The environment of fire service is more uncertain as cities become complicated and new combustibles are used. If fire service's budget is not allocated sufficiently for fire facilities and equipment, fire service's quality and firefighter's safety are affected seriously. Therefore project budget must be increased to prevent fire and disaster effectively. This study investigate the change of fire service demands, the change and priority of fire service budget and project budget. And this study examined the relationship between fire service demand and project budget using correlation and regression analysis. Analysis showed that a number of rescue and emergency medical service were significant variable for project budget.

정부가 건축물의 에너지 성능을 20% 이상 끌어올리는 그린리모델링 사업 활성화를 목적으로 올해부터 공공건축물을 그린리모델링 할 경우 설계비와 시공비를 지원하는 등의 사업을 추진한다. 지난해 12월 30일 국토연구원 대강당에서 개최된 그린리모델링 사업설명회에 약 400여명이 참석하는 등 업계의 뜨거운 관심을 받고 있다. 국토교통부는 정부가 추진하는 그린리모델링 사업에 참여할 수 있는 사업자를 오는 1월 17까지 모집할 예정이다.

The most important thing to develop real estate asset would be a feasibility study. To secure feasibility of development projects, reducing and minimizing the cost of land and construction also would be the important thing. To analyze optimal land-value for real estate development projects, I have collected 204 balance sheets of development projects in South Korea. With the help of statistical technology, I could have selected useful data from those balance sheets. After detailed analysis of statistical data, I could have reached conclusion that the most important factor to earning rate would be land cost per unit ground area under the constraint of given sale price. So far the main pattern of feasibility study of development projects was land cost and construction cost. However, by this study, I have found a new fact that construction cost has little effect to earning rate and land cost per unit ground area is the most effect to earning rate especially in residential facilities rather than commercial ones.

우리나라 기업 창업 후 5년까지 생존율(27.5%)은 OECD 평균 생존율(43.9%)보다 낮으며 최근 5년간('11~'15년) 연평균 창업은 81만개, 폐업은 70만개로 다산다사(多産多死) 특징 보유하고 있다. 사업 실패로 인한 폐업은 개인적인 차원을 넘어 사회적인 문제로 확대되고 국가 경제에 부담으로 작용하고 있다. 이에 본 연구에서는 사업실패경험이 학습효과와 자산으로 승화하여 재창업의지에 직접적인 영향을 미치는지, 사업실패자에 대한 사회적지지가 재창업 의지에 어느 정도 상승효과를 주는지에 대해 분석하기 위해 사업실패자자들을 대상으로 자료를 수집, 실증 분석하였다. 본 연구 결과는 첫째, 사업실패경험 속성중 비재무적 손실이 발생한 경우 재창업의지에 부(-)의 영향을 미치는 것으로 나타났다. 이는 비재무적 손실이 크다면 재창업의지는 낮아지게 된다. 둘째, 재무적 손실이 발생한 경우에는 재창업의지에 영향을 미치지 못하였다. 셋째, 조절변수인 정서적지지는 비재무적 손실이 발생한 경우 재창업의지에 정(+)영향을 미치는 것으로 나타났다. 따라서 재창업지원은 이들이 경험한 비재무적 손실을 회복 할 수 있도록 정서적지지를 활용하는 다양한 정책안들이 고안 되어야 하고 사업실패로 재무적 손실이 크게 나기 전에 사업을 빠른 시일 내에 정리토록 하는 것이 재도전 시책에서 무엇보다 중요하다는 시사점을 주고 있다.

본 연구에서는 현재 사업을 운영하고 있는 사업자와 사업을 운영하지 않고 있는 잠재창업자인 20세 이상 남녀를 조사대상으로 사업에 대한 태도 및 위험인지가 여러 특성에 따라 어떤 차이가 있는지 그리고 어떤 변수들에 의해 영향 받는지를 조사하였다. 또한, 태도 행동 모델과 소비자의사결정 모델을 응용하여 사업태도와 위험인지 변수가 창업 및 사업유지의사에 미치는 영향력을 조사하였다. 본 연구결과를 정리 요약하면 다음과 같다. 첫째, 분산분석결과 남성, 비전문직 종사자, 부모가 창업경험을 가진 경우 사업에 대한 태도가 긍정적인 것으로 나타났다. 한편, 취업하지 않은 경우, 연령이 40대 이상인 경우, 과거 사업경험이 있는 경우 사업에 대한 위험인지 수준이 높은 것으로 드러났다. 둘째, 남성, 부모가 창업한 경험이 있는 경우, 자아실현의 창업동기를 갖는 경우 창업의사가 강한 것으로 드러났다. 한편, 사업실패경험이 없는 경우, 101억부터 1천억 사이의 매출액을 갖고 있는 사업체 운영자, 긍정적인 사업태도를 가진 경우 사업유지의사가 높은 것으로 나타났다. 셋째, 남성, 비전문직에 취업한 경우, 사업경험이 있는 경우 사업에 대한 태도가 긍정적인 것으로 드러났다. 한편, 연령이 높은 경우, 취업하지 않은 경우, 사업경험이 있는 경우 사업에 대한 위험인지 수준이 높은 것으로 드러났다. 끝으로, 남성, 취업하지 않은 경우, 사업에 대한 태도가 긍정적인 경우, 부모가 창업을 한 경험이 있는 경우 창업에 대한 의사가 강한 것으로 드러났다. 한편, 긍정적인 사업태도, 사업실패경험이 없는 경우 사업유지의사가 강한 것으로 드러났다.

