최근 정부에서는 농업용 저수지의 노쇠화를 해결하기 위해, 이수공간 및 홍수조절공간 추가 확보를 목표로 농업용 저수지 둑 높이기 사업을 실시하였다. 둑 높이기 사업을 통해 추가로 확보된 저수 공간을 효과적으로 활용하여 홍수에 대비하기 위해서는 저수지의 홍수 취약성에 대한 정량적인 평가가 선행되어야 한다. 또한 기후변화로 인한 강우강도 증가에 대비하기 위해서는 미래 예측 강우량에 대한 농업용 저수지의 홍수 취약성 평가가 필요한 실정이다. 따라서 본 연구에서는 기후변화를 고려하여 둑 높이기 사업에 따른 농업용저수지의 홍수 취약성 변화를 분석하고자 한다. 기초자료 구축을 위해 기상청에서 제공하는 RCP 4.5 기반의 미래강수자료를 편의보정 하였으며, 둑 높이기 사업 보고서를 통해 농업용 저수지의 제원들을 수집하였다. 이를 바탕으로 농업용 저수지 유역의 설계홍수량을 산정하였고, 저수지 모의 운영을 통해 홍수조절효과를 분석하였다. 홍수 취약성은 IPCC (2007)에서 제안한 방법에 따라 평가하였다. 문헌조사를 통해 기존에 사용되어 왔던 지표들을 선정하였고, 본 연구에서 수행한 저수지 모의 운영 결과를 바탕으로 홍수조절율 등 둑 높이기 사업의 효과를 반영할 수 있는 지표들을 추가로 선정하여 홍수 취약성 평가에 적용하였다. 본 연구의 결과는 둑 높이기 사업에 의한 홍수조절효과를 정량화 하고, 둑 높이기 저수지의 최적 운영을 위한 기초자료로 활용될 수 있을 것으로 사료된다.

Dream Start Project purposes to provide equal opportunity for the child in the poverty. This project is conducted the last six years, there are voices of worry for the limit of the project performance. Therefore, this study aims to analyse the effectiveness of project and suggest activation plan of Dream Start from the viewpoint of users. This study use focus group interview to explore needs assessment for development of Dream Start Project. In conclusion, the project provides positive outcomes for children and their parents in terms of psychology, education and health etc. Children have increased their basic learning ability through the learning support. They have improved confidence and positiveness. The vaccine was as effective in health promotion. Dream Start had the effect of raising community consciousness. The relationship between children and their parents were smoothly through parent education. Free learning support has brought the economic effects. This project had the effect of improving welfare consciousness of the parents. This study presents the development plan of the business to reflect the users' assessment.

This study is trying to estimate the effect of survey of prior art on the technological performance of national R&D program, with the purpose to enhance understanding on the relationship between utilization of patent information and R&D activities. Patent and Technology Trend Research, one of the survey of prior art which gives the information about existing technology and patent trend to the project team has been carried out since 2005. In this paper, effects which Patent and Technology Trend Research has on the technological performance of national R&D projects are estimated by using multiple regression model considering input factors, characteristics of an agent and supplier of money. The result is that Patent and Technology Trend Research has positive and significant effect on the grant and application of domestic and foreign patent. This result can give an hint that the utilization of patent information make the R&D process efficient and effective.

The rapid economic growth in Korea raised the increase of transportation demands about the passengers and the goods, and caused the concentration on cities. By the rise of a nation's income level, a automobile is necessary in our modern life. However, the traffic delays and traffic accidents that are raised by automobiles decrease the evaluation about a nation's economy and then the government practices the traffic safety improvement project. In this study, by performing the improvement project, we expect to achieve the following objectives. First, this study analyses the degree of effectiveness whether or not success in the improvement. Second, to supply the data on the effectiveness of the improvement and to inform the necessity of improvement. Third, to supply the information on the improvement project to the parties concerned. In this paper, through the study about identification of high accident locations, the effectiveness for the number of accidents and accident rates before-after the improvement is analyzed. Also, the B/C analysis about this locations is performed. This study shows that the number of accident and accident rates are decreased after the improvement, and there is economic validity about improvement of high accident locations.

