In south korea, the elderly population has been continuously increasing, so blind spots in administrative welfare services for the elderly are expected to increase. therefore, this study aimed to analyze the types of blind spots in administrative welfare services for the elderly in gijang-gun, Busan, where the elderly population is increasing. using a network analysis, the demand and service supply ranges were derived. after that, in comparison to their sizes, the blind spots were divided into three types: i) blind spots in service supply, ii) blind spots in mobility constraint, and iii) dual blind spots. As a result, in gijang-gun, the blind spots in mobility constraint were 21.5%, the dual blind spots were 9.5%, and the blind spots in service supply were 3.2%. Based on these results, this study suggested policy directions for resolving the blind spots in administrative welfare services for the elderly by type.

현재 첨단기기를 활용한 많은 지능형 자동차 연구개발이 급속히 발전하고 있는 추세이다. 사전 기술은 운전자의 운전미숙 때문에 생긴 돌발 상황을 대처할 수 있는 기능을 갖춘 첨단 자동차 안전장치의 용도제한과 고비용으로 대중화 되지 못했다. 그러므로 안전장치의 개발은 미숙한 운전자들의 안전 운전을 위해 사각지대 감지 장치가 필요하다. 사각지대에 관련된 연구 동향으로써는 사각지대 거울에서부터 사각지대 충돌회피시스템 등 여러 가지의 특허들도 연구된 상태이다. 본 논문에서는 초음파센서와 서보모터 및 기타 LED장치를 사용하여 새로운 기술적 메커니즘을 제안했다. 사각지대를 감지하기 위한 초음파 센서의 적절한 위치를 설계하였고, 회로도를 설계하여 모형으로 사각지대 감지장치를 구성하였다. 성능을 검증하기 위한 실험에서는 이동하는 물체와 동일선상에서의 물체를 감지하는 두 가지 방법으로 사각지대 감지테스트를 완료 하였다.

현재 시판되고 있는 대다수의 자동차에 장착된 사이드미러와 백미러 같은 기존의 비젼 시스템은 모두 사각지대(blind spot)를 가지고 있다. 사각지대는 크고 작은 사고의 원인이 되기도 한다. 이러한 단점을 보완하기 위해 자동차 기업들은 자사의 고급 자동차 후방에 광각(wide-angle) 카메라를 장착하고 있다. 광각 카메라 시스템은 1대의 카메라를 사용하여 후방 영상을 얻고 그것을 그대로 보여줌으로서 어느 정도 사각지대를 줄여주는 역할을 하고 있지만 후방의 모든 사각지대를 제거해주지는 못한다. 그러므로 다수의 카메라를 사용하면 보다 넓은 후방 시야를 확보함으로서 보다 완벽하게 사각지대를 제거할 뿐만 아니라, 좀 더 다양한 위험물 정보를 주행 중에도 운전자에게 제공하는 것이 가능해진다. 본 논문에서는 사각지대를 제거하기 위해 차량의 좌, 우측 그리고 후방에 3대의 카메라를 장착하고, 장착된 카메라를 통해 얻어진 영상을 통합한 파노라마 영상을 생성하는 방법과 다양한 환경에서 실험한 결과를 제시한다. 파노라마 영상을 생성하기 위해서 제안하는 방법은 3D 와핑을 통해 각 영상의 Bird's Eye View를 생성하고, 생성된 Bird's Eye View를 2차원 이동변환만을 이용해서 하나의 통합된 Bird's Eye View를 만든다. 이렇게 만들어진 통합된 영상을 후방 카메라를 기준으로 다시 3D 와핑 함으로서 완전한 파노라마 영상을 생성한다. 제시된 방법으로 다양한 상황에 따라 실험을 수행하고, 이를 통해 문제점을 찾아본다.

