International Law on the Flight over the High Seas (공해의 상공비행에 관한 국제법)

  • According to the Article 86 of the United Nations on the Law of the Sea(UNCLOS) the provisions of high seas apply to all parts of the sea that are not included in the exclusive economic zone, in the territorial sea or in the internal waters of a State, or in the archipelagic waters of an archipelagic State. Article 87 also stipulates the freedom of the high seas. International laws on the flight over the high seas are found as follows; Firstly, as far as the nationality of the aircraft is concerned, its legal status is quite different from the ship where the flags of convenience can be applied practically. There is no flags of convenience of the aircraft. Secondly, according to the Article 95 of UNCLOS warships on the high seas have complete immunity from the jurisdiction of any State other than the flag State. We can suppose that the military(or state) aircraft over the high seas have also complete immunity from the jurisdiction of any State other than the flag State. Thirdly, according to the Article 101 of UNCLOS piracy consists of any act of voluntary participation in the operation of a ship or of an aircraft with knowledge of facts making it a pirate ship or aircraft. We can conclude that piracy can de done by a pirate aircraft as well as a pirate ship. Fourthly, according to the Article 111 (5) of UNCLOS the right of hot pursuit may be exercised only by warships or military aircraft, or other ships or aircraft clearly marked and identifiable as being on government service and authorized to that effect. Fifthly, according to the Article 110 of UNCLOS a warship which encounters on the high seas a foreign ship, is not justified in boarding it unless there is reasonable ground for suspecting that: (a) the ship is engaged in piracy, (b) the ship is engaged in the slave trade, (c) the ship is engaged in an authorized broadcasting and the flag State of the warship has jurisdiction under article 109, (d) the ship is without nationality, or (e) though flying a foreign flag or refusing to show its flag, the ship is, in reality, of the same nationality as the warship. These provisions apply mutatis mutandis to military aircraft. Sixthly, according to the Article 1 (5)(dumping), 212(pollution from or through the atmosphere), 222(enforcement with respect to pollution from or through the atmosphere) of UNCLOS aircraft as well as ship is very much related to marine pollution. Seventhly, as far as the crime on board aircraft over the high seas is concerned 1963 Convention on the Offences and Certain Other Acts Committed on Board Aircraft(Tokyo Convention) will be applied, and as for the hijacking over the high seas 1970 Convention for the Suppression of Unlawful Seizure of Aircraft(Hague Convention) and as for the sabotage over the high seas 1971 Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation(Montreal Convention) will be applied respectively. These three conventions recognize the flag state jurisdiction over the crimes on board aircraft over the high seas. Eightly, as far as reconnaissance by foreign aircraft in the high seas toward the coastal States is concerned it is not illegal in terms of international law because its act is done in the high seas. Ninthly as for Air Defence Identification Zone(ADIZ) there are no articles dealing with it in the 1944 Chicago Convention. The legal status of the foreign aircraft over this sea zone might be restricted to the regulations of the coastal states whether this zone is legitimate or illegal. Lastly, the Arctic Sea is the frozen ocean. So the flight over that ocean is the same over the high seas. Because of the climate change the Arctic Sea is getting melted. If the coastal states of the Arctic Sea will proclaim the Exclusive Economic Zone(EEZ) as the ocean is getting melted, the freedom of flight over that ocean will also be restricted to the regulations of the coastal states.

A Study on the Timing of Spring Onset over the Republic of Korea Using Ensemble Empirical Mode Decomposition (앙상블 경험적 모드 분해법을 이용한 우리나라 봄 시작일에 관한 연구)

  • This study applied Ensemble Empirical Mode Decomposition(EEMD), a new methodology to define the timing of spring onset over the Republic of Korea and to examine its spatio-temporal change. Also this study identified the relationship between spring onet timing and some atmospheric variations, and figured out synoptic factors which affect the timing of spring onset. The averaged spring onset timing for the period of 1974-2011 was 11th, March in Republic of Korea. In general, the spring onset timing was later with higher latitude and altitude regions, and it was later in inland regions than in costal ones. The correlation analysis has been carried out to find out the factors which affect spring onset timing, and global annual mean temperature, Arctic Oscillation(AO), Siberian High had a significant correlation with spring onset timing. The multiple regression analysis was conducted with three indices which were related to spring onset timing, and the model explained 64.7%. As a result of multiple regression analysis, the effect of annual mean temperature was the greatest and that of AO was the second. To find out synoptic factors affecting spring onset timing, the synoptic analysis has been carried out. As a result the intensity of meridional circulation represented as the major factor affect spring onset timing.

