Program Management Implementation Plan for Muan Enterprise City Project (무안기업도시 건설사업관리 수행계획)

  • Muan Enterprise City is a mega-project that has an investment worth up to $3 billion only in the construction of infrastructure. The project's success will largely depend on the success of its construction management. This study sets out to establish a construction management plan for Muan Enterprise City by defining the core objectives and organizational structure and its supporting system. Project outline and core objectives were analyzed, and necessity of construction management and processes evaluated. Based on this analysis, implementation strategy for the achievement of project goals was defined and developed, and organizational structure and its support system to execute established. This study strives to support the project's construction management being carried out under proper planning and possibly set an example for construct ion management of mega-structures in the future.   • In this study, the project manager-oriented organization model has been verified by analysing it with forming a clear definition of detailed unitary duty entity to develop current non-efficient CM system constituted by functional organization with the decentralized responsibility and apply the model As a result from verification that the model provides valid solutions by comparing it with the existing, the model is better than the existing in cost savings, target profit sales rate, total rate of new on sales. Moreover, various activities in cost savings and cases where improvement is feasible are executed. However, the model caused some problems in organizational operation, project management and in division of duties so this study proposed improving management method

  • 국내 기반시설의 대부분은 1970년대 경제성장기에 건설되어 사용연수가 30년 이상 경과하였고 급격한 고령화가 진행 중이다. 1990년대 성수대교와 삼풍백화점의 붕괴는 시설물 유지관리의 중요성에 대한 전국민적 관심을 집중시켰고, 이에 정부는 1995년 「시설물의 안전관리에 관한 특별법」 제정을 시작으로 현재까지 다양한 정책 및 기준을 수립해왔다. 일반적으로 안전점검 및 정밀안전진단 등을 수행하여 시설물의 안전등급을 평가하고 결함에 대한 보수·보강을 실시하여 시설물을 유지·관리하고 있다. 그러나 유지관리 예산은 한정적이기 때문에 모든 결함에 대한 보수·보강 사업을 실시할 수 없는 실정이다. 이에 보수·보강 조치의 우선순위를 선정하는 것이 필요하며, 관련 법령 세부지침에는 부재의 중요도, 결함의 심각성, 경제성을 고려한 우선순위지수(PI, Priority Index)를 제시하고 있다. 이 식은 전문가의 주관적인 판단에 의해 영향도를 50~100%범위 안에서 조정할 수 있으며, 일부 특정 부재는 동일한 가중치가 설정되어 있다. 또한 결정적으로 보수보강을 통한 효과를 효율적으로 고려하지 못하고, 대부분 경제성에 의해 우선순위가 결정되는 한계점이 발생한다. 따라서, 본 연구에서는 몇 가지 사례분석을 통해 현재 우선순위지수에 대한 문제점을 고찰하고 이를 개선할 수 있는 우선순위 산정식(PI)을 제시하였다. 과거 유지관리 시행 초기에는 보수보강 사례가 부족하였지만 현재는 수십년간의 축적된 자료를 바탕으로 제시된 산정식을 충분히 활용할 수 있을 것으로 판단된다. 향후 보수보강 효과를 정량화하는 방법에 대한 추가적인 연구가 수행된다면 더욱 경제적인 측면에서 우선순위를 산정할 수 있을 것이며 노후화된 기반시설 유지관리방안에 효과적으로 사용될 것으로 기대된다.

  • Although there are many processes in which factors interact with each other during enterprise resource planning(ERP) implementation, factors affecting ERP implementation have been investigated in an isolated way. In order to bridge the gap, this study attempts to provide a research model to explain how these factors affect ERP implementation success from a holistic perspective. In particular, this research focuses on how bundling and leveraging processes affect ERP implementation success using resource based theory, a strategy formulation framework, and a dynamic resource management model of value creation. The model amalgamates organizational resources and capabilities via the bundling and leveraging processes to identify the effect on ERP implementation success. This paper validates the proposed model by presenting Australian aviation industry case study. Case findings will be in help to reveal the effect of resource bundling in establishing capabilities and effect of capabilities leveraging in deriving the ERP implementation success.

