분산된 데이터를 효율적으로 관리하기 위해 일반적으로 DBMS을 사용하고 있다. DBMS에는 여러 시스템들이 있지만 대부분 상용판매이기 때문에 시스템을 구축하는데 있어 비용적인 문제가 있을 뿐만 아니라 사용방법도 복잡하여 사용하기 어려운 면이 있다. 이에 본 연구에서는 전문적인 지식 없이도 조작과 관리가 쉽고 체계적이고 통합적으로 관리가 가능하며 MS Office 제품과의 호환성이 뛰어난 MS-Access를 이용한 시스템구축 사례를 제안한다. MS-Access를 이용하면 서버나 기타 시스템 없이도 기존에 사용하고 있는 컴퓨터에서 데이터베이스를 운영할 수 있고 따로 전문적인 DB관리자가 필요가 없다. 본 논문에서는 이러한 점을 이용하여 프로젝트를 관리할 수 있는 시스템을 구현하였다. 이 시스템은 비용투자에 열악한 중소기업이나 비영리 단체에서 효율적으로 사용할 수 있다.

본 논문에서는 미국·영국의 사례를 통한 정책적 함의를 제시하는 데 그 목적이 있다. 미국의 경우 초기 대응자로서 민간 부문의 중심적인 역할, 공공과 비영리 그리고 민간 부문 조직들의 협력적 대응, 자원봉사자들의 적극적인 참여, 평소 민간 부문에 대한 훈련, 민간 기업의 기민성과 영국의 경우 위기관리를 위한 언론의 협조자 역할, 정부의 언론을 통한 위기관리의 중요성 인식 등은 우리에게 시사하는 바가 크다. 요컨대, 미국·영국의 경우 전 국가적 차원에서의 대테러활동을 위한 민·관 간의 협력적 운영이라는 사실과 더불어 우리나라 대테러 관계기관 실무자들의 민·관 협력 기능의 필요성에 대해 시민의식의 향상, 시민단체와 민간 기업의 사회적 공익 분야 강조, 언론의 역할 정립에 대한 인식이 높아지고 있는 시점에서 대테러시스템 운영을 위해 이들의 역할과 기능이 더욱 확충되는 방안을 모색해야 할 것이다.

Main research question of this study is based on situational gap between donation motivation and behaviour in non-profit organization. However, researches investigating the gap were limited. Therefore, this study examined components of psychological variables. Specially, we proposed the variables about consumer's impulsive motivation or behavior on impulse literature in donation toward non-profit organization. This study conducted a scale development to measure consumer's charity donation impulse based on non-conscious viewpoint. For the development of measurement tool for charity donation impulse, we conducted two stages of research process. First, the measurement items of charity donation impulse were developed through FGI and in-depth interview on experts. Secondly, the factor analysis was performed, and then some items were eliminated through this analysis. As a result, we found the final scale with 26 items, which were named as evaluation sensitivity charity impulse, reward sensitivity charity impulse, functional impulse, non-planning charity impulse. These results showed that the measurement items developed in this study were confirmed to be useful tools for measuring charity donation impulse.

The purpose of this study was to examine the effect of donation expenditure details and the shift in awareness as a result of disclosure of donation expenditure details in order to promote constant donation by nonprofit organizations in the course of marketing activities. The first experiment was configured through $2{\times}2$ intergroup element design based on 2(feedback on donation expenditure details: available vs. unavailable) ${\times}$ 2(donation awareness: expenditure vs. exchange), and furthermore, MANOVA was performed. The results showed that the satisfaction with donation was higher when the donation expenditure details were disclosed(M=5.125, SD=0.437) and that the relation maintenance intention was higher(p<0.01) when the donation expenditure details were disclosed M=5.328, SD=0.459). In addition, the main effect was validated by using the bootstrapping method. The results of overall model validation showed that satisfaction & trust(=0.843, p<0.01) and satisfaction(=0.267, p<0.01) and trust(=0.691, p<0.01) had a positive(+) relationship. Based on aforesaid results, donors are expected to have greater trust if nonprofit organizations make effort to ensure transparent and detailed disclosure of information on expenditure of donations made by donors. Succeeding studies would need to investigate the effect that might vary depending on the type of feedback methods, etc.

This study aims to examine the problems of the Article 31 of the Korean Copyright Act and to suggest the improvement of the Article 31. The study analysed the establishment and revisions of the Act and the Article 31. The study suggests the followings for the improvement of the Article 31: firstly, to limit copyright limitations for libraries operated by profit organizations but to extend copyright limitations for libraries operated by non-profit organizations, secondly, to abolish the system of property rights compensation, thirdly, copyright organizations and library associations closely discuss to solve the problems on reproduction prevention measures, the amount of reproduction, the inter-library loan of library materials among libraries.

VDE(Verband Deutcher Elektrotechnik, Elektronik und Informationstechink)는 독일의 전기전자 및 정보기술협회로 1893년 비영리기관으로 설립하였다. VDE에는 세계 전기 및 전원산업에 있어서 중요한 역할을 담당하는 1,250개의 기업 및 국가단체들이 가입되어 있고 독일 내 네트워크를 보면 현재 32개 지부 및 55개 지점이 가동하고 있다. VDE는 전문가들의 기술적인 노하우를 컨퍼런스 조직 등을 통하여 국내외에 전파하는데 기여하고 있고 기술개발 결과에 대한 평가를 취급하는 유능하고 객관적인 기구를 지원하는 것이다. VDE시험소는 1920년 VDE마크 제정과 함께 설립되었다. VDE의 네트워크 유지 활동에는 EU 및 EFTA의 17개 국가 및 전세계 25개국의 VDE 연락사무소, 50개국에 산재한 제휴기관과의 협력 중국, 일본, 한국, 이태리 및 미국의 VDE 위임기관, 일본, 한국 및 미국의 VDE 전문가, IECEE, CB계획에 의거한 34개국 기관과의 협력 등을 들 수 있다.

