  • 복지사각지대 발굴은 복지 서비스가 필요하지만 수혜를 받지 못하고 있는 국민을 찾아내서 지원해주는 정부 시스템이다. 본 연구는 이 복지사각지대 발굴 관리 시스템의 효용성을 높이기 위해, 발굴 예측 모델의 정확도를 높이기 위한 방법으로, 발굴 과정에서 사용하는 속성을 선택하고 평가하기 위한 방법을 제안한다. 제안 방법은 각 속성의 유효성을 검증하고, 검증된 속성 집합을 선택한 뒤, 예측 기준을 결정하는 세 단계로 구성되며, 이 방법을 통해 기존 복지사각지대 예측 모델의 개선에 적용할 수 있을 것으로 기대할 수 있다.

  • The importance of managing blind spots in the welfare crisis is increasing. Accordingly, in order to manage the blind spot of the welfare crisis, it is necessary to manage the social safety net with the contents of supporting income and self-reliance of low-income families, and actively discovering and supporting poor and crisis households. In this paper, we reviewed various problems related to blind spots for the management of welfare blind spots, and proposed the applicability of blockchain-based distributed ID and the possibility of distributed ID technology in stages by considering the range of blind spots.

  • The article aims to discuss ethical issues of social welfare informationisation, focusing on dataveillance through social welfare information system in South Korea. The Korean government plans to upgrade social welfare information system, by strengthening welfare fraud tracking and adding blind spot discovering functions. However, surveillance over poor population's data is inevitable when conducting such investigations. This article reviews current debates on dataveillance. It then conducts a case study on social welfare dataveillance in South Korea, asking what ethical problems lie in the dataveillance in terms of privacy, accuracy, property, and accessibility issues. Subsequently, this paper identifies three fundamental ethical dilemmas of social welfare in the informational age. Finally, it suggests policy alternatives to tackle the ethical problems and dilemmas of social welfare informationisation.

  • 정부 3.0의 패러다임에 맞추어 사회복지서비스의 복지정책과 수요는 폭발적으로 증가할 것이다. 이에 반해 현장에서 정책을 실질적으로 집행 할 수 있는 인력인 사회복지사 등의 부족으로 실제 국민들에게 혜택이 제대로 돌아가지 못하고 있는 실정이다. 이러한 문제점을 최소화하기 위해서 복지정책의 수정과 함께 사회복지전달체계의 시스템화는 필수적이라고 할 수 있다. 민 관의 복지서비스 지원 시스템과 흩어져 있던 복지자원을 통합하고 시민과 이웃이 모두 참여 할 수 있는 복지서비스 지워 시스템의 구축은 미래 복지서비스의 새로운 방향을 제시할 것이다. 본 논문은 사각지대에 놓인 복지수요자의 발굴이 용이하고 민 관 복지서비스를 통합해서 제공할 수 있는 새로운 사회복지전달체계 시스템을 설계하고 구현하였다.

A Study on Policy Priorities for Implementing Big Data Analytics in the Social Security Sector : Adopting AHP Methodology (AHP분석을 활용한 사회보장부문 빅 데이터 활용가능 영역 탐색 연구)

  • The primary purpose of this paper is to find out what issues are important in the Social Security sector, and then, through AHP methodology, this study analyzes what kind of big data methodologies and projects can be implemented to solves these issues. To the aim, this paper first confirmed 8 big data projects from reviewing all issues in the Social Security sector such as administrative works and social policies. After the result of pairwise comparison, policy validity is most important factors rather then effectiveness and practicability. With regard to the priorities among sub-big data projects, the project about preventing improper recipients has come out the most important project in terms of validity, effectiveness and practicability. And the results showed that the project about outreaching and reducing a blind spot on the welfare sector is weighed as a significant project. The results of this paper, in particular 8 sub-big data projects, will be useful to anyone who is interested in using big data and its methodologies for the social welfare sector.

  • According to the current status of marine accidents in Korea, the number of accidents is steadily increasing by an approximate average of 8.5% per year, and marine accidents are steadily increasing for ships and structures such as floating barges, tugboats, ferries and floating platforms except for fishing ships. In this study, domestic floating structures were classified according to the type of floating structure, and the regulation system and the scope of the application of floating marine structures were schematically illustrated according to related domestic laws such as the Ship Safety Act, Ship Act and Fishing Management and Promotion Act. In addition, considering the state of the marine environment, it was intended to discover structurally delicate parts and risk factors early in blinded safety spots in applying domestic regulations, and to derive effective improvement measures for the discovered risk factors.

  • The purpose of this study is to explore the improvement method of the emergency safety system as a social protection scheme for the elderly living alone with severe disabilities. The study was conducted by randomly choosing three regions in the metropolitan area (Jongno-gu, Seoul), the small-medium city (Yongin-si, Gyeonggi-do) and the rural area (Geochang-gun, Gyeongsangnam-do) among 17 cities and counties nationwide. The study method is based on the interview form of the structured questionnaires with city officials, county officials, and center operators. According to the results of the interview analysis, it was recognized that there was a need for an emergency safety system for the elderly living alone with severe disabilities. In spite of this necessity, there were problems about publicity for the discovery of victims of the blind spot in welfare, about inconvenience due to frequent malfunctions of the emergency equipment, about insufficient awareness of the security of the emergency officials and about supply and demand of manpower for 24-hour monitoring service. In order to improve the effective operation of the emergency safety system, it was the most urgent issue to formulate the legislation for responding to the crisis management of the vulnerable. A suggestion of this study is to build a safety system in which one-stop service is provided for the realization of compact welfare through the establishment of a MOU for linkage with community organizations, the full inspection of emergency equipment to solve safety equipment malfunction problems and the manpower supplement for 24-hour monitoring.

A Qualitative Research on the Evaluation of Healthcare and Welfare Network for Vulnerable Populations : Focusing on the Dalgubeol Health Doctor Services (취약계층 대상 보건의료·복지 네트워크 사업 성과에 대한 질적연구 : 달구벌건강주치의사업을 중심으로)

  • Objectives: This study examined the evaluation and potential improvements of 'Integrated Healthcare and Social Welfare service model' based on the experiences of practitioners from institutions participating in the 'Dalgubeol Health Doctor Services' and the service recipients. Methods: Qualitative research was conducted from September to November 2022 in this study, focusing on 4 providers from the dedicated Dalgubeol Health Doctor Services Team, 5 contact partners from affiliated organizations, and 6 service beneficiaries. The data gathered underwent thematic analysis. Results: The evaluation indicated that Dalgubeol Health Doctor Services has proven to be effective in addressing the complex needs of vulnerable populations. By providing integrated services through quick and simple beneficiary selection and resource linkage, it has contributed to the resolution of complex demands, recovery of positive attitudes towards life, and improvement in quality of life for users who have fear the use of medical and welfare services. Dalgubeol Health Doctor Services has established an integrated health care system involving not only public but also private organizations, from the referral agency to the service provider. Centered around Daegu Medical Center and involving five tertiary hospitals, it has established a model that supports treatment appropriate to the severity of the patient, from mild to severe. Conclusions: These findings indicate an enhancement in health equity, achieved through the active identification and subsequent health and welfare issue resolution of individuals marginalized from medical benefits.