Estimated project cost and executed sensitivity analysis for domestic 500 MW coal-fired power plants with monte carlo simulation. As a result of research, the basis of constant price in December, 2011 and 95% level of confidence, the project cost in case of not having adjacent power plant was 1,870 billion won to 2,330 billion won and the project cost in case of having adjacent power plant was 1,240 billion won to 1,590 billion won. In case of not having adjacent power plant is sensitive to civil construction cost but the other case is sensitive to material cost.

The purpose of this study is to suggest a model for evaluation of a risk based value index for modular design alternatives in plant construction projects. Accordingly, 1) Setting the basic project cost and the scope to apply the module, 2) Evaluating the importance, easiness, and effectiveness index for Engineering, Procurement, Fabrication, transportation, and construction work, 3) Estimating the total project cost by analyzing the risk reserve Step, 4) Comparing the effectiveness index and total project cost for each modular design alternative, it was composed of the steps of deriving RVI. To verify such a model, Plan-A, which applied a module to one process, and Plan-B, which applied a module to three processes, were composed to evaluate RVI.

현재 우리나라 SI(Service Integration)에서 사업발주자 및 수행자는 소프트웨어사업 대가산정에 많은 어려움을 겪고 있다. 사업발주자는 관례적인 사업비 산정으로 일관하고, 사업수행자는 근거없이 받아들이는 것이 현실이다. 또한 감리 수행 시 사업비산정근거를 점검할 체계를 갖추지 못하고 있다. 이로 인해, 비용관리 위험 및 파생위험들을 초래할 수 있다. 이에, 사업비 산정과 위험에 대한 구체적인 인식과 연구가 필요하다.

본 논문은 도로투자 사업성분석시 사업주체의 현금흐름을 결정하는 항목들을 고정값(Deterministic Value)이 아닌 확률적으로 추정함으로써, 사업의 재무적 변동으로 인한 위험도를 민간사업자의 견지에서 사업성분석과정에 내재화하는 모형을 개발하는 것이다. 즉, 확률적 비용추정기법으로 국소적으로 활용되던 위험도분석을 재무모형에 내재화함으로써 사업의 재무적 변동을 보다 포괄적으로 분석할 수 있는 틀을 제공한다. 본 연구에서는 몬테카를로 시뮬레이션기법을 이용한 위험도분석(Risk Analysis)을 적용하여 사업성 평가지표와 비용의 확률밀도함수(Probability Density Function : PDF), 누적확률분포함수(Cumulative Distribution Function : CDF)를 산출하고, 그 결과로 해당 사업의 위험도를 고려하여 사업성을 평가한다. 이 모형은 사업의 모든 변동요인을 복합적으로 추정하여 사업기간 내 사업주체의 현금흐름을 분석할 수 있다. 따라서 사업주체는 효용에 따라 합리적인 위험도 관리 목표값(Target Value)을 선정하고, 사업의 위험도를 고려하여 건설비, 예비비를 결정할 수 있다. 본 연구에서 정립된 모형을 서울외곽순환고속도로(일산-퇴계원 구간)와 대전당진고속도로를 대상으로 사례분석을 수행하였다. 그 결과, 대전당진고속도로의 경우 사업성이 없으며, 서울외곽순환고속도로의 경우, 일부 위험도 발생변수를 합리적으로 관리한다면, 사업성이 충분한 것으로 분석되었다. 본 사례분석은 사업의 위험도를 반영한 사업성분석 방법으로 우리나라 민자유치대상고속도로의 사업성분석의 하나의 지침이 될 것이다.

As a project progresses, it is well known that construction manager has to define the contingency for the expected project cost, which is used as a buffer for uncertainty. In this study, we mention uncertainty as the amount of likelihood that is difficult or impossible to predict project cost. From the completed work package, we obtain the true cost value, and this information is technically good data for estimating the realistic contingency of work packages to be accomplished. Based upon this historical information, construction manager recomputes the contingency for the remaining works. Conditional probability theory is often useful for re-estimating one of the remaining project progress as the true cost of the completed works can be different from the planned cost. As a project is progressing, true value is really important to predict the realistic project budget and to decrease the uncertainty. In this study, we gave applied conditional probability theory to estimating project contingency supposing a project that consists of fire work packages, provide the fundamental framework for setting and controlling project contingency.
