Surplus resources including workforce and space have occurred by the implementation of electronic government. In order to utilize these resources for welfare, culture, employment, and sports for all, the plan for merging closed dong offices is going on. Meanwhile, the demand for childcare facilities is increasing due to the growing number of working couples and small-scale families, but the government has underwent many budget problems in processes such as new construction and purchase of the land. In response, this study purposes to present measures to simultaneously solve the problems of expanding childcare facilities due to the current increase in demand for them and of closed dong offices due to their reduced role from the implementation of the e-government. As a method of research, a survey was conducted on the current status and actual condition of childcare facilities using closed dong offices, and the spatial compositions of the facilities were compared through J-graph based on spatial syntax. Through this method, the types of space generated by the use of the existing dong offices were derived, and the problems and directions for improvement were described.

Low birth rate problem in Korea has been mainly derived from the increasing number of female employment and the change of consciousness of female. According to the recent report, some other causes of low birth rate are from the difficulty of using childcare facilities with quality services and the relative lack of quantities of the facilities. The basic principle of childcare includes protection, education, nutrition, safety, service to parents, and correlation with community. Childcare has been deemed to be the social system even to guarantee the parents' right of work. Even though a lot of progress has been made in childcare facilities by changes for a long period of time, the research on the actual condition shows that there are relatively little changes of the space organization of the childcare facilities reflecting characteristics of community and developmental characteristics of infants and children. Now a days it has been appeared as a social problem that childcare has to be needed as a part of systematic education program for such an important infant era.
This study examines diagrams of space organization and classroom activity zoning through Korean Childcare Accreditation Criteria, and compares space diagrams with childcare facilities in Daejeon, and looks at similarities and differences between them. Space diagram from accreditation criteria show the classroom, adjoining toilets, napping areas, and community areas for playing, reading, cooking, teaching and holding materials. Classroom zone diagrams show 8 activity zones for entering, washing and toilet, making art, playing, reading, studying science, resting, playing role and wooden block. Six case studies in Daejeon, Korea were surveyed and classified into big, medium and small size facilities by the number of children. The space organization of case studies are similar to the diagrams, except that outdoor playground and indoor playrooms were not large enough at the small and medium size facilities. Classroom activity zoning was very similar to the conceptions, excluding the playarea from classroom, integrating the rest areas for reading, subdividing art into music and art, science, and into math and science, roleplay into roleplay and wooden block. In conclusion childcare centers in Daejeon are designed to the concept diagram of the accreditation criteria, with some flexibility, exclusion, integration, and subdivision of space and activity zones. It has been requested as to make each criteria fit to the facility sizes-big, medium and small.
The Korean education program and environment do not meet the increasing demand of daycare by facility, manpower, and budget deficits although Korea has also been interested in the convergent human resource with integrated ideas by creative education since the introduction of the Nuri curriculum for 5 year old children in 2011. Thus, the purpose of this study is to establish the preschool education program and design the proper space for developing the creativity of children. The procedure of this study is as follows. First, this study proposes the direction for establishing the daycare programs after examining the existing Korean daycare facilities and programs based on documented references about designs for daycare facilities. Second, this study proposes the program plans based on the framework establishment for developing preschool education programs by combination of 5 types of children's behavior on play and 5 types of formative principles for creative education with play. Third, this study proposes the direction of designs and conditions of daycare facilities for effectively managing the programs previously mentioned. As a result of theprocedure, this study comprehensively delineates the education program models and space plans for developing the creativity of Korean children, and suggests the necessity of development model of continuous education program by establishment of frameworks and the significance of space for effectively managing the model.

With increased social participation of married women and with the notion of importance of pre-school childhood on human development, the importance of nurseries is being emphasized. The transformation of the traditional family system into a nuclear family system and the deterioration of the traditional child education have also put nurseries as a primal social interest. But, at present, at the end of 1994, only 10% of the children have benefitted from such facilities, the supply not being able to meet demand. Also, the spatial organization and the management of such facilities has been unsatisfactory. In this perspective, this study aims to grasp the present condition of nurseries, to investigate and analyse case studies, to suggest standards and reform measures, and based on these, to produce basic information for the formation of an architectural spatial model. We've selected investigation of present conditions and case studies, interviews, and observation as investigative methods and through these we've assessed tangible spatial planning and spatial proportion by parts. 1. The most preferred grouping method is toddler/preschooler type, and the group size and staff-to-child ratios vary according to the children's age 2. The younger children's activity rooms are located in the lower level, and the activity room of the children on the similar development stages are located adjacent to one another 3. Most of the facilities do not have the public spaces(indoor playrooms, dinning rooms, napping rooms, bathrooms, sickrooms) For dinning and napping, activity rooms are being used, and for sickrooms, director's room or staff rooms 4. As for the correlations of the spaces(home bases, activity rooms and its outdoor spaces, day-care-centers and its community), closed plan type is 90% over, and modified open plan is 10% min.

