  • 최근 심각한 기후변화로 인한 호우, 태풍 등 기상현상의 변화로 다양한 재해가 발생하고 그로 인한 피해 규모도 커지고 있다. 현재 우리나라의 호우 재해에 대한 예보는 단순히 강수량, 강설량, 바람의 강도 등을 전달해 주고 있는데, 이러한 정보 전달의 형태는 그로 인한 피해 규모를 예측하기 어렵다. 본 시스템은 현재의 단순한 수치만을 보여주는 예보에서 호우가 어느 지역에 어떠한 영향을 미치는지에 대한 정보를 전달한다. 시간대별 격자단위(1km×1km)로 구획하여 그 영향이클 것이라고 예상되는 9개 분야(생활, 도로, 농업, 편의, 공업, 의료복지, 교육연구. 축산업, 공용)의 정보를 전달 해 줌으로써 경제적, 산업적 측면에서 재난으로 인한 피해를 최소화할 수 있도록 하였다. GIS와 호우위험영향도 분석결과를 제공하는 플랫폼이며 주요 기능은 종합위험등급 현황을한 눈에 볼 수 있는 GIS 대쉬보드 상황판과 IBH-HR(예측강우분석), IBF-G(수문분석), IBF-PRA(리스크 분석) 3개의 분석 모듈 그리고 분석 모듈을 통해 도출된 분석결과를 관리하는 ARM(분석이력관리)으로 구성되었다. 다양한 콘텐츠 서비스로 호우 영향정보의 활용성이 클 것으로 기대된다.

The Study on the Family-Friendly Organizational Culture for Enhancing the Job Engagement of the Married Female Social Worker in the Social Welfare Organization (사회복지기관 기혼 여성 사회복지사의 일과 가정 양립을 위한 가족 친화적 조직문화에 대한 연구)

  • The modern society has undergone the fast change of the family structure and labor market. Particularly, the compatibility of work and family life became the era's agenda while the labor force participation rate of the women increased. However, the family-friendly organizational culture was not created and the job engagement of the married female workers was decreased. The married female workers complained of suffering due to the work and family conflict. This research was conducted to study a relationship between family-friendly organizational culture and job engagement of married female social workers, and secondly to investigate if family conflict affect the relationship. From the results of the study, it was known that family-friendly organizational culture has effect on the job engagement, and work and family conflict play an intermediary role between the organizational culture and job engagement. Therefore, it can be explained that family-friendly organizational culture enhances the job engagement of married female social workers, and the culture would be a good measure of the compatibility of work and family life. Based on the study, it is suggested that public relation and education need to be preceded for the spread of family-friendly organizational culture by national initiated programs. Secondly, in terms of welfare organization, related regulations and guidelines need to be prepared, and thirdly, in the view of individual respect, members of family should have their own rights to put forth an opinion grandly with firm faith of the compatibility of work and family life.

  • 현대 사회는 출생아가 줄어들고 고령화 현상이 빠르게 진행 중이다. 20~30대의 사회 복지 종사자가 줄어들고 노인 인구는 늘어나는 반비례 현상이 나타나고 있다. 보호자가 없는 노인에게 낙상 사고와 같은 위급상황이 발생한다면 골든타임을 놓칠 수도 있을 것이다. 따라서, 본 논문에서는 낙상 사고 발생 시, 빠른 시간 내에 실시간 모니터링을 통해 노인 복지사가 상황을 인지할 수 있게 하는 시스템을 개발하였다. 미디어파이프 포즈 모델을 이용하여 관찰 대상의 움직임을 포착하도록 하였고 PTZ 카메라의 서보 모터 제어를 통해 포착한 관찰 대상을 추적하도록 하였다. 주요 장면은 사진으로 저장해 웹 서버로 전송하고, 심박수 측정 센서와 와이파이 통신 모듈이 장착된 아두이노 보드가 실시간으로 웹 서버로 전송하여, 전담 관리자는 사진을 통해 상황을 인식하고 심박수를 보고 얼마나 위급한지 알 수 있도록 하였다.

Case Analysis to Establish an Integrated Care System for Seniors (노인 통합케어 시스템 구축을 위한 사례분석)

  • This study conducts analysis on integrated care cases in Korea and other nations regarding health, medical, and welfare services that are segmented and fragmented in order to provide foundational data to establish an integrated care system appropriate for the situation of Korea. According to the result of the cases, integrated care provides various services in common through cooperation with organizations, collaborative participation of various professionals, provision of intervention and individualized protection, and experts for taking care of the cases. Based on those cases, this paper provides suggestions to establish an integrated care system of Korea. In fact, it is necessary to build integrated care general support centers, arrange service providing places in common, establish a care management system, develop resources and expand manpower, develop an integrated care case management system, and develop integrated care computer network.

  • 우리나라의 고령화 단계는 매우 심각한 수준으로 이미 초고령화 사회에 진입하기 바로 전 단계이다. 한다. 그러나 사회복지 관련 정부예산 및 부족한 전문인력 등의 여러 가지 문제점으로 인하여 지속적으로 늘어가는 독거노인들에 대한 효율적인 서비스를 제공하지 못하고 있는 것이 국내의 현실이다. 이에 본 논문에서는 웹캠과 유비쿼터스 센서들을 이용하여 독거노인들의 위험 감지 및 알람 시스템을 제안한다. 이 시스템은 독거노인들의 일상생활을 웹캠과 유비쿼터스 센서들을 이용하여, 24시간 모니터링을 하면서 불규칙한 이상 행동 패턴이 발생하게 되면, 해당 행동 패턴을 추출하고, 보호자 및 관계기관과 응급의료구조시스템을 호출하는 등의 서비스를 제공함으로써, 독거 노인들에 대한 세심하고 밀접한 관리 및 폭 넓은 서비스를 기대할 수 있게 될 것이다.

