A Study on the Enhancing Value-Added Activities in Busan Port (부산항 부가가치 창출 방안에 관한 연구)

  • This dissertation analysed actuality and literatures aimed at optimizing added value of Busan Port. As far as the literatures are concerned, the limits and the direction to go of Busan Port have been reached through analysing and comparing Busan Port, Antwerp Port, and Rotterdam Port by their each function. While Rotterdam and Antwerp Port are each functioning as an integrated port disposing container freight, general freight and liquid cargo, the container of Busan port contributes over 88 percent of its cargo and the function of the others like bulk is scattered to Ulsan, Masan, and Jinjae Port. Hereby, Busan Port needs to develop its function so as not to duplicate its function with the others in Korea and add value of theirs each. As a result of the local experts about analysing actuality, it turn out that it is similar with the literatures. In macroscopic view, specialization mainly with container, general cargo disposal ability enforcement and etc. are the most important. In microscopic view, rear complex of container tier and the supply base of liquid energy.

A Study on Integrated Management Strategy of Busan and Gwangyang Container Ports (부산항과 광양항의 통합운영에 관한 실증연구)

  • The purpose of this paper is to analyze the efficiency of integrated management strategy between Busan and Gwangyang ports through considering the integrated management strategy of ports in China and Japan. The reason we selected Busan and Gwangyang ports is that these two ports are a major port which is possible to be an Asia hub port by the policy of Korean government, but these two ports are concerned that they are able to lose their competitiveness by excessive competition. Therefore, we attempted to analyze the integrated management strategy of China and Japan and then we examined the effectiveness of integrated management between Busan and Gwangyang ports. For empirical study, we assumed that the co-management of these two ports will enhance the port performances. And a comparative study has been conducted with 25 Asian ports by using Data Envelopment Analysis (DEA) method. We also tried to compare the efficiency between before integrated management and after integrated management of these two ports. The result of analysis indicates that the port performance of these two ports has been increased slightly in integrated management system, but the efficiency of these two ports is still lower than other competitors such as Chinese and Japanese ports. It means that there exists inefficiency in management of these two Korean ports because Korean ports are already reached into the economies of scale. Therefore, the strategies for improving of port performances are required to survive against competition.

  • 전남 서남권은 동남권 지역에 이어 제 2의 조선산업 클러스터를 위한 산업기반 구축이 진행되고 있다. 전남 조선산업의 유연성과 불황기 대처능력을 제고하고 한국 및 전남권의 항만 개발에 따른 수리조선 수요에 대처하기 위해, 전라남도는 수리조선산업 진출을 검토하고 있는 바, 전남 지역의 수리조선 경쟁력을 분석하였다. 수리조선산업의 산업적 특정과 수리조선 수요 결정 요인을 고찰하고, 유럽, 싱가포르, 중동, 중국 등 주요 수리조선국 사례의 시사점을 토대로 전라남도의 입지 여건, 비용 및 기술력을 종합적으로 검토하였으며, 부산 등 동남권 지역의 주요 거점용 물론 전남 지역 내의 후보지에 대한 비교 분석을 수행하였다.

Competitiveness Analysis of TSR(Trans Siberian Railway) (시베리아횡단철도의 경쟁력 분석에 관한 연구)

  • Recently, the government of Russia has been cooperating with developed countries such as Germany, which have an advanced railroad system. They have been establishing a strategy to activate the Siberia Trans Railway. Thus, it is possible that a part of cargo will be transported by TSR (Trans Siberia Railway) instead of shipping. If there is a railroad system, connecting the North and the South Korea via the Busan port, a new freight route linking to Europe will be reached. This paper aim to investigate the intention of shipping companies, shipper, forwarders, who are prospective customers and/or competitors of TSR. An analysis of the competitiveness between TSR system and the waterway transportation will be also mentioned.

AHP를 활용한 국내 냉동물류센터 입지경쟁력 결정요인에 관한 연구

  • COVI-19 이후 콜드체인 시스템의 중요성이 증가함과 함께 냉동물류센터에 대한 중요성도 부각되고 있다. 향후 냉동물류센터의 양적·질적 팽창은 불가피하며 그에 따른 위치선정의 중요성도 커지고 있다. 하지만, 대다수의 국내 냉동물류센터는 단순보관의 역할 위주에, 도심이나 주요도로와 멀리 떨어져 있고, 노후화의 문제를 가지고 있다. 또한 냉동물류센터는 에너지 소비가 많은 만큼 위치선정에 따른 비용문제도 큰 영향을 미친다. 따라서 본 연구는 AHP를 활용하여 부산 경남 냉동 물류 센터의 위치 경쟁력 결정 요인을 분석하고자 한다. 시설요인, 서비스 요인, 위치 요인, 그리고 비용 요인의 네 가지 영역과 이를 세부적으로 나누어 19개의 항목을 계층화하여 상대적 중요도를 평가하였다. 연구결과는 냉동물류센터의 입지결정요인과 기존에 냉동물류센터에 요구되던 기본적인 요소에 입지경쟁력 분석을 위한 우선 순위를 계층화하였다. 비용요인이 국내 냉동물류센터 입지경쟁력의 결정요인 중 가장 높은 비중을 차지하였다. 실제 시설인프라와 물류연결성은 관련 업종 근무자들이 가장 민감하게 받아들이는 사항이기도 하며 새로운 냉동물류센터의 도입 시에도 필수적으로 참고가 되어야할 것으로 보인다. 본 연구는 냉동물류센터 종사자 및 관련업계 종사자들이 어떠한 요인을 냉동물류센터의 입지경쟁력 결정요인으로 비중 있게 고려하고 있는지를 도출하였고, 향후 입지경쟁력 향상을 위한 전략적 시사점을 제공한다.