Development of Web Based GIS for Polar Ocean Research (극지 해양환경 연구를 위한 웹GIS 구축)

  • In recent years, polar research has been focused on climate change, natural resources, and development of a new North Pole Route. Since 2010, the Korea Polar Research Institute has been collecting various in situ data from the Arctic/Antarctic oceans using ARAON, which is the first effort of Korea toward leading global polar research. As a part of these activities, a web-based GIS service was developed to collect in situ data and to standardize data formats. Visualizations of in situ measurements and thematic maps were also developed to improve both the quantitative and qualitative quality of polar ocean research, and to increase accessibility of polar oceanographic data. This system will ultimately share all of the data acquired from the Arctic/Antarctic oceans with international research groups.

Spatial Distribution of Extremely Low Sea-Surface Temperature in the Global Ocean and Analysis of Data Visualization in Earth Science Textbooks (전구 대양의 극저 해수면온도 공간 분포와 지구과학교과서 데이터 시각화 분석)

  • Sea-surface temperature (SST) is one of the most important oceanic variables for understanding air-sea interactions, heat flux variations, and oceanic circulation in the global ocean. Extremely low SSTs from 0℃ down to -2℃ should be more important than other normal temperatures because of their notable roles in inducing and regulating global climate and environmental changes. To understand the temporal and spatial variability of such extremely low SSTs in the global ocean, the long-term SST climatology was calculated using the daily SST database of satellites observed for the period from 1982 to 2018. In addition, the locations of regions with extremely low surface temperatures of less than 0℃ and monthly variations of isothermal lines of 0℃ were investigated using World Ocean Atlas (WOA) climatology based on in-situ oceanic measurements. As a result, extremely low temperatures occupied considerable areas in polar regions such as the Arctic Ocean and Antarctic Ocean, and marginal seas at high latitudes. Six earth science textbooks were analyzed to investigate how these extremely low temperatures were visualized. In most textbooks, illustrations of SSTs began not from extremely low temperatures below 0℃ but from a relatively high temperature of 0℃ or higher, which prevented students from understanding of concepts and roles of the low SSTs. As data visualization is one of the key elements of data literacy, illustrations of the textbooks should be improved to ensure that SST data are adequately visualized in the textbooks. This study emphasized that oceanic literacy and data literacy could be cultivated and strengthened simultaneously through visualizations of oceanic big data by using satellite SST data and oceanic in-situ measurements.

Comparative Study of KOMPSAT-1 EOC Images and SSM/I NASA Team Sea Ice Concentration of the Arctic (북극의 KOMPSAT-1 EOC 영상과 SSM/I NASA Team 해빙 면적비의 비교 연구)

  • Satellite passive microwave(PM) sensors have been observing polar sea ice concentration(SIC), ice temperature, and snow depth since 1970s. Among them SIC is playing an important role in the various studies as it is considered the first factor for the monitoring of global climate and environment changes. Verification and correction of PM SIC is essential for this purpose. In this study, we calculated SIC from KOMPSAT-1 EOC images obtained from Arctic sea ice edges from July to August 2005 and compared with SSM/I SIC calculated from NASA Team(NT) algorithm. When we have no consideration of sea ice types, EOC and SSM/I NT SIC showed low correlation coefficient of 0.574. This is because there are differences in spatial resolution and observing time between two sensors, and the temporal and spatial variation of sea ice was high in summer Arctic ice edge. For the verification of SSM/I NT SIC according to sea ice types, we divided sea ice into land-fast ice, pack ice, and drift ice from EOC images, and compared them with SSM/I NT SIC corresponding to each ice type. The concentration of land-fast ice between EOC and SSM/I SIC were calculated very similarly to each other with the mean difference of 0.38%. This is because the temporal and spatial variation of land-fast ice is small, and the snow condition on the ice surface is relatively dry. In case of pack ice, there were lots of ice ridge and new ice that are known to be underestimated by NT algorithm. SSM/I NT SIC were lower than EOC SIC by 19.63% in average. In drift ice, SSM/I NT SIC showed 20.17% higher than EOC SIC in average. The sea ice with high concentration could be included inside the wide IFOV of SSM/I because the drift ice was located near the edge of pack ice. It is also suggested that SSM/I NT SIC overestimated the drift ice covered by wet snow.

