This paper explores how the provided information from Enterprise Architecture (EA) affects the activities to for performing IT projects. The IT projects analyzed in this paper are projects to for developing and maintaining Korea Customs' UNI-PASS. This research was conducted based on surveys to demonstrate the effects of the information from EA on activities for IT projects. Information from EA is categorized into propriety, sufficiency and consistency. Activities for IT projects are defined as management, participation, communication, requirement management and human resource. Correlational analysis is used to measure the effects of the inf ormation on the defined activities. The analysis, which verifies the provided information by EA, does not have meaningful correlation with project management nor human resource. For public officials in charge, Sufficiency of the information produces a positive effect on decision making. For operation company, consistency of the information encourages utilization of the resources required for the project. This research suggests that strategies for performing IT projects with EA information that can support the verification of characteristic environments of each project and performance of vital activities required by the participants' roles will ensure the success of government IT projects.

오늘날의 건설사업 환경은 차별화 ${\cdot}$ 정보화 ${\cdot}$ 특성화 ${\cdot}$ R&D등 지식과 기술 및 창의성을 바탕으로 한 창조적 결과물 생산으로의 요구를 확대하고 있다. 이러한 환경은 건설 사업을 수행하는 기술자 집단에게 사업수행의 미래 가치적 최적화를 위해 기획과 계획에서부터 시공과 유지관리 및 장기 지속가능성까지 보장하는 생애주기차원의 사업수행을 요구하는 것이기 때문에 사업의 타당성 분석에서부터 실시간 정보처리와 가치창조를 위한 사업수행 계획이 절대적이라 할 수 있다. 본 연구에서는 그동안 국내 사업일정계획에서 적용하고 있거나 적용할 필요성이 있는 사업단계와 단계별 업무영역을 구분하고, 정보화 운영관리 방안을 분석함으로서 국내 건설 환경에 적합하고 신뢰성을 보장 할 수 있는 일정계획을 수립할 수 있는 방향을 제시하고자 한다.

1999년은 1998년부터 시작된 도서관계의 각종 위기상황이 계속되었다. 그러나 때로 위기상황이 또 다른 기회를 가져오기도 하였으며, 국가 경제가 급속하게 회복되면서 제반 상황이 새로운 국면으로 전환되기도 하였다. 우리 협회는 1999년 한 해 동안 일반사업 뿐 아니라 각종 프로젝트, 해외 도서관계와의 협력강화 등 폭넓은 활동을 비교적 활발하게 수행하였다. 1999년도에 수행한 우리 협회 사업 가운데서 외부의 재정지원을 유치하여 수행한 사업들만을 요약 정리하면 다음과 같다.

공공부문의 정보화 사업의 중요성에도 불구하고, 공공기관의 정보시스템을 효율적으로 발주 ${\cdot}$ 관리할 수 있는 체계가 정립되어 있지 못할 뿐만 아니라, 정보화사업은 계획 ${\cdot}$ 심의 ${\cdot}$ 사업기획 ${\cdot}$ 사업발주 ${\cdot}$ 사업관리 ${\cdot}$ 성과평가 동의 일련의 발주체계의 전문성 미흡으로 발주자의 사업수행상의 어려움뿐만 아니라 이를 실질적으로 수행하는 수주업체에도 커다란 영향을 미치고 있어 발주기관과 수주업체간의 절차상의 문제발생 사업결과에 대한 책임 한계 불분명 둥으로 법적인 문제가 발생되고 있다. 또한, 국가, 공공기관 등은 모든 사업의 절차가 법과 제도에 근거하여 수행되고 있는데 소프트웨어 등 지식기반사업의 경우에는 법과 제도가 사업의 특성을 반영하지 않아 S/W사업 수행에 어려움이 상존하고 있어, 기술적인 발주 ${\cdot}$ 체계 개선과 더불어 법 ${\cdot}$ 제도의 개선이 요청되고 있다.

u-City사업은 완성까지 5년 이상이 소요되는 대형 장기사업으로, 정보시스템 개발 및 정보통신공사가 동시에 이루어지는 복합공종 사업이다. 이러한 대규모 사업을 차질없이 수행하기 위해 u-City사업에는 감리도 동시에 수행된다. 그러나 u-City감리는 아직 단일화된 감리기준이 없어 정보시스템 감리기준 및 정보통신공사감리 업무수행지침이 각각 적용되고 있으며, 이로 인해 감리 현장에서는 통일된 일정계획 수립이 어렵고, 업무 분장이 불명확하여 감리대상 일부가 누락되는 경우도 발생한다. 본 논문에서는 정보시스템 감리기준 및 정보통신공사감리 업무수행지침으로 이원화된 감리기준으로 인해 발생되는 문제점들을 살펴보고 이의 개선방향을 제시하였다.

