국가연구개발사업 사업단 현황 및 운영실태 분석

  • 국가연구개발사업은 35개 부처, 약 18.9조 원(미래부 KISTEP, 2016)에 달하며, 이러한 규모의 R&D 활동을 위해 대부분의 국가연구개발사업은 연구관리전문기관에 의한 위탁관리 형태로 추진되고 있다. 위탁관리 형태 중 하나로 볼 수 있는 사업단은 신규 대형 사업의 경우 거의 관행적으로 설립하는 경향이 있어 그 수가 증가 중인 것으로 추정되나, 그나마 드물게 수행되고 있는 국가연구개발사업 관리체계에 대한 조사나 정책 수립은 연구관리전문기관 위주로 이루어지고 있다. 이에 따라 국가연구개발사업에서 주요한 역할을 수행 중인 사업단의 현황과 운영 실태를 파악하고자 사업단의 설립형태와 기능 등 설치현황, 운영비와 인력 등 운영현황, 사업단 운영의 애로사항 등을 조사 분석 하였다. 2014년 기준으로 조사가 가능한 사업단은 모두 63개였으며, 사업단 총 인력규모와 관리하는 사업의 전체 예산 규모는 연구관리혁신협의회 11개 회원 연구관리전문기관 대비 인력규모는 2번째(17.8%), 예산은 5번째(8%) 수준이었다. 사업단의 독립법인 여부, 연구수행 여부 등 형태 기능의 특징은 다양하게 나타났으며, 사업단 기획평가관리비는 평균 5.6억 원으로 사업비 대비 비중의 평균은 6.3% 수준이었다. 사업단 운영의 애로사항으로는 계획된 예산의 적기 지원과 운영비 규정의 혼란 등이 대표적으로 도출되었다. 본고에서는 그간 선행연구와 조사 분석이 거의 이루어지지 않았던 국가연구개발사업 사업단에 대한 기본적인 실태와 현황, 이들이 직면하고 있는 다양한 문제점과 애로사항에 대해 파악하였다. 조사 분석 결과 효과적인 사업단 설립과 운영을 위해서는 적절한 가이드라인과 제도개선이 필요할 것으로 보인다. 다양한 사업단 운영 사례 분석과 연구를 통해 효율적인 사업단 조직체계와 설립형태, 적절한 운영비 제도 등을 제시해 줄 수 있다면 향후 사업단 체제와 대형 국가연구개발사업의 효과적인 추진과 관리에 도움이 될 것이다.

  • Since Intelligent Transport Systems(ITS) is a complex project combining technology and system of transportation, information and communication and civil engineer, it needs a specialized management activities. However, it is difficult to judge who has responsibility for a shoddy and fault construction since the role between project management and supervision is very ambiguous. The aim of this study is propose an efficient project management and supervision for ITS reflecting the characteristics of ITS. Therefore, we suggest a statistical models using nonlinear regression model to prepare the project management and supervision compensation criteria, hence, we choose the realistic and validation statistical model.

Institutional Resources and Systems Affecting Professor Startups and Their Performances: A Panel Data Analysis (대학의 자원과 제도가 교수창업 성과에 미치는 영향에 관한 연구: 패널 데이터 분석)

  • The paper employs a resource-based approach to analyze the relationship between institutional resources and faculty-led startup formation and performance in South Korean four-year universities from 2017 to 2021. The author proposes nine hypotheses to explain how institutional resources or systems affect the number of faculty startups, their employee numbers and the revenue of faculty-led startups, and compare four different groups of university resources for cross-college variation. The findings suggest that institutional factors impacting faculty-led startup performance differ from those impacting other categories of startups. Universities should provide a more favorable environment, including flexible personnel policies and accompanying startup support infrastructure, to encourage faculty-led startups. In contrast, it is more effective for better performance of faculty startups, in terms of their job creation and revenue, to have more financial resources and good paper publications. The results also suggest that university technology-holding companies are crucial for increasing the number of professor startups and their performance. These findings have implications for both university and government policymakers, who aim to facilitate greater participation of professors in startup formation and commercialization of technology.