Disjunctive Distribution of Vaccinium vitis-idaea and Thermal Condition (극지.고산식물 월귤의 격리 분포와 기온요인)

  • Vaccinium vitis-idaea or lingonberry, a typical arctic-alpine plant, is common on the circumpolar regions and alpine belts of the Northern Hemisphere, and also occurs on the alpine and subalpine belts of the Korean Peninsula, including Mt. Sorak and Hongchon. Vaccinium vitis-idaea at the elevation of c. 350m a.s.l. of Hongchon is found on the wind hole area with cool summer, and mild winter. Vaccinium vitis-idaea at Hongchon is regarded as the glacial relict of the Pleistocene period, and shows a disjunctive distribution, along with the alpine and subalpine belts of the northern and central Korea since the Holocene period. Present vertical range of Vaccinium vitis-idaea between Mt. Sorak and Hongchon might indicates that the temperatures during the glacial epoch was colder than today, down to -6 to $-7^{\circ}C$ Vaccinium vitis-idaea at this fragile wind hole site could be endanger if current global warming trends continues, and anthropogenic activities become serious.

Experimental Study for Thermal Characteristics of Frozen Soil Samples (동토 시료의 열적 특성 분석을 위한 실험적 연구)

  • Recently, the Arctic resource development project, where undeveloped energy resources (oil, natural gas, etc.) are deposited, is actively being promoted for the perspective of diversifying the construction market and developing future energy resources. However, the frozen ground always has problems such as sinking and frost-heaving due to extreme weather. Therefore, it is necessary to analyze the thermal characteristics of the frozen soil to secure the stability of the ground structure. In this study, a series of laboratory tests were performed to evaluated the thermal characteristics of frozen soil samples in the oil sand field in Alberta, Canada. In additon, it was compared with the results of domestic(Gangwond-do) sample performed under the same conditions. As a comparison results of the experiments, it was clarified that the different frozen water content and thermal conductivity characteristics by temperature after completion of freezing could affect the frozen soil behavior.

The Legally Protected Trees and Climate Change Vulnerability and Confrontation in Gwangju City (광주광역시의 보호수와 기후변화 취약성 및 대응)

  • The legally protected trees distributed in Gwangju City is 68 individuals belong to 9 taxa. Among the legally protected trees recorded in environment white paper, Quercus dentata located in Gwangsan-gu Eunnam-dong Shinga village must come to correct Quercus liena, Populus nigra var. italica of Byeokjin village of Seo-gu Byeokjin-dong change to Salix glandulosa and Pinus densiflora of Sukjung-dong, Nam-gu should be alter into Pinus densiflora for. multicaulis. IPCC make an estimate the mean temperature multiplies best $6.4^{\circ}C$ and sea level of 59 cm rises and is warning that the North-Pole glacier may have melted mostly and 95% of bio-species on earth may falls at extinction crisis on the late 21th century. If apply IPCC estimate result to evaluate climate change vulnerability through the legally protected trees of Gwangju City, it should be estimated that mean minimum temperature of the coldest month of Gwangju City in the late 21th century result in higher than $3^{\circ}C$ as mean minimum temperature, January in Cheju Island at present. Therefore, it is estimate that the legally protected trees of Cheju Island such as Pinus thunbergii, Celtis sinensis, Aphananthe aspera and a evergreen broadleaf trees will grow up well in Gwangju City area in the late 21th century. The other hand, P. densiflora for. multicaulis and zelkova serrata as the legally protected trees that appear together in Seoul and Gwangju will be estimate by something to expose show vulnerability in region of Gwangju City.

Elementary School Students' Polar Literacy (초등학생들의 극지 소양)

  • The need for polar education was further emphasized, depending on the importance of the pole, which is the best place for climate change detection and prediction, and treasure trove of future technology and resources. Therefore, this study analyzed the general cognitive and affective characteristics of elementary school students' polar literacy, and in addition, analyzed the cognitive and affective characteristics according to the level of diversity about polar experience. The items developed for the study were revised through a pilot survey of 43 fifth graders. They consisted of questions about gender, polar experience, scientific literacy, polar knowledge, polar literacy skills, polar literacy beliefs, and polar literacy attitudes. The types of questions used are selectable, reliable, and Likert (4 points), for a total of 66 questions. The students who participated in the study were 323 fifth grade elementary students. The study found that students were more interested in the dramatic consequences of polar changes than the scientific causes and processes associated with it. This is confirmed through the fact that they are more interested in and familiar with polar creatures suffering from polar changes than understanding ice, which is the main feature of and the central mechanism of polar changes. Students also recognized the issue of polar climate change as a global issue other than their own. They believe that what happens in the Arctic and Antarctica will affect the whole world, but not significantly to himself and his community. The level of knowledge about polar region and the ability to analyze and infer were not significantly related to each other, and students with a higher level of diversity of experience about polar region had a better understanding of polar science and technology. In this research, it is meaningful to check the characteristics related to the students' polar region and to use it as a basic data to show the direction in which polar literacy education should proceed in the future.

