공공부문의 SW에 대한 사용자의 기대 및 정보화 요구에 부응하기 위하여 그동안 국내에서는 수많은 SW 시스템들이 개발되어 왔으나, 개발 과정에 대한 체계적인 관리 방법이 미흡하여 발주자가 복잡한 SW 발주과정을 추진하기 어려우며 SW 개발자에 대한 관리 통제수단이 미흡한 실정이다. 또한 발주자의 전문성 결여로 수주자인 개발업체에 과도하게 의존하는 업무 추진과 수발주자 간의 불명확한 업무 인식으로 상호 불신이 팽배한 가운데 공공부문 SW사업의 완성도 및 성공률이 저조하여 낮은 품질의 정보시스템 인수 등 사업 실패율이 높아지고 있다. 본 논문에서는 이러한 문제점을 해결하고 개선하기 위해 발주${\cdot}$관리 프로세스 확립과 이에 대한 적용을 중심으로 체계적인 SW사업 발주${\cdot}$관리 프로세스 확립과 이에 대한 적용을 중심으로 체계적인 SW사업 발주${\cdot}$관리 프로세스 개선방안을 제안한다.

The absence of systematic project procedures in the domestic SOC projects has caused many problems. Therefore, it has been raised the needs for the effective project management of the projects which helps the participants to have systematic procedures at each phase of the SOC projects. The purpose of this research is to build the current model of procurement management process for the airport facilities and to derive inherent problems, and the building direction of the effective procurement management is suggested for the future research. The result of this research could be used for delivering the effective SOC projects and for establishing interrelationships between procurement and other phases of the projects for the integrated project management. The procurement process of the Inchon International Airport was investigated and the as-is model was built. Through the analysis of the as-is model, and the questionnaires and the interviews with the participants of the SOC projects, the problems of the current procurement process has been derived.

This paper presents the core technology of Construction Business Process Automation to model and automate construction business processes. Business Process Reengineering (BPR) and Automation (BPA) have been recognized as one of the important aspects in construction business management. However, BPR requires a lot of efforts to identify, document, implement, execute, maintain, and keep track thousands of business processes to deliver a project. Moreover, existing BPA technologies used in existing Enterprise Resource Planning (ERP) systems do not lend themselves to effective scalability for construction business process management. Application of Workflow and Object Technologies would be quite effective in implementing a scalable enterprise application for construction business processes by addressing how: 1) Automated construction management tasks are developed as software components, 2) The process modeling is facilitated by dragging-and dropping task components in a network, 3) Raising business requests and instantiating corresponding process instances are delivered, and 4) Business process instances are executed by using workflow technology based on real-time simulation engine. This paper presents how the construction business process automation is achieved by using equipment reservation and cancellation processes simplified intentionally.

To reduce uncertainties and make rational plans, the presumption of contingency against a failure of projects and an occurrence of unpredictable risks is important with accurate estimations as the work progressing. Therefore, if the presumption of contingency reflecting uncertainties carries out at a decision making point of time, be able to prepare for risks. The purpose of this paper is to present a management process of contingency through the performance analysis of project. In the cost planning phase, this study offers a process which is predictable contingency and predicts the range of fluctuation of the cost, laking an advantage of EVM in construction phase. With reflecting the results from this procedure, this study presents a process, rationally manageable contingency.

Inadequate cost management has widely been recognized as one of the most problematic areas in the Korean construction industry as many believes that public cost references are not reasonably reflecting the market conditions. 'Total Project Cost Management Guideline' developed by Ministry of Economy and Finance(MOEF) to govern public budget control has been identified as one of the main reasons for this problem. This study attempts to thoroughly review 'Total Project Cost Management Guideline' itself and quantitatively analyze the impact of it on project cost during procurement process. Different procurement methods are considered including turnkey & alternative, private contract, qualification examination, and lowest price bidding system in this quantitative impact analysis of 'Total Project Cost Management Guideline'. Analysis results shows that this governmental process works mainly as a constant cost-cutting tool throughout the procurement process.

In this paper, we analyzed the business process and management characteristics of the university financial support project to define the function for the integrated information management system of the university financial support project. To this end, we reviewed the characteristic and business process of university financial support project and defined six common functions. In order to establish an integrated system applying the derived functions, the first things to be done need to standardize the business management system considering integration and to arrange the accounting regulations. Based on the functions and implications defined from this paper, we think that it will be helpful to design an integrated information management system for university financial support project.