As National Pension Scheme for all nation complete in 1999 through expanding application in cities, the public pension including Public Occupational Pension became main axis of old-age income maintenance. After 4years since then, now, it is only half of total National Pension insured persons who have been qualified to receive pension through participate and contribution. The other half of National Pension insured is left the excluded from public pension. This paper is intended to identify scale and characteristics of the excluded from public pension and to analysis its cause, and to explore policy measures for solving the excluded's problem. for current recipients over 60 years old generation, the its excluded's scale is no less than 86% of the old over 60 years. The probability of getting in the excluded is high in case of old elderly and female for current elderly generation. For future recipients 18-59 years working generation, the its excluded's scale is no less than 61% of the 18-59 years total population. The probability of getting in the excluded is high in case of 18-29 years and female for current working generation. As logistic regression analysis determinant factor of paying or not pension contribution for future recipients, it appear that probability of getting in the excluded for current working generation is high in case of younger old, lower education attainment, irregular employee, working at agriculture forestry fishery sector, construction sector, wholesale retail trade restaurants hotels sector, financial institution and insurance real estate renting and leasing sector in comparison with manufacturing sector, occpaying at elementary occupation, professionals technicians and associate professionals, sale and service workers, plant machine operators and assemblers, legislators senior officials and managers in comparison with clerks. The Policy measures for the current recipient old generation have need to reinforce supplemental role of Senior's pension(non-contribution pension) until maturing of public pension, because of no having chance of public pension participants for them. And the Policy measures for the future recipient working generation have need to restructure social security fundamentally corresponding with social-economic change as labour market and family structure etc. The pension system has need to change from one earner one pension to one citizen one pension with citizenship rights. At this point, public pension have need to manage with combining insurance's contribution principle and citizenship principle financing by taxes. Then public pension will become substantially universal social network for old-age income maintenance and we can find real solution for the excluded from.

The importance of managing blind spots in the welfare crisis is increasing. Accordingly, in order to manage the blind spot of the welfare crisis, it is necessary to manage the social safety net with the contents of supporting income and self-reliance of low-income families, and actively discovering and supporting poor and crisis households. In this paper, we reviewed various problems related to blind spots for the management of welfare blind spots, and proposed the applicability of blockchain-based distributed ID and the possibility of distributed ID technology in stages by considering the range of blind spots.

The purpose of this study is to establish the concept of the blind zone of social services and analyzing the conditions by children, the elderly, the disabled, and the poor. This study used the raw data of demand/supply of social service and sample size is 4,038. Results of the study were as follows. First, in terms of the coverage, the biggest blind zones of social service are the employment support and cultural service. These results were similar for all households. But, it is noteworthy that the size and proportion of blind zones of housing support services for children, counseling services for elderly are relatively big. Second, in terms of adequacy, the most serious blind zones of social service are health and the employment support service. Especially, the elderly, the disabled, and the poor are not the most adequate adult care services and children are community service. Based on such findings, this study suggests expansion of employment support services and health care, monitoring for the services analyzed to be over-supply, and intensive involvement of private sectors about the services provided by the government of a large blind zone.

In this paper, we propose a blind spots elimination system using three cameras. A wide-angle camera is attached on trunk for eliminating blind spots of a rear-view mirror and two cameras are attached on each side-view mirror for eliminating blind spots of vehicle's sides. In order to eliminate blind spots efficiently, we suggest a method to build a panoramic mosaic view with two side images and one wide-angle rear image. First, we obtain an undistorted image from a wide-angle camera of rear-view and calculate the focus-of-contraction (FOC) in undistorted images of rear-view while the car is moving straight forward. Second, we compute a homography among side-view images and an undistorted image of rear-view in flat road scenes. Next, we perform an image registration process after road and background region segmentation. Finally, we generate various views such as a cylinder panorama view, a top view and an information panoramic mosaic view.

영상감시, 특히 CCTV는 이미 보안에서 없어서는 안 될 큰 중심이 된지 오래지만 지속적인 기술 성장 못지않게 또 다른 첨단기술 및 기능 요구가 증가되고 있으며 그중에 하나가 CCTV 영상의 사각지대이다. CCTV는 다양한 목적을 위해 24시간 영상을 녹화하지만 현재 시스템으로 사각지대 없는 CCTV시스템은 다수의 카메라를 설치하여만 한다. 이는 높은 비용과 유지관리가 필요하게 되어 적재적소에 CCTV시스템 설치가 어려운 실정이다. 따라서 본 연구개발에서는 사각지대가 없는 CCTV 개발에 필요한 지능형 영상분석 시스템에 필요한 통합 관리 시스템을 설계하여 전체적인 시스템 개발 완료에 목표를 두고 있다.