Review on the Japanese Super-Core Port Policy - An Assessment and New Politic Demands - (일본 슈퍼중추항만정책의 성과와 한계에 관한 고찰)

  • Japanese government has instituted and carried out Super-core Ports Policy to improve their operating efficiencies of international container ports from 2004. Despite of diverse institutional and administrative supports within this policy, this paper has assessed that they couldn't accomplished goals at the end of 2009 when the policy ended. In short, Japanese Super-core ports have explicitly lost the competitiveness for functioning as a hub-port in the East Asia region. We could find some defaults in the policy i.e. some limits of the private terminal operating units, inefficiencies in teaming between ports within Super-core port, lacking with system for collecting cargoes. In 2010, Japan is going to reinforce International Strategic Container Port Policy following Super-core Ports Policy. With this policy, they ought to prepare for the last leap on the basis of selection and concentration rules in international port. This new policy is particularly focused on recapturing their T/S cargo via Busan port. Regarding these changes, Busan port needs to prepare counter measurements for preserving Japanese T/S cargo firmly.

A Study on Competitiveness and Effect Analysis for Developing a Port Specialized in Northern Sea Route (경쟁력분석에 따른 국내 북극항로 전진기지 구축방안에 관한 연구)

  • Recently, It became possible to transport freights and energy resources via Northern Sea Route(NSR) as global warming has been accelerated. As a result, all countries of the world and Korean local governments have had a struggle to take the advantageous position first in NSR development. However, this extreme competitions might have a negative effect on the national port industry and cause unnecessary social costs and economic losses. Therefore, the main target of this study is to find the most suitable port for NSR using AHP analysis. Most of the data was gained from previous literatures and public statistics and the weight of each factor was calculated by the result of expert survey. As a result, Busan port has the biggest competitiveness, followed by Yeosu Gwangyang, Ulsan and Incheon. From the result, this study suggested 3 possible scenarios. The first scenario specializing Busan port in NSR focuses more on developing the related businesses such as repair of ships, refueling, ship stores trade than attracting the more cargoes. the second is a strategy to make Ulsan port as a hub for energy resources, especially liquid cargo on NSR. the last is a mixed one to assign suitable roles to the ports according to their competitive capabilities.

  • The purpose of this study is to propose the effective method to improve the competitive power in the Busan container terminal. To achieve this, we analyzed the present of the shift pattern in the container terminal, and identified the problems in the pattern. This study shows the issues of shift pattern for field employee in Busan container terminal and also improvement plan to solve them. We suggested two approaches as an effective approach; the flexible use of employees through overtime, use of workers pool among terminals, and outsourcing; the promotion of welfare by leisure, fitness, and community service.

  • An empirical study was carried out to examine how Container Terminals in Busan view quality management activities by the provision of statistical evidence showing the efforts to enhance the standard of quality management, common factors of quality management activities and causal relationship among these factors. The data investigating the quality management for Busan Container Terminals were collected from 170 persons in charge of quality management for port services in Busan Container terminals by the use of questionnaire method and personal interviews. The Cronbach's a coefficient and factor analysis were used to analyze the reliability and the validity of measured variables. Furthermore, SEM (Structural Equation Modeling) method using AMOS(Analysis of MOment Structure) 4.0 was usea to analyze the cause-effect relationship among the source, activities and accomplishments of quality management representing the core concept of quality management system.

Study on Operating System Improvements to the Competitiveness of Busan Port (부산항 경쟁력 강화를 위한 운영체제 개선에 관한 연구)

  • This paper focuses on the integration aspect of operators to determine an improvement strategy for the operating system to enhance competitiveness of Busan Port. This Study proposes the following alternatives: valuation standards for the integration of operators, the road map for the integration period, the scope and role setting of integrated operators' participation of Busan Port Authority(BPA), and the separation and linkage North Port and the New Port operators. First, the valuation standards for operator integration should be based on international standards. Additionally quantitative factors such as financial situation, business performance and participating companies' profitability, and the qualitative factors such as management ability, technology, and labor relations should be considered. Second, the timing of North Port's operator integration should be prioritized in the short term in conjunction with the commencement of its phase 2-4, 2-5, and 2-6. The integration of New Port operators should provide a road map for a relatively long-term perspective. Third, the participation of BPA' integrated operators should be considered in terms of publicity as a policy coordinator between terminals and by pursuing the profitability of entering into overseas business by fostering Korean global terminal operators. The scope and role of participation ensures that the experience and technology of the terminal operation business is maximized. Fourth, because physically intergrating the North Port' operator into a single corporate form is difficult, initially establishing a special purpose company to maximize the effect of the integrated operation is necessary. Then, the operators decided to convert to a holding company given the termination of the lease term contract with the State or BPA, and ultimately proposed a merger into a single corporation.