전라남도 풍력테스트베드 및 해상풍력산업

  • 현재 인류가 직면한 에너지 부문의 큰 난제는 화석연료의 한정된 매장이기도 하지만 그 사용에 따른 환경오염으로 인한 피해들이 더 큰 문제로 대두되고 있다. 그중 지구 온난화의 영향으로 최근 세계에 국지적인 홍수, 가뭄, 태풍등의 기후 불안정으로 피해보는 상황이 가속화 되고 있다. 또한, 북극지방의 해빙으로 해수면 상승이 예상되며 머지않은 시간에 해수면 상승의 직접적인 피해가 인류에게 오리라는 보고가 많이 발표되고 있다. 그런데 우리가 더욱 중요한 것은 지구촌83의 관성이 크기 때문에 지구 온난화 와 해수면 상승이 인류에 큰 피해를 미치기 시작할 때는 이미 돌이킬 수 없는 상황에 진입해버린다는 사실을 간과하고 있는다는 것이다. 그러므로 과학적 분석에 근거하여 피해를 축소하기위한 활동을 실천해야할 시기이다. 특히, 우리나라의 경우 에너지의 97% 이상을 해외에서 수입하고 있으며, 세계에너지 소비 10위, 석유 소비 7위의 열악한 에너지 자원 빈국인 만큼, 중장기적인 관점에서 석유의존도를 개선하고 신재생에너지원을 확보하는 등 대책마련이 시급한 실정이다. 신재생에너지원으로 현재까지 가장 큰 역할을 해왔던 것 중의 하나가 풍력발전기인데, 오늘날 세계 풍력에 의한 발전량은 세계 총 발전량의 2% 미만에 불과하이다. 이러한 풍력 시장에 발맞춰 국내에서도 풍력발전기 개발에 많은 힘을 쏟고 있는데, 2002년부터 750 kW급 풍력발전기가 처음 개발되기 시작하였고, 이후 2 MW급 풍력발전기와 3 MW급 풍력발전기가 개발되었으며, 최근에는 5 MW와 7.5 MW급등 초대형 풍력발전기가 대기업 중심으로 개발 진행되고 있었으나, 2008년 세계 금융위기 이후 세계 경기침체의 영향으로 국내 풍력산업도 적지않은 영향으로 구조조정되어 기존 7~8개 풍력발전기 제조사들이 3개사 이하로 축소되고 있다. 이에 정부 및 전라남도는 해상풍력산업을 침체기를 겪는 조선산업의 대체산업으로 육성하기위해, 정부 주도로 부안 앞바다에 2.5 GW 해상풍력발전단지개발을 준비 중에 있으며, 전라남도는 전남 서해안에 4 GW 해상풍력발전단지 개발을 서두드고 있다. 특히, 전라남도는 국내에서 가장 많은 풍력에너지 포텐셜을 가지고 있으며, 바람의 질 또한 우수하여 이를 지역산업 활성화의 모멘텀으로 가져가기위해 많은 노력을 기울이고 있다. 그 일례로 영광군 백수읍 하사리 바닷가 $4,342m^2$ 부지에 "풍력테스트베드"를 개발하여 국내 풍력발전기 제조사들이 활용하도록 도움을 주고 있다. 종래의 테스트베드는 해외지역을 이용하였는데, 이는 국내에서 개발된 풍력발전기들이 국제인증을 받기위해 바람의 질이 좋은 해외 테스트베드에 설치되어 평가받았으며 고가의 비용이 소모되었다. 제주도에 테스트베드 장소가 있긴 하지만 수용 규모가 작아 풍력발전기 제조사들이 대기할 수 없어 해외로 나가는 실정에 전라남도의 내륙 테스트베드를 개발함으로서 풍력발전기 제조사들에게 큰 도움을 주고 있다. 본 보고에서는 국가 해상풍력 산업발전의 단계별 전략과 전라남도의 해상풍력산업의 방향 그리고 풍력테스트베드의 현황을 소개하고자 한다.
