • Social, economic and environmental problems caused by rapid urbanization have been recently overcome by various civic participation projects. Local governance and resident - led partnership through field - based cooperative operating systems from urban regeneration to village projects are considered success factors. Among these, the village greening project which directly affects the residents and requires spontaneity requires the role and cooperation of the various participating actors due to the sharing of public space and private space. Social capital plays a key role in the sustainability and participation of the above - mentioned business as a relational capital centered on trust and participation, network and norms. Therefore, empirical research is needed. In this study, basic research was carried out to build a formation model of social capital in participation - type greening project expanding urban green space system to living area. We analyzed the elements of participation, the components of business progress, and the factors of social capital formation through literature review and in - depth interviews with participating experts. The purpose of this study is to provide basic data of social capital formation model for analyzing sustainability and activation strategies in the future.

  • 현재의 우리나라 SI 관련 산업은 IT 산업의 핵심을 차지하고 국내 산업을 주도할 전략 사업으로 그 중요성이 부각되고 있으며, IT 산업의 경쟁력을 강화하는데 SI 산업의 대내외 위상이 커지고 있다. 2002년도 SI시장 규모는 전년대비 15%정도 성장한 9.5조원을 형성할 것으로 예상된다. 올해는 SI사업부문 매출액 등을 전년대비 해볼 때 국내 SI사업 시장이 호전되었지만, 해외 SI사업 시장 상황은 여전히 어려운 것으로 나타나고 있다. 그 타개책으로 국내 SI 업체의 자본 및 기술의 합작제휴가 많아지고 있으며 그 중 자본 제휴보다는 중점적으로 기술 제휴를 하고 있지만, 기술 제휴 한계는 기술 이전이나 기술 확보가 되지 않는 것이다. 기술개발이 무한경쟁의 시대에서 살아 남기 위하여 어느 때 보다 더 필수 불가결의 수단이 되고 있어 기술개발을 위하여 SI 기업들이 R&D 투자와 운용에 회사의 사활을 걸고 있으며, R&D현황은 이전에 비해 단순히 양적인 측면을 떠나 질적인 부문에도 많은 변화가 일고 있다. 이것은 기술개발이 SI 시장의 흐름을 간파하거나 리드할 수 있는지가 주요 개발요인으로 작용하고 있기 때문으로 SI산업에서의 R&D 현황 등을 검토하여 국내 SI산업의 발전뿐만 아니라 해외시장의 참여에 기여 할 수 있도록 R&D 활성화 방안을 제안하고자 한다.

  • The purpose of this study is to derive a model of urban regeneration business using idle facilities in the old city center. The scope of the study was set as empty houses and empty stores owned by private companies, and analyzed the 50 central city revitalization projects using idle facilities in 14 local cities in Japan. The results of this study are follows; First, as an urban regeneration strategy using idle facilities in the old town, it was a combination of other functions centering on commercial functions or introducing new functions required in the city center. Second, various financial supports have been provided to induce the utilization of idle facilities by the private sector, and different strategies have been implemented for businesses that need maintenance first. Third, based on the analysis results, it was possible to derive urban regeneration business model. Fourth, in order to operate smooth business, it is a need for an organization that is in charge of reviewing the consistency of upper-level planning and urban guiding functions such as urban revitalization plan, balance review of expenditure and revenues by cost subsidy and loan repayment, consultation among the business partners.

Analysis of Construction Management Market Using System Thinking (시스템 사고를 이용한 건설사업관리 시장 영향요인 분석)

  • The necessity of professional construction management has been increased as a construction project is getting larger, more complex and specialized. Thus, the CM market has steadily expanded since 1996 in Korea. Despite the external expanding of the CM market, experts claim that domestic CM regulations and infrastructures should be revised. Therefore, this paper developed a causal map which consists of elements vitalizing CM market. Then, the simulation model using NUMBER (Normalized Unit Modeling by Elementary Relationships) to predict the size of the CM market is established. As a result, in the case of more regulation related CM, the quantity of CM projects could not reach of construction supervision until 2020. This paper can be used as a baseline providing a prospection of the change of CM market according to causal relation between the improvement as well as the base of revitalization research of CM market based on non-institutional factors change.

Policy Options for Minimizing the Dead Zone of the Korean Employment Insurance System (고용보험제도 사각지대 해소를 위한 정책대안의 검토)

  • This paper reviews the uncovered people of the Korean Employment Insurance System (EIS) and analyzes policy options for minimizing the dead zone of the EIS. There are several policy options such as subsidizing insurance premium to employers and employees of small companies, extending coverage of excluded groups, relaxing qualifications of unemployment benefits and increasing benefit period and level, introducing the unemployment assistance system, introducing the unemployment insurance savings account system, extending coverage to non-wage workers and individualizing package services. According to the survey to the specialists and comparative evaluation criteria, the best policy option to minimize the dead zone of the EIS was to activate individualizing package services of intensive consultation, job place services, tailored vocational training, income support, daycare services, etc. to cure complex employment barriers of job seekers.
