It is anticipated that the introduction of ICT to street-level welfare administration will smoothen communication processes between frontline officials and recipients by intensifying welfare information sharing and distribution. However, through a case study of ICT-mediated street-level welfare administration in South Korea, this article claims that ICT can deteriorate frontline official-recipient relationship into more distrustful and disempowered directions. This study demonstrates that ICT tends to replace face-to-face rapport building between officials and recipients with mechanical checking and complaining processes. ICT-based welfare administration can also disempower the autonomous interactions of street-level actors by surveiling every working step of frontline officials and the daily lives of recipients. Through an investigation into street-level bureaucracy in an information society, this study criticizes the dehumanization tendency of ICT-mediated human services and raises a question in the roseate vision on social welfare informatization.

컴퓨터와 네트워크 기술을 바탕으로 한 IT 기술이 비약적으로 발전하면서 많은 분야에 IT 기술이 접목되고 있다. 의료복지 분야도 예외는 아니어서 지난 수 년 간 의료기기 분야에 IT 기술이 활발히 접목되고 있으며, 특히 방사선 의료기기 분야는 의료 분야의 IT 기술 접목의 구심점이 되고 있다. 이를 바탕으로 우리 나라를 포함하여 전세계전자의료기기 시장은 점점 그 규모가 확대되고 있는 추세이다. 한편, 사회의 소득수준이 향상되면서 의료복지와 웰빙에 대한 관심은 날로 높아지고 있어, 의료 분야의 초점도 과거의 치료의료에서 예방의료로 구심점이 이동하고 있다. 이런 추세에 맞추어 최근에는 의료복지에 유비쿼터스 개념을 접목하여 건강진단 및 건강관리의 시간과 공간제약을 대폭 줄인 유비쿼터스 헬스케어 시스템의 연구개발이 활발히 진행되고 있다.본 기고에서는 의료기기와 IT 기술의 접목 추세를 알아보고, 이에 대한 우리의 대응 방안을 살펴보고자 한다.

This study proposes basic information to make effective environments for social welfare education, revealing the reasons why students choose the social welfare major at Konyang Cyber University. We conducted qualitative research with 41 students in the social welfare department at Konyang Cyber University. The result of this research is as follows. First, most students chose their major to get a certificate that can benefit them in the near future. Second, they chose their major as a way to achieve renown, and to enhance the quality of their lives. Third, they desired to contribute to society through their social work. Finally, individual experiences and family background were also motives. Based on the research, to improve learning outcomes in social welfare education, the necessary learning strategies are as follows. First, goal-oriented learning is necessary for students who want to get the certificate. A practical curriculum needs to contain both practical skills and professional knowledge applicable to the social work field. Second, education for students who choose the major to gain fame, and to develop their lives, requires generation-integrated education to help them review their lives and find their own meaning in life. Third, education for students who choose the major for a practical social contribution has to contain volunteer training that can lead them to be professional volunteers in society. Fourth, education for students who choose the major based on their personal experiences and their family background needs to deal with case management, which discovers the recipients who need help in society and the students who can achieve visible outcomes after all.

본 연구는 직무자원과 직무요구, LMX가 노인복지관의 사회복지사들의 소진에 미치는 영향을 실증적으로 검증하였다. 본 연구는 경기도 지역의 50개 노인복지관을 대상으로 총 315부의 설문조사를 실시하였다. 조사는 우편으로 진행하였고, 회수된 설문지는 총 33개 기관 189부이다. 조사기간은 2016년 1월-2월 약 두달간 이루어졌고, 기술통계, 다중회귀분석방법으로 분석하였다. 분석결과 직무자원과 직무요구는 소진에 영향을 나타내어, 직무자원이 많을수록 사회복지사들의 소진이 감소되며, 직무요구가 높을수록 사회복지사들의 소진도 높다고 할 수 있다. 또한 LMX는 직무자원, 직무요구와 소진과의 관계를 부분 매개하는 것으로 검증되었다. 이러한 결과를 토대로 노인복지관 사회복지사들의 소진을 감소하기 위하여 조직관리와 인적자원관리에 대한 함의를 찾을 수 있다.

This study aimed to explore social work practice tasks and KSA(Knowledge, Skill, Ability) that are being used most frequently in practice field so that developing contents of training program for social worker. The participants in this study included 340 social worker in community welfare center nationwide and exploratory statistical methods were used. The specific result were as follows: 1.social work service was classified four dimensions(direct service, community service, organizational strategic and human resource management, and indirect service). 2.In each dimension, important practice tasks were screened. 3.Basic KSA of social worker that were needed to perform these tasks successfully were screened. On basis of these results, this paper provided some practical strategics for developing training program.

