Recently, ever-growing land price has caused public projects to come to considerable deadlocks. Up to date, project principals have relied upon mandatory expropriation policy or other relevant policies in order to procure land sites required for public projects in a short period, but these policies have brought about collective resistances and civil appeals from land owners and cause land compensation price to rise, resulting in delayed progress of public projects. Therefore, land banking system is enforced to resolve these issues. Successful implementation of land banking system requires purchase of sufficient land sites at affordable price so as to execute public projects and control real estate market. However, current version of Land Banking Act reveals several questions as contrary to public expectations in the days of its introduction. This study sought to make further analysis on the whole content of current legal system concerning land banking system. And based on the analysis, this study explored possible solutions for problems that hinder land banking system from its stable operations, so that this land banking system could contribute to resolving land problems by active promotion of public projects as originally intended and by the stabilization of land market based on balance control between supply and demand of land.

The following improvement plans are suggested in this study to facilitate implementing a pilot project for building a disaster resistant community organized by the National Emergency Management Agency in 2008, and ultimately to expand the project nation-wide. Regarding legislative aspects, legal grounds should be established such as devising a new clause in the Counter Measure for Natural Disaster for assigning a disaster resistant community or city, and devising a tentatively named "Act for Disaster Resistant Community Project" as a local governance regulation. Regarding administrative aspects, a project master plan focused on active participation of the local residents should be designed. Moreover, a certain amount of the project budget should be alloted not only to structural contents but also to non-structural contents. Regarding organizational aspects, an education program for training local disaster prevention leaders should be actively promoted and a local disaster prevention governance system should also be established among official and inofficial local organizations. Furthermore a preemptive consulting system with disaster prevention experts as well as an evaluation system to monitor the project implementation process should be introduced.

공사비정보와 일정정보는 사업을 관리하는데 있어 매우 중요한 정보로 이들이 연계활용되어야 공정공사비 관리를 원활하게 진행할 수 있다. 그러나 국내의 실정은 공사비가 내역체계 기반으로 관리됨에 따라 설계사에서 작성되어 시설, 부위, 공간 등의 정보를 갖고 있던 수량정보가 내역체계 기반으로 전환되면서 정보들을 상실하고 시공사에서는 다시 물량분개라는 작업을 통해 다시 시설, 부위, 공간 등의 정보를 부여하는 작업이 발생하고 있다. 이에 도로분야 사업을 대상으로 작업분류체계(WBS)를 그 연계방안으로 제시하고 작업분류체계 기반 공사비 작성을 통해 설계사에서 작성된 정보를 시공사에서까지 활용할 수 있도록 하고자 한다. 본 사업에서는 이러한 작업분류체계 공사비 작성을 위한 지원도구 개발을 위해 업무 프로세스 검토, 지원도구 활용 공사비 작성, 시험적용을 통한 지원도구 검증을 수행할 계획이다. 이를 통해 내역정보와 공정정보의 연계가 실현되고, 효율적인 공사비 관리의 기반을 제공할 수 있다.

This study analyzes the economic effect of rehabilitation and upgrading of reservoirs as a prevented method against natural disasters under recent abnormal weather conditions and dam-break. For the analysis, we divide the purpose of rehabilitation and upgrading of reservoirs into the stable supply of rural water under uncertain weather conditions and the prevention of collapse due to the aging of the reservoir. We measure the economic effect of rehabilitation and upgrading of reservoirs by estimating the resident's willingness-to-pay for the project through Contingent Valuation Method(CVM). The result shows that distributions of willingness-to-pay to prevent natural disasters and dam-break are similar to each other. About 66% of the residents in sample regions are willing to pay for the project. The resident's willingness-to-pay to protect natural disasters and dam-break are 32,250 to 46,147 won and 28,427 to 47,308 won respectively on average for all sample regions. The comparison of willingness-to-pay by type of regions shows that paddy field areas are the highest followed by facility cultivation areas and urban areas. In addition, total expected value of the projects calculated based on the resident's willingness-to-pay for paddy field areas and facility cultivation areas are much larger than actual project costs. This implies that rural residents are fully aware of the importance of the project to prevent natural disasters and dam-break and are willing to pay for additional costs if needed.

본고에서는 ESCO 시장이 성장하기 위하여 건물부문 대상을 1만$m^2$이상 대형건물, 에너지다소비건물, 소규모 건물로 설정하여 정책 및 제도 개선방안을 모색한다. 이를 위해 각각의 개별적인 건물에너지 효율개선사업이 아닌, 유형별, 공간별로 집단화하여 ESCO사업으로 추진하고, ESCO에 대한 홍보와 관심을 유도하기 위한 시범사례를 구축 및 확산하기 위하여 해외사례와 시사점을 제시한다.

경부고속철도사업에 대해 걱정하는 사람들이 많다. 애초 4조6천억원으로 예상됐던 건설비가 각종 문제점이 노출돼 공사가 지연됨으로써 2002년께 10배인 40조원으로 늘어날 전망이다. 고속철도사업의 추진과정에서 오늘의 현황을 짚어보고 그 대안을 모색해 보았다.

국방획득사업은 정보화.과학화된 첨단 군사력을 건설하기 위해서 막대한 재원이 소요되는 반면, 군사력 건설에 필요한 재원확보 여건은 매우 어려운 실정이기 때문에 제한된 가용재원을 투자하여 획득사업을 효율적으로 추진하는 것이 무엇보다 중요하다. 국방분야는 이제 소요결정, 획득사업관리 등에서 과거의 비효율적 요소들이 모두 개선되어야하며 진정으로 국가와 군이 필요로 하는 무기체계를 경제적으로 획득하여야 한다.

전력수급의 안정을 위해 공급능력을 확충하고 에너지절약시책을 강력히 추진하였다. 하계전력수급의 공급예비율은 7%를 목표로 하였다. 한국전력의 수요관리사업을 대폭 확충하였다. 한국전력의 수요관리사업을 대폭 확충하였다. 96년 440억원이었던 수요관리사업을 97년 540억원으로 확대하여 빙축열냉방 및 요금구조개선 등 부하관리부문과 고효율조명기기 보급 등 효율향상에 투자하여 신규전력 설비투자비를 8천억을 절감하였다.

다음 자료는 산림청이 11월 12일 개최한 제17회 전국 사방실무세미나에서 경기도치산사업소 여재만씨가 개발, 발표한 내용이다. 「레미콘을 이용한 사방댐시공법」은 깬돌, 자갈, 잡석 등을 이용한 종래의 사방사업 시행때에 인력, 자재 확보난 등의 어려움을 해소하고 공기단축과 사업비를 절감할 수 있는 효과적인 방안으로 평가받고 있다. 새로 개발된 「레미콘을 이용한 사방댐시공법 」은 산림청에서 87년도 최우수 과제로 선정되어 전국적으로 확대 실시할 계획이다.