하천은 이수, 치수 및 환경 등의 역할을 수행하며 문화생활의 공간 제공, 재해예방 기능, 생활용수 공급 등 다양한 형태로 국민의 생활과 문화의 발전에 기여한다. 국내에는 총 5,937개의 하천이 존재하며, 정부는 매년 많은 예산을 투자하여 다양한 하천사업을 추진 중에 있다. 하천사업의 경우 국토교통부, 환경부, 행정안전부를 중심으로 하천수변공간의 복원, 홍수예방 등에 관한 사업을 수행해 왔으나 현재 지방의 자율성, 책임성과 권한확대를 위해 지방하천 관련 사업들의 경우 각 지자체로 기능이 이양되고 있으며 국가하천을 대상으로 한 사업만을 중앙정부기관에서 관리하는 중이다. 그러나 중앙정부 기관에서 관리 중인 국가하천 관련 사업들에 대한 관리 또한 수월하지 않아 사업 현황관리, 예산 관리 등에 대한 필요성이 지속적으로 제기되는 실정이다. 한편, 국내에서는 수자원관리를 위한 시스템인 하천관리지리정보시스템(RIMGIS)과 국가수자원관리종합정보시스템(WAMIS)을 운영 중에 있으나 하천에 관한 제반사항 및 하천기본계획 등의 관리만을 수행하며 하천공사관리는 포함하고 있지 않다. 따라서 본 연구에서는 하천사업(공사)관리 시스템 개발 방안을 제시하고자 한다. 이는 중앙부처에서 관리 중인 국가하천 관련 사업의 체계적인 관리와 사업수행 중 발생 가능한 문제 상황 대응력을 향상시켜줄 것으로 기대한다.

과학기술기본법 제12조 및 성과평가법 7조에 따라 국가연구개발 투자의 효율성 제고를 위해 장기간 대규모 예산이 투입되는 사업, 사업간 중복조정 또는 연계가 필요한 사업, 다수 중앙행정기관이 공동으로 추진하는 사업, 국가적 사회적 현안으로 대두된 사업 등에 대해 특정평가를 실시하고 있다. 사업군 특정평가는 "08년부터 "17년까지 총 17회 실시되었으나 사업군 단위의 평가보다 사업군 내 개별사업 중심으로 평가가 수행되어 왔다. 본 연구의 목적은 사업군 특정평가의 평가틀을 제시하는 것으로 기존의 사업 단위 특정평가 방법을 차용해왔던 방식을 사업군 단위 특정평가에 적합한 평가틀을 제안하고자 한다. 평가의 계층구조에서 사업평가와 정책평가 사이에 위치한 사업군 평가에 대한 틀 제시는 향후 과학기술분야의 정책평가 도입을 위한 탐색연구에 해당한다. 이러한 연구목적의 달성을 위해 먼저 기존에 수행되었던 사업군 특정평가의 사례들에 메타평가를 수행하여 현 사업군 평가틀의 한계를 조사하고, 국내외 정책평가 사례 분석을 통해 사업군 특정평가 틀에 활용 가능한 벤치마킹하고자 하였다. 이러한 기존 사업군 평가의 한계와 선행 정책 평가의 시사점을 바탕으로 사업군 특정평가틀을 제시하였다. 메타평가는 선행 문헌조사를 기초하여 본 연구에 적합한 메타평가틀을 구성하여 적용하였고, 국내외 정책평가 사례에 대한 선정과 분석은 정책평가 전문가들의 지문과 면접조사를 활용하였다.

Recently, the architecture remodeling is rising as new alternative for activating the construction market as the interest toward life cycle of buildings has increased. But the reality is that current remodeling business is suffering various types of difficulties in its performance due to the absence of general management technology and factor technology in systematic performance procedure or evaluation, etc toward remodeling effect, evaluation on performance, imperfect system for reflecting user requirements and remodeling life cycle ; planning, $feasibility ^{\circ}\hat{E}designing^{\circ}\hat{E}construction^{\circ}\hat{E}management$ along with lack of overall understanding on remodeling. Accordingly, this research has attempted to search for an effective management method through overall understanding in project performance by presenting work procedure of remodeling project and analysis items for decision making, etc centered on early planning stage out of three stages called planning, designing and construction.

Recently, the Construction Management service of domestic construction environment has being extended because that is an effective means to supplement owner's management and improve a total management of construction. But existing CM service guide is staying simply defined level about a work scope and procedure. So the standard CM guide needs to set a detailed plan of the project. Therefore, the key works were deducted by doing survey after the main work of CM service based on CM case studies and an existing CM service guide. That is expected to use CM contract and do service.

Private companies will get back their investment by leasing facilities to the government, Since act on private participation in infrastructure were changed in January 2005, BTL(Build Transfer Lease) project of introduced in the domestic construction market for the purpose of providing public facilities with the public. BTL projects is for with approximately project life cycle form plan to maintenance the success of the project totally depends on the capability and role of concessionaire. Accordingly, this study is aimed to improve in order to proceed with BTL project efficiently, a clear standard for the item of evaluation was presented.