프로젝트 파이낸싱은 프로젝트 자체의 사업성과 프로젝트 현금흐름에 근거하여 발생하는 수익을 담보로 사업자금을 차입하고 운영 시 발생하는 수익으로 대출금을 상환하는 재원조달방식이다. 이 금융기법은 주로 광산 및 천연자원개발 사업에서 수 백년동안 이용되어 왔으며, 우리나라의 경우는 대규모 SOC민간투자사업에서 주로 활용하고 있다. 최근 우리나라 SOC민간투자사업에서는 기존에 정부와 민간사업자간에 체결하였던 실시협약 상의 재원조달 구조를 새롭게 변경하거나 유리한 금융기법을 이용하는 사례가 빈번히 나타나고 있다. 본 연구는 우리나라에서 프로젝트 파이낸싱 기법으로 어떻게 SOC민간투자사업에 투자하고 있는 지 분석하고 현황을 파악하였다. 또한 민간투자사업의 자본구조와 Refinancing의 발생사유를 분석하였으며, 광주제2순환도로, 신공항고속도로, 천안논산고속도로 민간투자사업에서 Refinancing 사례도 분석하였다. 그리고, Refinancing에 대한 효과가 어느 정도 인지 측정을 하였다. 결론적으로 Refinancing 효과가 사업에 대한 수익성을 높이는 효과와 부채비율이 높아져 운영위험이 증가하는 것을 실증적으로 보여주었다.

This study aimed to analyze the effect of New University for Regional Innovation in terms of the users. The evaluation indicators based on the reports of NURI port logistics education project from 2005 to 2009 are overall satisfaction, detailed satisfaction, comparative advantage for from the other universities, continuous employment intention, necessity of re-education, and priority of educational needs and so on. And the percentage of employment was chosen from 2006 to 2009 for the more objective analysis. Analysis shows that the effect of the program is founded because the satisfaction increased gradually and the comparative advantage for from the other universities was higher and the necessity of re-education declined less and less. Especially the program filled the foreign language demands. But it needs to reinforce the links between schools and industries. And also the percentage of employment for the participated departments has continuously increased compared with that for non-participated departments, it shows that the effects of NURI project.

As the environment and rivalry of Regional Agricultural Cooperatives(RACs) becomes more unfavorable, the pressures to enhance organizational performance are strenghthened. Existing studies suggest efficiency improvement through resource sharing(RS) to fix the issue. In this context, I intend to find if RS still increases organizational performance in another form of organization on the basis of 132 business units(BUs) of 45 RACS. According to empirical results, resource similarity between BUs and resource level of BU increases RS respectively, and RS increases BU's performance. The RS also has mediating effects on similarity and resource level into performance. But the overall resource level of RAC has no influence on RS and there is no mediating effect. My contribution is to confirm the efficacy of RS in half-profit organization and to verify determinants and performance implications of RS.

This study analyzed investment effects for Practical Field Studies conducted by the KOPIA (Korea Program on International Agriculture) centers, which are part of the ODA project operated by the Rural Development Administration. Focusing on the productivity and effectiveness factors of each project, a questionnaire survey was sent to each KOPIA center associated with each project. The results demonstrated the production and profitability of farms participating in the pilot project were significantly improved compared to those of farms that did not participate in the project. Also, in the satisfaction results of taste, nutrition, and freshness, the participating firms could significantly improve them when being compared to those of non-participating farms. It is highly expected to contribute to improving the operational effectiveness of Practical Field Projects conducted in Africa based on the results of each project's performance and economic feasibility. This study also can lead to a change in the social perception of ODA projects by raising people's awareness of ODA projects.

This paper is to review assessment indicator on priorities for budget allocation of the national R&D program. In priority setting of programs for the budget allocation process of the national R&D program using the Analytical Hierarchy Process (AHP), the survey result on the major influencing factors is as follows: the significance of components of evaluation for the priority of the national R&D programs in budget allocation was as following order: "accomplishment and ripple effect of the project," "basis and driving force for the promotion of project," "feasibility of project goals," and the "possibility of overlapping and linkage among projects". The importance of the final evaluation indicator was as following order: "clarity and possibility for accomplishment of business objectives," "ripple effects in terms of science and technology", "ripple effects in terms of the economy and overall society" and "appropriate correspondence with mid- to long-term plans" (the importance for these four indicators was over 10%) while the importance of "overlapping" and "appropriateness of budget size" indicators which fell below 5% were considered to be relatively less important. there is a need for a clear criteria and conceptions of evaluation indicators for budget allocation of national R&D programs.

For analyzing the performance determinants of ODA projects in a technical and vocational education and training, this research analyzed the performance determinants of effectiveness representing the direct benefit and impact representing the long-term development effects of ODA project using FsQCA. As a result, the effectiveness of ODA project is achieved when relevance, sustainability and impact are high, or relevance, impact and efficiency are high. The impact of ODA project is achieved when relevance, sustainability and effectiveness are high, or relevance, effectiveness and efficiency are high. Two solutions for achieving effectiveness and two solutions for achieving impact show equifinality. The core factors for achieving effectiveness are relevance and impact, and the core factors for achieving impact are relevance and effectiveness. Also sustainability and efficiency are substitutability. A single causal variable can not have an effect on the ODA performance, but combined more than three causal variables can have an effect on the ODA performance. Therefore this research verified that collectives of causal variables rather than single causal variable should be considered to achieve the performance of ODA project in technical and vocational education and training.
