  • 노후주거시설의 개보수의 필요성이 대두 되고 있으나 관련법규의 제약에 의해 내 외부 미관수선 정도에 그치고 있는 것이 현실이다. 그래 조금 나은 동선과 공간으로 수선시 법을 위반하여 불법 건축물로 낙인되어 지는 것이다. 경제적인 여유가 없는 노령층등 사회적 약자가 거주하는 공간은 더욱 더 열약하여 화장실, 주방, 수평이동 통로, 승강기등의 편의시설과 붕괴, 침하, 화재, 폭발, 오염등의 안전을 위협하는 위험요소의 제거등이 당장 필요하여도 미봉에 그치는 경우가 다반사이다. 또 이러한 노후 건물의 개보수는 신, 개축 보다 어렵고 비용도 많이 들면서 그 효과도 미미한 것이 사실이나 당장 신, 개축하기에는 관련 법규에 저촉되거나 주변 여건에 부합하지 않아 실시 할 수 없는 경우가 많아 이를 개선하고 합리적인 롤 모델을 만들고 필요하다면 관련법령도 정비할 필요가 있는 것이다. 노후되지 않아도 현시점에서 생활의 불편함을 느껴 개선할 필요가 있는 경우도 관련 법규의 유연함이 필요할 것이다. 본 연구는 이러한 노후 주거 시설 및 현실 여건에 맞지않는 주거 시설을 보다 쉽고 합리적으로 개 보수할 수 있는 여건이 조성되도록 관련 건축법령의 개선, 또 경제적 여유가 없는 저소득층의 개보수여건을 개선할 수 있는 정부지원방안, 이러한 노후 주거시설의 개보수가 부동산 시장에 어떠한 영향을 초래할 수 있는지를 기존 연구들과 비교하여 합리적인 방안을 도출하고저 함.

자판기 불법자금모집업체 식별 및 근절대책

  • 고수익을 미끼로 한 자판기 분양사기가 최근 급증하고 있어 큰 문제가 되고 있다. 무조건 자판기 수익성만을 과대포장하여 투자자들의 `묻지마` 투자를 유도한 후 돈만 챙기고 사업에서 손을 떼어버리는 사기행각은 그 피해대상이 대부분 서민이라는 점에서 문제의 심각성을 더한다. 자판기가 불법 자금 모집을 통해 사기의 대상으로 외부 인식이 악화되어 버린다면 자판기 산업의 입지 역시 크게 좁혀 질 수 밖에 없다. 자판기 품목에 있어서는 불법자금모집의 대표적인 사례가 되는 경우는 확정수익을 보장한다며 투자자를 모집하는 경우이다. 그 후 일정기간동안 수익을 보장하며 투자자를 안심시킨 다음 일순간 돌변하여 자금을 챙겨 잠적을 하는 수순을 밝는다. 선의의 투자자들은 이럴 경우 엄청난 피해를 입게 되는 게 보통이다. 대개의 경우 기계 1~2대의 소량물량이 아닌 5대~l0대 단위의 투자를 유도하기 때문이다. 이제는 자판기 산업에 있어 이러한 악성 불법자금 모집업체들이 근절되어야 한다. 이 불법 사기행각의 대상이 더 이상 자판기 분야에 발을 붙이지 못하도록 하는 제도적 비책이 시급히 강구 되어야 한다. 이러한 가운데 금융감독원 비은행감독국 비제도금융조사팀에서는 올들어 지난 9월말까지 고수익을 미끼로 투자자금을 모집하다가 금감원에 적발된 유사 금융업체 85개사 명단을 사법당국에 통보했다. 불법자금모집 업체들이 투자자들을 유혹하기위해 미끼로 내세운 사업을 종류별로 보면 자판기, 게임기, 컴퓨터단말기 등 특정상품 운영권 제공이 29개사로 가장 많고, 사이버 쇼핑몰 및 인터넷사업(18개사), 납골당 등 부동산 투자(12개사), 영화등 문화 및 레저사업(10개사), 영화문화 및 레저산업(10개사), 벤처투자사(9개사) 등이었다. 자판기 분야에 있어서는 주로 성인용품자판기, 복권자판기 등의 품목이 불법자금 모집의 집중 타킷이 되었다. 금감원은 최근들어 유사 금융업체의 자금모집이 전문가도 속을 정도로 지능화하고 있다며 개인투자자들이 피해를 예방할 수 있는 불법업체 식별법을 금감원 인터넷 사이트(www.fss.or.kr)에 게시했다. 금감원은 특히 사업현황에 대해 지나치게 보안을 유지하는 업체, 1백$\%$이상의 터무니없는 고수익을 보장한다고 광고하는 업체, 제도권 금융회사의 지급보증을 강조하는 업체에 대해서는 투자에 앞서 금감원이나 업종 관련 정부당국에 사실여부를 확인해 보고 투자여부를 결정하라고 통보했다. 아울러 금감원은 금융소비자들이나 자판기 업계에서 불법자금 모집업체를 발견하여 전화(02-3786-8155~9)나 인터넷소비자 보호센터와 경찰에 신고해줄 것을 요청했다. 이제는 산업계도 더 이상 자판기 분야의 불법자금업체를 방치하지 말고 적극적인 금감원 신고를 통해 시장을 정화할 수 있게 해야 한다. 미꾸라지 한두마리가 온 개천 물 다 흐려놓는 이치처럼 자판기불법자금업체들로 인해 전체 산업에 미치는 영향이 실로 심각함을 인식해야 할 때이다. 금호 산업정보에서는 산업계에서 불법자금업체 근절에 많은 관심을 가질 수 있게 하기 위해 금융감독원 비은행감독국 비제도금융조사팀에서 배포한 $\ulcorner$불법자금 모집업체 고수익 보장 유혹에 주의$\lrcorner$ 에 대한 보도자료의 세부내용을 게재한다.