  • The purpose of this study is to inform the university stakeholder and startup policy makers about the current status of startup support programs and to identify criteria that could impact the startup effectively among various support program. The purpose of this study is to categorize the startup support programs into three different types. These types are startup education support, startup activity and commercialization support the startup Intention of university students was analyzed using survey and interview during the these programs. In addition, the impact on startup intention was empirical analyzed utilizing entrepreneurial self-efficacy and opportunity recognition support programs. Research results show that, Firstly, startup activity support program had impacted on both entrepreneurial self-efficacy and opportunity recognition. Commercialization support had impacted entrepreneurial self-efficacy. However, startup education support program had no impact on entrepreneurial self-efficacy and opportunity recognition. secondly, entrepreneurial self-efficacy and opportunity Recognition have influence on startup intention. Thirdly, startup activity support had influenced on startup intention. Finally, startup activity support and startup intention strongly influenced entrepreneurial self-efficacy. Also, commercialization and startup intention strongly influenced opportunity recognition. Other factors only influenced partially. Startup support program shall seek various solutions to improve quality to increase startup intention based on the research results. Also, high quality educational program shall be offered to improve entrepreneurial self-efficacy and opportunity recognition, while promoting startup activity and commercialization support emphasized. Try to realize a strategic development for activation of startup business.

Meaning and Value Analysis of Records of Laos Renewable Energy Support Activities Collection (라오스 재생가능에너지 지원활동 컬렉션의 의미와 가치 연구)

  • In recent years, there were some who have conducted research on deriving the social and historical meanings of records through the analysis of specific records collections. This trend is an attempt to pay attention to human actions in the society and to read the society again through the records created by such actions. In this study, I derive various meanings and values of these records through the analysis of the "Laos Renewable Energy Support Activities" collection. Moreover, I study how the collection was reconstructed by the Human and Memory Archives. The "Laos Renewable Energy Support Activities" is the personal record of the donor who led the project, and contains the process and results of the project. Through this collection, I was able to look at the life of the donor as a foreign aid activist in Laos and realized his values. Furthermore, through the business process record, I was able to discover the implications of climate change response overseas aid projects. In addition, I was able to look at the culture and environment of Laos through the eyes of the donor who has been residing there for a long time.

The Yellow Sea Ecoregion Conservation Project : the Present Situation and its Implications (황해생태지역 보전사업 추진현황 및 시사점)

  • The Yellow Sea Ecoregion Conservation Project is a joint international project which is carried out under the purposes of conserving the habitats in the Yellow Sea Ecoregion and biodiversity from various threats that damage ecosystems, informing the importance and value of the Yellow Sea Ecoregion, and promoting the understanding and interests of Korea, China and Japan. Subsequent to the Yellow Sea Ecoregion Planning Programme which had been performed during the period from 2002 to 2006, the Yellow Sea Ecoregion Support Project has been performed over 7 years in total from 2007 to 2014. Panasonic is sponsoring the financing of the project, and the organizations in charge of the project by country are Korea Institute of Ocean Science & Technology for Korea and World Wide Fund for Nature branches for China and Japan. While the Yellow Sea Ecoregion Planning Programme was focused on the biological assessment and the selection of potential priority area by scientific review, the Yellow Sea Ecoregion Support Project is oriented toward practical activities targeting more diversified stakeholder. Especially, this project plans to support direct conservation activities in the region and participation and cooperation from local residents. The project plan is comprised of 3 phases. During the first period from 2008 to 2009, small grant projects were operated targeting 16 institutions of Korea and China, and for the second period from 2010 to 2012, one place each was selected as demonstration site for habitat conservation in Korea and China respectively and supported for three years to introduce the conservation method based on international standards such as the management of marine protected areas, ecosystem-based management and community-based management and simultaneously to develop habitat conservation activities suitable for national and regional characteristics. During the period from 2013 to 2014 which is the last phase, the project plans to distribute the performance of small grant projects and demonstration site activities through a series of forums among stakeholder. Through the activities described above, the recognition of general public on the conservation of the Yellow Sea Ecoregion was changed positively, and community-based management began to be reflected in the policies for the marine protected areas of central and local government.