프랜차이즈 사업에 있어서 지역 정보 관리 시스템은 고객의 편의 제공 및 프랜차이즈의 수익 구조에 큰 영향을 준다. 프랜차이즈 사업에 있어서 중요한 점은 다양하게 존재하는 지역 정보들을 효과적으로 이용하는데 있다고 할 것이다. 현재 국내 사이트에서 구축되어 있는 지역 정보 관리 시스템은 분리된 해당 지역 정보만 제공하고 있는 실정이다. 즉, 통합된 체계의 정보 서비스가 되지 않고 있는 실정이다. 본 논문의 부 프로세스에서는 지역 사업을 하는 데 있어 필요로 하는 다양한 지역 정보를 데이터 베이스화하고 그에 따라 여러 가지 형태의 UI(User Interface)를 제공하고, 또한 상점에서 사용하는 사용자 프로그램의 개발과 상점의 특성을 파악하여 그에 맞는 컨텐츠를 제공한다. 본 논문에서는 이러한 부 프로세스의 개발의 기반 구조가 되는 관리자 시스템을 설계 및 구현한다. 즉, 지역 사업을 함에 있어 초기 데이터 구축 및 사업권 영역의 확장 및 관리라는 측면을 고려할 때 각 지역을 관리하게 될 MF(Master Franchise)와 F(Franchise)가 협력하여 현지의 현실감 있는 정보를 즉 시적으로 반영하며 구축해 나갈 수 있는 관리자 시스템을 개발한다.

In recent years, the risks and uncertainties associated with mixed used development in urban regeneration projects which have actively been implemented at home and abroad have been on the rise due to the uncertainties of the initial business plan, difficulty of financing, increase in total cost and schedule delay. To cope with rapid social and economic changes and optimize benefits, a risk-based configuration management process that considers life cycle is required, along with accurate planning in the early stage of the business. In addition, it is necessary to prepare measures that can respond to the evaluation and measurement of the configuration factors in relation to the business process. However, the focus of previous studies on configuration management in the field of construction was mainly on humanities and the sociological aspects such as organization, leadership, ideology and similar concepts. There has been limited research on the process and measurement and evaluation methods for configuration factors required in decision-making on the risks and changes that can occur in the actual project implementation phase. Accordingly, in this study, we defined risk-based configuration factors and developed a process and MECA/3DAM/CII methodology to measure and evaluate these factors so as to carry out systematic configuration management of mixed used development in urban regeneration projects.

양질의 소프트웨어제품과 서비스를 생산하는 방법은 우수한 선례를 답습하거나, 성공한 선례를 해당 응용업무에 맞도록 발전시키는 것이다. 즉 프로세스들의 모임인 소프트웨어 프로세스를 각각의 소프트웨어 서비스와 시스템의 개발목적에 부합하도록 정의하는 것이다. 프로세스 모임은 정보화사업의 포괄적 관리가 가능하게하며, 사업제기부서가 소프트웨어 시스템에 대한 전반적인 의무와 책임을 갖게 하며, 정보화사업 감리에 있어서 감리 목표 정립과 감리의 시행을 명확하게 한다. 소프트웨어 서비스 및 시스템 개발에 있어서 적합한 프로세스의 모임을 목표프로세스 프로파일(Target Process Profile) 이라고 명명하였다. TPP을 정의함에 있어서는 정의할 대상시스템의 성능과 시스템의 효과성이 어느 정도 가시화되는 여건에서, 소프트웨어 서비스 및 시스템의 수명주기 목표, 수명주기 아키텍쳐 및 수명주기 계획을 도출한다. 즉 아키텍쳐 접근방법, 소프트웨어프로세스의 정착, 및 국제표준의 프로세스에서의 프로세스 모임규칙을 근간으로 하여 TPP의 프레임워크(Framework)을 시안을 작성하였다. 소프트웨어공학의 발전과정에서 프로세스 능력의 성숙도 기준으로 프로세스 모임을 이룬것에 추가하여, 논자는 ISO/IEC 15504 TR 프로세스간의 전후관계에서 TPP을 위한 작업산출물 도출방법을 정의하였다. TPP에 의한 정보화추진은 정보화시대에서 소프트웨어 품질 및 가격에서 경쟁력을 가져오는 요인이 될 것이다.
