The purpose of this study is to examine the civic participation in supply process of social welfare services in the Japanese communities and to detect the background that how "Non-profit citizen welfare organization" emerged as a social welfare service supplier of local government. Furthermore the effect of Non-profit citizen welfare organization on the expansion of employment opportunities for women is also analyzed in this study. In order to investigate the background of the emergence of non-profit citizen welfare organization as a social welfare service supplier, this study approached not only from the viewpoint of the trends of welfare pluralism followed by the crisis of welfare states, but also from the viewpoint of how local government solve the problems of consumption flexibility on welfare services. In addition, to examine the effects of Non-profit citizen welfare organization on the expansion of employment opportunities for women, a case study on the employment function of non-profit citizen welfare organization is also carried out in this study. The various background how non-profit citizen welfare organizations emerged and the employment effect from those organizations are empirically analysed through the methods mentioned above.

국가 경제가 발달하면서 개인이나 법인의 영리추구도 점점 더 과학적이고 실리적인, 그러면서도 사회에 대한 공익성을 망각함이 없이, 내적인 면에서나 외적인 면에서나 진지한 발전을 계속해야 한다. 실리적인 면을 외면하며는 그 영리단위(營利單位)는 경쟁자에게 낙후되어 몰락될 것이며, 후자의 비중을 전자보다 지나치게 추구하는 것은 영리 단체의 기본 목적에 위배되는 것으로서, 양계업의 경우 산란계에 있어서 현재 가치가 500원 밖에 안되는 닭을 600원의 치료비를 들여가며 도태를 꺼리는 넌센스와 다를바 없는 것이다. 지난호의 판매부 체크에 이어서 이번에는 생산부를 체크해 보기로 하자. 영리단체의 목적이나 결과가 그의 번영에 있다면, 담당부서의 업무체계와 관리계획의 수립과 통제, 각 부서간의 빈틈없는 연락과 협조는 그 단체의 번영의 밑거름이 되는 것으로서 이의 비능률적인 운영은 귀하의 영리단체를 모래위에 쌓는 성(城)의 단계까지 이르게할지도 모르는 것이다.

국내에는 약 200여개의 환경관련 비영리법인이 있다. 대부분 사단법인 및 재단업인이지만 대학교 산하의 연구소나 학회, 협회, 연합회 등 다양한 성격의 단체가 있으며 최근에는 시민단체로서 활동하는 곳도 많다. 특히 시민단체로 환경 운동을 하는 단체는 점점 그 영향력이 커지고 있다. 비영리사단법인인 경우 영리를 목적으로 사업을 펼칠 수 없지만 내부 필요 경비 조달을 위해 자체 사업 또는 산하 법인을 만들어 사업을 펼치는 곳도 있다. 이 보고서는 "E"사단법인이 환경 관련 수익사업 진출을 위해서 입안했던 프로젝트로서 일종의 기획서이다. 당시 지방자치 단체에 판매하고자 했던 상품은 이동식 화장실이다. 유사 기업이나 단체의 수익사업 진출 시 참고로 했으면 하는 바람으로 해당 사례를 싣는다.

This study aims to suggest effective management performances of nonprofit arts organizations among competitive environment. To examine the factors which affect the performance of nonprofit performing arts organizations such as external environment, cultural capital, orchestra characters and government grants, this study analyzed the data of 990 tax forms of the US Internal Revenue Service(IRS) of the top 73 symphony orchestras and government sources in USA. Independent variables are measured as sponsorship amount which is the biggest part of orchestras' income, and ticket sales which is profit of inherent business purpose. As a result, the performance of the orchestra is affected positively by the income and influenced by the orchestras' characteristics including age, size, and conductor. Also government grants to the orchestras are essential for organizations to sustain their business. But, there are two different sides on these effects that small to medium groups are influenced by crowding in effect and bigger groups are more likely conducted by business overview. Lastly, cultural capital is no significant relationships to orchestras' management performances. This scope of the study is limited to American symphony orchestras; however, this study is significant in that empirical analysis on nonprofit performing arts organizations from an economic view point and contribute on other nonprofit arts organizations to develop their strategic plan for sustainable business.

This study examined the analysis of the present condition, structure of fundraising activities, the effect of resource development and strategy for nonprofit social service organizations. This study investigated the fundraising and resource development activities of 356 non-profit organizations and community welfare centers nationwide. The results showed that a period of foundation of non-profit organization and community welfare center in Korea, was 10~14 years and organized with 13~19 workers. The community welfare centers were well prepared for the internal environment for resource development system such as workers, department, management for sponsors and computer program, while others were not prepared. Their recognition for the importance of fundraising activities was higher than the satisfaction of actual condition. The non-profit organization needs management sponsors, planning, public relations, fundraising skills and preparation proposal as the theme of education for fundraising activities. Their plans of the fundraising activity were events, proposal application, fundraising focus on companies, cause-related marketing. The non-profit organization complained of the difficulty about insufficiency manpower and skills of fundraising, external resource development and a budgetary deficit.

In this study, we investigate the effects of disclosure and high-quality audit on donations to charitable organizations in Korea. We find that the mandatory disclosure of financial information and high-quality audit is significantly and positively related to donations to charitable organizations. We also find that charitable organizations audited by Big 4 audit firms have greater likelihood to receive more donations, compared to those audited by non-Big 4 audit firms. Furthermore, we find that those positive associations are more pronounced for smaller charitable organizations. Collectively, those results imply that, as in the profit-making sector, disclosure and high-quality audit play a critical role in enhancing accountability and transparency of financial reporting and revenue for charitable organizations.

경쟁정보전문가협회(SCIP : Society of Competitive Intelligence Professionals)는 1986년에 설립된 단체로 전세계의 회사와 컨설팅업체의 다양한 회원으로 구성되어 있다. 이 협회는 CI분야의 급격한 성장에 따라 비즈니스 전문가를 위한 교육을 준비하고 네트워킹 기회를 부여하는 세계적인 비영리 단체이다. 현재 회원수는 약 6천명 이상으로 매년 40%의 비율로 증가하고 있다.

전국 63개 대학에서 2백여명의 교수와 대학원생 그리고 산업계 전문가들이 연구에 참여하고 있는 기초전력공학공동연구소는 한국전력에서 80억원을 투자한 비영리 재단법인이다. 전력시스템기술 등 10개 센터의 조직으로 운영되고 있는 이 연구소는 현재 1백20여개 과제에 30억원에 이르는 연구비를 확보하여 활발한 연구활동을 계속하고 있다.