A Study on Induced Effect Estimation of Aggregate and Stone Sector with Ritz-Spaulding Multipliers (공급승수를 이용한 골재산업의 유발효과 추정 연구)

  • This study derived production-production multipliers using a regional input-output table and estimated the induced effect of aggregates through the non-metallic minerals sector and the concrete products sector. In deriving the induced effect of aggregates, it is difficult to use the regional input-output table due to the sector classification problem. This study analyzed the non-metallic mineral sector, including aggregates, as aggregates sector, and the concrete products sector, which uses most of the aggregate production. By analyzing this, we attempted to alleviate difficulties caused by sector classification restrictions. In the process of estimating the induced effect, it was assumed that there was a decrease in aggregate production, and in the process of analyzing the concrete products sector, the effect of the decrease in concrete product production due to the decrease in aggregate production, that is, the decrease in production of one unit of aggregate was 0.8511 in the concrete product sector. The analysis was conducted on the premise of a decrease in unit production. Inducing effects within and between regions were calculated for the 17 metropolitan cities and provinces classified by the regional input-output table. The employment effect was also calculated, assuming a 10% production decrease to show differences according to the size of the aggregate and concrete product sectors in each region.

Liquidity-related Variables Impact on Housing Prices and Policy Implications (유동성 관련 변수가 주택가격에 미치는 영향 및 정책적 시사점에 관한 연구)

  • The purpose of this study related to the liquidity impact of the housing market variables using vector auto-regressive model(VAR) and empirical analysis is to derive some policy implications. October 2003 until May 2012 using monthly data for liquidity variables mortgage rates, mortgage, financial liquidity, as the composite index and nation, Seoul, Gangnam, Gangbuk, the Apartment sales prices were analyzed. Granger Causality Test Results, mortgage rates and mortgage at a bargain price two regions had a strong causal relationship. Since the impulse response analysis, Geothermal difference there, but housing price housing price itself, the most significant ongoing positive (+) reactions were liquidity-related variables are mortgage loans is large and persistent positive (+), financial liquidity weakly positive (+), mortgage interest rates are negative (-), KOSPI, the negative (-) reacted. Liquidity and housing prices that the rise can be and Gangnam in Gangbuk is greater than the factor that housing investment was confirmed empirically. Government to consider the current economic situation, while maintaining low interest rates and liquidity of the market rather than the real estate industry must ensure that activities can be embedded and local enforcement policies should be differentiated according to the policy will be able to reap significant effect.

  • In order to induce users to purchase excellent products in the water industry that satisfy the technical standards of excellent products, in this study, it is to present the advantages of the cost aspect of the pumps as the objective basis. It will be to promote technology development of domestic water companies and to create a virtuous cycle structure in the water industry. In order to present an objective basis for the merits in terms of cost, an economic evaluation was conducted through life cycle cost analysis. For the LCC analysis, initial cost (pump cost and installation cost), operation cost (energy cost and maintenance cost) and demolition cost (disposal cost and residual value) are searched and calculated. As the results of comparison on two capacity of pumps, the energy cost of the excellent pump is 212 million KRW lower than the that of general pump in the large pump. The cost of excellent pump was 17 million KRW lower than that of general pump in small capacity pump. As the results of sensibility test, if the product is developed in the direction of improving pump efficiency and increasing the replacement cycle of consumables, it is predicted that the effect on LCC will be large.

