This study aims to propose the main learning contents, functions and activation plans for building an e-learning platform for libraries through a literature review, case analysis and expert survey. Through the literature review, it was found that libraries must play a role in providing high-quality online education for users in the e-learning ecosystem. Based on the previous studies, a learning function analysis tool was developed for the analysis of the library's e-learning platform. Based on this, the learning contents, learning functions and characteristics of library e-learning platforms were analyzed, and expert surveys and interviews were conducted. As a results, the construction of a platform for effectively applying learning processes and technology is essential for the library's sustainable e-learning services. The contents that should be provided for characteristics of library education, reading guidance, information literacy instruction, library usage instruction, and the latest IT technologies. And The main learning functions include the ability to conduct video lectures and real-time classes among learning types, and learning activity support functions, a cloud platform support function and a personalized environment support function. Additionally, suggested re-education for library staff to improve their technical skills and the formation of an e-learning team.

In this paper, we investigate and analyze big data platform published at home and abroad. The results had a problem with personal information security on each platform. In particular, there was a vulnerability in the encryption of personal information stored in big data representative of HBase NoSQL DB that is commonly used for big data platform. However, data encryption and decryption cause the system load. In this paper, we propose a method of encryption with HBase, encryption and decryption systems, and methods for applying the personal information management system (PMIS) for each step of the way and big data platform to reduce the load on the network to communicate. And we propose a new big data platform that reflects this. Therefore, the proposed Big Data platform will greatly contribute to the activation of Big Data used to obtain personal information security and system performance efficiency.

This study aims to explore the characteristics of platform for social service delivery and the electronic voucher system as an instrument for the delivery. The paper discusses the concept and characteristics of platform and reviews the factors by which firms migrate to platform. Social service e-vouchers are an example of a government platform that pays e-vouchers to consumers and gives them the choice of services. Then it analyzes the case of platform establishment to deliver social services. The demand on welfare services has changed with demographic structure. The change in demand requires innovation in the social service delivery system and adoption of strategies to move to the platform. Factors that enabled the social service delivery platform to build both demand and supply sides include access to employment policies, industrial connection, workforce training, and requirements for social service eligibilities.

This paper analyzes the economic effects when platform provider including CP contributes to broadband universal service and uses broadband bandwidth providing high quality network service. In this model, the contribution rate of broadband universal service is determined by ISP and platform provider sets its price of contents. The main results are as follows. First, the traffic usages is less than social optimum when the market of contents is monopoly. The sum of contribution fee and network usage rate must be less than marginal cost of network operation to get social optimum traffic. Second, the rate set by ISP is equal to social optimum when the market of contents is competitive. Third, when platform provider does not charge contents provided, ISP sets social optimum prices and the network usage rate for contents user is decreasing as advertisement revenue becomes larger. These results suggest that the platform provider should contribute to universal service funding to encourage the network investment of ISP.

Purpose: In this study, to protect delivery platform workers from danger, we intend to propose a plan to improve safety management. Method: To protect delivery platform workers, safety-related legal systems and cases were found and analyzed, and statistical results derived from a survey of delivery platform workers were analyzed, and safety management improvement measures were presented. Result: In Korea, safety measures against weather deterioration were not clearly presented in the contents of the law for the safety of delivery platforms, and the survey confirmed that safety education was not fully conducted, and most of them experienced accidents by receiving calls through apps or programs during delivery. Conclusion: This study could suggest safety management improvement plans for delivery platform workers, but since detailed questionnaire items related to motorcycles were not investigated, various accident results that could occur due to motorcycles used by delivery platform workers could not be identified.

Today, the advance of a community tool such as a SNS enables users to easily share information each other and quickly deliver various opinions to suppliers. The suppliers are trying to create new value through co-creation strategies in order to satisfy rapidly and variously changing user's needs. User-participation-based idea platforms are emerging as a open innovation space that can provide user participation and interaction between suppliers and users. However, although each idea platform has specific advantages in each stage of a development process, this development process is not generalized as one complete, integrated development process. Thus, the development of an effectively integrated process, which includes advantages in each stage of the process, is needed. This research aims to analysis the characteristics of idea platforms based on the classification of idea platforms as a basic study for proposing a new development processes of them. This research will contribute to the guideline for developing a new user-participation-based idea platform.