Regional cooperation of NOWPAP MERRAC against marine litter from sea-based activities in the Northwest Pacific region (북서태평양 지역의 해상기인 해양쓰레기 저감을 위한 NOWPAP 방제지역활동센터의 지역협력 활동현황 분석 및 향후 발전방향)

  • The marine litter generated as by-products of human activities and economic development enters to the sea through rivers or stream Indirectly, and through sea-based activities directly. It is commonly comprised of materials that degrade very slowly, such as various plastic products, polystyrene, glass, rubber, metal, wood, derelict fishing nets, wire, rope and so on. Such litter is found in the water column and on the seafloor as well as coastal areas In the Northwest Pacific region. It causes injury or death of human and other living organisms and also accident or damage of the vessel. It is not only a problem of country but also regional and/or global problem because it is transported by currents and winds from one country to another. In this regard, Northwest Pacific Action Plan (NOWPAP) Marine Litter Activity (MALITA) project had been carried out during 2006-2007 biennium and NOWPAP Regional Action Plan on Marine Litter (RAP MALI) has been also continuously implemented in the 2008-2009 biennium as next phase step of MALITA. MERRAC, one of four Regional Activity Centres (RACs) of NOWPAP, has developed monitoring guidelines, sectoral guidelines, and brochures related to sea-based marine litter and port reception facilities and services through MALITA project. Based upon these output, MERRAC will continuously implement relevant activities of RAP MALI in order to help to establish and improve a regional mechanism to deal with the sea-based marine litter problem. This paper aims to introduce MERRAC activities under MALITA and RAP MALI, and to suggest several recommendations to reduce marine litter in the NOWPAP region.

  • ESCO란 에너지 절약회사(Energy Saving Company) 또는 에너지 서비스 회사(Energy Service Company)를 뜻하는 용어로 지난 1992년 정부에서 에너지 절약을 촉진하기 위해 정책자금을 도입하면서 등장했다. 이들 기업은 정부에서 정책자금을 빌려 공장이나 아파트 등 에너지 사용자에게 에너지 절약시설을 지어주고 에너지를 줄인양만큼 투자비를 회수해 간다. 고유가가 계속되면서 에너지절약 전문기업인 ESCO 단위 사업규모가 점차 대형화되고 있다. ESCO 투자실적은 1998년 이후 에너지절약 시설 개체 사업의 급속한 증가에 힘입어 매년 급격히 성장하고 있다. 최근에는 2천억원대의 시장규모를 가지고 2005년에는 건당 평균 9.1억원이 지원된 것으로 나타났다. 에너지관리공단 자금지원팀의 자료에 의하면 ESCO투자사업 자금지원은 1993~1998년 197건에 480억원이 지원됐으나 2005년에는 202건에 1,829억원이 지원된 것으로 나타났다. 지난 2006년 9월 말 현재 ESCO투자사업 자금지원은 106건에 1,020억원이 대출 은행에 추천된 것으로 알려졌다. 또한 에스코 사업분야가 조명기기·보일러 등 단순설비 교체에서 열병합발전소·냉난방설비, 공정개선 및 폐열회수 등 복합설비 쪽으로 확대되고 있는 것으로 나타났다. 따라서 에너지 소비가 큰 화학 철강 제지 등 산업체, 대형병원, 산업단지 등이 새 에너지 절감 시스템을 도입하면 에너지 효율성 개선에 효과적인 사업이다. 본지는 지난호에 ESCO사업 현황과 투자사례를 게재하고, 이번호에는 ESCO사업 지원시책과 외국의 ESCO활동 현황 및 국내의 ESCO 투자사례를 게재할 계획이다.

Influence on Internal Factors of University on Motivation for Technology Transfer Commercialization: Focusing on Regulation Effect of Social Support (대학의 내부요인이 기술이전사업화 의욕에 미치는 영향: 사회적 지지의 조절효과를 중심으로)

  • The first purpose of this study is to find out whether internal support factors such as evaluation system, education support program, and human resources of universities are factors that influencing the motivation of technology transfer and commercialization among those engaged in technology transfer and commercialization activities. Second, verified the regulation effect of social support from the cause-and-effect relationship between motivation of technology transfer commercialization and the said internal factors. In order to analyze the above research, a questionnaire survey was conducted for the professors and employees engaged in the technology transfer and commercialization organization of 40 universities in Korea. A total of 160 surveys were distributed, of which 145 were collected. The results of analysis using SPSS Statistics 22.0 are as follows. First, all internal factors of university such as evaluation system, education support program, and human resources have significant influence on the motivation for technology transfer and commercialization. Second, as a result of analyzing the regulation effect of the social support in relation to the internal factor of the university and the motivation of technology transfer and commercialization, the quasi regulation effect can be founded in between evaluation system and motivation of technology transfer and commercialization. However, there is no regulation effect of social support between the education support program, human resources and motivation for technology transfer and commercialization. Based on the results of this study, suggestions can be founded for establishing a support policy for those who are engaged in technology transfer and commercialization in universities.
