A Study on the Credential System of Librarian in Korea (사서자격제도 개선안 연구)

  • The purpose of this study is to suggest alternative credential system of librarian in Korea. For this purpose, the study analyzes various aspects of credential system in order to find out characteristics, strengths, and weaknesses. The data used in this study are drawn from current situations and problems analysis, critical literature review case study of six countries, and questionnaire survey analysis. Four different kinds of model are suggested. Those are 'Internal Competency Model', 'Minimum Credits Model', ‘Licence Examination Model', 'Graduate School Model'. This study also suggests further research to develop more adequate credential system of librarian in Korea.

  • To meet the higher needs for a new role of libraries in information society, professionalization of librarians who are core human resource of libraries is essential. Under the present circumstance that one can acquire a librarian license if he/she completes the required whole courses only, librarian license system should be improved and innovated. The purposes of this study are to investigate the surveys on librarian license system and the statistics of production and employment of librarians and to suggest a new librarian license examination as a remedy of the present system and a continuing professional education and an examination for license renewal. Based upon the investigation of a case study of the Philippines librarian licensure system, this study suggests some countermeasure which should be considered and discussed for the improvement and innovation of the present librarian licensure system.

Librarian Certification in Korea: History and Future Directions (사서자격제도의 변화 추이 및 개선 방향에 관한 고찰)

  • Librarian certification and creditable library education in Korea are defined by law(s). The law(s) has continuously been amended or reformed to meet the changes in society as well as library surroundings to date. This research investigates and analyses the evolving traces of librarian certification and creditable library education law(s), and summaries them as following: first, the trend in the changes is reviewed, second, whether the conditions to grant librarian certificates reflected on the laws have influenced the quality or professional capability of the librarians is probed, finally, problems of current librarian certification and creditable library education are elicited, and desirable future directions are suggested.

  • During the 21st century, the rapid changes in libraries and the information environment require the reassessment of the education and certification of library and information professionals in order to enhance their competencies. The purpose of this study is to elicit and propose preliminary models in order to improve the librarian certification system in Korea. In doing so, the perceptions among librarians and users were surveyed through an online questionnaire methodology. Based on the results of the survey and analyses, a mid- and a long-term plans for improving the overall library certification system have been proposed.

A Study on the Current Status and Problems of Medical Librarian Qualification System and Medical Librarians' Self- Efficacy and Self-Esteem (국내 의학사서자격제의 현황과 문제점 및 의학사서의 자기효능감과 자아존중감에 관한 연구)

  • This study investigated the current status and problems of medical librarian qualification system and measured medical librarians' self-efficacy and self-esteem. 49.4% of the respondents acquired medical librarian qualification and 82.9% of them are willing to re-acquire the qualification. To obtain publishing activity point was the most difficult of all evaluation items. Average self-efficacy score was 3.42, and self-esteem score was 3.89, and women's self-efficacy and self-esteem scores are higher than those of men. Medical librarian qualification system has been managed in a stable manner, yet the system has to be consolidated and developed into a national qualification system so that it can contribute to the improvements in proficiency of medical librarians.

  • The purpose of this study was to focus on the discussion on the introduction of the librarian qualification certification system, which is being discussed as a way to raise the qualification level of experts as a system for expert certification and to raise social awareness as experts. First, the introduction of the library and information science curriculum certification system was discussed. Second, the issues to be considered when introducing the certification system were discussed. In other words, we analyzed in depth what matters we should consider when discussing the certification system. Third, the components of domestic and overseas certification systems were investigated and analyzed, and measures applicable to the librarian qualification certification system were discussed. Fourth, it was proposed to introduce a certification system for the Department of Library and Information Science. Also, based on the results of the analysis, it was suggested what could be a problem when introducing the certification system to the Department of Library and Information Science in Korea and what contents should be reviewed. In this study, in order to propose the introduction of the librarian qualification certification system, the purpose of the librarian qualification certification system, the certification criteria, the certification institution, and the contrast between the university and the Department of Library and Information Science were also dealt with in detail.

A Reflective Inquiry of the Qualification System and Jobs for the Teacher Librarian in Korea (사서교사 자격 제도 및 직무에 대한 반성적 고찰)

  • The international standard for the school library suggests that school librarians qualified for librarian and teacher should run the school library. And library assistants should support the teacher librarian to carry out a role as a teacher. Despite the difference of requirements, librarians without teachers' license are under the human resources for school library administration. Furthermore, the job description between the school librarian and librarian is not well-defined in Korea. The different requirements in the library standards and the school library related laws have led to weaken professionalism and social status of librarianship. The condition that teacher librarians are not in the school library have brought the pressure to overcome imperfect functions of the school library and unfairness of educational services. In order to solve these problems, it is necessary to strengthen teacher librarians' qualification system to improve their identity as educational subject specialist librarians. We ought to also build proper foundations of social recognition about librarianship through classifying the types of human resources in the school library into the teacher librarian, library paraprofessional and volunteers. Especially we should hold the job analysis based on administrator, teacher, service, leader, collaboration, and partner.

Worries and Solution to Japanese Librarians' Professionalism (일본의 도서관인의 전문성에 대한 고민과 그 해답)

  • In recent years, the worries of professionalism of the professions have been long lasting and the debate of securing the expertise by improving the curriculum and qualification system as well. In this study, we have focused on cases where Japanese' securing the expertise of profession through practicing specific and systematic movement by reorganizing the curriculum and implicating an expertise evaluation system. First, we analyzed the relevant qualifications for librarians and education system of Japan. Second, we organize the requirements of the Library and the studies of Library and Information Science (LIS) in Japan to secure expertise. Third, based on the requirements of the site and the results, we have discussed the advantages and disadvantages by focusing on recent changes in the curriculums and expertise evaluation system.

  • The purpose of this research is to find out the strategies to improve the professionalism of librarianship in Korea. It is generally accepted that the conditions of librarianship as a profession have been formalized but lack in fulfilling the standards required to be recognized as a profession. This research tries to examine the qualifications of and the educational system for librarians. It also traces how the researches in the library and information science and activities of the library association and Professional communities have contributed to the development of librarianship.