한반도를 비롯한 전 세계를 대상으로 가뭄과 홍수 등 물관련 재해정보를 체계적으로 수집·분석하고 이를 정부부처 및 민간에서도 제공 가능한 국가 차원의 과학적이고 효율적인 수재해 대응 및 관리 위하여 현재 수재해 정보플랫폼 융합기술 연구단이 2014년 7월 1일 출범하여 수행중에 있다. 정보플랫폼 융합기술 연구단은 국토관측센서(위성, 레이더, 지상관측자료) 기반 광역 및 지역 수재해 정보 허브 구축 및 운영기술 개발로 행복한 안심국토 및 물산업 강국 실현이라는 연구비전 아래, 고정밀 수문레이더 기반 도시홍수 관리기술, 가뭄/하천건천화 평가 및 예측 기술 개발, 홍수재해 평가 및 예측 기술 개발, 빅데이터기반 광역 및 지역 수자원정보 서비스 플랫폼 기술 개발이라는 4대 연구성과 목표로 X-Net 실증 테스트베드 구축을 통해 획득된 자료를 기반으로 수재해 감시·평가·예측 등에 필요한 관련 수문정보를 생성하고 있으며, 생성된 위성영상 및 수문레이더 등의 수문정보를 활용하여 미계측 유역에 대한 수자원 변동 감시 및 가뭄과 하천 건천화를 효율적으로 평가·예측함으로써 물안보 대응체계를 강화하기 위한 기술을 확보하고 있다. 또한 광역 및 국지 홍수 피해 범위와 규모 등을 평가·산정하고 정확히 예측함으로써 홍수재해를 저감할 수 있는 기술 개발을 추진하고 있으며, 최종적으로는 광역 및 지역 수문자료와 수재해 관련 분석정보를 체계적으로 관리하고 맞춤형 수재해 정보를 제공할 수 있는 수재해정보플랫폼 및 포털시스템을 개발 글로벌 물 정보 허브로써 기반을 조성해 나가고 있다. 이에 수재해 정보플랫폼 융합기술 연구단에서 개발하여 운영중에 있는 수재해 정보플랫폼의 고정밀 수문레이더 기반 도시홍수 관리시스템, 위성기반 가뭄 모니터링 시스템, 미계측 지역 수문정보 및 수자원 모니터링 시스템, 한국형 지표 수문정보 생성 시스템 개발현황 등 그간의 노력에 대해 소개하고자 한다.

Developed a service platform technology for automated that analyze the fire-fighting vulnerable area and equipped a map online. As a result, it is possible to provide the information necessary for the vulnerable area of the fire-fighting activity online. If progress on the study of the utilized service, it is possible to reduce the Golden Time of the fire fighting field. In this study, Confirmed the technical viability satisfactory to the management and service expansion improvements to fire-fighting vulnerable area.

최근 삼성, 애플, 구글, 마이크로소프트 등 글로벌 IT기업들이 디지털 헬스케어 시장에 뛰어들고 있다. 디지털 헬스케어는 건강상태에 대한 정보를 수집하고 이를 효율적으로 관리함으로써 개인맞춤형 건강관리 및 의료서비스 제공이 가능한 ICT융합 건강관리 서비스 및 기기로 건강관리서비스의 주도권이 의료영역에서 일반 소비영역으로 확대된 형태라고 할 수 있다. 본고에서는 디지털 헬스케어 선점을 위해 최근 경쟁이 가속화되고 있는 개인건강정보 플랫폼의 동향에 대하여 알아보았다. 삼성전자 애플, 구글, 마이크로소프트 등 국내외 글로벌 IT기업들의 개인건강정보 플랫폼과 한국전자통신연구원(ETRI)에서 미래창조과학부의 지원으로 개발 중인 개인건강정보 기반 개방형 ICT힐링 서비스 플랫폼에 대하여 살펴보았다.