This study aims to evaluate the efficiency of the forest experience center for children led by the local community as experiential management for forest kindergarten education. For this, an importance and performance analysis was conducted on the forest experience center for children in Geumcheon-gu, which, of the 12 forest experience center for kids in Seoul, is the only one led by the local community. The questionnaire sheet for the analysis consisted of a total of 36 questions, 20 about place facility areas and 16 about management program areas(including 6 questions about the management led by the local community). The questionnaire survey was done during the period between January 12th and January 19th, 2015. The participants in the survey consisted of 15 forest education specialists and 50 teachers from 19 kindergartens who participated in the forest experience program. The number of questionnaire sheets collected and used for analysis was 13 copies and 43 copies, respectively. The mean values of importance and performance on the place facility areas were 4.07 and 3.78 for forest education specialists, and 4.16 and 3.84 for kindergarten teachers, respectively. The mean values of importance and performance regarding the management program area were 4.38 and 4.16 for forest education specialists, and 4.40 and 4.00 for kindergarten teachers, respectively. Both groups evaluated the place facility areas lower than the management program areas. They also evaluated performance lower than importance. In place facility area, 'accessibility', 'safety' and 'connectivity to forest trail', 'loose parts' and 'safety facilities' were required to 'keep up the good work', because they showed higher importance and performance in place facility areas. Even though most items of management as led by the local community including 'forest experience activity support' were evaluated as 'important', some, including 'effort for local revitalization', were evaluated as low in performance. However, as they were evaluated as higher in importance, if they pursue 'concentrate here', it is expected that they will be evaluated as higher in performance. In addition, considering that program areas including 'forest education specialist's role' are labeled under the management led by the local community, it reflected a positive evaluation. As a result, management led by the local community is efficient as a management system for the forest experience center for children in an experiential forest kindergarten education. Going forward, if this management system is durable in 'keep up the good work' and 'concentrate here', the forest experience center for children led by the local community will be an alternative for an effective experiential forest kindergarten education.
Number of children cared by child care centers has getting up almost half of the from zero to five year age group in korea. Home care children' activities are reported more active and natural than those of center care children. So this study seek the design guidelines for the residential core model of child care centers as second home in korea. The residential core model by Anita Lui Olds was selected and ten domestic center cases were surveyed for guidelines. Firstly, daily-residential core model is learning by daily life at home, and is equiped with cooking kitchenet and group activity area in group room. Secondly, play-residental core model is learning by playing by self, and is equiped with acting, eating and reading common area clustering two or three group room. Thirdly, eco-residental core model is learning by eco-friendly activities, and is equiped with companying, cooperating and sharing area. Fourthly, project-residental core model is learning by project by self, and is equiped with drawing, experimenting and presenting common area. Fifthly, the space of residential core model is organized with three or four group room and clustering living or common area. The larger the center is, the more the cluster is vertically. Facility area and outdoor playground per child is about 7 and $3m^2$.

Therefore the common and comprehensive rearing system should be made for solving the child-rearing problem. For solving these problems and for the desirable infant-rearing and education, the joint irlart rearing, whidl compensates for the life, education and furthermore the sdlool edJcation through the volur1ary participation, has been prepared altematively. Compared to the traditional rearing system, joint infant-rearing is not only operated by the residents with the dues paid by the union members but also makes children experience the life force of natu"e in themselves. So the preparation of the standard of the suitable environment design for the joint infant-rearing is required which is diffrent from the traditional standard of the environmertal facilities for the traditional rearing system. The concept of joint infant-rearing was defind in this study through the reference and the ooncept of infant edJcation which is in operation suocessfully in Italy and Sweden in order to understand how the ooncept of infant education has changed as the ages have dlanged. And the basic principals for the formation of physical envirorvnert and the spare design and the envirorYnertal oondition for the practical environmental design was also studied through the reference. And after study about the concept. figure and physical environmental suggestion, the concept, standard and element of joint infant-rearing environment design was suggested. And as the final conclusion, the design requirement of the envirorvnertal design for the joint infant-rearing was suggested.

Introduced in 2004 as an 'After-School Academy' policy, the 'After-School Care Class' has become a universal program for elementary schools over time. While the concept of public education service has expanded and changed in various ways including educational welfare, the physical environment of the care classroom has undergone fixed changes within the uniform classroom structure of a standardized school space. The purpose of this study is to identify spatial characteristics of care classroom through chasing and analysing changes in the care class space configuration from 2004 to the present. The findings are as follows. The plan of the early care classroom wasn't much different from the existing common classroom, and it was only in 2007 that the kitchen and floor heating appeared for the first time.From the 2015 standard plan, prominent differentiation of the space between learning activities and resting area was shown, but the spatial characteristics are nothing more than a division that utilizes ready-made furniture. A distinctive feature of the 2018 Seoul care classes are diversity. In the case of the care exclusive classrooms, the division between the support space and the main activity space became more clear using furniture integrated open walls and various floor levels. In the case of a shift classrooms that is used together with common classrooms, it is characterized by flexibility that allows dramatically different classroom configurations for each time period by using a convertible furnishing space.