본 연구는 조직시민행동의 선행요인으로 조직관리 차원에서 주요하게 고려되고 있는 인사관리 공정성, 경영자 행동특성, 윤리경영 같은 원인(외생, 독립)변수가 매개변수인 경영자 신뢰 및 조직냉소주의를 매개하여, 이들이 결과(내생, 종속)변수인 직무태도 및 행동(조직시민행동, 직무만족, 정서적몰입)과 어떠한 인과관계를 갖고 있는지 이들의 관계를 규명하는데 주력하였다. 이에 본 연구는 포괄적인 모형을 통해 직무태도 및 행동에 영향을 미치는 변수들의 경로를 확인함으로써, 단편적인 분석에서는 알수 없었던, 직무태도 및 행동에 영향을 미치는 원인변수, 매개변수, 결과변수를 분명하게 확정짓는 실증적인 틀을 제공하고 있다. 즉 사회복지행정 분야에서 이제까지 접목하지 않았던 경영자 행동특성, 윤리경영 등 전반적인 사회복지조직관리와 관련된 변수들을 포괄하였으며, 이는 추 후 사회복지조직 혹은 사회복지사를 대상으로 진행되는 연구의 이론적인 기반을 구축하는데 기여한 논문이라는 점에서 연구의 의의가 있다.

보건복지부는 "보건복지 내부업무 포탈 및 EAM시스템 구축" 이라 명명된 Enterprise Portal 프로젝트를 공공기관 최초로 추진하여 기존의 정보시스템들이 업무 및 지식 기반 하에 유기적으로 상호 연계 및 연동되는 체계적이고 확장성이 뛰어난 포탈시스템으로 구축하였다. 본 논문에서는 보건복지부 정보화 비전 및 추진 현황에 대한 설명과 EP(Enterprise Portal)시스템 도입의 개념 및 장점에 대해 기술하고, 보건복지부가 Enterprise Portal 시스템을 도입하게 된 추진 배경과 기존 시스템(전자결재, 지식관리, 문서관리, 커뮤니티, 게시판, 검색)에 어떻게 적용하였는지에 대해 설명하고자 한다. 아울러 Enterprise Portal 시스템의 적용으로 인한 실제적 효과 및 고려해야 할 문제점에 대해 기술함으로써 향후 Enterprise Portal 시스템을 도입하고자 하는 공공기관/기업체에 추진 방안 및 대응 방안을 제시하고자 한다.

노령인구와 사회 취약 계층을 지원하기 위해 사회복지에 대한 사회적 노력이 확대되고 있으며, 또한 사물인터넷 (Internet of Things: loT)이란 IT 기술의 발전을 통해 사회복지 체계를 효율적으로 지원할 수 있는 기회가 마련되었다. 사물인터넷은 사물들로부터 수집한 정보를 분석 및 처리함으로써 다양한 지능 서비스 제공이 가능하기 때문에 그 활용도가 점차 증대되고 있다. 그러나 기존 사물인터넷 기반 사회취약 계층 서비스들은 Healthcare 서비스에 초점을 맞추고 있으며, 이는 사회복지 전 분야에 대한 효율적인 서비스 제공에 어려움을 주게 된다. 따라서 사회복지 체계에 대한 효과적인 지원을 위해 IT 융합 기반 기술이 제공되어야 하며, 본 논문에서는 사회복지 체계를 효율적으로 지원할 수 있는 서비스를 제공하기 위한 소프트웨어 플랫폼을 제안한다. 제안된 플랫폼은 loT 장치와 스마트 폰으로부터 정보를 수집하고 처리하여 이를 기반으로 다양한 사회복지 서비스 지원한다.

The purpose of this study examines the tendency and determinants of welfare attitudes for social workers in Seoul province. Based on Survey data, this study focuses mainly on how socialization patterns, self-interest, and value and norm influence attitudes towards welfare. The results of this study are as follows. First, The self-interest theory has a limit to explain welfare attitudes for social workers in Seoul province. Second, Ideology factor has an impact on welfare attitudes for social workers in Seoul province. In other words, egalitarian social workers have more pro-welfare attitudes. Based on findings, this study suggested that strengthening value of equality in welfare policy and program.

Welfare countries are making various attempts to actively use science and technology for social welfare, in this context, welfare technology can be used to improve the quality of life for not only the elderly and the disabled. The purpose of this study is to examine how social workers perceive welfare technology, how welfare technology can be applied to the social welfare field, and what future prospects are. In January, 2018, a focus group interview was conducted on 13 social workers of social welfare centers in Seoul and Gyeonggi provincial. Data were collected and thematic analysis was conducted. As a result of this study, four categories and twelve sub-categories and 24 concepts were derived, namely, 'concept of welfare technology', 'necessity of welfare technology', 'utilization of welfare technology' and 'future prospect of welfare technology'. Based on the results of this study, I discussed and suggested for the development and activation of welfare technology in social welfare field.