Improvement Plan for Groundwater Management in Korea by Examining Overseas Cases (해외사례조사를 통한 우리나라 지하수 관리의 개선방향)

  • This study aims to suggest an improved groundwater management plan for future policy decisions in Korea by examining representative groundwater management cases abroad. In the United States, the Ground Water Resources Program is operated both locally and regionally. In order to manage appropriate levels of groundwater in Japan, groundwater resource management programs are conducted according to small, medium, and large watersheds. In Europe, the watershed unit manages groundwater and surface water by way of an integrated approach. In Korea, groundwater development at the national level is designated and managed in a top-down manner, whereas in the United States and Japan, groundwater is managed from small-scale regional units to large-scale watersheds. In order to evaluate the sustainability of groundwater resources, groundwater must be evaluated through a dynamic process including continuous monitoring, groundwater flow analysis, and management priorities.

  • Effectiveness of Just in time managing system can be obtained by removing unexpected lead-time and maintaining consistency on the physical transportation of construction resource. Construction resource management is essential on checking on load data from production of shop to field, and it is based on building resource life cycle information. In this study, production, transportation, and assembly disciplines of concrete construction should real time communications exchanging information related to shop-field with each other, Establishing information support system is an important initial step for promoting active cooperations among these resource life cycle on data flow. To achieve this, on suitable using management point, we suggest a concrete construction control model.

  • As construction projects are getting larger, more complex and specialized, the size and scale of the structures are increasing and large-scale projects with multiple participants involved have continuously been ordered. Due to the nature of a large-scale construction project, when there are interferences and conflicts in process, schedule and area among project participants, the project requires more time and efforts to resolve the issues as it progresses further. This study suggests the interface management model that is time-saving and physically beneficial in solving interface issues based on case study. This study provides a practical management model including the organization of interface consultative group, checklist preparation, LIST management and PMIS application, which will be useful for the construction sites seeking effective know-how to manage design interferences and changes.

  • After the revision of the Enforcement Decree of the Public Records Act, the archives created a management standard table for data set records management and performed management and control. Therefore, in this study, the data set record identification procedure and evaluation index were developed for systematic data set record management of archives. By applying this, a management standard table was prepared after identifying the records of 8 datasets in kr's electronic procurement system, and the evaluation was carried out according to the evaluation index, and the retention period, transfer, and collection were determined. It is hoped that this case study will be of practical use to the archives at a time when concrete examples of procedures for the management of dataset records are lacking.

  • 방산 선진국에 비하여 상대적으로 기술적 능력이 미흡한 우리 나라는 무기체계의 공동연구개발협상에서 이들 국가보다 지위가 유리하다고는 볼 수 없다. 정책방향과 사업추진 발전방안 등에 대한 분명한 인식과 논리를 갖고 사업을 수행한다면 국가 이익을 확보하는 데 기여할 것으로 사료된다. 국제협력연구개발에 대한 발전방안을 보다 체계적으로 분석하기 위해서는 선진국의 사례에 대한 양해각서, 계약서, 결과에 대한 원천자료 혹은 체계적인 분석자료를 획득하여 이에 대한 문헌연구와 병행하여 국내의 기술협력사업에 관한 양해각서와 업체간 계약서 및 사업관리에 대한 사례분석이 보다 체계적으로 이루어져야 할 것이다.

  • An influx of the population to the city has soared due to industrialization. As times go by, cities become densely populated so Korean government started to construct a number of buildings including apartment housings. Because they have become functionally, structurally, esthetically deteriorated over the past two decades. some improvements are needed. There are mainly two ways to improve old buildings: remodeling and reconstruction. Between the two, the first one is more popular as it is less time-consuming and more eco-friendly. Demolition work comes first for both of them and it should not give negative effects since it is regarded as a CP(Critical path) in the overall process. For this reason, a thorough construction management must be done. The reality, however, demolition is managed by the construction manager's experiences and decisions. If the key factor of demolition which is the planning of manpower and machine equipment, is determined by unscientific and subjective judgments, its period and risk also will increase. In particular, eco-friendly demolition can be more risky because it's been rarely conducted. Therefore, scientific and objective ways of demolition management are needed. In this context, this paper aims at analyzing productivity in each process of demolition focusing on manpower and machinery equipment which are the main parts of demolition assuming that the demands of eco-friendly remodeling demolition projects will be increasing. At the same time, by estimating working period through the output, this paper would be helpful to set up the plans for overall project in earlier stage.