본회는 한국간호원의 미국 진출 문호를 넓히기 위해 작년말경부터 주한 미대사관을 비롯 미국내에 설립된 해외간호원 자격시험위원회와 끈질긴 교섭 끝에 근년 10월 4일 국내에서 처음으로 길을 터 놓는 한편 본 국내에서의 회원들의 관심을 끌고 있다. 이 시험을 관장하는 $\ulcorner$미해외간호원자격시험위원회$\lrcorner는 미 보건교육 및 복지국의 보건사업부서의 제안으로 설립된 독자적이고 비영리적인 단체이며, 이 시험의 목적은 미국으로 이민 오려는 외국간호원의 미국내의 주등록면허시험(RN)을 칠 수 있는 사전시험으로서 간호원의 수준을 높여 전문직책임을 보장하는데 있다고 한다. 본회는 처음으로 실시되는 이 시험제도가 한국 간호원들에게 효율적으로 운영될 수 있도록 최선의 역할을 찾고 있으며, 그 일환으로서 합격률을 높이기 위해 단기보수교육프로그램을 계획 실시하는 등 미국진출의 뜻을 품고 있는 회원들에게는 절호의 기회가 될 것이다. 이 시험은 전세계에서 30개국의 32개소에서 10월 4일 동시에 실시된다.

뉴욕공공도서관(The New York Public Library)은 전문분야로 특화된 대학원 수준의 4개의 연구도서관과 85개의 지역분관을 가리키는 복합관의 총칭이다. 뉴욕시는 인구 800만의 5개의 행정구역으로 이루어지는데, 뉴욕공공도서관은 맨해튼, 브롱크스, 스태튼섬의 3개지구 330만명을 서비스 대상으로 하고, 나머지 2개 지구를 브루클린공공도서관, 퀸즈공공도서관이 관할한다. 연간 예산은 2억8천만달러에 달하며, 2003년의 통계에 따르면 방문이용자가 150만명, 홈페이지 이용자도 1,000만명에 이른다고 한다. 놀라운 것은 운영이나 규모면에서 세계 제일로 손꼽히면서도 공립(公立)이 아니라 비영리민간단체(NPO)가 운영하는 공공(公共) 도서관이라는 것이다. 뉴욕공공도서관은 설립부터 독지가들이 기부 등을 통해 도서관 활동에 깊이 관여하면서 행정과의 독특한 협력관계를 발전시켜왔다. 이러한 전통에 의거한 퍼블릭 프라이빗 파트너십(Public Private Partnership)은 뉴욕공공도서관의 핵심으로 보다 풍부한 서비스의 제공을 가능하게 하였다. 이에 본 연구는 우리나라와 달리 예산확보를 위한 경비가 일정부분 상정되고 있는 뉴욕공공도서관의 자금조달 비즈니스 모델에 대한분석에 중점을 두었다.

Traditionally social problems had been largely left to be handled by non-profit organizations, not because of lack of interests in social causes but mostly because of lack of innovative ideas to solve them in commercially viable ways. This market failure has recently been fixed by social enterprises, which manage to provide both solutions for social issues and commercially viable business models. As a result, we have been witnessing a sudden spike of public interests in these social enterprises as well as a call for empirical investigation on social enterprises by prior studies. However, empirically investigating a social enterprise has been a challenging endeavor mostly due to the insufficient number of successful social enterprises. Answering to the call in this study, we empirically investigate Goyohan Taxi, a successful social enterprise that partners with visually impaired cabdrivers and offers a taxi service, by both longitudinally interviewing the founder and adopting in vivo observation throughout the entrepreneurial journey of Goyohan Taxi. Based on the single case study method, we find that Goyohan Taxi adopts two distinctive decision-making mechanisms, the de-escalation of commitment and the orthogonality of commercial and social goals. Although generalizability of the our finding is minimal due to the limitation of single case study method, our finding contributes to the research of social entrepreneurship by offering new avenue of research in decision-making process of social entrepreneurs.

최근 중앙부처 및 지방자치단체 등 공공부문에서 성과관리의 중요성이 강조되면서 BSC(균형성과표)/SEM(전략적 전사관리) 등의 성과관리 시스템 구축이 활발히 진행되고 있다. 그러나 민간 부문과 달리 공공부문은 비영리 조직이라는 특성을 가지며, 다양한 이해관계자들이 존재하여 성과관리 시스템 구축 시 많은 어려움이 있다. 본 연구의 목적은 사례대상 공공기관의 전략적 성과관리 시스템에 대한 연구를 통해, 업무 특성을 고려한 전략적 성과관리 시스템 구축에 대한 선진 사례를 도출하여, 공공부문에서 BCS 등의 성과관리 시스템을 구축할 때 발생되는 문제점들에 대해 효과적으로 대처하고 벤치마킹 할 수 있는 방안을 제공하고자 한다. 사례대상 공공기관(정보통신부)의 성과관리에 대한 연구는 국내 공공부서에 적합한 성과관리 방법론 도입과 시스템 구축에 효과적인 지침서가 될 수 있을 것이며, 현재 공공부문 BCS(균형성과표)설계 및 시스템 구축 시 발생하는 문제들에 대하여 효과적인 방안을 제시할 수 있다는 데에 연구의 의의를 둘 수 있다.