  • Recently, the construction companies are forced to cut down the investment amount due to increasing financial problems caused by severe recession and restructuring in the financial market as well as the long-term depression of the construction industry. To overcome this type of problems, a great many efforts have been made. An alternative may be adopting the advanced financing methods. However, during the course of enforcing process of the financing methods, many problems are revealed without any proper solutions being proposed. Therefore, the fundamental problems need to be solved through comprehensive and systematic approach under the changing environment of construction financing. In this paper, as a result of reviewing some financing methods such as ABS, REITS, and Project Financing, multiple business strategies for construction companies to cope with the changing construction market are found in the sense of effectiveness in implementing construction projects. Further, this paper presents diversified financing methods for the effective practice of construction projects through combination of above mentioned methods, and also proposes improvement plans to strengthen the financing function for the construction industry.

Business Strategies of Japanese Newspaper Companies: Top-level Managers' Perception and Reacting toward the Newspaper Crisis (일본 신문기업의 경영전략 연구: 경영진의 위기인식과 대응책을 중심으로)

  • This paper reviews the problems and opportunities of Japanese newspaper industry. In the focus are particularly issues related to causes of the crisis and reacting strategies overcoming the crisis. To answer the questions, we conducted in-depth interviews with top-level managers of major newspaper companies in Japan. Secondary data were gathered to complement the interview. Top managers mainly perceived the causes of the crisis as young readers' alienation from newspaper due to the change of media environment and structural factors such as increasing production/distribution costs and diminishing appeals for advertisers. They are implementing several strategies to overcome this crisis - developing newspaper content for young readers; packaging customized on-off line advertisement; extending news distribution via online and mobile platforms; diversifying business into diverse sectors such as real-estate; enhancing brand equity of newspaper; and collaborating with rival newspaper companies in operating news site and joint printing/distribution. Lessons from the case of Japanese newspaper industry may be useful starting points for the Korean newspaper companies agonizing for diminishing circulation and advertising revenues.

  • National Competency Standards (NCS) is a good resource for curriculum development and operations corresponding to the industrial damand. Recently, four-year colleges and universities are committed to a restructuring of the industry demand-driven training courses in order to strengthen competitiveness. However, NCS is focused to train the technical personnel in vocational training institutions(ex. College, Polytechnic University). Accordingly, NCS applications of four-year colleges and universities are hard to find. In this study, we propose a new model for NCS-based curriculum development and operations. Also, NCS was utilized to complement the existing curriculum. This paper includes the following contents; 1) NCS-based curriculum development process, 2) NCS-based course development and operation, 3) learner satisfaction analysis. Finally, this study provide practical implications to four-year colleges and universities to consider NCS application.

  • Construction industry is an important key industry and many measures to revitalize it as local economy has been stagnant. However, construction industry works combined with governmental policies, global and local economies, populations, construction companies and many other related factors, and it is very hard for those counter-plans to meet every need and goal of the related. In this study, interviews and questionnaires of the professionals of the construction industry in Busan, were carried out, to find the cause of the inactivity of the construction market, the problems of the policies and regulations, and the problems of the construction companies in Busan and the solutions were suggested. The realistic master-plans and the reduction of the cost price for the problems of the redevelopment business having no feasibility, the reasonable relaxation of the restrictions for the problems of the governmental policies, the professional training and education for the lack of the high-quality human resources and the working system changes for the problems of the local construction companies turned out as results. The results of the study will be a chance to understand the different ideas of the professionals, and help with the plans to improve and to revitalize the local construction industry. The Strategic Inward Foreign Direct Investment and Business Performance in Incheon Free Economic Zone (인천 경제자유구역내 다국적기업의 전략적 외국인직접투자 마케팅과 성과에 관한 연구)

  • This paper examined the strategic inward foreign direct investment and business performance in free economic zone. attractive of segment and country's competitive advantage were as proxy for the matrix of appropriateness. The marketing differentiation, inducement promotion, incentive, and business support were as proxy for the business performance. Based on the analysis of one hundred twenty cases, the following results were found. First, based on the attractive of segment and country's competitive advantage, the types of four segments was drawn. Second, the segment 4 have a significantly difference on their business performance. Third, strategic foreign direct investment have a significantly high difference on their marketing differentiation but a significantly low difference on their business support. Finally, the business performance, in order of performance, have a significantly difference on their marketing differentiation, inducement promotion, incentive, and business support. Limitation and suggestions for further are also highlighted.