  • As a number of new college students is dramatically decreasing, each college is trying to find various solutions for gathering many students and operating a school. In specialty, information such as entrance examination and matriculation status data is very important for a college to decide a direction of admission and public relations policy, and increase welfare of the school. Therefore, it is seriously needed for a school to introduce a matriculation management system that can do the effective analysis through various entrance examination and matriculation status data and decision factors of school. In this study, I developed a matriculation management system which can analyze information of applicants, successful candidates and registrants based on national framework data, and was able to analyze applicants, successful candidates, registrants by regional groups and the ratio of successful applicants against applicants and the change rate of applicants in the last 3 years. It is expected that the developed system can provide appropriate and rational information for public relations policy and operation to a college.

  • 선진각국에서 고령화 문제를 해결하기 위하여 고령친화 산업과 관련된 많은 연구들이 진행되고 있다. 본 논문에서는 노인 요양 또는 복지 시설 내 노인들의 거주 환경 변화 및 거주자의 활동 양상을 측정하는 유비쿼터스 노인케어 시스템 knu-SCS(KangNam Ubiquitous Senior Care System)에 대하여 연구하였다. knu-SCS 시스템은 조도, 습도, 온도 센서, 카메라 등으로 구성되며, 각종 센서들이 감지한 데이터를 저장, 가공, 분석하여 데이터베이스에 저장을 하고 저장된 데이터들을 사용자들에게 시각적으로 제시하기 위하여 센서 웹을 구현하였다. 센서 웹에서 제공하는 데이터들은 일상적인 노인 행동 및 생활환경을 인지할 수 있는 자료가 되므로, 이를 기초로 노인들이 겪을 수 있는 건강상 문제, 갑작스런 생활의 변화감지, 일상생활의 불편함을 해소하는 등 노인케어에 효과적으로 활용될 수 있다.

The Status of Managing Posttraumatic Stress in Life Managers for Elderly People Living Alone and Measures for its Improvement: Focusing on Employees in Seoul (독거노인생활관리사의 외상 후 스트레스 관리 실태와 개선 방안: 서울 지역 종사자를 중심으로)

  • This study aims to examine Life Managers for Elderly People Living Alone (LMEPLAs) in Seoul regarding their traumatic experience and the status of their posttraumatic stress disorder and also how they are coping with it in order to find out ways to improve it. As a study method, we investigated LMEPLAs in Seoul through a self-administered survey regarding whether they had faced any traumatic experience, types of their traumatic experience, diagnosis on posttraumatic stress, and the status of their coping with traumatic experience. According to the study results, 186 respondents (37.57%) have been found to indicate either partial or complete posttraumatic stress symptoms, but the status of their coping with it is very poor. The followings are the results of our discussion. First, it is needed to find out life managers suffering from posttraumatic stress disorder and build up a system to manage them consistently. Second, it is necessary to vitalize education about traumatic experience and posttraumatic stress management. Third, it is urgently needed to build up a system to support life managers who have faced any traumatic experience or been diagnosed to have posttraumatic stress disorder. Fourth, it is demanded to cultivate and arrange experts equipped with specialized knowledge and technique. Fifth, it is needed for them to build a network with medical institutes to receive a prompt diagnosis and specialized treatment.

Impact of Conflict within Social Welfare Organization on Job Performance : Moderating Effect of Participatory Decision-making (사회복지조직 내 갈등이 직무성과에 미치는 영향 : 참여적 의사결정의 조절효과)

  • This study sought to find out the impact of conflicts in social welfare organizations on job performance and to find out the effects of controlling participatory decision-making in their relationships. To that end, a survey was conducted on workers at social welfare centers in Seoul, Gyeonggi Province and Chungcheong Province, and 360 copies were finally used for analysis and Correlation and hierarchical regression and statistical significance analysis of the adjustment effects were performed. As a result, conflicts within the organization, job performance, and participatory decision-making showed a negative correlation, and as participatory decision-making in the relationship between conflict within the organization and job performance showed a controlled effect, the impact of conflicts within the organization on job performance was reduced. These results suggest that participatory decision-making can alleviate conflicts within an organization and at the same time increase job performance. Based on this, the following suggestions were proposed: They include conflict management strategies in the guidelines for social welfare subjects, establish guidelines for conflict management, provide training for workers, engage workers in employee evaluation and compensation system development, and operate permanent organizations such as the Conflict Handling Committee after investigating conflicts within social welfare organizations.

Analysis of Self-Regulations Relating to Delegation of Social Welfare Facilities to Private Sector by Local Governments: Focused on Seoul Autonomous Region (기초자치단체의 사회복지시설 민간위탁 자치법규 내용에 관한 분석 : 서울특별시 자치구를 중심으로)

  • In this study, as recently there is active discussion in academia and relevant industries relating to delegation of social welfare facilities to the private sector, self-regulations relating to such delegation by Seoul was analyzed for systematic supply of social welfare service and find ways to improve self-regulations that will be enacted or amended by local governments. The data was collected from self-regulations of Seoul based on the self-regulation information system as of May 1, 2015, and analyzed according to the steps of delegation to the private sector proposed by Hyangsun Choi, in terms of presence of clauses and contents. Based on the analysis, the study prosed: first, clarity in description of application criteria and relevant facilities and dual system of the delegation agencies; second, improvement in criteria for selecting the delegation agencies and the head of committee; third, clauses related to supervision of an administrative agency; fourth, overall improvement of clauses related to evaluation nd review of delegation and institutional arrangement for more transparent evaluation.
